That concerns should be escalated to outside homes | :04:44. | :04:48. | |
if not dealt with properly. And that the public should be | :04:49. | :04:51. | |
informed more quickly about any problems. | :04:52. | :04:55. | |

Tom, what's the background to today's review? | :04:58. | :05:05. | |
This was a care home that f`iled at the most basic level. Taking | :05:06. | :05:11. | |
residents to the toilet when they needed to go, giving them three | :05:12. | :05:15. | |
square meals a day, ensuring they had the right medication at the | :05:16. | :05:22. | |
right time. One woman was ghven an overdose and staff their shredded | :05:23. | :05:24. | |
documents in an attempt to cover that up. The reports of rough | :05:25. | :05:29. | |
treatment and patients' dressings being secured by Sellotaped. In all, | :05:30. | :05:34. | |
there were 19 unexpected de`ths at the care home, five of which were | :05:35. | :05:38. | |
the result of neglect. Incltding Russell Tucker's mother. Mul | :05:39. | :05:47. | |
survived the Blitz. The house was hit, her and her sister werd pulled | :05:48. | :05:50. | |
out of the house, they survhve that. She did not survive the lack of care | :05:51. | :05:55. | |
as a pensioner. There is solething badly wrong. What were the findings | :05:56. | :06:03. | |
of the report? It highlightdd failings in a number of different | :06:04. | :06:07. | |
levels. Not least that nobody has been held accountable for this and | :06:08. | :06:10. | |
nobody has been prosecuted. This 100 page report makes more than 30 | :06:11. | :06:15. | |
recommendations, including toughening up the law on wilful | :06:16. | :06:20. | |
neglect, and requiring care home is to be totally open and honest with | :06:21. | :06:23. | |
families considering placing their relatives in their care. Care | :06:24. | :06:26. | |
Quality Commission has been criticised. We welcomed the | :06:27. | :06:32. | |
recommendations because it gives us the opportunity to work togdther to | :06:33. | :06:36. | |
minimise the risk of this h`ppening again. We welcome them and take an | :06:37. | :06:47. | |
opportunity to reflect on them. The family say that the report does not | :06:48. | :06:52. | |
go far enough and they want to see a public enquiry. | :06:53. | :06:54. | |
Earlier I spoke to the author of today's report Nick Georgiou | :06:55. | :06:57. | |
and started by asking him if, despite his report | :06:58. | :06:59. | |
and 34 recommendations, somdthing like this could happen again? | :07:00. | :07:04. | |
I think, regrettably, that has to be the caveats you put into anx report | :07:05. | :07:12. | |
of this sort. The recommend`tions are intended to promote better | :07:13. | :07:19. | |
confidence and to ensure better scrutiny and support people. But you | :07:20. | :07:24. | |
can never, ever, say never, unfortunately. Where does the blame | :07:25. | :07:32. | |
lie? It was not my responsibility to attribute blame. The organisation | :07:33. | :07:40. | |
responsible for Orchid View was southern Cross health care. They are | :07:41. | :07:44. | |
the body that should have bden on top of this, providing bettdr | :07:45. | :07:50. | |
managed and better led servhces insuring their workforce was | :07:51. | :07:51. | |
delivering good quality provision and care. And being responshve to | :07:52. | :07:57. | |
the things they were asked to do to safeguard the residents. Whhle blame | :07:58. | :08:03. | |
is not a word I'm looking to use, the responsibility clearly rests | :08:04. | :08:07. | |
with them. As the bean accountability for what happened? | :08:08. | :08:13. | |
No. That is a source of immdnse regret and frustration for the | :08:14. | :08:18. | |
relatives, and I share that sense. The families want a completd | :08:19. | :08:21. | |
overhaul of the system. Do xou agree with them? It depends what xou | :08:22. | :08:28. | |
mean. A number of these recommendations do provide ` | :08:29. | :08:33. | |
significant overhaul. There are very few situations as awful as Orchid | :08:34. | :08:40. | |
View, and you must not lose track of the good quality of care behng | :08:41. | :08:44. | |
provided as well. But you h`ve to put in place better safeguards to | :08:45. | :08:48. | |
prevent the sort of issues that arose at Orchid View. You c`nnot | :08:49. | :08:53. | |
ever say this will never happen again. Some will say this is proof | :08:54. | :09:00. | |
you cannot really mix profit`making and business with providing the best | :09:01. | :09:09. | |
care what the mark ``? This was not the work of a large organis`tion | :09:10. | :09:15. | |
that showed it was capable of high quality care in this home. That is | :09:16. | :09:19. | |
why I emphasise the importance of the profit`making organisathons | :09:20. | :09:26. | |
being held to account in thd same way the statutory sector, the NHS, | :09:27. | :09:31. | |
is. They play an increasingly important part, and they have got to | :09:32. | :09:33. | |
measure up to the same standards. That was the author | :09:34. | :09:39. | |
