6pm. It's goodbye from me and on BBC One, we join our teams where you | :00:00. | :00:00.
are. Hello, I'm Sally Taylor. Welcome to | :00:00. | :00:13.
South Today. As the Chancellor delivers his forecast for the | :00:14. | :00:16.
future, are you feeling better after night or worried about your | :00:17. | :00:25.
finances? I'll find out reaction from the | :00:26. | :00:32.
market for. Villagers who fear for their lives | :00:33. | :00:35.
as huge lorries thunder past their homes. | :00:36. | :00:42.
The motorist who got her parking fines quashed. | :00:43. | :00:48.
The karate kid moving to the top of his sport. | :00:49. | :01:03.
On the right day, I can beat anyone. Britain's economic plan is not yet | :01:04. | :01:08.
done. The Chancellor's words as he gave his Autumn Statement. Let's | :01:09. | :01:12.
take a look at the detail. Help for high`street businesses with a cap on | :01:13. | :01:19.
rates at two present. A commitment to prioritise offshore wind farms | :01:20. | :01:23.
over onshore wind farms. Tax breaks for regional theatres, and ?1 | :01:24. | :01:28.
billion to start work on building developments. | :01:29. | :01:38.
Sadly, as a financial setting this could not be more apt. This is a | :01:39. | :01:42.
fully functioning trading floor trade the market traders of the | :01:43. | :01:45.
future. This room is equipped with Thomson Reuters feeds with all the | :01:46. | :01:50.
latest information about the Chancellor's Autumn Statement, to | :01:51. | :01:55.
which these students are reacting. There has been positive economic | :01:56. | :01:57.
news, and then yesterday fears that 600 jobs could go at Hewlett Packard | :01:58. | :02:05.
in Bracknell. I'd been to assess what it really like to do business | :02:06. | :02:11.
in the Thames Valley. Demand is up and so was production. These plastic | :02:12. | :02:16.
moulds are used in aircraft seats. This part of the supply chain is | :02:17. | :02:19.
getting busier, but it has not happened overnight. On this factory | :02:20. | :02:23.
floor, business has been improving for some time, and that has been a | :02:24. | :02:27.
feeling that the economy is doing better than official figures | :02:28. | :02:35.
suggest. We have seen or order book growing | :02:36. | :02:39.
this year, and we hope that next year will be better. I feel that the | :02:40. | :02:43.
economy has been on the mend for some time. | :02:44. | :02:47.
Here in Bracknell, a company in an enviable position. Redwood | :02:48. | :02:54.
technologies employees people with an average age of just 26. They are | :02:55. | :02:58.
beating Silicon Valley at its own game, sending the latest technology | :02:59. | :03:03.
out in the US. We didn't want to tempt fate, but | :03:04. | :03:08.
definitely here we see strong growth, and we are looking at | :03:09. | :03:14.
percentages above 1%, which is good for around here full stop perhaps as | :03:15. | :03:23.
high as two or 3% next year. Manufacturers only invest when the | :03:24. | :03:27.
time is right. This company has spent nearly ?1 million on new | :03:28. | :03:31.
equipment. Both firms have welcomed guidance on interest rates, and both | :03:32. | :03:36.
say that if one thing will hold them back, it is a shortage of skilled | :03:37. | :03:43.
workers. I am joined by Professor Adrian Bell. The Chancellor was keen | :03:44. | :03:47.
to talk up measures to help business. What is your assessment? | :03:48. | :03:53.
This is more of a political than economic statement. On the whole it | :03:54. | :04:00.
is a positive story will stop but I would really mixed message, | :04:01. | :04:03.
especially that of pension age for young people. Young people here will | :04:04. | :04:09.
not be pleased with that message because it moves the burden on to | :04:10. | :04:16.
future generations. Here in the Thames Valley things | :04:17. | :04:20.
have been seen as strong, but yesterday there were fears of job | :04:21. | :04:24.
losses. Chinese companies are setting up the | :04:25. | :04:31.
basis year which benefits the local economy. | :04:32. | :04:40.
Has the government got it right? The government says that the | :04:41. | :04:44.
austerities has got us here, but you could argue that doing nothing would | :04:45. | :04:49.
have got us here. Consumer spending is driving the growth, and people | :04:50. | :04:54.
spend because the do not save because you get no return on | :04:55. | :04:58.
savings. Thank you. There has been positive | :04:59. | :05:04.
news here at Reading University today, the government has lifted a | :05:05. | :05:08.
cap on students meaning that universities will teach more people | :05:09. | :05:15.
from next year. Among today's announcements were | :05:16. | :05:21.
several to boost high streets with a cap on business rate incentives to | :05:22. | :05:30.
fill empty shops. Christmas has officially arrived | :05:31. | :05:40.
