Hello, I'm Sally Taylor. Welcome to South Today. Tonight, the operation | :00:06. | :00:10.
which is not on the NHS. The families willing to pay and | :00:10. | :00:15.
followed Charlotte's American journey. They can't play with other | :00:15. | :00:20.
children and they just run away. It would be everything. | :00:20. | :00:24.
Picking up camp. The peaceful protest comes to an end outside | :00:24. | :00:30.
Bournemouth town hall. A new Silicon Valley. The 45 | :00:30. | :00:34.
million data storage facility that could transform an area in the | :00:34. | :00:39.
south. And, we will go for a drive in the | :00:39. | :00:49.
:00:49. | :00:55. | ||
It's a life-changing operation and it costs tens of thousands of | :00:55. | :00:59.
pounds but, since we brought you the story of Charlotte and the | :00:59. | :01:04.
surgery which helped her walk again, more than 100 families from across | :01:04. | :01:08.
the country have gone to America for the procedure, and now another | :01:08. | :01:12.
child is three-year-old Hayden Shaw from Hampshire, who has cerebral | :01:12. | :01:18.
palsy. The operation should help him walk. It will cost the family | :01:18. | :01:22.
around 50,000, but there is a growing feeling that the NHS should | :01:22. | :01:26.
pay. Hayden is a lively, loving little | :01:26. | :01:30.
boy, but he can't walk independently. He was born with a | :01:30. | :01:34.
type of cerebral palsy affecting the muscles in his legs. It was | :01:34. | :01:38.
diagnosed when he was 18 months and, ever since, his parents have been | :01:38. | :01:43.
fighting for the best treatment. They are trying to raise 30,000 to | :01:43. | :01:47.
pay for an operation in the state which could be life changing. | :01:47. | :01:51.
first I couldn't quite believe there was an operation when in fact | :01:51. | :01:57.
nothing had been said to me, there was nothing around, so I phoned | :01:57. | :02:02.
America directly to find that many families from the UK have actually | :02:02. | :02:07.
gone on this journey. One of those families was the Wakefields from | :02:07. | :02:12.
Dorset. Their daughter, Charlotte, used to walk like this. We followed | :02:12. | :02:16.
her family as they made the decision to go through with the | :02:16. | :02:19.
risky surgery in America even though it could have left her | :02:19. | :02:25.
paralysed. No. 2. It involves cutting some of the sensory nerves | :02:25. | :02:29.
in the spine to help relax the muscles in the legs. For Charlotte, | :02:29. | :02:34.
all went well. The future is much brighter. I think she is going to | :02:34. | :02:40.
live a normal little girl's life, whatever normal is, and live a | :02:40. | :02:45.
happy life. Charlotte has made good progress since the operation and | :02:45. | :02:49.
her parents have become friends with Hayden's parents, supporting | :02:49. | :02:54.
them as they seek out the same American surgeon. For Tracy, the | :02:54. | :02:59.
operation cannot come soon enough, especially as Hayden's friends are | :02:59. | :03:04.
now so active. He just wants to run around with his peers. It is | :03:04. | :03:07.
heartbreaking when they were off to find something else to play with | :03:07. | :03:12.
and he can't catch them. That is the part which crushes me. I will | :03:12. | :03:18.
do everything in my power to get him to America. Surgeons in this | :03:18. | :03:21.
country have operated in a similar way but, to get NHS funding, it | :03:21. | :03:26.
would have meant waiting until Hayden was all there. Even then, he | :03:26. | :03:30.
might have been turned down, something his parents didn't want | :03:30. | :03:34.
to risk. David Fenton is here. Hard to | :03:34. | :03:38.
believe it is two years since Charlotte had her operation, but | :03:38. | :03:43.
why isn't it... In that period of time, why isn't it available on the | :03:43. | :03:48.
NHS? They are doing some operations in Bristol at the moment, about 11 | :03:48. | :03:53.
over the last six months. In America, they do eight or nine a | :03:53. | :03:58.
week, so a big difference. The issue is probably funding. It is an | :03:58. | :04:02.
expensive procedure. NHS trusts are not going to jump over each other | :04:02. | :04:07.
to pay for it. That said, NHS Hampshire, which looks after | :04:07. | :04:11.
Hayden's family, have said they would be prepared to consider it if | :04:11. | :04:16.
the family requested it and the surgeons felt it was right. | :04:16. | :04:21.
families have said, since Charlotte went out there, they have gone out | :04:21. | :04:24.
to the States for the same procedure. Exactly, and many of | :04:24. | :04:29.
them, certainly, found out about it through the charity that | :04:29. | :04:34.
