Swanage. Both were well equipped and experienced in the activity. They | :01:55. | :01:57. | |
entered the water at approximately 2pm on Saturday November second and | :01:58. | :02:01. | |

waiting was not an option. Alex managed to swim free and flag down | :02:25. | :02:28. | |
help. A call was made to the coastguards and a helicopter was on | :02:29. | :02:31. | |
scene at 15:32. Alex was winched to safety. Winchman Paramedic Adrian | :02:32. | :02:34. | |
Rodgers was then lowered to a narrow blowhole at the top of the cave | :02:35. | :02:38. | |
where he shouted down to Buffy to reassure her. "Can you hear me?" | :02:39. | :02:42. | |
"Yes," she responded. Rodgers told the court that he realised that he | :02:43. | :02:45. | |
would be unable to lift her out alone. Just before four o'clock | :02:46. | :02:49. | |
rescue teams had a pulley system in place over the blow hole. Buffy was | :02:50. | :02:52. | |
said to be screaming from inside, with each scream sounding more | :02:53. | :02:55. | |
panicked. The court heard how at Specialist cave rescuer Ian Bugler | :02:56. | :02:59. | |
the. Put his own life at risk and was lowered into the cave. It was at | :03:00. | :03:03. | |
this time that Ian Bulger saw Buffy's body floating face down in | :03:04. | :03:07. | |

had disappeared. The Coast Guard said they did everything to recover | :03:19. | :03:23. | |
her body. The family, they have many and answered questions. | :03:24. | :03:28. | |
Plans to reduce speed limits to 60 miles an hour on part of the M3 are | :03:29. | :03:36. | |
being fiercely criticised by the AA. It's one of two major changes | :03:37. | :03:39. | |
proposed to the south's motorways. The M3 between Farnborough and the | :03:40. | :03:42. | |
M25 will see the hard shoulder converted into a permanent fourth | :03:43. | :03:45. | |
driving lane, and some of the route will have the new lower speed limit. | :03:46. | :03:49. | |
The M4 between Theale in Berkshire and west London will see the hard | :03:50. | :03:53. | |
shoulder used as a driving lane at peak times, with variable speed | :03:54. | :03:56. | |
limits for more than 30 miles. The total cost will be more than a | :03:57. | :04:00. | |
billion pounds. But will it be confusing to have two different road | :04:01. | :04:06. | |
systems operating so close together? From Farnborough to Lightwater, the | :04:07. | :04:10. | |
plan is to reduce the M3 speed limit from 70 to 60 miles an hour from | :04:11. | :04:14. | |
seven in the morning until seven at night. In fact, the motorway is so | :04:15. | :04:22. | |
busy that the average rush hour speed is already down to 45 miles an | :04:23. | :04:29. | |
hour. The hard shoulder will be turned into a fourth traffic lane. | :04:30. | :04:33. | |
All this would be managed by overhead signs and speed cameras. | :04:34. | :04:38. | |
The reason: without it, rising vehicle emissions will soon breach | :04:39. | :04:45. | |
local air quality limits. The AA is fiercely opposed to it. Most of the | :04:46. | :04:54. | |
pollution is coming from the heavy vehicles which were net 60 miles an | :04:55. | :04:59. | |
hour anyway. They won't have to slow down. The cars will have to slow | :05:00. | :05:05. | |
down and the cleaner vehicles are amongst the motorway traffic. It is | :05:06. | :05:09. | |
ironic to invest the money here and bring the speed limit down and The | :05:10. | :05:12. | |
Highways Agency reckons that by smoothing the flow of traffic, the | :05:13. | :05:16. | |
changes would cut four minutes off the morning commute. Stop The cost ` | :05:17. | :05:23. | |
?174 million. The Agency calls it a smart motorway, and says work could | :05:24. | :05:35. | |
start in June. We will be running on the hard shoulder but there will be | :05:36. | :05:40. | |
in the agency refuge areas every 2.5 kilometres. 50% of the traffic will | :05:41. | :05:44. | |