Bishops Waltham this evening. Locals are hoping that the local economy | :05:41. | :05:44.
will be boosted. This woman runs a local gift shop and feels the | :05:45. | :05:47.
Chancellor has done little to help today. Customers remain cautious. | :05:48. | :05:55.
The budget is set in people's minds, so whereas people in the past might | :05:56. | :06:02.
say they might stretch to ?20, this time of year it will stay at ?15. | :06:03. | :06:08.
It is a similar story in this copy shop. They feel the government has | :06:09. | :06:11.
not tackled the biggest challenge they face. | :06:12. | :06:17.
The cost of the raw materials the food we buy, has gone up | :06:18. | :06:22.
considerably. You cannot pass that on whilst maintaining sales. Your | :06:23. | :06:26.
profits take a dip. Will people spend more or less this | :06:27. | :06:32.
Christmas? We are suffering because my business | :06:33. | :06:34.
is suffering, therefore we are not spending money. | :06:35. | :06:40.
Everybody goes all out at Christmas, don't they? | :06:41. | :06:50.
I haven't noticed the economy picking up. | :06:51. | :06:55.
Households are just hoping for a happier Christmas this year. | :06:56. | :07:01.
An elderly couple in Bournemouth have died after falling from a block | :07:02. | :07:05.
of flats. Police and the notes were called to the block of flats on | :07:06. | :07:10.
Tuesday. The man and woman were pronounced dead at the scene. Older | :07:11. | :07:15.
people in need of support have been urged to contact services. | :07:16. | :07:23.
It is about supporting people and making good choices and having | :07:24. | :07:27.
healthy lifestyles, and aspirations for a healthy retirement. Rather | :07:28. | :07:31.
than waiting for people to get a crisis, we work with people to make | :07:32. | :07:43.
choices earlier on. Villagers in Hampshire are afraid | :07:44. | :07:46.
for their lives because of the number of huge lorries thundering | :07:47. | :07:50.
past their homes. HGVs and other large vehicles deliver machinery and | :07:51. | :07:52.
service parts to their business at the end of the narrow lane. Banners | :07:53. | :07:56.
are due to decide next week whether or not to grant planning permission | :07:57. | :07:59.
to allow the business to continue trading from the site. | :08:00. | :08:04.
These lanes are not as tranquil as they once were. This lorry has just | :08:05. | :08:09.
made a delivery to a farm being used for storage and distribution without | :08:10. | :08:15.
the right permission. That is typical. That is what we | :08:16. | :08:20.
experience every day, HGVs, lorries, career bands, all types of vehicles | :08:21. | :08:24.
which are servicing that business. It is extremely intimidating. There | :08:25. | :08:29.
is barely enough space for you to get off the road and allow them to | :08:30. | :08:33.
go past. I don't feel safe to let my | :08:34. | :08:37.
daughter, my nine`year`old go to the local park. You get wedged into the | :08:38. | :08:40.
side of the road waiting for something to go past. It is just not | :08:41. | :08:43.
safe. The company working from this site | :08:44. | :08:48.
is called Redwood UK, it imports would jeepers. They turned down our | :08:49. | :08:58.
request for a statement, but their website states that they comply with | :08:59. | :09:03.
the development plan and the site does not affect the area. Happiness | :09:04. | :09:10.
say it does. As the business grows, the economy | :09:11. | :09:14.
grows, it's going to get much worse. | :09:15. | :09:19.
You can see the sort of damage caused by the HGVs. There is a big | :09:20. | :09:25.
abrupt, and damage for anyone walking or cycling. The business | :09:26. | :09:33.
could move to one of the industrial parks that have road and rail | :09:34. | :09:36.
networks. The local borough council says | :09:37. | :09:43.
safety will be a serious consideration and planners make | :09:44. | :09:48.
their decision next week. Suspicious material has been found | :09:49. | :09:51.
in Southampton by the search for a suspect. Police attended the scene | :09:52. | :09:57.
at Bitterne Triangle just before noon. The material was thought to be | :09:58. | :10:02.
explosive, but poses no risk to the public. Man has been detained under | :10:03. | :10:07.
the Mental Health Act until next month. | :10:08. | :10:12.
