The footage shot on a mobile phone shows a Settelen cylinders in | :01:45. | :01:49. | |
flames. People living close by told how there were several explosions | :01:49. | :01:54. | |
and plumes of black smoke. There were fears that if flames would | :01:54. | :01:58. | |
spread to the 240 cylinders being stored near by, leading to a much | :01:59. | :02:03. | |
bigger explosion. As a result an exclusion zone of one quarter of a | :02:03. | :02:08. | |

they would not be plugging the funding gap. 12 are still undecided. | :08:55. | :09:00. | |
Just one school said its patrol was financed separately. All sides seem | :09:00. | :09:03. | |
to agree that this is a valuable service which should be kept, but | :09:03. | :09:07. | |

it flies in the face of efforts to get parents back to work, reduce | :09:45. | :09:48. | |
congestion and encourage youngsters to live a more healthy lifestyle. | :09:48. | :09:52. | |
Let alone the question of their safety on the road. I think it is | :09:53. | :09:56. | |
extremely serious. I think this is the only cut but I consider across | :09:56. | :10:01. | |
the country that is a local cut, that will end in the death of a | :10:01. | :10:05. | |
child and that is unforgivable. Nobody is talking about stopping | :10:05. | :10:08. | |
patrols. All we're doing is saying that we can't afford to fund them | :10:08. | :10:13. | |
and can we have some help from the local community. The schools will | :10:13. | :10:16. | |
be broad-minded in their approach to how things can be done because | :10:16. | :10:19. | |
after all, they fund various organisations that run with the | :10:19. | :10:23. | |
school and perhaps those organisations can find ways of | :10:23. | :10:27. | |
advertising, or making sure that the funding is available from pet | :10:28. | :10:31. | |
contributions, or a number of other ways I am sure there is a myriad of | :10:32. | :10:35. | |
ways they could raise money to do this. | :10:35. | :10:38. | |
But schools directly subsidising lollipop ladies looks unlikely in | :10:38. | :10:46. | |
many cases. The biggest change in the south- | :10:46. | :10:49. | |
west's newspapers for a generation has been announced. The Herald | :10:49. | :10:54. | |
Express in south Devon has been a daily paper since it started in | :10:54. | :10:58. | |
1925, but it is now going to become a weekly. The paper is blaming | :10:58. | :11:01. | |
falling advertising revenues and the changing state of the newspaper | :11:01. | :11:05. | |
industry. The hell of it -- the Herald Express is expected to shed | :11:05. | :11:11. | |
about 15 jobs. When Herald Express goes weekly | :11:11. | :11:14. | |
instead of daily next month, it will not just be the staff who will | :11:14. | :11:18. | |
be affected. Small shops like this one in Torquay rely on the food for | :11:18. | :11:23. | |
provided by people popping in to buy the paper. I am lucky, I have | :11:23. | :11:27. | |
the lottery, so I get people in from the lottery and from pay., but | :11:27. | :11:32. | |
some shops don't have the lottery, or paid point, and they depend on | :11:32. | :11:37. | |
Sunday -- selling the Herald every day to get customers into their | :11:37. | :11:40. | |
shops so they buy other bits and pieces. The paper has been daily | :11:40. | :11:45. | |
for 80 years but the local economy has taken its toll. Add to that the | :11:45. | :11:47. | |
decline in the newspaper industry and the way people access news and | :11:48. | :11:52. | |
you have a problem. Bosses at the Herald feel the only way to | :11:52. | :11:57. | |
safeguard the paper's future is to go weekly. This is a very sad day | :11:57. | :12:01. | |
for the people here who care passionately about this, for the | :12:01. | :12:05. | |
readers who value was, but it is the way of safeguarding that and | :12:05. | :12:08. | |
the transition will start next month. We anticipate the final | :12:08. | :12:12. | |