Charlotte's family set up and threw Facebook pages. There is a real | :04:34. | :04:38.
patient power thing going on where people can't get what they want | :04:38. | :04:43.
here and of going abroad. Dr Park, the surgeon, is coming over next | :04:43. | :04:47.
year to talk to the families. Before I give out the web address, | :04:47. | :04:53.
hell is Charlotte? She is doing well. I spoke to her mum today. -- | :04:53. | :04:57.
How is Charlotte. If you would like to make a donation to the appeal | :04:57. | :05:03.
for Hayden, the website is on the screen. | :05:03. | :05:07.
They spent a week camped outside Bournemouth town hall, but now the | :05:07. | :05:11.
anti-capitalist protesters are moving on. Today, the judge granted | :05:11. | :05:15.
an immediate possession order so the council can take back the land. | :05:15. | :05:19.
The protesters have been supporting the demonstration outside St Paul's | :05:19. | :05:23.
Cathedral. But many of them may simply moved to a new site. | :05:23. | :05:28.
As the rain began to fall, some of the occupied Bournemouth protesters | :05:28. | :05:32.
began to pack up their tents and moved out. The next thing to do | :05:32. | :05:37.
would be to move on to a new location and set up again. There is | :05:37. | :05:44.
not a lot we can do here. 30-50 protesters have been camping beside | :05:44. | :05:47.
form of town halls and the protest began on Saturday. Some of them | :05:47. | :05:51.
were at Bournemouth County Court this morning to argue against the | :05:51. | :05:55.
request for a possession order. It emerged that protesters held a | :05:55. | :05:59.
meeting with council officials several days before the occupation | :05:59. | :06:03.
began. The council agreed to a protest on Saturday and had been | :06:03. | :06:07.
informed of the attention -- intention to occupy the site, but | :06:07. | :06:11.
the council argued it had not formally agreed to an occupation. | :06:11. | :06:15.
The judge ruled the protesters were no trespassing and told them they | :06:15. | :06:19.
must leave. There are people that are going to stay here and | :06:19. | :06:23.
passively resist when the bailiffs turn up. There are people who will | :06:23. | :06:27.
head home. There is talk of possibly moving to another site. | :06:27. | :06:31.
The council says it is applying to bailiffs for an addiction but hopes | :06:31. | :06:35.
it will not be necessary. -- for an eviction. | :06:35. | :06:39.
Flood alerts have been issued for several areas after a night of | :06:39. | :06:44.
heavy rain when 55 mm fell at Farnham in Surrey. Rail services in | :06:44. | :06:50.
the area were disrupted just before 7am. Up to 40 mm could fall later | :06:50. | :06:55.
today. Hampshire Police is warning drivers about hazardous road | :06:55. | :07:01.
conditions, and many Bonfire Night events will be affected. | :07:01. | :07:06.
Part of Southampton has lost its water supply. Southern Water says | :07:06. | :07:10.
parts of Shirley and Millbrook have no water and, until supplied | :07:10. | :07:14.
returns, bottled water will be handed to affected households. He | :07:14. | :07:19.
is not clear how many customers are affected. The fault occurred during | :07:19. | :07:22.
routine maintenance. Owners of commercial property in | :07:22. | :07:26.
the south have been warned to get better protection against squatters | :07:26. | :07:29.
if a new Bill goes through Parliament. Sussex MP Mike | :07:29. | :07:32.
Weatherley is behind the move to make squatting a criminal offence, | :07:32. | :07:38.
but it only applies to domestic houses and flats. It is being | :07:38. | :07:42.
suggested squatters who are affected may move into offices or | :07:42. | :07:47.
shops instead. Peter Henley is here. Is this a realistic warning? | :07:47. | :07:51.
don't think it is scaremongering. There is a tough new approach | :07:51. | :07:55.
coming and the law has passed its second reading. There were scenes | :07:55. | :07:58.
in Brighton this week that demonstrated that, with police and | :07:59. | :08:03.
bailiffs moving squatters out of Richmond Court in the city centre. | :08:03. | :08:07.
Brighton has the largest number of people squatting in the south. Mike | :08:07. | :08:12.
Weatherley, the local MP, has warned this could be a side effect, | :08:12. | :08:16.
driving people into empty offices and shops. Emma is one of those | :08:16. | :08:20.
people who are squatting. I met her this week in a former bed-and- | :08:20. | :08:26.
breakfast that had been empty for two years. We will be forced into | :08:26. | :08:31.
already overcrowded prisons. People are scared of stopping squatting | :08:31. | :08:36.
because they don't want to be homeless. But Teresa would disagree. | :08:36. | :08:41.
