MPs call for reassurances over the future of the region's naval

:00:12.:00:18.

training. Good evening and welcome to Spotlight on Monday 1st August.

:00:18.:00:22.

Also on the programme tonight. Already proving its worth. The new

:00:22.:00:24.

lifeguard facility which has already helped hundreds of people

:00:24.:00:34.
:00:34.:00:37.

And fame and hopefully fortune in Two South West MPs are tonight

:00:37.:00:40.

calling for reassurances from the Ministry of Defence over the future

:00:40.:00:44.

of Royal Naval training in the region. It follows reports that the

:00:44.:00:47.

Government is considering closing the Britannia Royal Naval College

:00:47.:00:52.

at Dartmouth or HMS Raleigh at Torpoint to save money. In a moment

:00:52.:00:54.

we'll hear from our political editor, Martyn Oates, but first,

:00:54.:01:00.

Chris Lyddon reports. HMS Raleigh in Torpoint, one of two

:01:00.:01:03.

navy training bases waiting today for news of their future, amid

:01:03.:01:08.

heightened speculation of closure. This internal Royal Navy memo

:01:08.:01:11.

obtained by Spotlight reveals defence officials are investigating

:01:11.:01:14.

co-locating Royal Naval training at either Raleigh or Dartmouth or an

:01:14.:01:21.

alternative brownfield site. Other ideas include moving 45 Commando

:01:21.:01:31.
:01:31.:01:33.

from Scotland to the south west. have a complex array coffers

:01:33.:01:39.

loyalties that meet the Navy pose past, present and possibly for the

:01:39.:01:45.

future. I hope the government will realise how cost-effective

:01:45.:01:49.

Dartmouth is and hope much part of the community it is. Several months

:01:49.:01:53.

ago, the Defence Secretary Liam Fox, told MPs that even with a shrinking

:01:53.:01:56.

Navy, Raleigh and Britannia would remain. Sheryl Murray believes the

:01:56.:02:00.

minister will stand by the promise he made in a letter to her last

:02:00.:02:08.

October. It categorically states that there are no plans to close

:02:08.:02:13.

HMS Raleigh and that they are looking at HMS Raleigh being the

:02:13.:02:17.

Navy's prime location for the initial training. I have no reason

:02:17.:02:21.

whatsoever to doubt that Liam Fox is not telling me the truth.

:02:21.:02:24.

Totnes MP Sarah Wollaston believes Darmouth should be the new site for

:02:24.:02:28.

all training and is also calling for clarification.

:02:28.:02:31.

Well, I'm joined now by our political editor, Martyn Oates. The

:02:31.:02:35.

Government made a big announcement last month about the Army and the

:02:35.:02:42.

RAF. This leaked document now sheds light on the future of the Navy.

:02:42.:02:47.

Last month's announcement was mainly about than army and the RAF

:02:47.:02:51.

but the Defence Secretary did announce that 45 Commando will

:02:51.:02:56.

Marines would be leaving their current home in Scotland and also

:02:56.:03:00.

the Scot went -- de government had a longer term plan to bring all of

:03:00.:03:04.

the Royal Marines took the south- west. And they would not say any

:03:04.:03:09.

more than that? Just that intriguing line in a long speech.

:03:09.:03:13.

In Scotland, the RAF and the marines are leaping three paces,

:03:13.:03:18.

but those bases will not close, they have been taken over by the

:03:18.:03:25.

army. It does show that the MoD is not simply walking away from those

:03:25.:03:28.

communities. The government says that the military Footprint, as it

:03:28.:03:33.

puts it, will actually increase in Scotland as a result. What

:03:33.:03:39.

President could that said for us? Clearly if a Haifa Dartmouth or HMS

:03:39.:03:42.

Raleigh were to stop training they would be an outcry. But it could

:03:42.:03:48.

not be the end of the story. We have that commitment from the

:03:48.:03:52.

government, or are planned, to bring all that will rings together

:03:52.:04:00.

in the south-west. And potentially, military bases going begging.

:04:00.:04:03.

A young boy is in a stable condition in hospital this evening

:04:03.:04:07.

after being hit by a bus in a busy city centre. The two-year-old - who

:04:07.:04:10.

hasn't been named - is being treated at a specialist head

:04:10.:04:17.

injuries unit after the incident in Exeter. Simon Hall reports.

:04:17.:04:21.

People working here told us of their shock at what happened. Eight

:04:21.:04:26.

to your old hit by a bus and a city centre in front of dozens of people.

