Hello, I'm Sally Taylor. Welcome to South Today.

:00:06.:00:08.

In tonight's programme: Locked up - the mental health patients detained

:00:08.:00:18.
:00:18.:00:18.

for hours in police cells. I felt like I was a criminal. I

:00:19.:00:22.

could not understand what I had done wrong to be in a police cell.

:00:22.:00:28.

No one had explained it to me. They just said I was a danger to myself

:00:28.:00:32.

and other people. Port wars - they are already moving

:00:32.:00:35.

in on Southampton's cruise trade, now Liverpool want a slice of the

:00:35.:00:38.

container business, too. What a gem - the treasure hunter

:00:38.:00:41.

who found a 3,000-year-old ring in a farmer's field.

:00:41.:00:44.

It's just not cricket - the paintballing players limbering up

:00:44.:00:54.
:00:54.:00:59.

Police say hundreds of mentally ill people are being locked up

:00:59.:01:04.

unnecessarily for hours on end in prison cells across Hampshire.

:01:04.:01:07.

In the past year, more than 1,000 people in Hampshire have been

:01:07.:01:11.

detained under the Mental Health Act. They had not committed crimes,

:01:11.:01:14.

but need to be taken somewhere secure for their safety and that of

:01:14.:01:21.

the general public. Of these around 400 were taken to NHS facilities.

:01:21.:01:26.

640 were taken to police cells. The national target says people taken

:01:26.:01:30.

in to custody should be assessed within two hours. In Hampshire the

:01:30.:01:36.

average time is 17.5 hours. The police say they are making progress

:01:36.:01:40.

to cut those numbers, but admit more needs to be done. Here's our

:01:40.:01:49.

Home Affairs correspondent, Alex Forsyth. This woman has tried to

:01:49.:01:54.

kill herself four times in the past year. She suffers from borderline

:01:54.:01:59.

personality disorder, which means her mood changes quickly and she

:01:59.:02:06.

can become suicidal. Each time she has tried to kill herself she has

:02:06.:02:12.

been arrested and taken to a police cell. You have literally got a bed

:02:12.:02:18.

and a metal toilet. You just sit there looking at four walls. You

:02:18.:02:23.

are stripped of everything you have got on you. You are just left on

:02:23.:02:27.

your own. It is noisy because you have got other people in there who

:02:27.:02:33.

have been arrested shouting at the staff to let them go. Guidance from

:02:33.:02:37.

the Royal College of Psychiatrists says that custody suites like this

:02:37.:02:42.

should only be used to house people suffering from a mental illness in

:02:42.:02:48.

exceptional circumstances. The national target is that they are

:02:48.:02:53.

assessed within two hours. Hampshire hundreds of mentally ill

:02:53.:03:00.

people have been held within cells. The mental health assessment has to

:03:00.:03:04.

be completed by social workers trained in that field and medical

:03:04.:03:08.

professionals, and it is getting those two people together to

:03:08.:03:13.

complete that assessment, particularly out of hours. Police

:03:13.:03:17.

have been working closely with the helped us to address this problem.

:03:17.:03:21.

There are currently seven places they can take people where they can

:03:21.:03:26.

be seen by medical professionals, but many only have one bed and it

:03:26.:03:29.

can mean officers making tough judgments about where his best for

:03:29.:03:33.

some and he is mentally ill. thing we have been doing here is

:03:33.:03:38.

quite a lot of training for the beat officers and the custody suite

:03:38.:03:41.

officers so they can make better decisions about were summoned

:03:41.:03:45.

should be brought. Overall, the number of mentally ill people held

:03:45.:03:50.

in police custody is falling, which for people like Francis is vital.

:03:50.:03:54.

If someone wants to take their life, they will not be able to

:03:54.:04:01.

communicate well with somebody. Alex joins me now. Alex, that's the

:04:01.:04:07.

situation in Hampshire, what about elsewhere? This is not a Hampshire

:04:07.:04:12.

specific problem. All forces faced this dilemma. That is what you do

:04:12.:04:15.

with people who have not committed a crime that need to be somewhere

:04:15.:04:20.

secure. In Dorset they say they are detaining too many people who are

:04:20.:04:24.

held under the Mental Health Act in police cells. They say that is down

:04:25.:04:30.

to a lack of provision. In Thames Valley they are a bit further ahead.

