And the musical telling the story of a Dorset ghost town evacuated 70 | :00:55. | :00:58. | |
years ago. The board which oversees the safety | :00:59. | :01:12. | |
of young people in Southampton is calling for a new national register | :01:13. | :01:15. | |
of offenders who've been violent to children so they can be properly | :01:16. | :01:19. | |
monitored. It follows the death of a three`month old baby boy who | :01:20. | :01:21. | |
suffered multiple injuries including a skull fracture. It later emerged | :01:22. | :01:24. | |
his father had previously been jailed for child cruelty ` but | :01:25. | :01:27. | |
authorities in Hampshire didn't know. Alex Forsyth has more and | :01:28. | :01:28. | |
joins me now. How did this happen? This three | :01:29. | :01:42. | |
month old baby died after being found face down in his Moses basket | :01:43. | :01:45. | |
by his parents. A postmortem found he had a fractured skull. That | :01:46. | :01:49. | |
prompted an inquiry. His surviving twin sibling was examined, and found | :01:50. | :01:52. | |
to have leg and possible skull fractures. When authorities began | :01:53. | :01:56. | |
looking into this case they found the childrens' father had a history | :01:57. | :02:00. | |
of child cruelty. Some years earlier when living elsewhere in the country | :02:01. | :02:03. | |
he was jailed for 12 months after another child of his was found with | :02:04. | :02:06. | |
multiple injuries ` including a fractured skull. When he was | :02:07. | :02:11. | |
released from prison he moved to Hampshire. He was supervised for a | :02:12. | :02:15. | |
period specified by law. When that period ended and he went on to have | :02:16. | :02:18. | |
further children, the authorities here didn't know about his history | :02:19. | :02:26. | |
of abuse. What has happened to those involved? | :02:27. | :02:28. | |
The surviving child is now in care ` that's why all involved must remain | :02:29. | :02:31. | |
anonymous. The police did investigate and handed a file to the | :02:32. | :02:35. | |
Crown Prosecution Service, the CPS decided there wasn't enough evidence | :02:36. | :02:39. | |
to prosecute anyone. What do the authorities say? | :02:40. | :02:42. | |
A full review has been carried out. It does find failings ` notably how | :02:43. | :02:45. | |
information was shared between different agencies. It also says | :02:46. | :02:47. | |
authorities didn't ask enough questions about the parents' | :02:48. | :02:50. | |
backgrounds. But the chair of the board which oversees that review | :02:51. | :02:53. | |
said overall the agencies did what was expected, and the problem here | :02:54. | :02:57. | |
is the system. He wants a new national register drawn up of those | :02:58. | :03:00. | |
who've committed violent crimes against children, so they can be | :03:01. | :03:03. | |
tracked and monitored by authorities ` much like the existing sex | :03:04. | :03:06. | |
offenders register. I asked the chairman how that might have made a | :03:07. | :03:12. | |
difference in this case. At the least, the childcare agencies | :03:13. | :03:19. | |
would have been alerted to the potential problem. At the very | :03:20. | :03:23. | |
least, they would have had the opportunity to make cheques and to | :03:24. | :03:31. | |
offer help to the family. No system can 100% guarantee anything. The | :03:32. | :03:36. | |
system would ensure the opportunities resented would have | :03:37. | :03:42. | |
been taken. How likely is it this is going to be implemented? | :03:43. | :03:45. | |
The case has been flagged to the Home Office and the Ministry of | :03:46. | :03:48. | |
Justice ` we contacted both today to ask them about it but they've yet to | :03:49. | :03:52. | |
respond. However this idea isn't being backed by everyone. The child | :03:53. | :03:55. | |
protection charity the NSPCC say there are already systems in place | :03:56. | :03:58. | |
to access information on people convicted of violence against | :03:59. | :04:04. | |
children. Southampton's safeguarding children's board say the register | :04:05. | :04:06. | |
they're proposing would go much further and they're going to push | :04:07. | :04:17. | |
for it. In this case some might hear in this the familiar refrain of | :04:18. | :04:20. | |
'lessons must be learned' following the death of a child. Whatever form | :04:21. | :04:25. | |
they take many will just hope this time, they will be. Sixteen swans | :04:26. | :04:29. | |
have died at a nature reserve in Weymouth in Dorset. | :04:30. | :04:31. | |
