Hello I'm Sally Taylor. Welcome to South Today. In tonight's | :00:02. | :00:06.
programme: To have sprinklers or go without? | :00:06. | :00:09.
The warning from a fire chief over a massive new student accommodation | :00:09. | :00:19.
block. In the last two years, we've experienced 80 fires and high-rise | :00:19. | :00:23.
buildings. 11 of those fires have been his student accommodation. | :00:23. | :00:26.
What would you do if you were in charge? The council offering voters | :00:26. | :00:29.
the chance to have their say on cuts or more taxes. | :00:29. | :00:32.
Looking for a piece of land - thousands on the waiting list as | :00:32. | :00:42.
:00:42. | :00:43. | ||
demand grows for allotments. And I'll be taking a trip in -- | :00:43. | :00:51.
back in time here at last in the past in Romsey. | :00:51. | :00:55.
A fire chief has warned that lives will be put at risk because a | :00:55. | :00:57.
sprinkler system isn't being installed in a massive new student | :00:57. | :01:02.
accommodation block in Portsmouth. The buildings, to be called The | :01:02. | :01:05.
Blade, will be 33 storeys high - that's more than 300 feet - and | :01:05. | :01:10.
will house 600 students from the city's university. But because | :01:10. | :01:13.
they're students, there is no legal requirement for it to have | :01:13. | :01:17.
sprinklers. After losing two colleagues in a high rise blaze in | :01:17. | :01:19.
Southampton last year, the fire service believes the developers | :01:20. | :01:29.
should think again. Rachael Canter reports. | :01:29. | :01:33.
This is the ease and a fire service says it wants sprinklers. Here is a | :01:33. | :01:38.
fire without them after five minutes, and here is one with them. | :01:38. | :01:42.
In a last two years, we have experienced 80 fires in high-rise | :01:42. | :01:47.
buildings. 11 of those had been in student accommodation, and those 80 | :01:47. | :01:53.
fires have led, sadly, to the death of four people, including two | :01:53. | :01:58.
firefighters. How much more serious can make this situation? It's | :01:58. | :02:03.
costing 30 million to build this, but the sprinkler system would cost | :02:03. | :02:07.
around 400,000. The developers behind the new Blade building in | :02:07. | :02:10.
Portsmouth don't plan to put them in, and that does not break any | :02:10. | :02:16.
current rules. Private power blocks above 100 ft do require sprinklers, | :02:16. | :02:22.
but public accommodation like halls of residence and hotels do not. | :02:22. | :02:26.
This is a unique building. One that is probably not been built in this | :02:26. | :02:31.
country before, and legislation is perhaps in catch up to the type of | :02:31. | :02:35.
building we're talking about. years from now, The Blade building | :02:35. | :02:40.
will be built here, towering over the centre of Portsmouth. It off, | :02:40. | :02:45.
get 600 students and be 110 metres high. If you're wondering just how | :02:45. | :02:50.
big that is, it is this big - the top of it will be about the same | :02:50. | :02:54.
height as the viewing platform on the spinnaker sour. | :02:54. | :02:58.
The University of Portsmouth will not own or lease the building, but | :02:58. | :03:03.
will nominate about six and his students to stay in the block. | :03:03. | :03:07.
We're putting The Blade pretty high on the agenda, but fire experts | :03:07. | :03:11.
currently say we do not require sprinklers and is building and I | :03:11. | :03:18.
cannot judge otherwise. Having been in a student block with the fire | :03:18. | :03:23.
alarm going off at 2am, I know it is important to get safety at work | :03:23. | :03:28.
and in place. I probably would have won but there - it's too dangerous. | :03:28. | :03:38.
:03:38. | :03:46. | ||
Hampshire Fire and rescue say they will continue with their campaign | :03:46. | :03:50.
to put pressure on the developers not to build the building without | :03:50. | :03:57.
sprinklers. The Government - the Department of | :03:57. | :04:00.