:04:30.:04:36.

They had enough medical facilities that the majority of people they

:04:36.:04:40.

detained are taken straight to a medical centre and not held in

:04:40.:04:44.

police cells. They say that has taken a lot of effort, a lot of

:04:44.:04:47.

work with their health trust to make sure there are enough places

:04:47.:04:51.

for these people to go, and a lot of work with the police to make

:04:51.:04:56.

sure officers are really well trained. That is what Hampshire is

:04:56.:05:01.

now doing. They have made a lot of progress, but they are being very

:05:01.:05:05.

honest about the fact that there are still a long way to go.

:05:05.:05:08.

A tragic accident, and not a crime. That is the verdict of Dorset

:05:08.:05:10.

police tonight after their investigation into the death of a

:05:10.:05:13.

Bournemouth schoolboy. 16-year-old Kyle Rees died after being struck

:05:13.:05:16.

on the head by a cricket ball at Portchester School last week.

:05:16.:05:18.

Another boy arrested in connection with Kyle's death has now been

:05:18.:05:21.

released without charge. Steve Humphrey has been following the

:05:21.:05:24.

story since news of Kyle's death broke last week and is in the

:05:24.:05:28.

newsroom now. Steve, a fairly brief statement from police this evening?

:05:28.:05:31.

Sally, it was on Tuesday last week that Kyle Rees died at Southampton

:05:31.:05:37.

General Hospital. The previous day he had been hit on the head by an

:05:37.:05:39.

indoor practice cricket ball during an incident in the playground at

:05:39.:05:43.

Portchester School in Bournemouth. In the days after Kyle's death,

:05:43.:05:46.

hundreds of floral tributes were left outside the school. He was

:05:46.:05:49.

described as a popular pupil, who was due to sit his GCSE's this

:05:49.:05:55.

summer. The school's head, Debbie Godfrey-Fore, said tonight: We

:05:55.:05:57.

welcome the police's full and thorough investigation and their

:05:57.:06:03.

conclusion into the cause of Kyle's death. Dorset Police said in a

:06:03.:06:06.

statement: It has been determined that the death of 16-year-old Kyle

:06:06.:06:09.

Rees was a tragic accident involving no criminality. The

:06:09.:06:13.

statement goes on to say: A 16- year-old boy who was arrested in

:06:13.:06:18.

connection with the incident has been released without charge. An

:06:18.:06:20.

inquest into Kyle's death was formally opened and adjourned last

:06:20.:06:26.

Friday. There'll be a full hearing at a later date.

:06:26.:06:28.

Three people arrested by detectives investigating the suspected murder

:06:28.:06:31.

of missing Isle of Wight teenager Damien Nettles 16 years ago have

:06:31.:06:34.

had their bail extended. The 16- year-old vanished after a night out

:06:34.:06:40.

in West Cowes in November 1996. This CCTV image is the last

:06:40.:06:45.

confirmed sighting of him on the night. A 38-year-old man from Ryde,

:06:46.:06:48.

a 36-year-old woman from Cowes and a 45-year-old man from Cowes will

:06:49.:06:56.

remain on police bail until 7th There are concerns for a journalist

:06:56.:06:59.

from Wokingham who has being held by a Libyan militia on suspicion of

:06:59.:07:02.

spying. Nicholas Davies-Jones, here on the right, was working for

:07:02.:07:04.

Iranian state-TV in Tripoli when he was captured, along with colleague

:07:04.:07:11.

Gareth Montgomery-Johnson last month. The head of the militia

:07:11.:07:14.

holding the men has accused them of spying on government facilities, a

:07:14.:07:17.

claim denied by their relatives. The Foreign Office says it is

:07:17.:07:23.

providing consular assistance. The full scale of Liverpool's

:07:23.:07:26.

ambitions to take trade away from Southampton Port became clear today

:07:26.:07:30.

as they put forward the UK's biggest planning application. The

:07:30.:07:33.

Liverpool Waters scheme is part of a 50 billion development by Peel

:07:33.:07:38.

Holdings. It would create thousands of jobs and is receiving a range of

:07:39.:07:41.

Government grants, but the developers have now admitted that

:07:41.:07:44.

at least some of those jobs would be at the expense of South Coast

:07:44.:07:53.

businesses. Our Political Editor, Peter Henley, reports.