After 18 months of squatters at her house in cove, it cost 20,000. | :08:41. | :08:45.
need a faster process and we need to have them criminalised so they | :08:45. | :08:50.
don't reoffend. If somebody steals your car, they would be punished, | :08:50. | :08:54.
so you would expect them to be punished if they steal your house. | :08:54. | :08:58.
But it is a drastic change, if you can become a criminal for being | :08:58. | :09:02.
somewhere somebody doesn't want you to be. It is argued that the | :09:02. | :09:07.
existing law covers it. But in vulnerable people on the streets is | :09:07. | :09:11.
very controversial. We will be debating it in The Politics Show on | :09:11. | :09:16.
Sunday at midday. A politic Shell with Peter. That is | :09:16. | :09:25.
East Surrey Hospital, which serves Crawley and Horsham, is failing to | :09:25. | :09:29.
meet the four hour waiting target for accident and emergency cases. | :09:29. | :09:35.
It says it is expanding its emergency department, but one | :09:35. | :09:38.
patient's Group says Peter of having to wait for hours is a | :09:38. | :09:43.
disaster. -- people having to wait. East Surrey Hospital, managed by | :09:43. | :09:48.
Surrey and Sussex NHS Trust, is failing to meet targets for | :09:48. | :09:51.
accident and emergency waiting times. It says the problem is | :09:51. | :09:56.
capacity, the A&E department isn't big enough to meet the demands on | :09:56. | :10:01.
it. It is spending 40 million on redevelopment. We will be doubling | :10:01. | :10:08.
the size of A&E. I am absolutely sure that this will really improve | :10:08. | :10:13.
the care and experience that our patients get. The government wants | :10:13. | :10:18.
95 % of all emergency patients scene within four hours of arrival | :10:18. | :10:25.
at hospital, but latest figures suggest only 78.8 % of people at | :10:25. | :10:29.
East Surrey are seen on target, below the recommended figure. That | :10:29. | :10:33.
makes the hospital one of the poorest performers for emergency | :10:33. | :10:37.
waiting times in the country. 22 % are sitting there for more | :10:37. | :10:42.
than four hours, it is disastrous. Something is going wrong somewhere, | :10:42. | :10:46.
and we need more leadership to see what is going wrong. It isn't | :10:46. | :10:49.
happening all the time, but maybe it goes through periods where it | :10:49. | :10:56.
does. As well as expanding A&E, the hospital is investing in a new day | :10:56. | :11:01.
surgery unit and building new wards. The hospital's problems with A&E | :11:01. | :11:05.
waiting times are described as significant challenges by the | :11:05. | :11:09.
strategic port authority. This was the view of people today. -- | :11:09. | :11:13.
strategic health authority. mother was brought here about the | :11:13. | :11:17.
year ago and they dealt with her quite quickly and effectively. | :11:17. | :11:21.
you get 10 people come in when there is only eight beds in the | :11:21. | :11:26.
ward, what can you do? The enlarged emergency department is due to be | :11:27. | :11:34.
completed next spring. Still to come, with so much rain | :11:34. | :11:40.
falling today, he is Alexis with what is happening this weekend. | :11:40. | :11:44.
Rainfall totals earlier on this morning in Farnham in Surrey, just | :11:44. | :11:50.
over two inches. I'll be out of the woods? Find out later. | :11:50. | :11:54.
-- are we out of the woods. A Canadian company is investigating | :11:54. | :11:59.
-- investing tens of millions and creating jobs in the south with the | :11:59. | :12:03.
development of a massive hi-tech storage unit. 20,000 servers will | :12:03. | :12:07.
hold data for hundreds of companies across Europe at the facility in | :12:07. | :12:13.
Havant. Peer1, based in Vancouver, had a visit -- a visit from the | :12:13. | :12:17.
Minister of State for universities and science. David Willets bowed | :12:17. | :12:21.
out of the 45 million investment would benefit the south. He said it | :12:21. | :12:27.
was an opportunity which could lead to the breach and rivalling the M4 | :12:27. | :12:32.
corridor for computer industries. - - lead to the region. We had some | :12:32. | :12:36.
strong hi-tech businesses. We make many of the world's satellites on | :12:36. | :12:44.
the south coast. We have got at Southampton bionics. We have got a | :12:44. | :12:48.
lot of hi-tech facilities. We should be very proud that, on the | :12:48. | :12:52.
south coast, we already have hi- tech businesses. | :12:52. | :12:58.