Communities and Local Government, says it does not comment on | :04:00. | :04:05.
individual cases. Last year, the government reviewed fire safety | :04:05. | :04:07.
regulations and found there was insufficient evidence to change | :04:07. | :04:11.
these regulations. With the, is the chairman of the British bring | :04:11. | :04:19.
colour alliance. Thanks for joining us. In your experience, do you | :04:19. | :04:25.
think the regulations should be changed? I certainly think the | :04:25. | :04:30.
anomaly between them being required in some buildings were not other | :04:30. | :04:35.
should be reconciled. I just want to emphasise that the developer on | :04:35. | :04:39.
his building is doing everything that is needed, by law, as far as | :04:39. | :04:44.
having a proper fire precautions and place. How much more beneficial | :04:44. | :04:47.
would a sprinkler system be? If they have everything in place that | :04:47. | :04:53.
they should have? They will have to comply with the laws as you say. I | :04:53. | :04:58.
don't think enough businesses appreciate the benefits of | :04:59. | :05:05.
sprinklers. They give you design freedoms. You can do away with | :05:05. | :05:12.
certain design restrictions. They can save you costs elsewhere. If | :05:12. | :05:17.
you think about it early enough, it can be too late when the building | :05:17. | :05:22.
is half way off the ground. We need to let builders realised it | :05:22. | :05:26.
sprinklers are in their benefit. You mention a strange anomaly we | :05:26. | :05:29.
have no weather is one law for a private residence and one law for | :05:29. | :05:33.
students, but you would think students would be at a higher risk? | :05:33. | :05:39.
I think one of the comments made earlier on this programme was that | :05:39. | :05:45.
Lord is not make pace -- keep pace with the social changes. I don't | :05:45. | :05:47.
think the envisaged so many students living in such a high | :05:47. | :05:50.
building. A woman who beat her partner to | :05:50. | :05:54.
death with a rounders bat had to be led from the dock in tears as her | :05:54. | :05:57.
counsel told a judge the crime bore all the hallmarks of a crime of | :05:57. | :06:00.
passion. Ann Browning admits the murder and confessed to police that | :06:00. | :06:03.
she'd then buried the body of 82- year-old retired postman, Bill | :06:03. | :06:05.
Williamson, in the garden of her Godalming Home. The judge who'll | :06:05. | :06:09.
sentence her on Monday was urged not to be prejudiced against her by | :06:09. | :06:12.
the 29-year age gap between the couple. | :06:12. | :06:16.
A Portsmouth-based warship has come under fire off the Libyan coast. | :06:16. | :06:18.
HMS Liverpool was targeted by multiple rockets during a tense | :06:18. | :06:23.
stand-off with pro-Gaddafi forces in Libya. The crew put on white | :06:23. | :06:26.
anti-flash suits and prepared to return fire, but the missiles fell | :06:26. | :06:31.
short and they didn't have to engage. The battery where the | :06:31. | :06:34.
rockets were fired from was later destroyed by allied Apache attack | :06:34. | :06:44.
:06:44. | :06:45. | ||
helicopters. We did receive some incoming fire which is thankfully | :06:45. | :06:51.
short of a position. Shortly after, we went on an elimination mission | :06:51. | :06:59.
for at the spotters. We were aiming to disrupt the pro-Gaddafi forces | :06:59. | :07:02.
in their battle against their people. | :07:02. | :07:06.
Some staff who've been on strike in Southampton have been paid by the | :07:06. | :07:08.
council, by mistake. A payroll error meant street cleaners | :07:08. | :07:11.
received one or two weeks' salary - even though they weren't at work. | :07:11. | :07:14.
The council has apologised for the inconvenience, and says it will | :07:14. | :07:18.
work with staff and the unions to find a fair way for the money to be | :07:18. | :07:23.
repaid. But those on strike say it shouldn't have happened. People | :07:24. | :07:27.
were not aware that those monies were from wages. Some thought they | :07:27. | :07:36.
may have been tax rebates. They where and aware it was a wage. They | :07:36. | :07:40.
had a debt which they did not know about. When the drawback to work, | :07:40. | :07:45.
we have money to pay back on top of the cuts we have already incurred, | :07:45. | :07:48.
so we're not happy about it. The leader of Southampton City | :07:48. | :07:50.
Council, Councillor Royston Smith wasn't available for interview, but | :07:50. | :07:53.
in a statement he apologised to those affected, saying the payments | :07:53. | :07:56.
were down to an administrative error. The staff on strike are not | :07:56. | :08:00.
entitled to be paid and are being given options as to how they can | :08:00. | :08:04.
repay the money. Would you like your council tax | :08:04. | :08:07.
frozen but with services cut, or pay more council tax to save | :08:07. | :08:12.
services? That's the question being asked as Worthing and Adur councils | :08:12. | :08:15.
consult residents on the annual budget. It follows a similar | :08:15. | :08:18.
exercise last year. Our Sussex reporter Sean Killick has the | :08:18. | :08:27.
details. Worthing is a pretty town, where | :08:27. | :08:30.
the parks and gardens cost almost 2 million a year. The council has | :08:30. | :08:33.
now considering selling off some part saying it was one of the | :08:33. | :08:38.
suggestions made last year, when it asked the public what should be cut. | :08:38. | :08:43.
