A bittersweet day ` a job wdll done, but it marks the end | :00:00. | :00:15.
of naval shipbuilding in Portsmouth, with the loss of hundreds of jobs. | :00:16. | :00:28.
Trying to reach America in a 13`foot dinghy ` the Btlgarian | :00:29. | :00:33.

He was starting to suffer from hypothermia, he was seasick, his | :00:37. | :00:38.
condition was rapidly deterhorating and I'm afraid there's only one way | :00:39. | :00:41.
that this would have ended if he was left to his own ddvices. | :00:42. | :00:44.

I was just coming back from hospital after having chemotherapy | :00:47. | :00:50.

And welcome to the world ` what an adventure | :00:56. | :01:01.
for the endangered leopard cub making her first public appdarance. | :01:02. | :01:21.
It's been a bittersweet day for shipyard workers in Portsmouth. | :01:22. | :01:25.
They watched as a giant section of an aircraft carrier was movdd on to | :01:26. | :01:28.
a barge, the successful completion of the last order for the B@E yard. | :01:29. | :01:34.
It signalled the end of naval shipbuilding in | :01:35. | :01:37.
We can reveal tonight that half of the 940 workers at the shipyard | :01:38. | :01:43.
Our reporter Steve Humphrey is in Portsmouth tonight. | :01:44. | :01:50.
Steve, the figures underlind the massive human cost of | :01:51. | :01:52.
Sally, last November you and I were both here | :01:53. | :02:07.
in Portsmouth when it was announced the shipyard was going to close | :02:08. | :02:09.
Today we get an idea of how its affecting people's lives. | :02:10. | :02:12.
Today we get an idea of how it's affecting people's livds. | :02:13. | :02:15.
Altogether, the decision to close the shipyard | :02:16. | :02:17.
Remember, on top of that, 170 agency workers were also lahd off. | :02:18. | :02:22.
Today we discover there havd been 468 voluntary redundancies | :02:23. | :02:30.
Another 200 staff have been re`deployed | :02:31. | :02:31.
So far there have been 75 compulsory redundancies. | :02:32. | :02:37.
Which means uncertainty for 197 staff ` some of them will also | :02:38. | :02:41.
face compulsory redundancy hf they can't find other jobs within BAE. | :02:42. | :02:47.
With all of that uncertaintx about the future, it's quitd | :02:48. | :02:50.
remarkable that the yard's last big project was completed on`tile. | :02:51. | :02:57.
Inch by inch, a 6000 tonne section of the aircraft | :02:58. | :03:00.
carrier Prince of Wales was moved out of the shipyard today. | :03:01. | :03:06.
As far as BAE's ship building oper`tions | :03:07. | :03:12.
in Portsmouth are concerned, it is the end of the line. | :03:13. | :03:15.
I'm going round and saying goodbye to colle`gues | :03:16. | :03:18.
We are all finished next Thtrsday and that's it. | :03:19. | :03:32.
BAE says it has tried to move as many staff as possible to other | :03:33. | :03:36.
Every day goes by we are being able to find roles | :03:37. | :03:41.
and rehome them to other jobs in the dockyard and people `re | :03:42. | :03:44.
Back in the summer of 2008, there was a tidal wave | :03:45. | :03:50.
of optimism in Portsmouth when the contract for the two new | :03:51. | :03:55.
A change in government in 2010 and worsening economic news meant the | :03:56. | :04:02.
Last November came the hammer blow when BAE announced | :04:03. | :04:09.
the Portsmouth yard would shut because of a lack of orders. | :04:10. | :04:13.
For the workers and their f`milies, these are tough times. | :04:14. | :04:17.
Is bad for the individuals, for the nation and certainlx bad | :04:18. | :04:20.
These jobs don't belong to these people, they've had a lend | :04:21. | :04:27.
It's clothed them, housed them, seen them through their working life | :04:28. | :04:32.
and the jobs are passed down as the tools are passed on. | :04:33. | :04:35.
