bedroom. But first tonight, we begin a series of reports looking | :01:05. | :01:07. | |
at the economy and turn our attention to today's inflation | :01:07. | :01:12. | |
figures. It was announced this morning that the current rate of | :01:12. | :01:15. | |
inflation is 4.8% - that's using the Consumer Price Index which is | :01:15. | :01:17. | |
the Government's preferred measure of inflation and excludes mortgage | :01:17. | :01:21. | |
interest payments. That's down from the previous month, but still well | :01:21. | :01:26. | |
above the Bank of England target of 2%. While inflation is still at | :01:26. | :01:30. | |
some of its highest levels we've seen this century, many of you will | :01:30. | :01:36. | |
remember 1975, when inflation peaked at more than 24%. But what | :01:36. | :01:39. | |
do today's figures mean for our household budgets? Allen Sinclair | :01:39. | :01:44. | |
has been studying the data. Allen. The headline figure of 4.8% tells | :01:44. | :01:48. | |
us how much goods are increasing in price. But what about the money in | :01:48. | :01:51. | |
our pockets? Is it keeping pace? It's difficult to get regional | :01:51. | :01:55. | |
inflation figures because so many of our prices are set nationally. | :01:55. | :01:57. | |
So we've been studying local wages using the Government's 2011 Annual | :01:57. | :02:03. | |
Survey of Earnings, for the year up to April. During that year, median | :02:03. | :02:12. | |
weekly pay for full time workers While that's three times faster | :02:12. | :02:15. | |
than the UK figure, inflation during the same period was running | :02:15. | :02:18. | |
at 4.5%, so pay awards are failing by some way to keep pace with price | :02:18. | :02:24. | |
rises. There's wide variation within the region. Dorset has some | :02:24. | :02:28. | |
of the lowest levels of pay, but wages there rose by 3%. In West | :02:28. | :02:31. | |
Sussex, part time workers saw their pay rise by an inflation busting | :02:31. | :02:37. | |
5.7%. But the figures suggest wage packets in Reading and Portsmouth | :02:37. | :02:41. | |
have fallen. And the trend across the board is that public sector | :02:41. | :02:44. | |
workers were getting higher increases than those in the private | :02:44. | :02:49. | |
sector. We begin our reports tonight in the | :02:49. | :02:52. | |
world of business. The cost of raw materials is rising, and firms say | :02:52. | :02:55. | |
there's nothing they can do to escape that. Chrissy Sturt has been | :02:55. | :02:58. | |
to a foundry in Poole which turns out the largest number of disc | :02:58. | :03:03. | |
brakes in the whole of Europe. The price of the metal they buy is up | :03:03. | :03:13. | |

by 50% and eventually that will be This is molten metal at 1,500 | :03:14. | :03:19. | |
degrees. It is how life begins for the brake discs that end up in our | :03:19. | :03:24. | |
cars. The heat is always on and the price of the raw materials that | :03:24. | :03:29. | |
feed this boundary have leapt and that fans the flames of inflation. | :03:29. | :03:35. | |
-- Foundry. They have had to pass a 50% rising cost to their customers | :03:35. | :03:43. | |
and that means the price of new cars and spare us goes up and up. | :03:43. | :03:49. | |
Raw-material are higher priced than ever before. It is difficult to | :03:49. | :03:53. | |
know what our government can do about that problem. 200 people work | :03:53. | :03:58. | |
here, all facing rising costs in their own homes. They asked for a | :03:58. | :04:02. | |
wage rise and got it this year but were costs in the foundry will keep | :04:02. | :04:08. | |
rising there is no guarantee their pay packets will keep up. | :04:08. | :04:11. | |
Many households are tightening their belts as they feel the | :04:11. | :04:13. | |
squeeze between income and outgoings. Danielle Glavin has been | :04:13. | :04:17. | |
to meet a single mum in West Sussex, who finds making ends meet more and | :04:17. | :04:25. | |
more difficult. Fiona's luxury used to be sugar in | :04:25. | :04:29. | |
her tea. She doesn't have that any more. She is 19 and a full-time | :04:29. | :04:34. | |
student but she has no parents to help her. I sit here with the | :04:34. | :04:40. | |
lights off to try and save on bills and stuff like that. It does get | :04:40. | :04:45. | |
really hard. I go to bed early so I do not have to keep the TV arm. I | :04:45. | :04:50. | |
need to catch up on my college work but I can't afford to put into a | :04:50. | :04:59. | |
net on, -- internet on, so the fact there everything is going up, I | :04:59. | :05:03. | |
