We should not have to use the army, but through it route falls and | :01:48. | :01:52. | |
ability to fulfil its contractual obligations, the army has been | :01:52. | :01:57. | |
called in by the government. military already had a central role | :01:57. | :02:03. | |
in the operation. HMS Bulwark will be offshore throughout, but the | :02:03. | :02:06. | |
Ministry of Defence confirmed they are taking on extra work to make up | :02:06. | :02:11. | |
the shortfall left by G4S. We are getting on with the job of working | :02:11. | :02:14. | |

been called Arne on the Berkshire border and in Surrey, extra | :02:43. | :02:47. | |
officers were drafted into Cycling venues. The force says that from | :02:47. | :02:52. | |
today they are no longer affected by the problems at G4S. G4S say | :02:52. | :02:56. | |
they hope to have enough personnel to relieve all police in coming | :02:56. | :02:59. | |
days. Thousands of NHS staff in the South | :02:59. | :03:02. | |
West could be facing pay cuts after a group of Hospital Trusts got | :03:02. | :03:06. | |
together to put forward a cost cutting plan. The consortium of 20 | :03:06. | :03:09. | |
hospitals includes Poole, Bournemouth and Salisbury. In a | :03:09. | :03:12. | |
leaked document, pay cuts of up to 5% have been proposed for doctors, | :03:13. | :03:15. | |
nurses and other staff, although the lowest paid workers would be | :03:15. | :03:18. | |
exempt. One suggested option is to sack staff who refused to accept | :03:18. | :03:22. | |
new lower pay contracts. These were the views of people outside Poole | :03:22. | :03:31. | |
hospital. They are stretched, stress and | :03:31. | :03:35. | |
overwork as it is. They are trying to do the best work they can with | :03:35. | :03:40. | |
the conditions at the moment. I think that would make matters worse. | :03:40. | :03:44. | |
They probably have their own families to support. The jobs these | :03:44. | :03:50. | |
people do in hospitals are amazing. It is really wrong. You don't see | :03:50. | :03:56. | |
MPs or bankers taking pay cuts. As service like the NHS which is vital | :03:56. | :03:58. | |
for the community and country should not be cut. | :03:58. | :04:01. | |
A little earlier I spoke to Joanne Kaye, the South West Regional | :04:01. | :04:04. | |
Secretary for UNISON, the union representing many health workers. I | :04:04. | :04:07. | |
began by asking her why pay shouldn't be cut in areas with a | :04:07. | :04:15. | |
lower cost of living? It will be people working in front line | :04:15. | :04:21. | |
services to patients, people working on 247 shifts that will be | :04:21. | :04:25. | |
most affected. Some of the work that we have done show that around | :04:25. | :04:31. | |
80% of patient contact is done by the lowest-paid staff on bands 1-4. | :04:31. | :04:35. | |
It is likely it will be the lowest paid most badly affected by | :04:35. | :04:40. | |
proposals. The trust themselves are saying that, if this is the case | :04:40. | :04:45. | |
and it has to go through and they have got to reduce costs, one way | :04:45. | :04:48. | |
of doing it is cutting pay otherwise it means cutting jobs, | :04:48. | :04:54. | |
doesn't it? Their last year's figures show that the trust over | :04:54. | :04:59. | |
all art �62 million in the black. Many of them have turned around | :04:59. | :05:03. | |
serious financial positions to being in a better place. They have | :05:03. | :05:07. | |
done that by working with staff in the trust to make sure they are | :05:07. | :05:11. | |
efficient. The problem is, they may lose the goodwill of staff that | :05:11. | :05:16. | |
will allow them to make efficiency savings which means services to | :05:16. | :05:21. | |
patients would be affected. Isn't it fair to say that pay has got to | :05:21. | :05:27. | |
affect cost of living? Hasn't a pay cut to reflect that and the public | :05:27. | :05:31. | |
sector? The South West does not have a lower cost of living than | :05:31. | :05:36. | |
the south-east. Families are struggling and there cut to cost- | :05:36. | :05:41. | |
of-living could send them over the edge. These 20 trusts that have got | :05:41. | :05:46. | |
together are clearly stelae in their resolve, aren't they? Yes, so | :05:46. | :05:51. | |
are we. Trade unions that represent workers across the NHS are | :05:51. | :05:55. | |
determined to defend conditions and defend patients. | :05:56. | :05:58. | |
Meanwhile one social services department is working out how to | :05:58. | :06:00. | |
recover from the consequences of cutting pay. Southampton Council | :06:00. | :06:03. | |
has admitted it lost more than a third of children's services staff | :06:03. | :06:06. | |
during last year's industrial dispute. Today they held an open | :06:06. | :06:10. | |

are being extra careful dealing with youngsters. Councils are | :07:03. | :07:07. | |
struggling dealing with up to a third more referrals. | :07:07. | :07:12. | |
Local authorities need experience staff most and they don't hesitate | :07:12. | :07:16. | |
to pay more to poach the staff they need. | :07:16. | :07:20. | |