There are many companies hosting data in this way. For them, as you | :12:58. | :13:02.
would imagine, security is very important and measures are in place | :13:02. | :13:06.
to protect information and make sure the facility is safe. Peer1 | :13:06. | :13:11.
says it is constantly fighting attacks from hackers and online | :13:11. | :13:16.
threats. Should we be worried about our information going missing or | :13:16. | :13:20.
being taken by somebody else? I'm joined by an expert from | :13:20. | :13:24.
Southampton University, Dr Stuart Middleton. The first question is, | :13:24. | :13:28.
with more and more of these facilities springing up, why do we | :13:28. | :13:38.
:13:38. | :13:42. | ||
For the key benefit for business is that they can be more computing | :13:42. | :13:47.
power and space. The big question is how safe are they? Just recently | :13:47. | :13:51.
we heard that people were trying to hack into the Foreign Office. We | :13:51. | :13:55.
are always hearing about people trying to hack into the American | :13:55. | :14:00.
defence industry. How safe are these? Are they are pretty safe. | :14:00. | :14:07.
There are various techniques in place to protect the data. They | :14:07. | :14:13.
have the ability monitors which can help spot viruses and Trojans. They | :14:13. | :14:17.
have protection against service that tax when a third party might | :14:17. | :14:23.
try and attack the data centre. you're a company and you wanted to | :14:23. | :14:27.
put your information into one of these facilities, would you find | :14:27. | :14:32.
out to the other companies are who were using it or not? I am thinking | :14:32. | :14:36.
in terms of one company being bombarded and the other not. A | :14:36. | :14:45.
within the data centre itself their rubber Titians. -- are there are | :14:45. | :14:53.
partitions. The minister was suggesting that we could have a new | :14:53. | :14:58.
Silicon Valley here. It is possible. This type of structure will help to | :14:58. | :15:03.
stimulate that. This will encourage businesses in the area. At the | :15:03. | :15:07.
future? Data centres are the way forward. They are coming up | :15:07. | :15:16.
everywhere with a cloud offerings from Amazon and Google. Thank you. | :15:16. | :15:23.
A 110 million pound redevelopment plan for Bournemouth's Winter | :15:23. | :15:31.
Garden is now with the council. The redevelop as have guaranteed no | :15:32. | :15:36.
bars or nightclubs will be built on this site. It is thought that the | :15:36. | :15:42.
scheme could create up to new jobs and work could begin next summer. | :15:42. | :15:46.
Dozens of the world's Green is cars are lining up in Brighton for the | :15:46. | :15:49.
rally called Future Car Challenge. It is the biggest event of its kind | :15:49. | :15:56.
and they will drive to London's a region St leaving -- using as | :15:56. | :16:00.
little energy and the lowest emissions possible. Our | :16:00. | :16:08.
correspondent is at the start line. It will be a very slow start. They | :16:08. | :16:12.
are not very fast, they are very quiet. Most people know about the | :16:12. | :16:17.
London to Brighton run for a very old cars, this one is newer and it | :16:17. | :16:20.
goes in the opposite direction, using these new fuel-efficient, | :16:20. | :16:25.
energy saving, low-emission cars. Hundreds of thousands of people | :16:25. | :16:30.
will see this event. In a moment, we will talk to some of the drivers. | :16:30. | :16:34.
First, I have been back to see how some of the supposedly new | :16:34. | :16:44.
:16:44. | :16:48. | ||
This is the world's first hybrid car, Bert -- built 111 years ago. | :16:48. | :16:53.
The designer is at the wheel in this picture. Driving it at | :16:53. | :17:01.
Silverstone today is his grandson. There is an electric gearbox. | :17:01. | :17:06.
technology was abandoned for decades. It was not very powerful. | :17:06. | :17:10.
On even the slightest Hill, passengers must get out and walk. | :17:10. | :17:18.
This is only 10 horsepower. I can drive 30 miles an hour. This is the | :17:18. | :17:23.
only power -- car of its kind, so it is priceless. My grandfather was | :17:23. | :17:29.
not very happy because he found it too slow. His grandson believes | :17:29. | :17:33.
that cars of the future will not be powered by batteries. He is | :17:33. | :17:38.
investing in this British build hydrogen powered car. This is the | :17:38. | :17:47.
only answer. We cannot really rely on oil, there is no other energy | :17:47. | :17:53.
than hydrogen. Other designers disagree. His car is built at | :17:53. | :18:00.