have to make sure that he has everything he needs. I wanted to | :05:03. | :05:08. | |
cope -- pay for private school for him but that hope is gone. Why do | :05:08. | :05:12. | |
people work hard for their children? I want to give him more | :05:12. | :05:16. | |
than just food. This world is hard and it is even harder when you work | :05:16. | :05:22. | |
and work and get nothing in return, nothing. I am barely able to pay | :05:22. | :05:28. | |
the bills. Even after three years of studying I cannot do that. | :05:29. | :05:32. | |
landlord has reduced the red. Friends held out as well. The money | :05:32. | :05:38. | |
soon goes. Fiona says debts quickly build up. | :05:38. | :05:40. | |
Low interest rates mean low mortgage payments for homeowners. | :05:40. | :05:43. | |
But they also mean poor returns for savers. And those returns are | :05:43. | :05:46. | |
struggling to keep pace with inflation. Laura Trant has been to | :05:46. | :05:48. | |
meet Anne Pettman, a retired Hampshire County Council worker, | :05:48. | :05:58. | |

who's now secretary for her local bowls club in Christchurch. | :05:59. | :06:03. | |
This woman is a prudent saver and like her finances to be on target | :06:03. | :06:07. | |
but retirement is not what she expected. I have always been one of | :06:07. | :06:11. | |
these people who like to think ahead and that I would ultimately | :06:11. | :06:15. | |
retired and have a comfortable lifestyle without too much worry. | :06:15. | :06:20. | |
Of course, that is not how it has turned out. Her investments have | :06:20. | :06:26. | |
not paid off in the way that she hoped. I had an amount invested | :06:26. | :06:31. | |
eight years ago and it was about �7,500. When I checked recently, | :06:31. | :06:36. | |
because I thought I would cashiered in, it was a stock market-based | :06:36. | :06:41. | |
investment, it was worth another 2000. That is all it has increased | :06:41. | :06:49. | |
over eight years. That is a return of 3% a year, around 2% less than | :06:49. | :06:52. | |
inflation and a report this week says there is no standard savings | :06:52. | :06:56. | |
account which keeps up with inflation. It means her lifestyle | :06:56. | :07:01. | |
has taken a knock. We have saved on our holidays. We certainly do not | :07:01. | :07:06. | |
furnish a house as often as we might have done. While her pensions | :07:06. | :07:10. | |
are increasing at the rate of inflation, being prudent is not | :07:10. | :07:15. | |
paying off. The actual value of your savings is going down but you | :07:15. | :07:19. | |
can't have not saved because the do not know what might come up. | :07:19. | :07:22. | |

talking to people on the street - what sort of reaction did you get? | :07:27. | :07:30. | |
The big thing is that the mismatch between what people get in their | :07:31. | :07:36. | |
pay packet and the cost of living. We are paying a lot more. Food | :07:36. | :07:42. | |
prices have gone up, gas and electricity, petrol. Lots of things | :07:42. | :07:46. | |
are going up but few of us have had a wage rise that reflects that and | :07:46. | :07:50. | |
can counteract that. On top of that, the economy is still in the | :07:50. | :07:54. | |
doldrums, public sector workers are having a pay freeze. Things are | :07:54. | :07:58. | |
beginning to look bleak for the month to come. This is the sort of | :07:58. | :08:05. | |
thing that people were telling me earlier... I had a pay rise in | :08:05. | :08:13. | |
September but everything has gone up so much. Everything is going up. | :08:13. | :08:17. | |
It is very expensive compared to last year. Loads of people lost | :08:17. | :08:22. | |
their jobs. Why have been trying to find a job and I am stuck for God | :08:22. | :08:26. | |
knows how long. I have not had a big enough pay rise to cover the | :08:26. | :08:30. | |
cost of living. We do not have any extra money in our pockets like we | :08:30. | :08:37. | |
used to. The everything goes on the family costs and saving has become | :08:37. | :08:43. | |
a secondary issue. What about the political reaction, particularly to | :08:43. | :08:47. | |
the slightly better inflation figures? Or of the politicians will | :08:47. | :08:51. | |
welcome any reduction in the rate of inflation but the amount is so | :08:51. | :08:56. | |
tiny that I think most of us will barely notice it at all. That has | :08:56. | :09:00. | |
not stop the opposition from making a great play of the fact that they | :09:00. | :09:03. | |
think the government should be doing a lot more. It quite simply | :09:03. | :09:06. | |
