for the last time after 138 years. It looks desolate, and it's | :00:47. | :00:52. | |
completely lifeless. It's not like a shot at all, it is just an empty | :00:53. | :00:58. | |

The Royal Bournemouth Hospital has been severely criticised for the | :01:03. | :01:05. | |
"dangerous and inadequate" care of some patients. In a damning report, | :01:06. | :01:09. | |
the Care Quality Commission said it needed to improve. It follows an | :01:10. | :01:13. | |
inspection of the hospital in October, when patients in some wards | :01:14. | :01:16. | |
were found left in soiled and wet beds. The hospital has issued an | :01:17. | :01:22. | |
apology to those patients who have received poor care. Our Health | :01:23. | :01:26. | |
Correspondent David Fenton joins us now live from the Royal Bournemouth | :01:27. | :01:29. | |
Hospital. It's a report which makes very uncomfortable reading for | :01:30. | :01:42. | |
hospital bosses there. You are right. It is pretty grim | :01:43. | :01:46. | |
reading, not just for the managers, but for the patients, especially the | :01:47. | :01:50. | |
elderly. It talks about people being left in soiled beds. One person had | :01:51. | :01:54. | |
nothing to drink all day because he had the wrong notes on his bed. One | :01:55. | :01:58. | |
man had a cardiac episode and they could not get the resuscitation | :01:59. | :02:05. | |
trolley to him because an extra bed had been squeezed in. Awards three | :02:06. | :02:12. | |
and 26 are especially bad. This is one of the wards were | :02:13. | :02:15. | |
patients were left without food and drink and invite and soiled beds. | :02:16. | :02:20. | |
Today, the hospital says things are different. We care about the | :02:21. | :02:23. | |
patients here. We deliver the highest standard of care. We have | :02:24. | :02:27. | |
ensured we have filled all the vacancies we had. Come and visit if | :02:28. | :02:31. | |

She came here two days with an infected foot. It is very | :02:38. | :02:41. | |
frightening in a big cost at all, when you know who you have got | :02:42. | :02:44. | |
something wrong and you can't get any attention. But the tension is | :02:45. | :02:50. | |
here, they turn up. It is just a matter of being a bit patient | :02:51. | :02:54. | |
sometimes. Today's report paints a disturbing picture. Especially for | :02:55. | :03:02. | |
the elderly. Some were at risk of harm. Towards work short`staffed, | :03:03. | :03:09. | |
putting doctors and nurses under too much pressure, and there was | :03:10. | :03:14. | |
dangerous use of too many temporary beds in A We have done a lot of | :03:15. | :03:20. | |
work since the inspection, so things are safe in this hospital. Going | :03:21. | :03:26. | |
back to the report, numerous areas were mentioned in the report of very | :03:27. | :03:32. | |
high quality care. In October, 22 inspectors from the | :03:33. | :03:36. | |
Care Quality Commission spent two days here. Some services like | :03:37. | :03:39. | |
maternity and end of life care were good, but too many elderly patients | :03:40. | :03:45. | |
were being let down. Some staff said the felt the staffing level was | :03:46. | :03:51. | |
horrendous, that their own professional accountability was | :03:52. | :03:53. | |
compromised, they had too many patients to look after and they had | :03:54. | :03:56. | |
to decide who was going to get their time. This lady's mother was a | :03:57. | :04:01. | |
patient at Bournemouth. The family compound about her nursing care, but | :04:02. | :04:04. | |
said nothing ever came of it. Her mother later died. It was basic | :04:05. | :04:10. | |
nursing skills. To care for somebody, to come if they bring | :04:11. | :04:15. | |
their bell, if they wanted to use the toilets, it is basic care. I | :04:16. | :04:19. | |
don't think that can be taught to people. If you can't do that, you | :04:20. | :04:24. | |
should not be a nurse. Things may have improved here, but they had to. | :04:25. | :04:28. | |
The question many will ask is why did it take such a damning report | :04:29. | :04:34. | |
for it to happen? One crucial point, at the time this | :04:35. | :04:40. | |
happens, the hospital was short of about 135 nurses. Staff were saying | :04:41. | :04:46. | |
it was unsafe. One nurse was worried she might be struck off because of | :04:47. | :04:49. | |
the care they were giving. The hospital says it was not about money | :04:50. | :04:54. | |
and they have now taken on 57 extra nurses, and they say things will | :04:55. | :04:57. | |

