I'm Sally Taylor. Welcome to South Today. In tonight's programme: | :00:05. | :00:09.
Pay up Pompey - another winding up threat if the club doesn't pay its | :00:09. | :00:18.
taxes. For the fans it is disappointing because we are loyal. | :00:18. | :00:24.
It's a shame we do not have the money to buy the club. | :00:24. | :00:27.
The cost to the taxpayer - should councillors be entitled to public | :00:27. | :00:29.
sector pensions? Changing landscape - the row over | :00:29. | :00:37.
five acres of proposed polytunnels to grow soft fruit. In our opinion, | :00:37. | :00:42.
it is not a farm, it is an industrial plant. It is three | :00:42. | :00:50.
metres high. And the moment Dark Side Of The | :00:50. | :00:59.
Moon came out into the light 40 years ago in Brighton. | :00:59. | :01:02.
Pompey fans are facing yet more uncertainty over the clubs future | :01:02. | :01:07.
as the tax man seeks to recover more than 1 million. It's now just | :01:07. | :01:10.
a matter of weeks for the club's management to find a solution after | :01:10. | :01:13.
It's been issued with a winding up petition by HM Revenue and Customs | :01:13. | :01:19.
for missing two tax payments totalling 1.6 million. The news | :01:19. | :01:22.
comes after Italian businessman Joseph Cala pulled out of a deal to | :01:22. | :01:25.
buy the club on Friday, and just weeks after Pompey's parent company | :01:25. | :01:32.
CSI went into administration. It's almost two years since Portsmouth | :01:32. | :01:35.
became the first Premier League club to enter administration, and | :01:35. | :01:43.
what now for the clubs future? Roisin Gauson is live there tonight. | :01:43. | :01:51.
Roisin, it feels like we've been here before? | :01:51. | :01:55.
Yes. It is an all-too-familiar situation, both in terms of the | :01:55. | :02:03.
timing and the characters involved. The man at the centre of this lent | :02:03. | :02:09.
the club 2 million in 2009, but as security, he took out a charge on | :02:09. | :02:14.
the stadium. Now the payments are not been met and there has been no | :02:14. | :02:24.
:02:24. | :02:25. | ||
joy it finding a new man -- newts joy -- no joy in finding a new | :02:25. | :02:33.
manager. As the bills pile up, players may have to be sold. | :02:33. | :02:39.
need players to win games, to get a fountain, to make money to pay the | :02:39. | :02:49.
:02:49. | :02:52. | ||
bills. We need a good own or otherwise the club will go bust. | :02:52. | :03:02.
:03:02. | :03:07. | ||
is a pity that the people coming to buyers cannot get it in gear. | :03:07. | :03:11.
administrator said that he hoped to find a new owner within a week, but | :03:11. | :03:21.
:03:21. | :03:22. | ||
as time ticks on, no further announcement had been made. At the | :03:22. | :03:32.
:03:32. | :03:33. | ||
moment, there are still people owed significance sums of money. So if | :03:33. | :03:36.
someone is going to buy the club, they will look at what they are | :03:36. | :03:40.
getting for their money and if someone is asking for too much, | :03:40. | :03:46.
they will not get it. Fans want a greater say in the running of the | :03:46. | :03:53.
club. A website has been set up to look at all options. No-one wants a | :03:53. | :03:58.
football club to disappear or to be liquidated, but just in case we had | :03:58. | :04:02.
put together a plan that involves creating a new football club which | :04:02. | :04:07.
will hopefully be at Fratton Park. If not, we will look at other sites | :04:07. | :04:11.
around the area. After a difficult two months, nothing looks certain | :04:11. | :04:15.
for the club which is to without an owner and facing critical cash flow | :04:15. | :04:20.
problems. The club would not put anyone up | :04:20. | :04:26.
for administration, but said it felt let down. It said there were | :04:26. | :04:29.
given assurances that whilst the search for a new owner was carried | :04:29. | :04:35.
out, the short term financial obligations would be met. Clearly | :04:35. | :04:40.
that has not happened. If you want more in-depth analysis, | :04:40. | :04:44.
you can find more information online. | :04:44. | :04:46.
A woman has been arrested on suspicion of evading over 1 | :04:46. | :04:49.
million in tobacco duty after several major seizures at | :04:49. | :04:51.
Southampton Container Port. HM Revenue and Customs uncovered two | :04:51. | :04:53.
cargo loads in Southampton and a further load in Felixstowe | :04:53. | :04:58.
totalling 6.5 tonnes. They were marked as Chinese Herbs. It's | :04:58. | :05:03.
estimated the total haul could have made over 12 million cigarettes. | :05:03. | :05:05.
