changes to grading and assessment. That is all from the BBC | :00:00. | :00:00.
Hello. I'm Sally Taylor. Welcome to South Today. In tonight's programme: | :00:07. | :00:13.
Too expensive ` a council tells a disabled tenant it cannot afford to | :00:14. | :00:16.
make necessary improvements to her home Calling time on late night | :00:17. | :00:19.
drinking ` pubs are told they may have to pay for policing if they | :00:20. | :00:22.
want to serve alcohol after midnight. | :00:23. | :00:25.
. I would like a stairlift, do the bathroom, like they promised, and a | :00:26. | :00:28.
ramp outside so that I can go to the shops. Calling time on late`night | :00:29. | :00:35.
drinking, pubs are told they may have to pay for policing if they | :00:36. | :00:38.
want to serve after midnight. Stay safe around the bonfire ` the | :00:39. | :00:42.
warning as firefighters go back on strike. | :00:43. | :00:44.
And solving the world war one mystery ` who is Rosie and why is | :00:45. | :00:48.
her great grandfather from the Isle of Wight buried in Jersey? | :00:49. | :01:00.
A Hampshire woman with severe mobility problems is pleading for | :01:01. | :01:04.
alterations to be made to her council house so she can use the | :01:05. | :01:08.
toilet and bathroom. Wendy Kirkby has arthritis and diabetes and had a | :01:09. | :01:13.
leg amputated in the summer. Gosport Borough Council says it would cost | :01:14. | :01:16.
?16,500 to make the necessary changes to the three`bedroom home. | :01:17. | :01:22.
They already spend over ?250,000 a year adapting council homes. Despite | :01:23. | :01:28.
promises in August that the work would be done, officials now say it | :01:29. | :01:32.
might be better for Wendy to move to a bungalow. Steve Humphrey has been | :01:33. | :01:40.
to meet her. Wendy is desperate for changes to be | :01:41. | :01:44.
made to her council house so she can move around more easily. She would | :01:45. | :01:48.
like a stairlift and she needs alteration is made so she can get | :01:49. | :01:54.
into the downstairs toilet. I cannot get into the toilet. That is as far | :01:55. | :01:59.
as I can get. Embarrassing that I have to use a commode and I have to | :02:00. | :02:08.
be washed by someone else. 60`year`old Wendy has arthritis and | :02:09. | :02:11.
diabetes and she had to have her right leg amputated last summer. | :02:12. | :02:18.
When did you last go upstairs? The 20th of June. Officials at the | :02:19. | :02:23.
council say it would cost around ?16,500 to carry out the work. They | :02:24. | :02:31.
say she is under occupying the house and that it might be better for her | :02:32. | :02:35.
to move to a bungalow. The counsellor is angry at the way she | :02:36. | :02:39.
is being treated. I think the council is behaving disgracefully by | :02:40. | :02:45.
forcing her to move against her will to save money. They have promised | :02:46. | :02:49.
repeatedly to Wendy to do the work and they should keep the promise. | :02:50. | :02:53.
They should not force her to move out when she wants to remain in her | :02:54. | :03:00.
home. They keep going on about a two`bedroom bungalow but they have | :03:01. | :03:04.
not got any. They say, we will show you one to see what it is like. When | :03:05. | :03:12.
we get one. Disability rights campaigners say that getting funding | :03:13. | :03:19.
is in great `` is becoming increasingly difficult. The need for | :03:20. | :03:23.
accessible properties is growing and the money is not keeping up with the | :03:24. | :03:29.
demand. No one from the council was available for interview today. A | :03:30. | :03:32.
spokesman said the council is currently spending around ?250,000 a | :03:33. | :03:38.
year on adapting people's homes. As a short`term measure, it says it | :03:39. | :03:43.
will improve access to Wendy's downstairs toilet and also give her | :03:44. | :03:48.
a ramp so she can get in and out of the front door more easily. The | :03:49. | :03:52.
council says negotiations will be continuing with Wendy and her family | :03:53. | :04:01.
over her future housing needs. Pubs and clubs in Southampton that | :04:02. | :04:03.
continue serving alcohol after midnight could pay thousands of | :04:04. | :04:07.
pounds a year in a late`night levy. Money raised would go towards | :04:08. | :04:10.
covering the costs of policing party goers. A similar scheme began in | :04:11. | :04:16.