Proposals to expand a marina at Poole quay and build an island in | :05:08. | :05:11. | |
the bay to provide 200 parking spaces have angered local residents. | :05:12. | :05:14. | |
The Hamble based company MDL wants to provide 600 berths and a car park | :05:15. | :05:17. | |
in the harbour. MDL says it's looking forward to engaging with all | :05:18. | :05:20. | |
stakeholders, but some campaigners say there has been a lack of | :05:21. | :05:23. | |
consultation. Briony Leyland reports. | :05:24. | :05:25. | |
The marina at Poole quay is a familiar part of the waterfront, but | :05:26. | :05:29. | |
the view from here is set to change. For some time, Poole's Harbour | :05:30. | :05:31. | |
Commissioners have been consulting on plans for a 900`berth marina and | :05:32. | :05:35. | |
public walkway, but now a rival bid has emerged from Hamble based | :05:36. | :05:38. | |
company MDL. It too wants to build hundreds of berths and a 200 space | :05:39. | :05:42. | |
car park on a manmade island in the harbour. No images have been | :05:43. | :05:47. | |
released, but campaigners say they don't need to see pictures to know | :05:48. | :05:55. | |
they don't like the idea. Horrified, is the best way to say it. It seems | :05:56. | :06:01. | |
so illogical or stop fancy building and Ireland out into the bay for car | :06:02. | :06:06. | |
parking? This would totally negate some of the environmental protection | :06:07. | :06:10. | |
which has already been set up for this day and would be very strongly | :06:11. | :06:15. | |
opposed by the resident. It's the Crown Estate which gives leases for | :06:16. | :06:18. | |
development on the sea bed. It says MDL is currently its "prospective | :06:19. | :06:22. | |
preferred bidder". Councillors are calling on the estate to release | :06:23. | :06:25. | |
more details of MDL's bid complaining about a lack of | :06:26. | :06:34. | |
consultation. They said they consult with local authorities and local | :06:35. | :06:36. | |
community groups. Clearly, they have not done that more or made any | :06:37. | :06:41. | |
attempt to do that in this case, and we feel that is unacceptable for a | :06:42. | :06:46. | |
decision to be made, even to a preferred bidder, before such | :06:47. | :06:52. | |
consultation takes place. The Crown Estates has any future leasing | :06:53. | :06:55. | |
agreement of the use of the sea bed will be subject to consent by | :06:56. | :06:59. | |
relevant statutory authorities such as the borough council, and | :07:00. | :07:02. | |
appropriate public consultation will be part of that consenting process. | :07:03. | :07:05. | |
MDL told us it is thrilled to have reached this stage and looks forward | :07:06. | :07:08. | |
to engaging with all local stakeholders in Poole. The Crown | :07:09. | :07:11. | |
Estate says it will review the situation in the new year and decide | :07:12. | :07:15. | |
whether to confirm MDL as the preferred bidder. | :07:16. | :07:21. | |
Fire chiefs in Dorset and Wiltshire say they're planning a merger of | :07:22. | :07:24. | |
their brigades to save money, and protect front line services | :07:25. | :07:27. | |
following cuts in Government grants. But the Fire Brigades Union has | :07:28. | :07:30. | |
already voiced concerns about the merger, which it's proposed will | :07:31. | :07:33. | |
take place in 2016. Steve Humphrey reports. | :07:34. | :07:41. | |
Fire services have had to tighten their belts repeatedly over recent | :07:42. | :07:45. | |
years as the Coalition Government's austerity programme has reduced | :07:46. | :07:50. | |
funding. Now, the fire services in Dorset and in Wiltshire are | :07:51. | :07:53. | |
proposing a merger, aimed at cutting costs still further. Here in | :07:54. | :07:59. | |
Wiltshire, some people see it as a sensible move, while others have | :08:00. | :08:04. | |
concerns. A lot of cuts are coming from the public services, and that's | :08:05. | :08:09. | |
where the money needs to be made. People's safety is what is important | :08:10. | :08:12. | |
at the end of the day. If it is saving money, why not? As long as | :08:13. | :08:19. | |
they do the job here, I don't mind. It is OK saving money, but we have | :08:20. | :08:23. | |
got to save lives. I am not sure whether I agree with it or not. As | :08:24. | :08:28. | |
neighbouring fire services, Dorset and Wiltshire already worked | :08:29. | :08:32. | |
together in a number of areas. The two fire services have quite a lot | :08:33. | :08:35. | |
in common. Wiltshire's budget is 25 minute pounds a year. Dorset's is | :08:36. | :08:42. | |
?30 million a year. Wiltshire has 20 45 stations, and Dorset has 26. Both | :08:43. | :08:48. | |
have faced big funding cuts. The two fire authorities expect that by | :08:49. | :08:53. | |
2019, their government grants will have been cut by 50% from the level | :08:54. | :09:01. | |
it was at in 2010. We are both looking for this combination to save | :09:02. | :09:05. | |
each authority ?1 million, and maybe more. Otherwise he would not be able | :09:06. | :09:14. | |
to front line services. The plan is to have a joint control room, and | :09:15. | :09:20. | |
this has put the jobs of up to 25 Dorset control room staff at risk. | :09:21. | :09:24. | |
It is time the government stopped pulling the funding on fire services | :09:25. | :09:27. | |
and started to realise that all they will do is provide a much worse | :09:28. | :09:31. | |
standard to the public. There is no guarantee in this world that the | :09:32. | :09:37. | |
Dorset and Wiltshire residents will have the same standards they have | :09:38. | :09:40. | |
been used to. It is expected that a final decision on the merger will be | :09:41. | :09:47. | |
taken in September next year. As for the new name, the Fire Service could | :09:48. | :09:50. | |
always copy one of the local bus companies. | :09:51. | :09:56. | |