It also led to the town's theatres being put up for sale, potentially | :08:43. | :08:46.
saving 1 million a year. But is the council just using the | :08:46. | :08:51.
consultation exercise to bring the public into tough decisions? It is | :08:51. | :08:55.
not a matter of moving blame around. I hope people see the council as | :08:55. | :08:59.
part of their society and their town, and councillors have some | :08:59. | :09:03.
very tough decisions to make. I want people to be part of those | :09:03. | :09:05.
decisions and to feel they have actually been asked questions on | :09:05. | :09:09.
him. Last year's most popular suggestion was cutting | :09:09. | :09:14.
administration costs. As a result, the mayor's budget and Chief | :09:14. | :09:18.
Executive's salary would be a -- are reduced, and fewer meetings | :09:18. | :09:22.
held. It is now being asked whether the town's museum should be handed | :09:22. | :09:25.
over to a trust, and people are being asked whether they want | :09:25. | :09:29.
council tax frozen with services cut or rates raised to save | :09:29. | :09:37.
services. That made for mixed use among museum visitors. I want the | :09:37. | :09:47.
:09:47. | :09:49. | ||
money to be focused on things the benefit children. I think they | :09:49. | :09:53.
should focus less on raising rates and moving money to essential | :09:53. | :10:00.
things. One of the Olympic venues in the | :10:00. | :10:05.
south has been the victim of crime for the first time. 11 new bicycles | :10:05. | :10:08.
provided for 2012 coaches and managers to get around the 2km long | :10:09. | :10:12.
Dorney Lake were stolen at the start of the week. The bikes are | :10:12. | :10:15.
all white with sponsor BMW's logo. Two men have been charged with the | :10:15. | :10:18.
theft but some bikes are still missing. | :10:18. | :10:21.
There's likely to be a U-turn over changes to parking charges in | :10:21. | :10:24.
Salisbury following pressure from the public and businesses. A | :10:24. | :10:28.
minimum two-hour stay for parking in the City Centre is likely to be | :10:28. | :10:37.
scrapped reverting to one hour. didn't properly explain to be able | :10:37. | :10:41.
what was be looked at. We tried, but we didn't get people to listen. | :10:41. | :10:45.
We should have tried a bit harder and not thought that people didn't | :10:45. | :10:48.
care about it. None of us realise how big an issue this would be and | :10:48. | :10:52.
we failed to get people to engage properly with it. | :10:52. | :10:55.
Still to come in this evening's South Today: Alexis is having a | :10:55. | :11:02.
blast, in the past. I certainly am. Join me later for a full five-day | :11:03. | :11:12.
weather forecast. Now, do you fancy a taste of the | :11:12. | :11:15.
good life? In these tough economic times, more people are looking for | :11:15. | :11:18.
a patch of ground to grow their own fruit and veg, but allotments are | :11:18. | :11:21.
increasingly hard to come by. Research has found that in the | :11:21. | :11:26.
south more than 11,000 people are waiting for one. But last year only | :11:26. | :11:30.
230 new plots were created. Ahead of National Allotment Week, | :11:30. | :11:39.
Danielle Glavin has been looking at the shortfall in the south. | :11:39. | :11:44.
This is a place where only weeds five, but it was a potential plot | :11:44. | :11:49.
of paradise to this allotment group. They had enthusiasm, but despite | :11:49. | :11:53.
the name - and allotments. There are no council plot locally and it | :11:53. | :11:57.
failed to get planning commission - - permission to convert this land. | :11:57. | :12:02.
We feel bereft. Very sad that we don't have an allotment. We were | :12:02. | :12:07.
excited about the possibility of having one, but we are looking for | :12:07. | :12:14.
land. But that is an advocate of grow your own, and says the problem | :12:14. | :12:19.
has been a long time coming. land, particularly land close to | :12:19. | :12:25.
housing, has a very high price attached. It is more valuable to | :12:25. | :12:31.
serve well as building land, so many councils will sell off land it | :12:31. | :12:36.
used to the allotment land. You combine that with an increase in | :12:36. | :12:42.
interest and you have a serious lack of allotments. World War II | :12:42. | :12:47.
was a masterclass in creative cultivation. Every empty space, | :12:47. | :12:57.