means that people are tightening their belts and thinking very | :09:06. | :09:10. | |
carefully about what they spend their money on, where they go and | :09:10. | :09:15. | |
shop, and of course, that means that businesses are depressed as a | :09:15. | :09:19. | |
result, money is not flowing through to retail businesses, | :09:19. | :09:23. | |
people are not making buying decisions, and worth that might be | :09:23. | :09:29. | |
masked by the Christmas period, it certainly is a difficult outlook | :09:29. | :09:38. | |
for the area. Let's talk to the Conservative MP for Gosport. She is | :09:38. | :09:43. | |
in Westminster for us. Thank you for joining us. Inflation figures | :09:43. | :09:49. | |
might be going in the right direction but people watching | :09:49. | :09:52. | |
tonight are feeling really difficult times still ahead? It is | :09:52. | :09:56. | |
a very hard time for hard-working families and pensioners across the | :09:56. | :10:01. | |
region. I think this is the second consecutive month were inflation | :10:01. | :10:06. | |
has gone down and albeit a small amount it is a step in the right | :10:06. | :10:12. | |
direction. It is comforting to see that actually it has only kept -- | :10:12. | :10:17. | |
been kept as high as it is by alcohol and cigarette prices. | :10:17. | :10:22. | |
Things like food and clothes that families really need, it is going | :10:22. | :10:26. | |
up more slowly. The Bank of England target of 2% seems an awfully long | :10:26. | :10:33. | |
way off. The fact that wages are certainly not keeping up? Obviously | :10:33. | :10:38. | |
monetary policy is set by the Bank of England, who are independent. | :10:38. | :10:40. | |
Independent economic experts do think that now it is dropping, it | :10:40. | :10:47. | |
will continue on that trend. Let's hope it is a respite. I think you | :10:47. | :10:51. | |
heard the despair from some people this morning, particularly the | :10:51. | :10:55. | |
young mother struggling. Financial commentators are saying it will get | :10:55. | :11:00. | |
worse before it gets better. 2012 could be worse than this year for | :11:00. | :11:05. | |
people. It is a very tough economic climate and we want to do | :11:05. | :11:09. | |
everything we can to support people through this. There are things | :11:09. | :11:12. | |
coming out of the government of the time for the young mother that you | :11:12. | :11:19. | |
mention, with an extra of �380 million into free childcare places, | :11:19. | :11:24. | |
a quarter of a millionth free childcare places and we are lifting | :11:24. | :11:29. | |
people out of tax. And there will be the biggest ever single increase | :11:29. | :11:35. | |
in pensions next year. Tomorrow night, we'll be looking at | :11:35. | :11:43. | |
jobs on the day the latest unemployment figures are released. | :11:43. | :11:47. | |
BBC so it has learned that plans to sell the Rose Bowl cricket ground | :11:47. | :11:52. | |
to Eastleigh Borough Council could face a legal challenge. The council | :11:52. | :11:55. | |
announced last week it was considering investing in the ground | :11:55. | :11:59. | |
but now the chief executive of a hotel ground who took High Court | :11:59. | :12:01. | |
action to block a development said they are talking to lawyers about | :12:02. | :12:07. | |
further action. From pop concerts to international | :12:07. | :12:11. | |
cricket, the Rose Bowl has seen a sell-out crowds. The business | :12:11. | :12:15. | |
dealings behind it have been under strain. Despite substantial | :12:15. | :12:20. | |
investment, the venue has been making a loss and last week, | :12:20. | :12:22. | |
Eastleigh Borough Council announced they were considering putting | :12:22. | :12:27. | |
taxpayers' money into the venue. That was a controversial move but | :12:27. | :12:32. | |
now this man, whose company operates the Holiday Inn hotel next | :12:32. | :12:37. | |
to the site, says he will fight any deal that creates new facilities at | :12:37. | :12:40. | |
the cricket ground. There are significant risks and get the | :12:40. | :12:45. | |
council wants to spend 38 million at the first shot. It could go up | :12:45. | :12:52. | |
to 50 million. It is going to take its borrowings up to 130 million. | :12:52. | :12:57. | |
Does this make sense and is it prudent? It is the repeat of an | :12:57. | :13:02. | |
unsuccessful action that he took up the holiday end -- at the High | :13:02. | :13:11. | |
Court for years ago. People say you do not want the competition? | :13:11. | :13:17. | |