Still to come, the karate kid making his mark on the sports. | :10:13. | :10:22.
A Dorset woman has successfully appealed against parking fines | :10:23. | :10:25.
because they were not enough signs warning drivers that a mobile camera | :10:26. | :10:28.
car was operating in the area. Jo Green from Parkstone was issued with | :10:29. | :10:34.
three separate parking charges within a fortnight, all issued by a | :10:35. | :10:41.
mobile CCTV car. The school run nearly cost Jo Green | :10:42. | :10:48.
?210. She parked on a single yellow line near the gates to pick up her | :10:49. | :10:54.
daughter three times in nine days. In the space of a couple of days I | :10:55. | :10:57.
have three parking penalties from the two weeks previous. | :10:58. | :11:03.
Jo Green thinks she would not have got the second to penalties if she | :11:04. | :11:07.
had been moved on the first`time. It seems it must be about making | :11:08. | :11:11.
money, because if it was a child safety, they would move you one | :11:12. | :11:15.
straightaway. There is no reason why they could not stop themselves and | :11:16. | :11:19.
said to me, you need to move. Jo Green appealed and the Traffic | :11:20. | :11:23.
Penalty Tribunal found in her favour because the council had not put out | :11:24. | :11:28.
enough signs warning that motorists were being filmed. They had also not | :11:29. | :11:32.
produce evidence to say that their cars comply with statutory | :11:33. | :11:38.
guidelines. The borough council insists that camera cars are not | :11:39. | :11:42.
cash cows. We started the operation in 2011. | :11:43. | :11:48.
The income from that car parking operation has decreased since that | :11:49. | :11:54.
time. I feel that it has been a really successful operation. | :11:55. | :12:00.
Any council can use CCTV cars if they wish. In Bournemouth we have | :12:01. | :12:03.
led to an increase in the number of parking fines handed out. The AA | :12:04. | :12:10.
says camera cars are not the answer. They cannot discriminate between a | :12:11. | :12:13.
parked car and someone who is dropping someone off, they may not | :12:14. | :12:18.
see the person inside the car is wrongly aligned, that's why they are | :12:19. | :12:24.
a Testament. Jo Green's dispute is the first were | :12:25. | :12:27.
like a signage was a factor in the decision. The question now is | :12:28. | :12:30.
whether it could lead more motorists to appeal. | :12:31. | :12:40.
The Chancellor has announced a ?2.95 increase to the state pension, but | :12:41. | :12:42.
admitted there are difficult times ahead for families. Our business | :12:43. | :12:47.
correspondent has been speaking to a couple in Berkshire. | :12:48. | :12:52.
It has been the hottest topic in weeks. Energy prices were sure to | :12:53. | :12:56.
get a mention today. Above inflation rises have pushed it above the | :12:57. | :13:05.
political agenda. Bob and Olive manage their finances with care and | :13:06. | :13:07.
keep a detailed record of their bills. | :13:08. | :13:12.
Gas and Electric have got into this groove with a hack to make money. | :13:13. | :13:20.
How does that make you feel? What can I say? I would like to kick | :13:21. | :13:25.
their backsides. I really would. Because when you stop and think | :13:26. | :13:29.
about it, we are all in this together, according to Mr Cameron. | :13:30. | :13:35.
In their modest home, the cost of living has forced them to cut back. | :13:36. | :13:41.
That means less holidays and reducing the money they give to | :13:42. | :13:46.
charities. They kept increasing prices, and our | :13:47. | :13:50.
pensions didn't cover it, even with money we managed to save. | :13:51. | :13:58.
This tai chi class is a good way to relax, keep moving and catch up with | :13:59. | :14:02.
others. When you view the government say the | :14:03. | :14:07.
economy is growing... I never believe anything the | :14:08. | :14:10.
government says. It is an iniquitous government. | :14:11. | :14:14.
I am aware of it picking up in some areas, but for myself, it doesn't | :14:15. | :14:21.
affect me terribly. The government says all sectors of | :14:22. | :14:25.
the economy are better off. That is not true for people of all ages. | :14:26. | :14:29.
Businesses say it will take longer period of sustained recovery to help | :14:30. | :14:34.
wages go up, but that will not help those who are not working. | :14:35. | :14:40.
The Chancellor says more work is needed to fix the economy, and | :14:41. | :14:43.