:12:57. | :12:57. | ||
including bomb craters, where potential plots. | :12:57. | :13:01.
Land share is a modern example of this, a project that pairs up land | :13:02. | :13:06.
owners and growers. Here in Swindon, the National Trust is volunteer the | :13:06. | :13:12.
land that was once a tennis court. The allotments are changing lives. | :13:12. | :13:16.
Come up here after work, and just chill out for an hour or two, it's | :13:16. | :13:20.
absolutely great. All of it. There's a great pleasure of it | :13:20. | :13:24.
going home with a handful of things that you do yourself. It is out of | :13:24. | :13:28.
all proportion to what it is really worth. This only scratches the | :13:28. | :13:31.
surface. The Government says it will relax planning rules to help | :13:31. | :13:41.
:13:41. | :13:44. | ||
create more allotments, but a Let's join Alexis. Every Friday our | :13:44. | :13:47.
weather presenters get out and about to find out some of the | :13:47. | :13:52.
events that will be happening. It looked like it was getting very | :13:52. | :13:57.
likely at Broadlands just now. You are going to take a step back in | :13:57. | :14:01.
history and give us a history lesson, is that right? | :14:01. | :14:05.
Yes, I am here at timeshare's biggest living history event in | :14:05. | :14:10.
Romsey and it is getting under way already. It opens tomorrow at 11 | :14:10. | :14:15.
o'clock and is also on sunbed. The weather is looking fairly good for | :14:15. | :14:19.
the event. You can try out different things and see people | :14:19. | :14:25.
dressed in different eras and today I sampled that. Go to morning, | :14:25. | :14:35.
Vietnam. What got you interested in the Vietnam era? Years ago. My | :14:35. | :14:41.
collection has grown and grown. It is getting a bit out of hand. We | :14:41. | :14:51.
:14:51. | :14:54. | ||
have to rent a bar in Basingstoke to spin Staller told. -- a bar in | :14:54. | :15:04.
:15:04. | :15:10. | ||
The Victorian era is one of my favourite parts of history because | :15:10. | :15:15.
I get to do something I love. such an important part of British | :15:15. | :15:19.
history and particularly with the element of India, our time in the | :15:19. | :15:25.
sub-continent, 300 years. Not much of that history is thought about or | :15:25. | :15:30.
taught these days, so we like to bring the splendour of the Raj to | :15:30. | :15:38.
people. We are now in the 5th century BC, Greeks are first | :15:38. | :15:48.
:15:48. | :15:54. | ||
aspersions. -- Greeks and Bursaspor versions. These are first century | :15:54. | :16:04.
AD legionaries. There is lots to buy from different eras. What do | :16:04. | :16:14.
:16:14. | :16:16. | ||
you think? Is this me? All this travelling through time has made me | :16:16. | :16:24.
really tired. I'm just going to have a sleep before the weather. I | :16:24. | :16:29.
am refreshed after my little sleep and I have a full five-day weather | :16:29. | :16:33.
forecast later in the programme. Here at problems everyone is | :16:33. | :16:39.
getting excited. Are you excited? Absolutely. Joining later in the | :16:39. | :16:46.
programme, and find out also what other things you can get up to in | :16:46. | :16:52.
the south. I am very excited. She did a whole | :16:52. | :16:57.
sequence of horrible histories. particularly liked the red hat from | :16:57. | :17:02.
whatever era that was. We are joined her in a short while. Now | :17:02. | :17:06.
the sport. A red letter day for Hampshire | :17:06. | :17:12.
today. They had a good day today. Records tumbling at the Rose Bowl. | :17:12. | :17:16.
First, Michael Carberry posted a double hundred as he reached his | :17:16. | :17:22.
new highest, first class door -- core. Then Mike McKenzie reached | :17:22. | :17:28.
the same milestone with a six. Hampshire got a new all-time record. | :17:28. | :17:32.
Carberry, who is coming back from a life-threatening blood clot, went | :17:32. | :17:40.
on to make 300 not out. It was a real day to remember. It has been a | :17:40. | :17:45.
great day. My first ever 111 hundred in any cricket. When you | :17:45. | :17:53.
are back, your mind switches off and my batting was perfect today. | :17:53. | :18:02.