:04:26.:04:30.

He has been taken to the specialist head injuries unit at Frenchay

:04:30.:04:34.

Hospital in Bristol. Police say he is in a stable condition. A

:04:34.:04:38.

statement from the bus company Stagecoach said, our immediate

:04:38.:04:42.

concern is for the welfare of the child and of course continue to be

:04:42.:04:46.

with him and his family. We are assisting the police with their

:04:46.:04:52.

inquiries and also carrying out our own investigation. The police have

:04:52.:04:56.

taken CCTV recording from local shops to help their inquiries. They

:04:56.:05:00.

are asking anyone who saw what happened to contact them. It's

:05:00.:05:04.

already helped more than 600 people and been involved in more than 500

:05:04.:05:07.

incidents. Today, the lifeguard unit on one of Cornwall's busiest

:05:07.:05:11.

beaches was officially opened. As Philippa Mina reports, the RNLI

:05:11.:05:14.

says the new 500,000 building at Fistral in Newquay is already

:05:14.:05:24.
:05:24.:05:26.

proving invaluable. A pleasant day at the beach turned

:05:26.:05:31.

into a pain for this man when he stepped on a weaver fish. The Life

:05:31.:05:35.

Guards are there to help out and for the speaker the presence in the

:05:35.:05:41.

new facility was a welcome sight. Nicky is a hot spot for certain so

:05:41.:05:49.

having this here is really good. -- Newquay. The RNLI has provided a

:05:49.:05:53.

lifeguard service on Fistral Beach for the last 10 years, operating

:05:53.:05:58.

mainly from temporary cabins. After seven years of planning, the new

:05:58.:06:06.

tower opened last year. It cost the RNLI 500,000, which they see as a

:06:06.:06:10.

long-term investment. High volumes of people, dealing with a lot of

:06:10.:06:15.

incidents. A lot of our workers in the water but a lot is done on the

:06:15.:06:19.

land as well and if we have a good facility people can come and find

:06:19.:06:24.

us easily, for things like Lost children. We stand out and people

:06:24.:06:28.

know where we are. If we are dealing with first-stage incidence,

:06:28.:06:33.

we have good facilities now. I think it does warrant it. In the

:06:33.:06:39.

time the facility has been open, Life Guards have dealt with 520

:06:39.:06:46.

incidents and assisted over 600 people. Today, the building might

:06:46.:06:51.

have been named weaver fish towers. In the short time we were there, a

:06:51.:06:55.

line of people build up and were provided with a bucket of cold

:06:55.:07:00.

water to come bursting. It hurts more than you imagine, but they are

:07:00.:07:05.

really helpful. They do what they can to help. Really quite better.

:07:05.:07:12.

And you like the Life Guards, had they held to? Yes. The building has

:07:12.:07:16.

dedicated training and first aid room to and a large observation

:07:16.:07:21.

area from where lifeguards can watch the whole of the beach. With

:07:21.:07:24.

the board must the surf championships due here next week,

:07:24.:07:29.

they are expecting upwards of 20,000 people and for the Life

:07:29.:07:35.

Guards this facility will harm them keep an eye on everyone's safety.

:07:35.:07:38.

Plans to change terms and conditions of staff at Plymouth

:07:38.:07:42.

City Council will not come into force today as council bosses had

:07:42.:07:44.

hoped. Proposals included scrapping contractual overtime, simplifying

:07:44.:07:47.

expenses and allowances, as well as making Saturday a normal working

:07:47.:07:51.

day. Two trade unions are refusing to sign them off. Other councils

:07:51.:07:54.

are said to be monitoring what happens in Plymouth before bringing

:07:54.:07:59.

in similar changes. The Fire Brigades Union is calling

:07:59.:08:02.

for assurances about how a merged control room covering Devon and

:08:02.:08:06.

Somerset will be staffed. The new facility would replace the existing

:08:06.:08:10.

centres in Exeter and Taunton. The original plan for a control centre

:08:10.:08:13.

covering the six counties of the South West was ditched amid

:08:13.:08:18.

protests, IT delays and spiralling costs.

:08:18.:08:21.

Motorists who are risking their lives by jumping warning lights on

:08:21.:08:26.

a bridge in Weymouth have been caught on camera. The CCTV images

:08:26.:08:29.

show drivers attempting to get under safety gates as they are

:08:29.:08:32.

being lowered on the historic Town Bridge. As Amy Cole reports, the

:08:32.:08:41.

footage is now being passed on to the police.

