costly. The coalition government says that this time, it is | :02:40. | :02:44. | |
different. The business rates that are collected here go straight into | :02:44. | :02:47. | |
the local council and they have an incentive to be invest them on the | :02:48. | :02:52. | |
site and make them a success. It is all about trying to grow our way | :02:52. | :03:02. | |

out of a recession, rather than spend our way out. We need jobs for | :03:04. | :03:10. | |
people that are not qualified, or not highly qualified. We need more | :03:10. | :03:15. | |

It will be good if there is training. We need specialised | :03:20. | :03:24. | |
training before be can start the work. This is just the start. For | :03:24. | :03:28. | |
it to work, it will need a lot of private investment and local | :03:28. | :03:32. | |
support. But the hope is that it will provide a much-needed boost to | :03:32. | :03:42. | |

A little earlier I spoke to David Arrell, the Pro Vice Chancellor at | :04:24. | :04:26. | |
Portsmouth University. Part of his role is looking at regional | :04:27. | :04:29. | |
economic development. I asked him why, when back in the '80s | :04:29. | :04:32. | |
enterprise zones did not work particul+arly well, he thought they | :04:32. | :04:38. | |
would work this time around. This time round, it is very | :04:38. | :04:44. | |
different. In the 1980s, the government used and unfocused | :04:44. | :04:47. | |
approach and most of the projects were unsuccessful and just fizzled | :04:47. | :04:53. | |
out. Here, particularly in the Solent region, the plan for the | :04:53. | :04:57. | |
enterprise on that was put forward is one that is focused very much on | :04:57. | :05:07. | |
:05:07. | :05:07. | ||
areas of strength, knowledge-based industries, defence, transport, | :05:07. | :05:14. | |
automotive, energy. The Solent region has got significant | :05:14. | :05:16. | |
expertise that is recognised internationally. | :05:16. | :05:25. | |
It is interesting that a piece of work from earlier this year said | :05:25. | :05:29. | |
that enterprise zones are likely to be ineffective but stimulating | :05:29. | :05:34. | |
growth. The suggestion is that they are OK in the short term, but not | :05:34. | :05:39. | |
the long term. If you look at the focus for the industries in the | :05:39. | :05:45. | |
Solent Enterprise zone, they are hi-tech industries. They will build | :05:45. | :05:49. | |
on their expertise in the area are already. They will make the maximum | :05:49. | :05:53. | |
use of graduates coming out of universities in pause mode and | :05:53. | :06:00. | |
Southampton. Not only do you have existing skills -- Portsmouth. But | :06:00. | :06:04. | |
there is room for expansion and a ready made work force that will | :06:04. | :06:09. | |
stay in the region rather than leave and go elsewhere. The biggest | :06:09. | :06:13. | |
problem in that area of Gosport is access and the infrastructure. | :06:13. | :06:17. | |
Until you get that sorted out, it does not matter how much money you | :06:17. | :06:22. | |
throw at the region. That has always been a problem. But if you | :06:22. | :06:27. | |
look at the nature of the industry we are developing their, it is all | :06:27. | :06:34. | |
very computer-based. That takes pressure away from the road | :06:34. | :06:38. | |
infrastructure. One of the sectors that we are targeting is a marine | :06:38. | :06:45. | |
engineering. That means looking at access to the site using the water | :06:45. | :06:55. | |
