completely lifeless. It's not like a shot at all, it is just an empty

The Royal Bournemouth Hospital has been severely criticised for the

:01:03.:01:05.

"dangerous and inadequate" care of some patients. In a damning report,

:01:06.:01:09.

the Care Quality Commission said it needed to improve. It follows an

:01:10.:01:13.

inspection of the hospital in October, when patients in some wards

:01:14.:01:16.

were found left in soiled and wet beds. The hospital has issued an

:01:17.:01:22.

apology to those patients who have received poor care. Our Health

:01:23.:01:26.

Correspondent David Fenton joins us now live from the Royal Bournemouth

:01:27.:01:29.

Hospital. It's a report which makes very uncomfortable reading for

:01:30.:01:42.

hospital bosses there. You are right. It is pretty grim

:01:43.:01:46.

reading, not just for the managers, but for the patients, especially the

:01:47.:01:50.

elderly. It talks about people being left in soiled beds. One person had

:01:51.:01:54.

nothing to drink all day because he had the wrong notes on his bed. One

:01:55.:01:58.

man had a cardiac episode and they could not get the resuscitation

:01:59.:02:05.

trolley to him because an extra bed had been squeezed in. Awards three

:02:06.:02:12.

and 26 are especially bad. This is one of the wards were

:02:13.:02:15.

patients were left without food and drink and invite and soiled beds.

:02:16.:02:20.

Today, the hospital says things are different. We care about the

:02:21.:02:23.

patients here. We deliver the highest standard of care. We have

:02:24.:02:27.

ensured we have filled all the vacancies we had. Come and visit if

She came here two days with an infected foot. It is very

frightening in a big cost at all, when you know who you have got

:02:42.:02:44.

something wrong and you can't get any attention. But the tension is

here, they turn up. It is just a matter of being a bit patient

sometimes. Today's report paints a disturbing picture. Especially for

high quality care. In October, 22 inspectors from the

Care Quality Commission spent two days here. Some services like

maternity and end of life care were good, but too many elderly patients

:03:40.:03:45.

were being let down. Some staff said the felt the staffing level was

:03:46.:03:51.

horrendous, that their own professional accountability was

:03:52.:03:53.

compromised, they had too many patients to look after and they had

:03:54.:03:56.

to decide who was going to get their time. This lady's mother was a

:03:57.:04:01.

patient at Bournemouth. The family compound about her nursing care, but

said nothing ever came of it. Her mother later died. It was basic

should not be a nurse. Things may have improved here, but they had to.

The question many will ask is why did it take such a damning report

for it to happen? One crucial point, at the time this

happens, the hospital was short of about 135 nurses. Staff were saying

it was unsafe. One nurse was worried she might be struck off because of

:04:47.:04:49.

the care they were giving. The hospital says it was not about money

and they have now taken on 57 extra nurses, and they say things will

Proposals to expand a marina at Poole quay and build an island in

the bay to provide 200 parking spaces have angered local residents.

The Hamble based company MDL wants to provide 600 berths and a car park

in the harbour. MDL says it's looking forward to engaging with all

The marina at Poole quay is a familiar part of the waterfront, but

Commissioners have been consulting on plans for a 900`berth marina and

public walkway, but now a rival bid has emerged from Hamble based

company MDL. It too wants to build hundreds of berths and a 200 space

car park on a manmade island in the harbour. No images have been

released, but campaigners say they don't need to see pictures to know

parking? This would totally negate some of the environmental protection

development on the sea bed. It says MDL is currently its "prospective

preferred bidder". Councillors are calling on the estate to release

more details of MDL's bid complaining about a lack of

:06:26.:06:34.

consultation. They said they consult with local authorities and local

:06:35.:06:36.

community groups. Clearly, they have not done that more or made any

:06:37.:06:41.

attempt to do that in this case, and we feel that is unacceptable for a

:06:42.:06:46.

decision to be made, even to a preferred bidder, before such

:06:47.:06:52.

consultation takes place. The Crown Estates has any future leasing

:06:53.:06:55.

agreement of the use of the sea bed will be subject to consent by

:06:56.:06:59.

relevant statutory authorities such as the borough council, and

:07:00.:07:02.

appropriate public consultation will be part of that consenting process.

:07:03.:07:05.

MDL told us it is thrilled to have reached this stage and looks forward

:07:06.:07:08.

to engaging with all local stakeholders in Poole. The Crown

:07:09.:07:11.

Estate says it will review the situation in the new year and decide

:07:12.:07:15.

whether to confirm MDL as the preferred bidder.

Fire chiefs in Dorset and Wiltshire say they're planning a merger of

:07:22.:07:24.

already voiced concerns about the merger, which it's proposed will

Wiltshire, some people see it as a sensible move, while others have

concerns. A lot of cuts are coming from the public services, and that's

where the money needs to be made. People's safety is what is important

at the end of the day. If it is saving money, why not? As long as

:08:13.:08:19.

they do the job here, I don't mind. It is OK saving money, but we have

:08:20.:08:23.

got to save lives. I am not sure whether I agree with it or not. As

:08:24.:08:28.

neighbouring fire services, Dorset and Wiltshire already worked

together in a number of areas. The two fire services have quite a lot

in common. Wiltshire's budget is 25 minute pounds a year. Dorset's is

?30 million a year. Wiltshire has 20 45 stations, and Dorset has 26. Both

have faced big funding cuts. The two fire authorities expect that by

:08:49.:08:53.

2019, their government grants will have been cut by 50% from the level

it was at in 2010. We are both looking for this combination to save

each authority ?1 million, and maybe more. Otherwise he would not be able

It is time the government stopped pulling the funding on fire services

standard to the public. There is no guarantee in this world that the

Dorset and Wiltshire residents will have the same standards they have

Two men have been charged with the murder of a 30`year`old man in

Christchurch. Rico Dardis was found dead on the beach near Seaway Avenue