speed limits. This has been tried before around Birmingham and it has | :06:57. | :07:02. | |
claimed to cut accident rates by half and improved journey times. He | :07:03. | :07:08. | |
M3is genuinely different and it is much cheaper but removing the hard | :07:09. | :07:12. | |
shoulder altogether and having a 60 mile an hour speed limit in daytime | :07:13. | :07:16. | |
and then a 70 mile an hour speed limit at night has not been tried | :07:17. | :07:25. | |

and the stabilisers haven't been deployed. Asked if used in this way, | :09:14. | :09:20. | |
it could have been dangerous, Mr Dixon replied, "Yes.". The developer | :09:21. | :09:25. | |
is expected to take the stand tomorrow. It, along with the roofing | :09:26. | :09:32. | |
company will plead guilty to breaching health and safety laws. | :09:33. | :09:39. | |
A court has heard allegations that a Hampshire firm that makes | :09:40. | :09:41. | |
surveillance equipment designed to intercept emails and remotely | :09:42. | :09:44. | |
control webcams, illegally exported its products. Andover based Gamma | :09:45. | :09:50. | |
International denies that it has broken the law. Today a legal | :09:51. | :09:54. | |
challenge began that could force the Government to reveal the extent of | :09:55. | :10:02. | |
any investigations into the company. Rob Powell was at the High Court and | :10:03. | :10:05. | |

company? Gamma International makes surveillance products ` equipment | :10:09. | :10:11. | |
that can essentially spy on people. It says its technology is used by | :10:12. | :10:14. | |
governments to fight terrorists, organised criminals and paedophile | :10:15. | :10:17. | |
rings. Now, what appear to be promotional videos from Gamma that | :10:18. | :10:20. | |
have been leaked online seem to show how some of this firms equipment | :10:21. | :10:23. | |
works. One product hides itself in an email, and when a targeted person | :10:24. | :10:27. | |
unknowingly clicks on it, it installs onto their computer. From | :10:28. | :10:30. | |
here it can intercept emails and Skype calls and even remotely switch | :10:31. | :10:33. | |
on webcams in order to watch the person using the computer. So how | :10:34. | :10:38. | |
has this court case come about? Well, today's hearing was brought by | :10:39. | :10:41. | |
a charity called Privacy International ` a group that | :10:42. | :10:43. | |
campaigns against unlawful surveillance. The group claims that | :10:44. | :10:47. | |
Gamma International, which is based in Andover, has been illegally | :10:48. | :10:50. | |
exporting their surveillance gear. And as a result people in the Middle | :10:51. | :10:54. | |
East and Africa have been using it to spy on political activists ` | :10:55. | :10:59. | |
allegations Gamma denies. Privacy International asked HM Revenue and | :11:00. | :11:02. | |
Customs to investigate these alleged export breaches ` but HMRC said it | :11:03. | :11:05. | |
could not confirm or deny whether it was investigating ` saying it would | :11:06. | :11:12. | |
be illegal to comment. Well Privacy International disputes this and has | :11:13. | :11:15. | |
asked a judge to review the decision. So today in court the | :11:16. | :11:18. | |
charity's legal team has been trying to convince that judge that because | :11:19. | :11:22. | |
HMRC is a public body that enforces law ` it should release details of | :11:23. | :11:25. | |
any criminal investigations into Gamma International. So what does | :11:26. | :11:35. | |
the Government, HMRC, say? Well, HMRC says there are laws that ban it | :11:36. | :11:39. | |
from releasing details of criminal investigations. There are exceptions | :11:40. | :11:42. | |
to these laws ` say if releasing the information would help an | :11:43. | :11:45. | |
investigation, or if it is in the public interest. Well the hearing is | :11:46. | :11:49. | |
due to continue tomorrow morning. And the judge will make his decision | :11:50. | :11:53. | |
at a later date. If he sides with Privacy International, HMRC will | :11:54. | :11:56. | |
have to look again at its decision ` and it could pave the way for the | :11:57. | :12:00. | |
