is for part of the site to be used for a call centre, as well as | :02:41. | :02:45. | |
training facilities, stores and archives. The police a poverty is | :02:45. | :02:49. | |
still working out where his best for its headquarters. The police | :02:49. | :02:53. | |
authority says budget cuts have forced a rethink. Internal | :02:53. | :02:58. | |
documents show that concerns were raised before the deal was done. | :02:58. | :03:02. | |
The treasurer said, I would not touch this with a barge pole. The | :03:02. | :03:05. | |
Chief Executive said the price would be hard to justify to | :03:05. | :03:11. | |
taxpayers. The authority's chair e- mailed a colleague saying, or God, | :03:11. | :03:20. | |
what have we done. There are still questions over the purchase. They | :03:20. | :03:25. | |
are scratching their heads, saying, my police station is closing down | :03:25. | :03:30. | |
but we have a big lump of land near Eastleigh. Where is the sense in | :03:30. | :03:37. | |
that? It was felt we would need a but -- a much bigger site. | :03:37. | :03:42. | |
They say that keeping under-used desks is not a good option. We need | :03:42. | :03:47. | |
an estate that is fit for purpose today. We have protected a number | :03:47. | :03:50. | |
of officers -- the number of officers working in the local | :03:50. | :03:52. | |
community. We think that is important. | :03:52. | :03:57. | |
The authority will decide what to do with the site in the New Year. | :03:57. | :04:00. | |
Earlier I spoke to Jacqui Rayment, chair of the police authority, and | :04:00. | :04:04. | |
because of the cost involved I put it to her that it was always going | :04:04. | :04:11. | |
to be a white elephant. necessarily. We had various | :04:11. | :04:14. | |
valuations that gave us various prices. We had various people | :04:14. | :04:19. | |
giving advice and we had to take all of that into consideration. | :04:19. | :04:25. | |
What about the warning e-mails that came out, saying, stay away from | :04:25. | :04:30. | |
this, I wouldn't touch it with a barge pole. All of those private e- | :04:30. | :04:33. | |
mails did not come to light until the Freedom of Information request, | :04:33. | :04:38. | |
and that was the first time I saw a number of them. So you got no | :04:38. | :04:41. | |
warnings at all? Nobody criticised the decision you were thinking of | :04:41. | :04:47. | |
making? No, I am not saying that. We had advice from various | :04:47. | :04:51. | |
individuals, conflicting advice some days. On balance we made the | :04:51. | :04:59. | |
decision we made. And that decision only to two months, didn't it? Was | :05:00. | :05:04. | |
that enough time when you were spending �9.2 million of taxpayers' | :05:04. | :05:08. | |
money? A huge amount of time and energy over the previous eight | :05:08. | :05:14. | |
years had gone into finding a site. All of that work that went on | :05:14. | :05:18. | |
behind the scenes came together in the culmination of two months. | :05:18. | :05:24. | |
is a short period of time. Even if you were buying a house. If you | :05:24. | :05:26. | |
look at the number of the big building projects around | :05:26. | :05:30. | |
Southampton, two months to make a decision is quite quick, but over | :05:30. | :05:33. | |
the eight years previously to find the site and get the figures | :05:33. | :05:38. | |
together, that is quite a long time. Hindsight is a wonderful thing, but | :05:38. | :05:46. | |
do you have any regrets? Do you have misgivings now? No. We made | :05:46. | :05:49. | |
the decision in good faith and we stand by it. Times have changed, | :05:49. | :05:56. | |
Sally, very much since we bought the site. We have cuts to make, we | :05:56. | :06:01. | |
have a new team. I accept that. You can blame an awful lot of people | :06:01. | :06:05. | |
and say that there are circumstances that have changed, | :06:05. | :06:08. | |
but can you accept any responsibility at all for this bad | :06:08. | :06:16. | |
decision? I have to, I am the chair of the authority. As you said, | :06:16. | :06:20. | |
hindsight is a wonderful thing. With the information... Would you | :06:20. | :06:24. | |
do it again? If I had the same information and we were in the same | :06:24. | :06:28. | |
financial climate, then I think I would make the decision again. If I | :06:28. | :06:34. | |

that will do little to ease the unacceptable conditions, as our | :07:31. | :07:33. | |

This train from Reading is one of the most overcrowded in Britain. It | :07:35. | :07:38. | |
carries almost twice as many passengers as there are seats. | :07:38. | :07:43. | |
is fairly stressful. Very little chance of a seat. I have to use it, | :07:43. | :07:49. | |
and forced to live. It is crowded every single day. | :07:49. | :07:57. | |
All of the 10 most overcrowded trains travel through a wedding. -- | :07:57. | :08:01. | |
travel through Reading. It has some of the most expensive train fares | :08:01. | :08:06. | |
as well. The morning is bad but the evening is worse. It is painful. | :08:06. | :08:12. | |
extra 46 carriages have been found. Many will be old buffet cars | :08:12. | :08:20. | |
converted to high-density seating. Some trains will be made one | :08:20. | :08:25. | |
carriage longer. This train delivers very quickly. Some of the | :08:25. | :08:29. | |
trains will be in the business in the coming weeks. We will refurbish | :08:29. | :08:34. | |
them and get them in very quickly in the New Year. These trains will | :08:34. | :08:38. | |
be hired for Cotswold services. First Great Western handed them | :08:38. | :08:41. | |
back years ago because they were expensive and unreliable. Now they | :08:41. | :08:48. | |
will return. Trains like these have been found to be used on the | :08:48. | :08:53. | |
shuttle between Basingstoke and Reading. That will allow other | :08:53. | :08:57. | |
community -- commuter trains to be made longer. It is a sticking- | :08:57. | :09:02. | |
plaster job, I am afraid. For every three-carriage train you see now | :09:02. | :09:08. | |
you will need a four, carriage -- four-carriage train by the time the | :09:08. | :09:13. | |
next election comes along. The new carriages come as a long- | :09:13. | :09:22. | |
overdue pleasant surprise. Rush- hour capacity will increase by 9%. | :09:22. | :09:26. | |