The pressure group the Taxpayers Alliance has criticised Dorset | :05:05. | :05:08.
County Council for allowing some of its councillors to join its pension | :05:08. | :05:13.
scheme along with staff employed by the county. The group argues that | :05:13. | :05:17.
councillors shouldn't benefit in that way. But the council says the | :05:17. | :05:26.
amount of money involved is minimal and entirely justified. | :05:26. | :05:29.
Where ever you are, the pressures of the economic landscape are never | :05:29. | :05:34.
far away just now and today, Conservative controlled also became | :05:34. | :05:38.
the focus of an attack for allowing some members to join its pension | :05:38. | :05:46.
scheme. We need to ask questions about why so many councillors are | :05:46. | :05:49.
enrolling in the local government pension scheme. In a year it | :05:49. | :05:56.
increased by 1,000. That's 1,000 more people that taxpayers have to | :05:57. | :06:06.
deal with. Those eligible to join, among some of the council leader, | :06:06. | :06:12.
have considerable responsibilities. It is a non-starter really when | :06:12. | :06:17.
they talk about volunteers and elected members been pensioners. It | :06:17. | :06:26.
is a minuscule amount of money being spent on it. On Dorset County | :06:26. | :06:31.
Council 14 councillors are members of the scheme. The council's | :06:31. | :06:36.
contribution to the whole of the staff pension scheme, not including | :06:36. | :06:41.
staff in schools and the fire service is 72.5 million. That | :06:41. | :06:49.
works out at 179 per head of population. Across the county | :06:49. | :06:58.
because a public services is highly controversial. The question over | :06:58. | :07:02.
whether councillors should receive a public pension has added to the | :07:02. | :07:11.
debate. But in the present financial climate even a relatively | :07:11. | :07:15.
modest sums are being called into question. | :07:15. | :07:18.
Earlier, I spoke to pensions expert Dani Cox about why so many | :07:18. | :07:27.
councillors are joining the public sector scheme. I think they are in | :07:27. | :07:32.
rolling into the scheme because it is a good scheme. It is a final | :07:32. | :07:36.
salary scheme, so it is not based on Investment Market or interest | :07:37. | :07:40.
rates and so it is a good scheme for people to be able to join. As | :07:40. | :07:45.
with any employee or anyone who has the chance to join a company | :07:45. | :07:49.
pension scheme, they should do so at the earliest opportunity. With | :07:49. | :07:54.
so many councillors coming forward and wanting to n'roll, it will mean | :07:54. | :08:03.
be part ball diminished rapidly. Absolutely. The cost will go up. | :08:03. | :08:08.
There is a one trillion pound deficit in public sector pensions. | :08:08. | :08:14.
If more people join, the deficit increases. It is important that the | :08:14. | :08:18.
people who have the right to join do so. How expensive it is it for | :08:18. | :08:27.
the government? It is difficult to say. And normal member of a local | :08:27. | :08:30.
government scheme will be plain about 5% of their income and the | :08:30. | :08:36.
authority about 25 % into the scheme. This is a voluntary role, | :08:36. | :08:41.
so with the councillors it is difficult to know at what level | :08:41. | :08:47.
their reference salary will be. It will be 25 % of something. How do | :08:47. | :08:52.
public sector pensions compared with the private sector? It is like | :08:52. | :08:57.
chalk and cheese. The cost of private sector pensions has | :08:57. | :09:05.
increased by 20 % this year alone. They are susceptible to problems | :09:05. | :09:10.
and the stock market and reductions in interest rate. Public sector | :09:10. | :09:13.
schemes, despite the changes they might be over the next few years, | :09:13. | :09:19.
they are still good pension schemes. Thank you. | :09:19. | :09:21.
A court's heard from the first witness today as the prosecution | :09:22. | :09:24.
continues to outline why it thinks Harry Rednapp had an offshore | :09:24. | :09:26.
account. It's claimed the former Portsmouth Chairman Milan Mandaric | :09:27. | :09:30.
paid so called "bungs" into a Monaco account in the name of Mr | :09:30. | :09:32.
Rednapp's dog. Mr Redknapp and his co-defendant Milan Mandaric both | :09:32. | :09:35.
deny charges of cheating the public revenue. Our sports correspondent | :09:35. | :09:39.
James Pearce was at Southwark Crown Court. | :09:39. | :09:46.
The court has been hearing tape conversations between Harry | :09:46. | :09:54.
