aerial ladder platforms were sent to the Royal Hampshire County | :01:08. | :01:11. | |
Hospital in Winchester after a blaze broke out in the building | :01:11. | :01:18. | |
housing the MRI scanner. Roads around the hospital are closed. We | :01:18. | :01:26. | |

emergency at the Royal Hampshire County Hospital in Winchester. | :01:29. | :01:34. | |
There is a huge amount of emergency services activity. If I move around, | :01:34. | :01:41. | |
you can get some idea of the number of people involved. We are told 100 | :01:41. | :01:45. | |
firefighters are on scene and a lot of people from the ambulance and | :01:45. | :01:51. | |
police. This started in the MRI building, which is just behind me, | :01:51. | :01:56. | |
at around about 4pm. Firefighters saved the managed to contain the | :01:56. | :02:02. | |
fire quickly, but there was an evacuation of people. We were told | :02:02. | :02:07. | |
that some patients were in the middle of operations at the time I. | :02:07. | :02:12. | |
55 people were evacuated from do It areas affected. That included the | :02:13. | :02:18. | |
intensive care unit. They have been moved to a safe area in another | :02:18. | :02:25. | |
part of the hospital. And patients in the middle of operations have | :02:25. | :02:28. | |
already been moved. The Accident and Emergency department is closed | :02:28. | :02:36. | |
at the moment. So no admissions at the moment. Just joining me is | :02:36. | :02:39. | |

was the main priority? Fortunately, the hospital had evacuated, so we | :02:58. | :03:05. | |
could prioritise getting some water on that fire to extinguish it. | :03:06. | :03:12. | |
big emergency. You have people from across Hampshire? Yes, nearly 100 | :03:12. | :03:17. | |
firefighters. We have surrounded the fire and had a four sided | :03:17. | :03:22. | |
attack. A lot of the work is still being done, but we still have a lot | :03:22. | :03:29. | |
of work to do. And no casualties? No. We have a lot of ambulances and | :03:29. | :03:35. | |
the aerial response team standing back. I am pleased to say, we have | :03:35. | :03:41. | |

hospital Accident and Emergency is likely to be closed until at least | :03:44. | :03:49. | |
a moral and people are being advised to stay away from the area. | :03:49. | :03:54. | |

programme. The controversial plans to spend | :04:17. | :04:20. | |
more than �30 million of council tax payers' money on building a | :04:20. | :04:22. | |
hotel at Hampshire's Rosebowl cricket ground have taken a new | :04:23. | :04:26. | |
tonight. Within the last couple of hours, Eastleigh Borough Council | :04:26. | :04:29. | |
has announced it won't just be building a hotel. It's going to buy | :04:29. | :04:33. | |
the whole of the Rosebowl ground, stadium and all. Chris Coneybeer is | :04:33. | :04:38. | |
here. This is a dramatic development. The | :04:38. | :04:40. | |
council had already committed itself to spending �32 million on a | :04:41. | :04:43. | |
new hotel. Now it will spend an additional �6.5 million on the | :04:44. | :04:47. | |
whole of the Rosebowl site. The Rosebowl will then pay rent to the | :04:47. | :04:51. | |
council. A short time ago, the leader of the council told me why | :04:52. | :04:54. | |
they see it as a great deal for the borough. | :04:54. | :04:58. | |
But its very much alongside other investments we have made over the | :04:58. | :05:03. | |
last few years. -- it fits. We have acquired sites, shopping centres, | :05:03. | :05:09. | |
hotels, with strong rental income we have been able to use to protect | :05:09. | :05:13. | |
services from public sector cuts, produce more income and keep | :05:13. | :05:17. | |
council tax down. It keeps within that way of doing things. | :05:17. | :05:20. | |
Why does the Rosebowl want this development? And why does Eastleigh | :05:21. | :05:25. | |
council want to be involved? idea is to make the Rosebowl more | :05:25. | :05:29. | |
attractive and therefore a more profitable cricket ground. They | :05:29. | :05:33. | |
want to build a big new hotel on the site with 175 beds. That is | :05:33. | :05:37. | |
along with a conference centre and 18-hole championship golf course. | :05:37. | :05:40. | |
The council says it wants to be involved, because the project would | :05:40. | :05:48. | |
benefit its local tax payers. They say it would create 500 jobs, | :05:48. | :05:51. | |
secure others and generally have a positive economic impact on the | :05:51. | :05:55. | |
area. And why does the Rosebowl need all this? | :05:56. | :05:59. | |
The ground itself does need a significant boost financially. The | :05:59. | :06:02. | |
latest figures show the Rosebowl made a loss of getting on for | :06:02. | :06:05. | |
�900,000 last year. That is nearly double the loss of the previous | :06:05. | :06:09. | |
year. So it needs to attract international and Test match | :06:09. | :06:12. | |
cricket and top events. And that is where they feel these developments | :06:12. | :06:18. | |
could help. We have followed this and it has been controversial | :06:18. | :06:23. | |
throughout. Very much so. The plans at one stage were challenged by | :06:23. | :06:27. | |
hoteliers, who tried to get the decision overturned by the courts. | :06:27. | :06:29. | |
But they ultimately withdrew that challenge after reaching an | :06:30. | :06:32. | |
agreement with the council that their concerns have been listened | :06:32. | :06:35. | |
to. What were described as appropriate measures were taken to | :06:35. | :06:41. | |
address those concerns and ensure the viability of the project. But | :06:41. | :06:48. | |
there does remain opposition. Earlier I spoke to the leader of | :06:48. | :06:55. | |
the minority Conservative group. The idea is all right, the ideas of | :06:55. | :07:01. | |
right. But this is outside of the function of local Government to | :07:01. | :07:08. | |
fund, build and operate a hotel. -- the idea is all right. | :07:08. | :07:11. | |
So what happens now? This new revised plan wll go to the full | :07:11. | :07:15. | |
council next Thursday. If they approve it, work on the hotel will | :07:15. | :07:18. | |
start early next year and should be finished in 18 months. The we shall | :07:18. | :07:24. | |

charged with the murder of a baby girl, has been remanded in custody. | :07:28. | :07:30. | |

purpose to relieve a notorious bottleneck between London and | :08:15. | :08:20. | |
Portsmouth. Traffic has slowed since the end of July. But there | :08:20. | :08:23. | |
was a power failure last night and the back-up power generator did not | :08:23. | :08:28. | |
kick in, meaning there was no air ventilation at no lights were | :08:28. | :08:32. | |
switched on. The Highways Agency say closing the tunnel was a | :08:32. | :08:36. | |
precautionary measure, also saying diversions were put in place as | :08:36. | :08:39. | |
quickly as possible. But there was also a recognition that lessons may | :08:39. | :08:45. | |

continue into the new year. Councillors met last night to agree | :09:53. | :09:56. | |
proposals, despite earlier plans by a private developer being thrown | :09:56. | :09:59. | |
out by the Secretary of State. Winchester City Council says, while | :09:59. | :10:01. | |
the specific application by Carla Homes was rejected, Barton Farm is | :10:01. | :10:05. | |
still a preferred site. It is part of plans for 11,000 new homes in | :10:05. | :10:11. | |