Tests have confirmed the swans from Radipole Lake did not have bird flu, | :04:32. | :04:35. | |
but exactly what has caused their death remains a mystery. Adrian | :04:36. | :04:40. | |
Campbell reports. The Swans on Radipole Lake are a | :04:41. | :04:46. | |
favourite with the locals and visitors. Recently, they have fallen | :04:47. | :04:50. | |
prey to mysterious disease or pollution event. Dead birds have | :04:51. | :04:55. | |
been removed from the reserve here but it is being confirmed they have | :04:56. | :05:01. | |
not been affected by bird flu. At Radipole Lake swans have been dying | :05:02. | :05:05. | |
since September and it is now known half of the flock has died. The good | :05:06. | :05:10. | |
news is recently there have been no further fatalities. | :05:11. | :05:15. | |
Somewhat found floating in the lake, horrible for people who found | :05:16. | :05:20. | |
them. Some were found to be quite lethargic and looking poorly and | :05:21. | :05:25. | |
lying on the path in the water. At that point, the RSPCA got involved. | :05:26. | :05:35. | |
In West Hatch there are a couple of swans still recovering from whatever | :05:36. | :05:41. | |
affected them. Some Swans have died off before so it does happen from | :05:42. | :05:47. | |
time to time, and inflammation of the intestines can cause problems | :05:48. | :05:50. | |
for Swans. It hasn't been established in this instance. It | :05:51. | :05:55. | |
does occur from time to time and we see Swans with problems. The | :05:56. | :06:01. | |
Environment Agency have tested the water for pollutants but so far the | :06:02. | :06:07. | |
charity says there's no clue as to what has happened. | :06:08. | :06:13. | |
It is 16 Swans, if there was a pollutant you would expect it to | :06:14. | :06:18. | |
cause widespread problems for all species but this is just Swans. We | :06:19. | :06:21. | |

It is rare for so many Swans to be affected like this but the RSPB says | :06:26. | :06:30. | |

and Sylvie Hawkes saw the advert. I had an interview, very brief. I | :13:46. | :13:48. | |
was offered the job there and then. It was a cashier work. I am OK with | :13:49. | :13:54. | |
the keyboard so I thought I would be okayed doing the till. | :13:55. | :13:58. | |
Sylvie delegates her DIY to husband Steve. | :13:59. | :14:06. | |
Workmen were pleased to have a good look. It was a pleasant place to be. | :14:07. | :14:10. | |
I wish I had bought shares in the beginning. | :14:11. | :14:13. | |
The idea was to pile it high and sell it cheap. And the public loved | :14:14. | :14:16. | |
it ` especially when the store stayed open over the Easter weekend, | :14:17. | :14:19. | |
flouting Sunday trading laws. David had worked out that the profits | :14:20. | :14:25. | |
would outweigh the fines. DIY products at supermarket prices | :14:26. | :14:32. | |
and we were swamped. We were opening up the products | :14:33. | :14:36. | |
available so the customers could see what they could use and we had | :14:37. | :14:39. | |
queues right the way down to the back of the shop trying to get out. | :14:40. | :14:44. | |
Block and Quayle was soon shortened to B and more stores were opened. | :14:45. | :14:47. | |
For David Quayle's children it was an exciting time. | :14:48. | :14:54. | |
It seemed huge at that age. It seemed a huge expanse to run | :14:55. | :14:58. | |
around, there were Polyfilla sachets and one burst open and it went over | :14:59. | :15:04. | |
a customer who wasn't pleased. I sunk down behind the counter and let | :15:05. | :15:11. | |
my mum deal with the aftermath! The Bournemouth store was opening, I | :15:12. | :15:15. | |
took a friend along, the two bodies were opening the new shop. My dad | :15:16. | :15:25. | |
agreed to it. My friend and I were strapped in the front seat and the | :15:26. | :15:28. | |
two bodies have the back seat. Within a decade there were 26 | :15:29. | :15:33. | |
stores. But for Block and Quayle it was time to move on. The company was | :15:34. | :15:37. | |
sold to Woolworth in the early 80s. David Quayle died a few years ago, | :15:38. | :15:40. | |
after enjoying another success with the Ritz video rental chain. While | :15:41. | :15:42. | |
Richard Block changed direction altogether, and became a massage | :15:43. | :15:48. | |
therapist. It was exciting, ringing the tales | :15:49. | :15:51. | |
and the money going in the Mignoni a good percentage would end up in my | :15:52. | :15:55. | |
pocket. Today the original Portswood store | :15:56. | :15:58. | |