Redknapp and a former reporter. The reporter had been tipped off and | :09:54. | :10:00.
the conversation contained some colourful language. At one point | :10:00. | :10:07.
the reporter said, I wish I could leave 100,000 a line around. Harry | :10:07. | :10:15.
Redknapp said, or what I can. Later in the conversation he said the | :10:15. | :10:21.
Inland Revenue were aware of the money. If it was something dodgy, | :10:21. | :10:25.
up I would have gone over there, got the money and bought it back in | :10:25. | :10:34.
a briefcase. The presentation -- the prosecution also asked a number | :10:34. | :10:44.
:10:44. | :10:55. | ||
of questions today. One of those were did it not cross Mr Redknapp's | :10:55. | :11:02.
mind to it mention this to his accountant? The case resumes | :11:02. | :11:07.
tomorrow morning at 9 o'clock. Still to come - the Olympic legacy | :11:07. | :11:13.
helping youngsters to get back on target in sport. | :11:13. | :11:16.
Police in Southsea say they are worried for the safety of a one- | :11:16. | :11:20.
year-old boy after he disappeared with his mother. Coreene Hamilton | :11:20. | :11:25.
and her son Phoenix were last seen 24 hours ago. The police say | :11:25. | :11:27.
Coreene's circumstances mean they want to find her urgently and say | :11:27. | :11:30.
any member of the public with information should call the police | :11:30. | :11:34.
immediately. Around 30 firefighters have been | :11:34. | :11:37.
tackling a blaze at an industrial dry cleaning business in | :11:37. | :11:39.
Basingstoke. Emergency services wearing specialist chemical suits | :11:39. | :11:44.
were called to the West Ham industrial estate this morning. An | :11:44. | :11:48.
investigation is underway into how the fire started. There are no | :11:48. | :11:56.
reports of any injuries. A greengrocer in Hove is warning | :11:56. | :11:58.
other small businesses to be cautious of the online discount | :11:58. | :12:03.
site Groupon after using it lost him thousands of pounds. Daniel | :12:03. | :12:06.
Harris wanted to sell discount veg boxes in the Brighton area, but was | :12:06. | :12:16.
:12:16. | :12:16. | ||
swamped with orders and could not keep up with demand. | :12:16. | :12:21.
Daniel Harris is moving to cheaper premises to save his business. He | :12:21. | :12:31.
said his mistake was using Groupon, a discount website. Daniel agreed | :12:31. | :12:35.
to sell his vegetables through the site with a 60 % website. He wanted | :12:35. | :12:45.
:12:45. | :12:47. | ||
new customers, but 800 orders flooded in. He could not cope with | :12:47. | :12:57.
:12:57. | :12:59. | ||
them. We have lost a few 1,000 pounds. I could not cope. Daniel's | :12:59. | :13:05.
is not the only person to regret signing up. This company lost money | :13:05. | :13:11.
because they have too high in extra staff. Where small businesses have | :13:11. | :13:16.
not considered how much of a product they can make or send out, | :13:16. | :13:20.
or where they have not considered a number of people from Groupon are | :13:20. | :13:27.
going to phone them up and that is what has the adverse effect on the | :13:27. | :13:35.
business. Groupon take a cut of the sales. The advertising agency | :13:35. | :13:41.
ombudsman has raised concern. There is a risk that some businesses | :13:41. | :13:51.
:13:51. | :13:54. | ||
offering deals will fail. We are running at risk, but if I look at | :13:54. | :14:01.
the partner based we have, the majority of the partners are happy. | :14:01. | :14:06.
Daniel wants to warn others that Groupon's success can be bad news | :14:06. | :14:10.
for small businesses. Commuters using a bus from | :14:10. | :14:12.
Winchester to Southampton can now access the internet whilst | :14:12. | :14:14.
travelling. Over the next few months Bluestar is offering free | :14:14. | :14:19.
Wi-Fi to passengers on the number one bus at 7.30 in the morning. | :14:19. | :14:22.
After the trial the company will decide whether to offer free Wi-Fi | :14:23. | :14:27.
on other buses. Protestors say proposals to put | :14:27. | :14:29.
polytunnels on five acres of Berkshire farmland at Finchampstead | :14:29. | :14:35.
will wreck the landscape. The company behind the plans EU Plants | :14:35. | :14:39.
Ltd says the tunnels are essential and won't harm the area, which is | :14:39. | :14:44.
of special landscape importance. Long term, the aim is to grow six | :14:44. | :14:47.
million soft fruit plants on the site to meet what the owners say is | :14:47. | :14:57.