Newcastle today. But pub owners here say it's not needed and will lead to | :04:17. | :04:22.
closures. Rob Powell reports. Pulling pints past midnight could | :04:23. | :04:26.
soon get pricey for some pubs. The late`night levy was made available | :04:27. | :04:29.
for local authorities by the Coalition Government. Now | :04:30. | :04:35.
Southampton City Council is looking to bring it in. Some people will not | :04:36. | :04:40.
be able to continue trading with the charges. The city won the award two | :04:41. | :04:52.
years ago for the efforts they had made in reducing late`night disorder | :04:53. | :04:57.
so this is frustrating. The pub would be charged between ?300 and | :04:58. | :05:04.
?4500 depending on the side of the `` the size of the venue. It would | :05:05. | :05:08.
be split between the police and the council. Newcastle brought into a | :05:09. | :05:13.
charge today. First city in the country to do so. We have issues but | :05:14. | :05:20.
we do have an extremely safe city centre and we want to maintain that | :05:21. | :05:26.
and increase awareness. That is what we are going to do. Southampton City | :05:27. | :05:31.
Council says it expects the charges to total over ?140,000 per year. The | :05:32. | :05:42.
police say they put 50% of their resources into a few streets in the | :05:43. | :05:45.
city centre on Friday and Saturday nights. By raising the levy, we can | :05:46. | :05:51.
make sure everybody gets a better policing service, but also increase | :05:52. | :05:57.
the safety of those people enjoying the night`time. Southampton has 96 | :05:58. | :06:01.
pubs and clubs with licenses to serve past midnight. Some locals say | :06:02. | :06:08.
it needs to anti`social behaviour. It is horrendous. Car windscreens, | :06:09. | :06:15.
wipers, mirrors, they have to be replaced. Garden walls get kicked | :06:16. | :06:22.
down and pot plants are stolen. Hampshire's police and crime | :06:23. | :06:25.
commission will conduct the chance to be a `` be involved in the | :06:26. | :06:38.
consultation. `` welcomed the chance to be involved in. | :06:39. | :06:46.
A body has been found in the water at Durdle Door. Dorset Police | :06:47. | :06:49.
spotted the body at about 1.30pm this afternoon. The RNLI and | :06:50. | :06:52.
Lulworth rescue teams assisted in recovering the body. The man has not | :06:53. | :06:55.
yet been identified. Last week the coastguard unsuccessfully searched | :06:56. | :06:58.
for a man from Portsmouth who got caught in the current off the Dorset | :06:59. | :07:00.
coast. Plans have been announced in Reading | :07:01. | :07:03.
to tackle a rise in demand for primary school places. New classes | :07:04. | :07:07.
will be created at 12 existing primary schools and a new academy is | :07:08. | :07:10.
to be built in the Oxford Road area. In all, 2,500 more places will be | :07:11. | :07:14.
provided over the next seven years. Reading Borough Council is expecting | :07:15. | :07:17.
to borrow around ?30 million to pay for the expansion. We have received | :07:18. | :07:20.
?19 million from the government which is welcome but it is only a | :07:21. | :07:23.
third of the money needed. We will find the money ourselves as a | :07:24. | :07:26.
council. We will find two thirds of it ourselves. We do not make any | :07:27. | :07:30.
apologies for that because we feel it is a rarity for treading's | :07:31. | :07:35.
children and parents to invest in education `` we feel it is a | :07:36. | :07:44.
priority for Reading. Many of us are looking forward to a | :07:45. | :07:48.
weekend of bonfires and fireworks. But people are being urged to take | :07:49. | :07:51.
extra care tonight because firefighters across the south are on | :07:52. | :07:54.
strike until 11pm this evening. Members of the Fire Brigades Union | :07:55. | :07:57.
walked out of their fire stations just a few minutes ago. They're in a | :07:58. | :08:01.
bitter dispute with the Government over pensions. Nikki Mitchell | :08:02. | :08:02.
reports. Last`minute preparations ahead of | :08:03. | :08:04.
the firework party at this pub. At least 500 people are expected to | :08:05. | :08:06.