:07:53.:07:57.

It is an double-whammy porcelain hunt and, following Liverpool's

:07:57.:08:00.

application to takes out coast cruise liner trade and a new

:08:00.:08:05.

container port, costing 300 million. There are openly trying to

:08:05.:08:10.

take business that currently uses overcrowded southern roads. Given

:08:10.:08:13.

the fact that a lot of these continuous end up in the north of

:08:13.:08:20.

the UK, they are all going on the overloaded road and rail networks,

:08:20.:08:30.
:08:30.:08:30.

we estimate there is a saving of 150,000 road and rail miles.

:08:30.:08:34.

application to build this report is only the start of the ambition of

:08:34.:08:38.

Liverpool. One man is behind what is now Britain's biggest planning

:08:39.:08:45.

deal, worth 50 billion. For John Whitaker is a wealthy resident of

:08:45.:08:49.

the Isle of Man and someone who only rarely gives interviews.

:08:49.:08:55.

a fascinating character. Very intense, but also very driven. He

:08:55.:08:58.

is a devout Catholic. He is passionate about the North of

:08:58.:09:03.

England. He could have made even more money than he has been doing

:09:03.:09:08.

this in the south of England, or by selling out, but he is absolutely

:09:08.:09:13.

committed. John Whitaker has had considerable access to ministers,

:09:13.:09:23.
:09:23.:09:28.

but South Coast MP said that tax money must be used fairly. The

:09:28.:09:32.

court wars between Liverpool and Southampton are a game of poker and

:09:32.:09:36.

the stakes are growing higher. Well, Peter is in our Westminster

:09:36.:09:40.

studio now. Peter, there have been threats of legal action over the

:09:40.:09:43.

cruise terminal and the dredging of the Mersey, so will there be

:09:43.:09:46.

further action over each of these developments as they come up?

:09:46.:09:49.

the developers in Liverpool admit that they're trying to poach

:09:49.:09:52.

business from us, as they have done here, and when there is public

:09:52.:09:56.

money going in to the project, I think the way is open to challenge,

:09:56.:09:58.

certainly under the European regulations about state aid and

:09:58.:10:03.

competition. But there is a danger of crying wolf, or Southampton

:10:03.:10:05.

people making themselves unpopular and they would certainly rather see

:10:05.:10:08.

ports in the North East or Felixstowe joining in with the

:10:08.:10:12.

objections. How do people in Liverpool regard the man behind

:10:12.:10:21.

these developments, John Whittaker? He certainly is the driving force -

:10:21.:10:23.

pushy, ambitious, said never to have lost a planning application,

:10:23.:10:26.

but rarely in the public eye, only two journalists have ever

:10:26.:10:36.
:10:36.:10:40.

interviewed him. 50 billion will become an unstoppable momentum,

:10:40.:10:44.

what ever damage it does to businesses and are part of the

They stood firm until the 74th minute when Rickie Lambert got his

victory against Portsmouth, themselves at the bottom of the

table. They are a country's form team but did not need to be at

their best to beat a spirited but beleaguered Portsmouth. The goal

:17:21.:17:26.

came after 25 minutes as Jason Roberts worked down the right and

:17:26.:17:31.

presented a chance which was accepted gratefully. Goals have

:17:31.:17:35.

been the problem for Pompey recently with just two in seven

games. This was as good as it got for Michael Appleton's team. Bottom

:17:44.:17:50.

they are within reach of the top. We have created good openings and

:17:50.:17:53.

opportunities and we bossed the game. It was an absolute credit to

:17:54.:17:57.

the players. They do not get the credit they deserve but I hope they

:17:57.:18:02.

will do at the end of the season. It was a great opportunity but we

:18:03.:18:08.

got punished and that is what can happen. If they keep coming up with

:18:08.:18:12.

the answers that they did at times in the middle of the match, then

:18:12.:18:18.

will we be happy. Aldershot have been on a fine run but after six

:18:18.:18:23.

straight victories, that sequence ended in defeat against Torquay. An

:18:23.:18:29.

early goal did for the team. It was scored after seven minutes.

:18:29.:18:36.

Aldershot are 13th in the table. Aldershot are 13th in the table.

:18:36.:18:40.

That wraps up last night's action. Southampton could be overtaken by

:18:40.:18:46.