Silverstone. Two of these battery cars will take part of the | :18:00. | :18:07.
challenge. Our objectives are to get somebody to license the design | :18:07. | :18:11.
of this car. This is what we believe the future of a family car | :18:11. | :18:17.
will be. On the floor, there are three rows of factory which provide | :18:17. | :18:21.
the power for this car. These are prototypes and underneath the skin | :18:21. | :18:26.
they are more advanced than other electric cars. What we try to do | :18:26. | :18:30.
initially was style of vehicle that looked conventional, sporty, but | :18:30. | :18:39.
other than that it looks like a normal car. Underneath all of the | :18:39. | :18:41.
Engineering and Technology under the skin is ground-breaking. Some | :18:41. | :18:47.
of these prototypes are amazing. This car is battery-powered. Some | :18:47. | :18:55.
of them are petrol, some are diesel, some a hybrid cars. This is one of | :18:55. | :19:00.
the drivers. This is very difficult for you, you lost both of your legs | :19:00. | :19:09.
in it than a Stan? Yes, I did. I have fitted in my own portable | :19:09. | :19:18.
control. It is with to drive around without my legs. Good luck. Here is | :19:18. | :19:24.
the Delta card that we saw a moment ago. What is in it for you? Why are | :19:24. | :19:29.
you doing this? It is to showcase British Engineering are to some of | :19:29. | :19:33.
the larger manufacturers. It is also about changing the hearts and | :19:33. | :19:38.
minds of the British public. Will people really drive this? | :19:38. | :19:44.
Absolutely. Heres Roger from the RAC who are organising the event. | :19:44. | :19:49.
What do you achieve with this event? The challenge is to use the | :19:49. | :19:55.
least energy possible. We want to use the least energy possible from | :19:55. | :20:01.
London to Brighton. Quite a challenge? It is, and it pioneers | :20:01. | :20:06.
the veteran Car Run on Sunday. event starts tomorrow morning at | :20:06. | :20:11.
about 7am. I will be travelling in this part here. For a driver with | :20:11. | :20:16.
me will be Damon Hill. He is more used to putting the pedal down. We | :20:16. | :20:23.
will see how he gets on tomorrow and also on Monday. Along with the | :20:23. | :20:33.
:20:33. | :20:33. | ||
rest of these extraordinary He has waited right to the end to | :20:33. | :20:42.
tell us that he is with Damon Hill! On to sport. Stay with us because | :20:42. | :20:52.
:20:52. | :20:54. | ||
we have some amazing rugby pictures. There is a big game in football | :20:54. | :21:03.
tomorrow as well. Steve Cotterill will be back with his new side. It | :21:03. | :21:08.
is 91st his 20th, an important three points up for grabs. | :21:08. | :21:12.
Cotterell was poached by Forest to bring stability and fighting spirit | :21:12. | :21:19.
to a club in trouble. You will get your answer. Steve | :21:19. | :21:23.
Cotterill's year in charge of Portsmouth was eventful. Fans often | :21:23. | :21:28.
saw his competitive nature. All of the talk was about a football club | :21:28. | :21:33.
surviving. He is ambitious, too. Three weeks ago he moved to | :21:33. | :21:37.
Nottingham Forest after steering Pompeii through troubled waters. | :21:37. | :21:45.
was probably the darkest time in parts month football cup. -- | :21:45. | :21:50.
Portsmouth Football Club. That is testament to me and other people. | :21:50. | :21:57.
But he will succeed him? Attention has turned to Michael Appleton at | :21:57. | :22:01.
West Bromwich Albion. At MK Dons boss has also been linked with the | :22:01. | :22:11.

coast. -- the job. We know he's coming back and it will be a | :22:14. | :22:18.
strange situation, but we have concentrated very much on trying to | :22:18. | :22:23.
win the game. On the field, Portsmouth and Forest are in the | :22:23. | :22:29.
lower reaches of the championship table. There are a big three points | :22:29. | :22:33.
at stake. Southampton City are sitting pretty | :22:33. | :22:37.
in the championship. They beat Peterborough on Tuesday night and | :22:37. | :22:43.
have extended a remarkable home run. They play Coventry tomorrow. | :22:43. | :22:50.
Sunday action for Reading and Brighton this week. Crawley Town | :22:50. | :22:59.
boss, Steve Evans, has won the marriage of the month title this | :22:59. | :23:04.
month. Aldershot aim for their 4th consecutive win by travelling to | :23:04. | :23:07.
Rotherham this weekend. Danny Hylton has been named Player of the | :23:08. | :23:12.
Month for October. In League One, Bournemouth is time | :23:12. | :23:21.

rain this evening? The good news is it will be drier. If you are | :25:36. | :25:43.
heading out for fireworks, go prepared. The fireworks start at | :25:43. | :25:50.
the Rose Bowl at 8pm. Overnight tonight, mist and fog is a | :25:50. | :25:55.