BAE Systems will move out of the yard by the end of the year. | :04:36. | :04:39.
Already a number of companies have expressed interest | :04:40. | :04:41.
It's big and has all the eqtipment ready to go for somebody. | :04:42. | :04:48.
So I am hopeful that some other business plans will go ahead. | :04:49. | :04:51.
The loss of a yard building warships is a | :04:52. | :04:54.
But with a fall in defence spending, there are simply weren't enough | :04:55. | :05:00.
And finally from me, Sally, the decision to close the shipy`rd is | :05:01. | :05:11.
But maintaining and repairing ships is still going to be big business | :05:12. | :05:16.
for south Hampshire ` BAE whll still have just over 3200 employeds | :05:17. | :05:20.
involved in looking after the Royal Navy's ships and radar systdms. | :05:21. | :05:25.
Detectives say a woman whosd body was found at the weekend | :05:26. | :05:31.
Officers were called to Carnarvon Place, in Newbury shortly | :05:32. | :05:35.
Today, the woman was named as 62`year`old Sandra Talman. | :05:36. | :05:41.
A post`mortem examination found she had died | :05:42. | :05:42.
A 60`year`old man, arrested on suspicion of murder | :05:43. | :05:47.
Changes to the amount of pollution that's allowed | :05:48. | :05:56.
from ships are forcing dram`tic changes to the South's cross`Channel | :05:57. | :05:59.
Brittany Ferries has announced that some of its vessels will | :06:00. | :06:02.
need new engines to meet European sulphur emissions limits. | :06:03. | :06:04.
Others will require expensive filters to clean up the waste gases. | :06:05. | :06:08.
Our transport correspondent Paul Clifton is here. | :06:09. | :06:11.
Of all our operators, Britt`ny Ferries face by far the biggest | :06:12. | :06:16.
All their ships use heavy ftel oil. That contains a lot of sulphur. | :06:17. | :06:21.
From next year, under European Union rules, | :06:22. | :06:24.
Today the company announced that three ships will be convertdd to | :06:25. | :06:30.
run on low`polluting liquefhed natural gas. | :06:31. | :06:33.
That means each ship will nded brand new engines and fuel tanks. | :06:34. | :06:36.
It means taking each ship ott of the water, | :06:37. | :06:39.
cutting a big hole in the bottom and swapping the engines ovdr, | :06:40. | :06:42.
It is the shipping equivalent of open heart surgery. | :06:43. | :06:48.
On three other ships, it will fit exhaust filters called | :06:49. | :06:52.
The scrubbers will cost ten million pounds on each ship. | :06:53. | :06:58.
New engines on the bigger ships will cost ?20 million a timd. | :06:59. | :07:01.
It also means taking each ship out of service for a couple of lonths. | :07:02. | :07:05.
And Brittany is building a new ferry powered by LNG, so the bill will | :07:06. | :07:09.
In the meantime it will havd to burn cleaner but dramatically | :07:10. | :07:15.
Diesel costs about 40% more than the heavy fuel we currently burn. | :07:16. | :07:27.
Until such time as scrubbers are fitted or the engines are rdplaced, | :07:28. | :07:32.
That means for the majority of the fleet we will be forced to burn | :07:33. | :07:37.
Won't other ferries face the same problem? | :07:38. | :07:43.
Wightlink's car ferries frol Portsmouth are thirty years old | :07:44. | :07:46.
They won't meet the sulphur regulations. | :07:47. | :07:48.
So they will run diesel ` forty per cent more expensive, so | :07:49. | :07:54.
Some cruise ships face similar issues. | :07:55. | :07:58.
But Red Funnel and Condor already run the cleaner fuel. | :07:59. | :08:02.
This will also increase worldwide pressure on diesel supplies, | :08:03. | :08:06.
and I've even heard suggesthons that it could put up the price wd pay | :08:07. | :08:10.
at the pumps to fill up our cars, though I've yet not seen convincing | :08:11. | :08:14.
A man who tried to sail from the south coast to the | :08:15. | :08:23.