:14:57. | :14:58. | ||
a huge demand. And the lorries that get in and out, | :14:58. | :15:08.
:15:08. | :15:09. | ||
it is ridiculous. It was hardly a meeting of minds. The owner turned | :15:09. | :15:16.
up unexpectedly as protesters rallied against having a poly | :15:16. | :15:20.
tunnels on landscaped land. For years, this farm has been used for | :15:20. | :15:28.
grazing and to grow crops, but the new owner has a new approach to | :15:28. | :15:38.
:15:38. | :15:43. | ||
farming. These poly tunnels grow fruit in strict rotational | :15:43. | :15:53.
:15:53. | :15:56. | ||
conditions. People do not have a clue what is about to appear. | :15:56. | :16:04.
onus soap the poly tunnels will cover a small fraction of the farm. | :16:04. | :16:09.
The time was right for us to by Our Own piece of land and we hope we | :16:09. | :16:19.
:16:19. | :16:22. | ||
can make our home here and develop the farm. There has been an | :16:22. | :16:26.
increased demand for fruit, but the local MP doesn't believe the poly | :16:27. | :16:36.
:16:37. | :16:40. | ||
tunnels should be on the property. I am here to support the local | :16:40. | :16:46.
people. The public consultation ends later this week. | :16:46. | :16:49.
Archaeologists have revealed that a mass grave found in Dorset belongs | :16:49. | :16:52.
to a group of Viking mercenaries. The burial site at Ridgeway Hill | :16:52. | :16:55.
was discovered by a workman in 2009 preparing for the Weymouth Relief | :16:55. | :16:58.
Road. Carbon dating revealed that the 54 bodies were from the 11th | :16:58. | :17:00.
century and tests on their teeth showed they had come from | :17:00. | :17:10.
:17:10. | :17:14. | ||
Scandinavia. A fascinating story. Over to sport now. Shall we talk | :17:14. | :17:24.
:17:24. | :17:32. | ||
about social media to stop we? Yes. It has got a few people in two | :17:32. | :17:34.
hot-water though. Southampton winger Jason Puncheon | :17:34. | :17:37.
finds himself back in favour at St Mary's after settling his | :17:37. | :17:40.
differences with chairman Nicola Cortese. Let's have a look at what | :17:40. | :17:47.
Puncheon had to say on Twitter on Saturday night. He vowed to sit out | :17:47. | :17:50.
the remaining 18 months of his contract, while training with the | :17:50. | :17:53.
youth team and then leave on a free transfer. Today though, an about- | :17:53. | :17:55.
turn, expressing his delight that any disagreements had been sorted | :17:56. | :17:58.
and vowing to help Saints reach the Premier League. "Come on you | :17:59. | :18:02.
Saints" he adds. With Nigel Adkins' squad currently | :18:02. | :18:05.
suffering a number of injuries, we could soon be seeing Puncheon | :18:05. | :18:08.
reproduce goals like this - his last for the club nearly two years | :18:08. | :18:10.
ago. Meanwhile Southampton have today | :18:10. | :18:11.
rubber-stamped the signing of Japanese international striker | :18:11. | :18:20.
Tadanari Lee. He's available for Saturday's FA Cup tie at Millwall. | :18:20. | :18:22.
Surrey fast bowler Chris Tremlett has been no stranger to injury | :18:22. | :18:25.
problems, and he's now been forced home from England's test series | :18:25. | :18:28.
against Pakistan in Dubai. Tremlett suffered a recurrence of a back | :18:28. | :18:31.
injury that recently kept him out for five months. His place for the | :18:31. | :18:34.
Second Test went to Sussex's Monty Panesar and the spinner took the | :18:34. | :18:37.
early wicket of Mohammed Hafeez as Pakistan reached 256 for 7 in their | :18:37. | :18:41.
first innings. Panesar was back in the England side, having being left | :18:42. | :18:47.
out of the previous 29 matches. In rugby union, London Irish have | :18:47. | :18:49.
handed new contracts to two of their rising England stars. 19- | :18:49. | :18:52.
year-old winger Marland Yard and flanker David Sisi, who's 18, have | :18:52. | :18:55.
signed deals which will keep them with the Exiles for the next two | :18:55. | :19:00.
years. At the heart of this summer's | :19:00. | :19:03.
Olympics has always been a pledge to leave a lasting sporting legacy. | :19:03. | :19:06.
Critics say it will be a tough challenge to meet, but children in | :19:06. | :19:09.
Portsmouth have today been benefiting from a scheme to inspire | :19:09. | :19:14.
young people. It's called Street Games and Rachael Canter went along | :19:14. | :19:24.