It was a really nice partnership to be a part of. I shared the | :18:02. | :18:05.
partnership with a hard-working Michael Carberry who has gone | :18:05. | :18:10.
through bad times over the past couple of months. Very well done. | :18:10. | :18:13.
As sporting records tumble, the inexorable march to the new | :18:13. | :18:17.
Football League season is almost over. This week we have been | :18:17. | :18:21.
setting you up for another, dramatic ride, and tonight we | :18:21. | :18:25.
finish with two near-neighbours, not exactly the best of friends, | :18:25. | :18:30.
but in the same division for the first time since 2005, Portsmouth | :18:30. | :18:40.
:18:40. | :18:56. | ||
In the face of adversity, Portsmouth's defences stood firm | :18:56. | :19:01.
last season. Now with new owners they are on a new mission. Against | :19:01. | :19:06.
the odds and helped by a solid back line, Portsmouth hopes stayed alive | :19:06. | :19:11.
last season, but did they lay any foundations? Not really. We had | :19:11. | :19:15.
some players who were never going to play at the start of the season. | :19:15. | :19:20.
We had enough pairs every day of the week except Saturday. We need | :19:20. | :19:30.
:19:30. | :19:34. | ||
better players and we will be stronger. David Norris and Luke | :19:35. | :19:38.
Varney are in this year and they want another five by the end of | :19:38. | :19:43.
this month. What can the fans expect? They do not ask for too | :19:43. | :19:47.
much, but they want effort of their boys. We have got some good boys | :19:47. | :19:56.
and if they are ratted every game, their quality will come through. | :19:56. | :20:01.
Southampton fans have endured some dark days in recent years. But | :20:01. | :20:11.
:20:11. | :20:15. | ||
things are changing. We are back. What a goal! The Canaries can | :20:15. | :20:20.
celebrate. Southampton swept into the championship in a promotion | :20:21. | :20:30.
season caps with sometimes startling football. Adam Lallana | :20:30. | :20:34.
did not go unnoticed. Being a local lad who has been here for a while, | :20:34. | :20:41.
I want my club to do well. It is brilliant and I am really happy to | :20:41. | :20:49.
be here. Two signings stand-out. The two midfielders will stop Alex | :20:49. | :20:54.
Chamberlain is still a safer now. He could light up the championship. | :20:54. | :20:58.
It is important you keep the core of the group together and we have | :20:58. | :21:04.
kept everyone at the minute. With a couple of shrewd additions, I think | :21:04. | :21:14.
:21:14. | :21:16. | ||
we stand a chance. Kick-off for all of the South's clubs is upon us. | :21:16. | :21:26.
Will it be another blockbuster year? Are you ready? We have heard | :21:26. | :21:30.

like some kind of wench from whenever it. | :24:03. | :24:06.
Sorry for that. Why not come here this weekend to sample the delights | :24:06. | :24:13.
of the different eras, or if not here are a few other things you can | :24:13. | :24:18.

stalls by the weekend, but will it There is a fair bit of cloud in the | :25:31. | :25:35.
Atlantic. Today we had some decent sunny spells and the temperatures | :25:35. | :25:40.
rose nicely. That cloud will edge its way Ian through the early hours | :25:40. | :25:45.
of the morning. We may see the odd, stray shower in the morning, but | :25:46. | :25:54.
most places will stay dry. Tomorrow from the word go we may see a few | :25:54. | :25:59.
showers drift into parts of Dorset and Wiltshire first thing. They | :25:59. | :26:04.
will track their way eastwards throughout the morning. The highs | :26:04. | :26:09.
first thing in the morning are 14 or 15 Celsius. Those showers will | :26:09. | :26:14.
drift further eastwards, mainly confined to the South West, but | :26:14. | :26:19.
Eastern areas could see them in the afternoon. Some areas could stay | :26:19. | :26:27.
dry altogether. Tomorrow's temperatures will be 20 or 21. The | :26:27. | :26:32.
winds will gradually pick up speed. One or two clear spells here or | :26:32. | :26:38.
there. A fresh appeal to things and more comfortable for sleeping. On | :26:38. | :26:42.
Sunday there will be more frequent showers and a more organised band | :26:42. | :26:47.
of rain will move in from the Atlantic. We are more likely to see | :26:47. | :26:51.
more frequent showers in Hampshire and Dorset. Elsewhere you'll see | :26:52. | :27:01.
:27:02. | :27:05. | ||
scattered showers in the afternoon. Here is the summary for the week. | :27:05. | :27:11.
