At the inquest the coroner said there was a slim chance Mr Burgess | :01:22. | :01:25. | |
could have been saved if he had been rescued faster. He recorded a | :01:25. | :01:28. | |

Portsmouth studio. The inquest heard there were communication | :01:40. | :01:42. | |
problems at the scene and that the emergency services were fighting | :01:42. | :01:46. | |
against each other. One police officer volunteered to go into the | :01:46. | :01:50. | |
water but his control room told him not to. A fire crew had decided | :01:50. | :01:54. | |
that Mr Burgess was beyond help. The coroner said this was an | :01:54. | :01:59. | |
accidental death but a speedier recovery time in future could save | :01:59. | :02:05. | |
lives. The coroner concluded that Simon Burgess had an epileptic fit | :02:05. | :02:09. | |
in the late and a fire crew was on the scene in five minutes, but when | :02:09. | :02:14. | |
they saw his body face-down, 25 metres from the edge, they decided | :02:14. | :02:17. | |