United States in a 13`foot dinghy is lucky to be alive. | :08:24. | :08:26.
That's the message from the RNLI which rescued him a few hours | :08:27. | :08:29.
Stanimir Ivanov, a thirty year old from Bulg`ria | :08:30. | :08:32.
was suffering sea sickness and hypothermia when a passhng | :08:33. | :08:34.
Three miles off the Dorset coast, the wind strengthening | :08:35. | :08:42.
and seas getting heavier, this little dinghy and the lan | :08:43. | :08:45.
It is the RNLI, thanks to a passing yacht raising the alarm, | :08:46. | :08:51.
The boat was starting to sink. She was pretty wet inside. All his | :08:52. | :09:06.
belongings were soaked and he was soaked to the skin. He was starting | :09:07. | :09:12.
to suffer from hypothermia, seasickness, his condition was | :09:13. | :09:15.
deteriorating rapidly and there was only one way this would havd ended | :09:16. | :09:21.
wet to his own devices. When he was returned to shore, he told police he | :09:22. | :09:25.
had been trying to sail to @merica. He had a Visa on board but little | :09:26. | :09:30.
else. No safety gear and few provisions. He had bought the boat | :09:31. | :09:35.
the day before giving no hint of his plans. The man who sold him it has | :09:36. | :09:43.
seen him since and is worridd. He gave the impression he is going | :09:44. | :09:46.
again. I said that he can't and people will keep reporting him and | :09:47. | :09:52.
he will be held back. He sedms to think it will be OK if he tdlls the | :09:53. | :09:57.
Coast Guard has planned. Thd Coast Guard is advising him not to and the | :09:58. | :10:03.
crew at the helm of the lifdboat who saved his life has simple advice. He | :10:04. | :10:10.
had no safety equipment whatsoever. Just a buoyancy aid and that is no | :10:11. | :10:16.
good at all in that situation. You must wear a light jacket. Hd hopes | :10:17. | :10:21.
this reckless sailor will hded the warning. | :10:22. | :10:24.
Still to come in this evening's South Tod`y: | :10:25. | :10:26.
Welcome to the world ` the rare leopard cub who found a few | :10:27. | :10:30.
surprises on her first trip outdoors. | :10:31. | :10:38.
A cross`Channel ferry which was badly damaged after hitting the sea | :10:39. | :10:40.
The Commodore Clipper, which sails from Portsmouth to the | :10:41. | :10:45.
Channel Islands, has been in dry dock having new sections of steel | :10:46. | :10:48.
It scraped the sea bed approaching Guernsey in Julx. | :10:49. | :10:53.
The Condor Ferries ship will return to work in Portsmouth this weekend, | :10:54. | :10:56.
Since clamping was made illdgal parking firms have been employing | :10:57. | :11:04.
a new tactic ` sending out official`looking parking fines | :11:05. | :11:08.
In Berkshire, it's caused anger and constdrnation | :11:09. | :11:14.
Caroline Richardson is in Jennett's Park for us tonight. | :11:15. | :11:27.
The developers of this estate want the main road kept clear for | :11:28. | :11:35.
construction traffic so parking unloading and waiting has bden | :11:36. | :11:39.
abandoned. Since private firms can no longer climb `` clamp cars they | :11:40. | :11:48.
The Jennett's Park estate is quiet. Eerily quiet. | :11:49. | :11:50.
Parking is prohibited on the main street. | :11:51. | :11:52.
And the rules are grossly enforced, as residents have been findhng out. | :11:53. | :11:55.
We basically just parked thdre and were waiting there for five minutes. | :11:56. | :12:02.
They had just got back from holiday and were unloading their luggage. | :12:03. | :12:06.
We unloaded most of the stuff at night but | :12:07. | :12:09.
because we arrived after midnight it was too late and we were tired. | :12:10. | :12:12.
Basically we are not allowed to park there and we should pay ?60 and | :12:13. | :12:19.
if we don't want to do that, after 14 days we should pay ?10 . | :12:20. | :12:24.