come here with firefighters on strike and with thatched roofs next | :08:07. | :08:09.
door, the organisers are taking extra precautions. I am not that | :08:10. | :08:13.
worried because we have got loads of people with lots of experience to | :08:14. | :08:22.
help us. It will be OK. In terms of the strike, I am against it. I think | :08:23. | :08:27.
any other time, fine. But tonight, I think it is a little bit | :08:28. | :08:31.
irresponsible. I would back the firemen. I understand why they are | :08:32. | :08:36.
shouting out, it is to do with pensions, but I am frightened they | :08:37. | :08:41.
will damage their own reputation. The latest action follows a four | :08:42. | :08:46.
hour stoppage in October to protest about raising the firemen retirement | :08:47. | :08:53.
age to 60. Most people's fitness levels decline quite rapidly after | :08:54. | :08:57.
55 so we will not be able to maintain fitness and there is a | :08:58. | :09:01.
possibility these firefighters after 55 could be sacked. The government | :09:02. | :09:06.
says that negotiations are ongoing. Most sensible people would say, stay | :09:07. | :09:16.
at the negotiating table. I cannot see how it is logical to argue | :09:17. | :09:19.
strike action is appropriate. All of our fire services are urging | :09:20. | :09:25.
people to be especially careful to night, to consider attending an | :09:26. | :09:31.
organised event rather than having fireworks in their back gardens. | :09:32. | :09:35.
Contingency plans are in place but cover across the South is inevitably | :09:36. | :09:40.
low. Response times will be slower and critical fires will be | :09:41. | :09:47.
prioritised. At least eight companies have | :09:48. | :09:49.
expressed an interest in taking over a contract to build a hotel at | :09:50. | :09:53.
Hampshire's Ageas Bowl cricket ground. Work on the 175`room Hilton | :09:54. | :09:55.
was stopped last month after developer Denizen went into | :09:56. | :09:58.
administration. The scheme has been backed by Eastleigh Borough Council | :09:59. | :10:01.
which has committed to buy the finished hotel for ?27.5 million. | :10:02. | :10:07.
Still to come in this evening's South Today: Alexis is out tonight | :10:08. | :10:11.
at a Children In Need event. Join the later in Swanage for a special | :10:12. | :10:19.
Children In Need challenge. Should the church be taking on | :10:20. | :10:24.
high`street lenders? In July, the Archbishop of Canterbury announced | :10:25. | :10:27.
he wanted the church to offer its own short`term loans but at lower | :10:28. | :10:32.
rates of interest. It was an idea that began with a former accountant | :10:33. | :10:35.
who's now a reverend in the Salisbury diocese. This week he's | :10:36. | :10:39.
been speaking to the Sunday Politics and our political editor Peter | :10:40. | :10:42.
Henley joins me now. Peter, what's he been saying? He shares a | :10:43. | :10:52.
background in business with Justin Welby. They want to take a more | :10:53. | :10:58.
practical approach. They want to get actively involved where they think | :10:59. | :11:02.
they are our problems. One area they are encouraging the church to get | :11:03. | :11:06.
involved in is lending money. Local credit unions like this one in | :11:07. | :11:12.
Dorset, it is the huge interest rates charged by commercial payday | :11:13. | :11:16.
lenders for small amounts of money that he thinks is sinful. He is | :11:17. | :11:20.
encouraging church people to do what they can to provide an alternative. | :11:21. | :11:27.
I think our legislators are weak. In America, many state legislators have | :11:28. | :11:33.
outlawed payday lending as a social evil. If they can do that, I think | :11:34. | :11:37.
our legislators can be tough on payday lenders. In the Bible, Jesus | :11:38. | :11:43.
through the moneylenders out of the temple. He says so long as a credit | :11:44. | :11:49.
union is run for mutual benefit, it is covering costs rather than making | :11:50. | :11:53.
profit, that is all right. There were mixed views among people we | :11:54. | :11:59.
spoke to. Low interest. Church is to do with religion not finance. There | :12:00. | :12:05.
are a lot of poor people about and I think they should. It can be | :12:06. | :12:10.
dangerous because sometimes there is a danger it could go wrong. Where | :12:11. | :12:17.
will it stop? Will churches get involved with the electricity | :12:18. | :12:22.
market, trying to undercut cos? Will people be criticised, Vickers, for | :12:23. | :12:25.
getting people involved in schemes if they go bust? That is the debate | :12:26. | :12:32.
we will have with our guests, a Liberal Democrat MP from Dorset and | :12:33. | :12:37.
a Conservative MP. You will also be discussing the | :12:38. | :12:41.
regulation of the press? We have a local newspaper editor who will not | :12:42. | :12:45.
be signing up to the new press regulation. | :12:46. | :12:49.