West Ham, playing Watford tonight. We will have more about Brighton in

a second. They play Cardiff tonight. Portsmouth's defeat puts them down

Brighton could jump into the play- Brighton could jump into the play-

inside, as I found out. County cricketers live in each other's

:19:34.:19:38.

:19:38.:19:43.

Hampshire squad have got goggles and guns as they went through pre-

have a bit of relaxation. targets for the squad this season

includes getting back to Division One of the Championship after

relegation last year. This man is in charge having taken over from

:20:07.:20:12.

Dominic Cork as captain. It is great but it is a bit apprehensive

:20:12.:20:16.

for me as well. I had a bit of a taste last year but we will have

:20:16.:20:21.

some testing times ahead but the guys at been great. He has got this

squad, one of whom have made an England debut this winter. It was

:20:30.:20:34.

great to get recognised and get into that squad but I think the

:20:34.:20:39.

main thing is to perform for Hampshire. Next week they go to a

:20:39.:20:43.

training camp in Barbados ahead of the April season start. The players

treasure hunter after this because it was undiscovered for 3,000 years

:21:08.:21:14.

and was originally mistaken for an old bottle top. It was decided be a

ownership of a tiny gold ring found by a treasure hunter should go to

Listening intently to every sound. But nothing prepared Alan Cracknell

for the biggest find of his life. When I cleaned it up and held it in

:21:40.:21:46.

my hand, I realised it was very old because these artifacts are very

:21:46.:21:50.

distinctive. I could not detect any more and I thought it was

:21:50.:21:55.

incredible that something of that age was still there in the same

:21:55.:22:00.

spot from the Bronze Age right the way through to today. 16 mm in

diameter. This dates back to the Middle Bronze Age. Experts think it

was probably used to hold hair in place. We have not got much

:22:11.:22:15.

evidence of Bronze Age artifacts surviving. We have got items in the

:22:15.:22:19.

past and we think these are personal adornments. Maybe for the

head. He has been hunting in these fields every Sunday but he said the

exact location that he found the ring must remain secret in case he

very personal to me. He plans to paint a picture of the brink,

currently waiting to be valued at the British Museum. They will share

That is the next thing, isn't it? How much it is worth but it is

:23:11.:23:20.

exciting to get a piece of history exciting to get a piece of history

like that. Now the weather. It is very beautiful and everybody wants

:23:25.:23:33.

to stay in this region. Beaky has made this place his home since

:23:33.:23:39.

Christmas last year. Thank you for this picture, Allen. The sunshine

:23:39.:23:44.

came out in Kidlington in Oxfordshire. And looking around

:23:44.:23:51.

Studland Beach, that was taken by Maria. We have seen the rain but

:23:51.:23:56.

that is the last week will get for quite a while because it is dry and

:23:56.:24:03.

settled. Frost in some parts have weather. Colder conditions. Skies

:24:03.:24:08.

clearing and cloud shifting further south east and wind is still strong

:24:08.:24:13.

but dying down. We will probably get out of the frost and

:24:13.:24:20.

temperatures hovering close to freezing but warmer further north.

:24:20.:24:26.

Temperatures down to two degrees. A cold start on Thursday but it is

:24:26.:24:35.

beautiful later. Plenty of sunshine up. Cloud increasing. It is not

:24:35.:24:40.

getting damp. Top temperatures of 10 degrees and wind lighter than

:24:40.:24:45.

today and feeling very pleasant and very mild. We are getting an extra

:24:45.:24:50.

couple of degrees on temperatures. They will not be as cold as tonight

:24:50.:24:55.

but not particularly mild at five or six degrees. Friday, a cloudy

:24:55.:25:01.

beginning. It will be very cloudy with lots of cloud at the start of

:25:01.:25:10.

the day. Windy and dry. Expect top temperatures of 11 degrees at least.

:25:10.:25:16.

High pressure has dominated. It will stay like that for the weekend.

:25:16.:25:19.

These high pressure is gradually building and becoming bigger as we

:25:19.:25:27.

head into Saturday. By Sunday, very different. It will be very quiet.

:25:27.:25:36.

Dry and cloud. I cannot promise sunshine this weekend. Temperatures

:25:36.:25:41.

at nine and 10 degrees. Windy but not as strong as today. Quite a