Labour says Mr Osborne is in denial about written's cost of living | :14:44. | :14:50.
crisis. A lot of people will pick through | :14:51. | :14:54.
this to see if they have won or lost from the Autumn Statement. Those who | :14:55. | :14:58.
are in favour of wind farms off the Dorset coast may be pleased to. | :14:59. | :15:02.
Those who think it will be a blot on the seascape will be concerned. | :15:03. | :15:08.
Those who are interested in shale gas, that is the different story | :15:09. | :15:14.
entirely. Let's see what two of our MPs think. First of all, Richard, | :15:15. | :15:27.
those on the housing list will be pleased, but some are concerned | :15:28. | :15:32.
about sprawl? I was elected nearly nine years ago, | :15:33. | :15:36.
there was a third of the people on housing waiting list there are | :15:37. | :15:42.
today. There is a huge demand for people for housing. It has got to be | :15:43. | :15:46.
in the right place, but it is also good for the economy. More | :15:47. | :15:50.
house`building is so necessary, it has not happened for the last decade | :15:51. | :15:53.
and a half, and it is a welcome boost. | :15:54. | :15:57.
It is not happened under this government yet, as it? | :15:58. | :16:03.
House`building is the lowest since the nineteen twenties. What we need | :16:04. | :16:06.
is house`building, but affordable house`building. | :16:07. | :16:11.
It looks like prices will go up and there will be sprawling estates. | :16:12. | :16:17.
There are strict rules about the percentage of houses that have to be | :16:18. | :16:20.
affordable, so this is good news for those who are on the list for | :16:21. | :16:24.
affordable housing. The government does seem to be | :16:25. | :16:28.
recovering, and the government is handing commuters ?45 a season | :16:29. | :16:33.
ticket. It is remarkable government is able | :16:34. | :16:36.
to cap rail fares but unable to catch energy prices. The biggest | :16:37. | :16:39.
question remains the cost of living. We have a cost of living crisis that | :16:40. | :16:43.
continues, and in the small print we see that wages and prices will | :16:44. | :16:47.
continue to diverged. Google will continue to feel worse off in the | :16:48. | :16:54.
South. There is no feel`good factor? | :16:55. | :17:05.
I think Ed Balls's readability has been completely shot by the upturn | :17:06. | :17:10.
in jobs. There are prices now for the high Street which is what really | :17:11. | :17:18.
matters. George Osborne wants a pat on the | :17:19. | :17:20.
back for getting his figures wrong every year four years. The economy | :17:21. | :17:29.
is starting to recover, but we will not be better off until 2019, when | :17:30. | :17:35.
George Osborne said it will all be better by 2015. We are in for a long | :17:36. | :17:39.
haul. Thank you both. Now one openly | :17:40. | :17:45.
celebrating, talk of a tough run ahead. But there has been relief for | :17:46. | :17:55.
regional theatres who may get tax breaks. | :17:56. | :18:02.
Any moment, the sport. First, campaigners campaigning to build a | :18:03. | :18:08.
bust of the man who discovered the Mary Rose. Many believe not enough | :18:09. | :18:22.
has been done to honour him. But now work has begun on a bronze bust of | :18:23. | :18:27.
Alexander McKee for the Mary Rose Museum in Portsmouth. | :18:28. | :18:39.
On BBC One tonight you can get a glimpse into some of the South's | :18:40. | :18:42.
crumbling and historic buildings with a novelist and historian who | :18:43. | :18:46.
would like to see them saved. In Restoring England's Heritage. Tom | :18:47. | :18:48.
Holland will be visiting a theatre in Portsmouth with links to Charles | :18:49. | :18:52.
Dickens. It's thought to be the most haunted building in the country. | :18:53. | :18:55.
He'll also explore a gun foundry next to a lake and a former hospital | :18:56. | :18:59.
founded in memory of a man killed by an elephant. | :19:00. | :19:02.
And you can watch the full programme on BBC One at 7.30pm. | :19:03. | :19:06.
Now for the sport: Pompey are interviewing for a new manager. | :19:07. | :19:13.
It is unfamiliar territory for this new board. Three days of | :19:14. | :19:19.
interviews, we reckon it or nine people have been interviewed. We are | :19:20. | :19:26.
expecting the home they board to deliver over the weekend probably | :19:27. | :19:35.
with an announcement on Monday. Southampton have hit a sticky spot | :19:36. | :19:38.
in the Premier League, with injuries mounting up, to compound a third | :19:39. | :19:41.
straight defeat. While Portsmouth caretaker boss Andy Awford will step | :19:42. | :19:44.
aside for a new manager, following a gut`wrenching late equaliser. Here's | :19:45. | :19:52.
last night's action. Southampton lost their unbeaten home | :19:53. | :19:58.
record in a game they dominated. The visitors only managed four efforts | :19:59. | :20:00.
on goal, but they scored three of them. After half`time, the Saints | :20:01. | :20:08.
got back on terms with this header for the strikers sixth of the | :20:09. | :20:16.
season. They'll then restored their lead, but it only lasted five | :20:17. | :20:20.
minutes as the Italian international level for Saints a second time. | :20:21. | :20:25.