And you can join Peter for the Sunday Politics this Sunday from | :12:50. | :12:55.
11am on BBC One. A record attempt to row a million | :12:56. | :12:59.
meters, a pantomime horse travelling from Leeds and a 12`hour continuous | :13:00. | :13:02.
run. Combine it all with a giant bear and it can all only mean one | :13:03. | :13:07.
thing. Yes, we're just a fortnight away from Children In Need and | :13:08. | :13:10.
tonight the fundraising is already well under way in Swanage. And | :13:11. | :13:14.
Alexis Green is there for us now. Alexis, what's going on? | :13:15. | :13:24.
Fun day out? Certainly was. Lots happening in Swanage tonight and | :13:25. | :13:27.
tomorrow. I have been meeting some of the people fundraising for | :13:28. | :13:34.
Children In Need. It was all hands on hammer to prepare for tomorrow's | :13:35. | :13:38.
Children In Need challenge at Swanage holiday Park. We are lending | :13:39. | :13:44.
a helping hand. We will have this done by tomorrow! The excitement was | :13:45. | :13:51.
building for one of the challenges, named the bear. They will be making | :13:52. | :13:59.
their way back to Swanage without spending any money. It will be hard. | :14:00. | :14:04.
We are going to try to get to Leeds and after Leeds down to Leicester | :14:05. | :14:15.
and try and get on the motorway. Getting in a bit of last`minute | :14:16. | :14:20.
practice in and around Swanage. Horses that platform to, please. `` | :14:21. | :14:38.
horses to platform two, please. Sorry. Then it was a quick gallop | :14:39. | :14:57.
back for the big sendoff. CHEERING We were there to do the honours and | :14:58. | :15:02.
there was plenty of support for the eight volunteers heading to the | :15:03. | :15:03.
airport to fly to Leeds. Hopefully those eight volunteers | :15:04. | :15:19.
made it to Leeds in time. They will be starting off at 8am tomorrow to | :15:20. | :15:24.
make it back to Swanage. Let us talk to other fundraisers. The | :15:25. | :15:28.
headmistress of the primary school. What are you doing? We are bouncing | :15:29. | :15:32.
the same distance it takes children in Uganda every day to walk to get | :15:33. | :15:38.
water. Two other fundraisers who have been busy for the last few days | :15:39. | :15:44.
attempting to break a world record in rowing a million metres. It is | :15:45. | :15:50.
for days, six hours, 32 minutes. Well done. How are you feeling? I am | :15:51. | :15:57.
doing well. I get a break every hour when we swapped over. When do you | :15:58. | :16:03.
expect to finish? 11, 12 o'clock tonight. Fingers crossed you smashed | :16:04. | :16:11.
the record. Lots going on here. Live music here tomorrow and other | :16:12. | :16:14.
events. Do come down if you are out and about in Swanage. | :16:15. | :16:20.
Doing a grand job. Good luck over the weekend. We will come back to | :16:21. | :16:23.
you for the weather in a few minutes. We will be heading to the | :16:24. | :16:28.
cricket nets in a moment. First, can Southampton maintain their excellent | :16:29. | :16:33.
start? Here is the man who can tell us. | :16:34. | :16:37.
Last week, Southampton swept past Fulham at St Mary's, a performance | :16:38. | :16:41.
hailed by the pundits as one of their best in recent times. | :16:42. | :16:44.
Normally, nine games into the season, you can see a pattern | :16:45. | :16:50.
emerging. Manchester United not even on the table. Southampton, | :16:51. | :16:56.
fantastic. Last week, they swept past Fulham, a performance hailed as | :16:57. | :17:01.
one of their best in recent times. New additions like Victor Wanyama | :17:02. | :17:04.
and Dejan Lovren have added some spine to the team, a team which has | :17:05. | :17:07.
conceded only three goals this season. Up front, Rickie Lambert was | :17:08. | :17:11.
back on target last week. As they travel to Stoke, he's admitted | :17:12. | :17:14.
