unnecessarily for hours on end in prison cells across Hampshire. | :01:04. | :01:07. | |
In the past year, more than 1,000 people in Hampshire have been | :01:07. | :01:11. | |
detained under the Mental Health Act. They had not committed crimes, | :01:11. | :01:14. | |
but need to be taken somewhere secure for their safety and that of | :01:14. | :01:21. | |
the general public. Of these around 400 were taken to NHS facilities. | :01:21. | :01:26. | |
640 were taken to police cells. The national target says people taken | :01:26. | :01:30. | |
in to custody should be assessed within two hours. In Hampshire the | :01:30. | :01:36. | |
average time is 17.5 hours. The police say they are making progress | :01:36. | :01:40. | |
to cut those numbers, but admit more needs to be done. Here's our | :01:40. | :01:49. | |
Home Affairs correspondent, Alex Forsyth. This woman has tried to | :01:49. | :01:54. | |
kill herself four times in the past year. She suffers from borderline | :01:54. | :01:59. | |
personality disorder, which means her mood changes quickly and she | :01:59. | :02:06. | |
can become suicidal. Each time she has tried to kill herself she has | :02:06. | :02:12. | |
been arrested and taken to a police cell. You have literally got a bed | :02:12. | :02:18. | |
and a metal toilet. You just sit there looking at four walls. You | :02:18. | :02:23. | |
are stripped of everything you have got on you. You are just left on | :02:23. | :02:27. | |
your own. It is noisy because you have got other people in there who | :02:27. | :02:33. | |
have been arrested shouting at the staff to let them go. Guidance from | :02:33. | :02:37. | |
the Royal College of Psychiatrists says that custody suites like this | :02:37. | :02:42. | |
should only be used to house people suffering from a mental illness in | :02:42. | :02:48. | |
exceptional circumstances. The national target is that they are | :02:48. | :02:53. | |
assessed within two hours. Hampshire hundreds of mentally ill | :02:53. | :03:00. | |
people have been held within cells. The mental health assessment has to | :03:00. | :03:04. | |
be completed by social workers trained in that field and medical | :03:04. | :03:08. | |
professionals, and it is getting those two people together to | :03:08. | :03:13. | |
complete that assessment, particularly out of hours. Police | :03:13. | :03:17. | |

secure. In Dorset they say they are detaining too many people who are | :04:20. | :04:24. | |

to a lack of provision. In Thames Valley they are a bit further ahead. | :04:30. | :04:36. | |
They had enough medical facilities that the majority of people they | :04:36. | :04:40. | |
detained are taken straight to a medical centre and not held in | :04:40. | :04:44. | |
police cells. They say that has taken a lot of effort, a lot of | :04:44. | :04:47. | |
work with their health trust to make sure there are enough places | :04:47. | :04:51. | |
for these people to go, and a lot of work with the police to make | :04:51. | :04:56. | |
sure officers are really well trained. That is what Hampshire is | :04:56. | :05:01. | |
now doing. They have made a lot of progress, but they are being very | :05:01. | :05:05. | |
honest about the fact that there are still a long way to go. | :05:05. | :05:08. | |
A tragic accident, and not a crime. That is the verdict of Dorset | :05:08. | :05:10. | |
police tonight after their investigation into the death of a | :05:10. | :05:13. | |
Bournemouth schoolboy. 16-year-old Kyle Rees died after being struck | :05:13. | :05:16. | |
on the head by a cricket ball at Portchester School last week. | :05:16. | :05:18. | |
Another boy arrested in connection with Kyle's death has now been | :05:18. | :05:21. | |

welcome the police's full and thorough investigation and their | :05:57. | :06:03. | |
conclusion into the cause of Kyle's death. Dorset Police said in a | :06:03. | :06:06. | |