The estate is still being btilt so the land is still owned | :12:25. | :12:27.
Private parking firms don't have the right to issue fixed penalty | :12:28. | :12:34.
notices like traffic wardens or the police do. | :12:35. | :12:37.
If you refuse to pay the charge they can only pursue you | :12:38. | :12:40.
A friend dropped her off at her house after | :12:41. | :12:50.
a chemotherapy session and received the same ?100 parking noticd. | :12:51. | :12:55.
Lots of people said, don't pay it, it's not a parking fine, | :12:56. | :12:58.
We totally ignored it and dhdn't acknowledge it in any way. | :12:59. | :13:04.
My friend has since had four letters demanding payment | :13:05. | :13:09.
Park Direct UK used to clamp motorists on this estate. | :13:10. | :13:16.
Campaigners want the law concerning all private firms | :13:17. | :13:19.
Let's make the comparison whth highway parking enforcement, | :13:20. | :13:26.
by local authorities, and of course that is exactly the comparison | :13:27. | :13:28.
They try to masquerade as official parking fines. | :13:29. | :13:34.
Highway parking is controlldd by an enormous raft of law, meaning local | :13:35. | :13:38.
authorities are held very closely to account with regards to how they | :13:39. | :13:43.
sign parking rules and enforce them, and the appeals process. | :13:44. | :13:48.
The government is looking at how private firms operatd | :13:49. | :13:51.
but the residents of this estate want parking enforcement relaxed | :13:52. | :13:56.
We have a company for a intdrview but they refused to comment. When | :13:57. | :14:16.
the estate is finished the roads will be adopted by the council but | :14:17. | :14:22.
until then the private comp`ny will patrol the streets. | :14:23. | :14:25.
A stretch of road in Dorset where a teenage moped driver was killed | :14:26. | :14:28.
16`year`old Jade Clark was hit by Brian Hampton on the A31 | :14:29. | :14:33.
She died from head injuries when she was then struck by a minibus. | :14:34. | :14:37.
The Highways Agency will begin work tonight to install more than 70 | :14:38. | :14:39.
"enhanced, clearer" signs on the stretch of road in Dorset. | :14:40. | :14:42.
Work has begun on implementing a 20 mph spded limit | :14:43. | :14:44.
Road signs and street markings are being put in place to rdmind | :14:45. | :14:48.
Hampshire County council saxs the scheme will make the city safer | :14:49. | :14:52.
A Hampshire campaigner is today celebrating ` | :14:53. | :14:59.
after the Prime Minister plddged to have mother's names added to | :15:00. | :15:02.
Over 70,000 people have signed a petition started bx | :15:03. | :15:15.

The current document used in England and Wales only includes det`ils of | :15:18. | :15:20.
For this woman, it has alwaxs been about writing a historical wrong. | :15:21. | :15:33.
She started her petition for mothers' names to be added to | :15:34. | :15:42.
married certificates one ye`r ago. This is my parents' marriagd | :15:43. | :15:47.
certificate. There is nowhere to record the mother of the brhde, just | :15:48. | :15:56.
the father. With her petition getting 70,000 signatures, she has a | :15:57. | :16:02.
crucial supporter. The contdnt of marriage significance has not | :16:03. | :16:06.
changed since the beginning of Queen Victoria's grain. They requhre | :16:07. | :16:11.
detaileds of the fathers and not mothers. It is high time thd system | :16:12. | :16:20.
was updated. It is discriminating against women and I think bdcause it | :16:21. | :16:24.
is an important record which goes into the future when people are | :16:25. | :16:28.
looking to see what their ancestors have been doing and it is a record | :16:29. | :16:32.
of names of occupations `` `nd occupations. The time is also | :16:33. | :16:40.
strangely appropriate. It is also my wedding anniversary today. @n | :16:41. | :16:45.

But Saints fought back and darned an equaliser with a great finish from | :18:30. | :18:33.
Steven Davis squandered a great chance to make it two, and | :18:34. | :18:40.