European football is certainly on the players' minds. It is | :17:15. | :17:21.
incredible. When we were in league one, I think we were mostly thinking | :17:22. | :17:29.
that the Premier League was eight distant dream. We have showed people | :17:30. | :17:34.
it was possible. `` a distant dream. It is going to be hard but that is | :17:35. | :17:38.
what we are striving for. If it happens this year, it would be | :17:39. | :17:42.
brilliant. If it doesn't, that is what we will try to do next year. | :17:43. | :17:45.
Here's the weekend's other football, all of it live on BBC local radio. | :17:46. | :17:49.
Reading's trip to Sheffield Wednesday is one of the featured | :17:50. | :17:52.
matches on the Football League Show after Match of the Day. In league | :17:53. | :17:56.
one, Swindon and MK Dons both face home games. In league two, two | :17:57. | :17:58.
community`backed clubs play each other as Portsmouth face Exeter. | :17:59. | :18:02.
We'll have the main talking points on Monday. | :18:03. | :18:09.
We were with Poole Town in the non league on Friday. Tonight, we have a | :18:10. | :18:12.
chance to highlight Salisbury City's excellent start to the season. | :18:13. | :18:15.
They're up to fourth in the Conference Premier after a fine win | :18:16. | :18:18.
over Hereford last night. Clovis Kamdjo headed in the first. Daniel | :18:19. | :18:21.
Fitchett got two on the night, his first effort was deflected. Hereford | :18:22. | :18:25.
got one back just before the hour before Flitchett was on hand again | :18:26. | :18:31.
to turn in from close range. The goal of the game came deep into | :18:32. | :18:35.
stoppage time, Ben Wright from distance. Probably the best of the | :18:36. | :18:42.
game. A great win for Salisbury. Well done to them. | :18:43. | :18:51.
Six British sailors, many of them from the south, set sail in the | :18:52. | :18:55.
Transat Jacques Vabres race this weekend. The event is a two`handed | :18:56. | :18:58.
race which sees multi`hull and mono`hull boats sail from Le Havres | :18:59. | :19:01.
in France to Brazil. It's a big moment for Southampton`based Sam | :19:02. | :19:04.
Goodchild and Ned Collier Wakefield from Sussex. Two years ago, they | :19:05. | :19:07.
were forced to withdraw mid`event, but are hoping for better in their | :19:08. | :19:11.
new`look boat. We put in a lot of effort last time and we got up to | :19:12. | :19:14.
the leader of the race and unfortunately hit something in the | :19:15. | :19:18.
night and had to retire. Unfinished business. We have a fantastic new | :19:19. | :19:22.
toy and we are both hugely excited. We have not had enough time but | :19:23. | :19:25.
there is never enough time. We're looking forward to Sunday. We will | :19:26. | :19:29.
have a report on Monday night's programme. | :19:30. | :19:36.
Now to a cricket net with a difference. A brother and sister | :19:37. | :19:39.
gathered a group of youngsters from Lymington Cricket Club to help them | :19:40. | :19:43.
hold a very special cricket practice at Walhampton School in Hampshire. | :19:44. | :19:46.
It started yesterday, but they were still going when I went down there | :19:47. | :19:50.
this morning to turn my arm over. They bowled ball after ball after | :19:51. | :19:55.
ball. This 24`hour cricket marathon was the idea of Cameron and | :19:56. | :20:01.
Francesca. It meant a lot to them. Recently, my grandma fell ill with a | :20:02. | :20:05.
brain tumour. Rather than just standing back and watching, we | :20:06. | :20:10.
wanted to help in a different way, help other people. Other people in | :20:11. | :20:16.
that situation and who could benefit from the help from the charity which | :20:17. | :20:23.
we chose. 22 of the kids started the challenge at 10am yesterday. We are | :20:24. | :20:28.
23 and a half hours later, almost 10,000 balls bowled later, I thought | :20:29. | :20:34.