:19:24. | :19:25. | ||
to find out more. Getting youngsters on target through sport. | :19:25. | :19:28.
This project in Portsmouth work with young people from deprived | :19:28. | :19:38.
areas. Young people like this boy. I didn't really have anywhere else | :19:38. | :19:44.
to go or anything to do. I did not want to sit in on get into trouble | :19:44. | :19:52.
and commit crime. Here, they sorted me out. The programme here uses | :19:52. | :19:57.
sport to break down barriers. Today is a disability awareness session. | :19:57. | :20:02.
It has been inspired by a Paralympic hopeful. Anything that | :20:02. | :20:05.
encourages people to take part in sport and have a healthier | :20:05. | :20:09.
lifestyle is a good thing. London won the Olympic bid the goal | :20:09. | :20:14.
was to get one million more people involved in sport, but seven years | :20:14. | :20:20.
later figures show only around 110,000 have taken up a new sport. | :20:20. | :20:28.
That is why the gains's organisers are keen to give a seal of approval | :20:28. | :20:38.
to projects like this. People have come to was saying, I am interested | :20:38. | :20:47.
in getting involved. Hopefully there were well-spread and it would | :20:47. | :20:51.
get better. The dream may be to reach the Olympics, but for these | :20:51. | :20:56.
children taking part is just as important. | :20:56. | :21:00.
A table tennis player from the South has become one of the first | :21:00. | :21:02.
athletes to be selected for this summer's Paralympic Games in London. | :21:02. | :21:05.
Seen in the blue shirt, Will Bayley competed at the Beijing Paralympics | :21:05. | :21:09.
in 2008 and is currently the world number one in his class. He's one | :21:09. | :21:12.
of ten players named by Team GB today. The 24-year-old from Poole | :21:12. | :21:14.
has a rare congenital disorder called Arthrograposis, which | :21:14. | :21:20.
affects all four of his limbs. Thousands of extra spectators will | :21:20. | :21:23.
be able to watch the Olympic cycling race in an area of | :21:23. | :21:27.
sensitive countryside in Surrey. Box Hill has been touted as the | :21:27. | :21:30.
"best vantage point" for the road race, and organisers now anticipate | :21:30. | :21:34.
a capacity of 15,000. Concerns had previously been raised about the | :21:34. | :21:44.

impact of crowds on the hill. That should be a pretty spectacular | :21:44. | :21:48.
sight. I went up there the other day, but | :21:48. | :21:54.
not on a bike. I drove. It is a beautiful place. | :21:54. | :21:57.
It went on to become one of the most successful albums ever made, | :21:57. | :22:04.
but it was only played to a small number of fans at the Brighton Dome. | :22:04. | :22:07.
40 years ago, Pink Floyd launched their songs that went on to be | :22:07. | :22:12.
released as The Dark Side Of The Moon. Since then it's sold 50 | :22:12. | :22:15.
million copies, making it the 6th best-selling album of all time in | :22:15. | :22:18.
the UK. And it was huge in the States, too, remaining in the US | :22:18. | :22:28.

the best album cover. It was here over 40 years ago it was heard live | :23:42. | :23:48.
for the first time. But all did not run smoothly. The band's | :23:48. | :23:54.
revolutionary equipment caused a blackout halfway through the peak. | :23:54. | :23:58.
It was untested get and it was overload I think. It only went | :23:58. | :24:06.
wrong after half-an-hour and it actually went wrong on the bass | :24:06. | :24:13.

20th March at the Brighton Dome. -- A great day to day. I think it was | :25:04. | :25:10.
captured perfectly in that picture. Gloomy conditions throughout and | :25:10. | :25:14.
there will be its some more to come this evening. Abound of rain | :25:14. | :25:19.
arriving from the West which will bring heavy pulses of through the | :25:19. | :25:24.
overnight period. Tonight, we stop with grey skies and patchy drizzle | :25:24. | :25:29.
before the wind macro picks up and the front arrives. We are expecting | :25:29. | :25:39.
:25:39. | :25:46. | ||
to see 20 mm of rain. Behind it, cooler conditions to come. Tomorrow, | :25:46. | :25:56.
:25:56. | :26:03. | ||
it will start with fresh conditions. Along the coast there could be some | :26:03. | :26:10.
hail of thunder. Tomorrow night, we stick with those showers. They will | :26:10. | :26:14.
come and go through the course of the night. The cloud will come and | :26:14. | :26:21.
go as well. Temperatures closer to freezing with towns and cities down | :26:21. | :26:31.