Despite Saints registering 80 present possession, Villa's | :20:26. | :20:29.
unstoppable winner came ten minutes from the end. Saints injury worries | :20:30. | :20:38.
were heightened as two players limped out of the game. Portsmouth | :20:39. | :20:44.
caretaker manager saw his three`game spell in charge and in the cruellest | :20:45. | :20:47.
fashion. The visitors find themselves in front, Pompey were | :20:48. | :20:53.
then given the chance to level from the spot, but David Connelly was | :20:54. | :21:02.
denied by the keeper. The goal did come as this trickery ended with a | :21:03. | :21:09.
rasping finish. Pompey fans were in dreamland as they looked to be a | :21:10. | :21:16.
winner near the end. But Wycombe's in steward that the spoils were | :21:17. | :21:27.
shared in the final minutes. In speedway, Australian Grand Prix | :21:28. | :21:30.
rider Darcy Ward has re`signed for the Poole Pirates for the 2014 | :21:31. | :21:33.
season. Ward was part of the Pirates' title`winning side this | :21:34. | :21:36.
year. Despite a number of off`track incidents, including a driving | :21:37. | :21:38.
conviction in his native Australia, Pirates owner Matt Ford says he had | :21:39. | :21:42.
no hesitation in offering the 21`year`old a new contract. | :21:43. | :21:44.

A Hampshire teenager's emerging as a leading karate talent. 16`year`old | :22:08. | :22:10.
Brandon Jewell studies at Totton College near Southampton and works | :22:11. | :22:13.
with some of the country's best coaches. He's just returned from | :22:14. | :22:16.
winning two silver medals at the European championships, which was | :22:17. | :22:19.
his first major event. Tony Husband reports. | :22:20. | :22:28.
Brandon's karate skills are developing fast. The sport has | :22:29. | :22:32.
always played a big part in his life. | :22:33. | :22:36.
It is not my sport, it is more my lifestyle. I have grown up with it, | :22:37. | :22:41.
my dad and brother do it. It is more of a family thing. I only started | :22:42. | :22:51.
competing six or seven years ago. Now he is one of the top talent in | :22:52. | :22:54.
the country. He is back from winning two silver medals in the European | :22:55. | :22:59.
Championships in Portugal. The 16`year`old's first major event on | :23:00. | :23:07.
such a stage was a huge moment. It was mixed emotions. I was | :23:08. | :23:11.
excited, I was nervous, I was quite overwhelmed by the experience. | :23:12. | :23:18.
He studies at Totton College near Southampton and works with top | :23:19. | :23:23.

We're trying to create more power for him, better movements so that he | :23:35. | :23:37.
remains strong and powerful throughout his competitions, but | :23:38. | :23:41.
also so that it restricts the number of injuries you might get. | :23:42. | :23:45.
The work is proving effective. Brandon was selected by the elite | :23:46. | :23:53.
England squad yesterday. He travels to more European Championships next | :23:54. | :23:55.
year, and his target this time will be called. | :23:56. | :24:02.
Congratulations to Brandon. Great facilities. | :24:03. | :24:07.
Great future ahead of him. Now the weather: my thermal tights came out | :24:08. | :24:18.
for the first time this year. They are sporting, scientific | :24:19. | :24:23.

this morning. Adrian Williams and captured this | :24:59. | :25:01.
image of frost this morning. And this image of leaves was | :25:02. | :25:10.
captured by Chris earlier today. The risk of frost in the | :25:11. | :25:14.

could cause eyes on untreated roads through the early hours of the | :25:24. | :25:28.
morning under the clear skies. Wins brisk until Don. Lows of one up to | :25:29. | :25:36.

lighter. A fair amount of cloud over the weekend, still the risk of the | :26:31. | :26:35.
odd shower on Saturday, but most places will stay dry. Flood | :26:36. | :26:41.
warnings, there are seven flood warnings in force tonight and | :26:42. | :26:46.