I would have a go myself. Here we go. I am a bit rusty but why did the | :20:35. | :20:42.
children choose cricket for the challenge? We wanted to raise money | :20:43. | :20:46.
and do it with something we liked so we thought we should do a cricket | :20:47. | :20:50.
match will stop we are a lot more accurate than we used to be. Urine | :20:51. | :20:56.
we did in the daytime so we did not have to lose sleep like other people | :20:57. | :21:03.
`` we did it in the daytime. I gave them a few tips and I hope they keep | :21:04. | :21:08.
working on it because there is a lot of talent right here. As the clock | :21:09. | :21:15.
ticks, the Jordan had raised more than ?10,000 for the charity. Test | :21:16. | :21:23.
match tickets as a surprise. After a round 1600 overs bowled, it was over | :21:24. | :21:29.
and out and time for bed. Very well done. Most of them just | :21:30. | :21:34.
waking up in time to watch the television tonight. | :21:35. | :21:38.
Very good bowlers. You could tell I was a wicket to `` | :21:39. | :21:51.
wicketkeeper! We are trying to find Rosie from the | :21:52. | :21:55.
Isle of Wight who left a touching message on the grave of her | :21:56. | :22:02.
grandfather. We have been finding out more about the story. | :22:03. | :22:04.
It all started when this sign appeared on a World War One grave at | :22:05. | :22:08.
a cemetery in Jersey. A BBC Radio Jersey reporter became intrigued and | :22:09. | :22:11.
started to research the background of Private George Hanlon. The Isle | :22:12. | :22:14.
of Wight clue proved fruitful. Documents traced George back to | :22:15. | :22:18.
there. The 1911 census records George as living here in Fort Street | :22:19. | :22:21.
in Sandown, together with his wife Ellenor. At that time the pair had | :22:22. | :22:29.
four children ` Martha`Ann, Frederick, Joseph and Mary. George | :22:30. | :22:33.
was working locally at a golf club. Records show that in 1914, aged 43, | :22:34. | :22:36.
he worked as a barman near the railway station in Sandown. George, | :22:37. | :22:39.
who'd previously served in the Royal Artillery, joined the Royal Defence | :22:40. | :22:43.
Corps and was guarding a prisoner of war camp on Jersey when he died in | :22:44. | :22:47.
1916. His cause of death was not listed. This morning BBC Radio | :22:48. | :22:50.
Solent put out an appeal to find the mysterious great`granddaughter | :22:51. | :22:52.
Rosie, but instead found Brian Hanlon, one of George's | :22:53. | :22:58.
grandchildren who lives in Romsey. He has photos of his grandfather and | :22:59. | :23:02.
has researched the family tree, but doesn't know of his distant cousin | :23:03. | :23:05.
Rosie. It seems George left behind quite a large family. He had nine | :23:06. | :23:12.
children, I had 32 cousins. There were 32 children in those nine | :23:13. | :23:15.
marriages and there's no`one called Rosie amongst those. But of course | :23:16. | :23:21.
it could have been one of their children. It could be her great | :23:22. | :23:27.
great grandfather, but I don't know. I'd like to know who Rosie is as | :23:28. | :23:31.
well. So, we've learned something of an old soldier who died serving his | :23:32. | :23:34.
country nearly a century ago, but the identity of Rosie whose quest | :23:35. | :23:38.
led to this touching tribute remains a mystery. | :23:39. | :23:45.
So, the mystery partially solved, but we'd love to speak to Rosie | :23:46. | :23:52.
herself. Can you help us find her? If so, please email us or contact us | :23:53. | :23:56.
via Twitter or the BBC South Today Facebook page. Onto the weather. A | :23:57. | :24:08.
couple of pictures first. Howard Sheffield sent this picture | :24:09. | :24:11.
of three piglets enjoying the autumn near Pondhead enclosure at | :24:12. | :24:13.
Lyndhurst. And Anni Stevens captured a spooky looking Arundel Castle at | :24:14. | :24:15.
dawn this morning. Stormy weather coming. Travel | :24:16. | :24:26.
disruption expected. Ferry services between the Channel Islands and | :24:27. | :24:30.
Weymouth have been disrupted due to a forecast of adverse weather with | :24:31. | :24:34.
some services cancelled. Check before you travel. Let us talk to | :24:35. | :24:40.