:08:41.:08:47.

Weymouth Town Bridge snaps into two. During the summer months, it raises

:08:48.:08:51.

every two hours. Making sure that motorists and pedestrians stayed

:08:51.:08:56.

well clear of it is strikingly obvious, but it seems that some are

:08:56.:09:01.

taking risks after the warning signal comes on, putting people's

:09:01.:09:06.

lives in danger. The staff usually come out of the office on the

:09:06.:09:09.

bridge. They come out to make sure the barriers are coming down and

:09:09.:09:14.

there are no pedestrians in danger. They have to cross the road and

:09:14.:09:19.

cars are taking a risk by going and to the barrier and need knocking

:09:19.:09:22.

out operatives out. Weymouth and Portland Borough Council has passed

:09:22.:09:25.

footage to the police of several offending motorists who, in the

:09:25.:09:30.

past few days, had been caught on CCTV speeding over the bridge at

:09:30.:09:35.

the barriers had started to go down. There is a lot of mechanical stuff

:09:35.:09:39.

under the bridge and if they were to slide down all manner of things

:09:39.:09:43.

could go wrong. When you come across there are people trying to

:09:43.:09:49.

cross the road as well. Idiots. It's against the law. And he is

:09:49.:09:54.

right, planning -- going through a warning signal is illegal. Some

:09:54.:09:58.

argue that the CCTV is a bit Big Brother, but the council says it is

:09:58.:10:03.

just trying to protect people. Coming up next, a touch of

:10:03.:10:09.

Hollywood glamour in Cornwall. Plus - full sail ahead with a rehearsal

:10:09.:10:13.

for the 2012 Olympics in Dorset. And getting to the point - we'll

:10:13.:10:19.

meet the Olympic hopeful behind the Hollywood comes to Cornwall this

:10:19.:10:24.

week in the shape of the movie superstar Brad Pitt. The actor is

:10:24.:10:28.

the star of a new horror film about zombies, and some of it is being

:10:28.:10:31.

shot on location in Falmouth. Hundreds of local people have been

:10:31.:10:36.

drafted in as extras and it's hoped it'll be a real boost for the town.

:10:36.:10:39.

In a moment we'll hear from the town manager, but first here's our

:10:39.:10:45.

Cornwall reporter, Eleanor Parkinson.

:10:45.:10:49.

Brad Pitt and his wife, Angelina Jolie, attract attention wherever

:10:49.:10:53.

they go and this week pay and there on to write are heading for

:10:53.:10:57.

Falmouth. It is one of the locations for a new movie, World

:10:57.:11:05.

War Z, an adaptation of a novel about zombies. Most of the action

:11:05.:11:09.

will be ticking here at Falmouth docks. There will be lots of large

:11:09.:11:13.

vessels, some helicopters, hundreds of people, but that is all they are

:11:13.:11:19.

telling us. The film will need hundreds of extras and local people

:11:19.:11:24.

have auditioned. One successful person is Henry Davies, a film

:11:24.:11:28.

director himself. It is going to be really exciting to see it happening

:11:28.:11:33.

on that scale. When you see the breadth of the production, it is

:11:33.:11:37.

enormous. They are talking about groping in military assets, all the

:11:37.:11:41.

way down to I saw some people building be its force of the

:11:41.:11:47.

refugees. The movie circus is moving into town. The marquees on

:11:47.:11:52.

up, these ones will be used for make-up and costume. Security is

:11:52.:11:55.

tight but the people of Falmouth still hope to get a glimpse of the

:11:55.:12:00.

stars. We saw it in the papers and a very excited. We are hoping to

:12:00.:12:05.

see him and talk to him and maybe he will adopt one of us as well!

:12:05.:12:11.

is nice to have a celebrity in the town. I have got competition!

:12:11.:12:16.

film company, Paramount Pictures, will not say exactly when Brad Pitt

:12:16.:12:21.

flies in, but filming starts on Tuesday.

:12:21.:12:25.

Joining me down his whole month Town manager at Richard Gates. This

:12:25.:12:35.
:12:35.:12:36.

is quite a coup for Falmouth. aptly be fantastic. The whole

:12:36.:12:40.

turnaround has only been in a few weeks, it has been that quick. It

:12:40.:12:45.

is brilliant for the town, the area and the economy. It has not been a

:12:45.:12:48.

secret because it has been in the national newspapers over the

:12:48.:12:54.

weekend. What are you hoping it will bring to Falmouth? We are busy

:12:54.:12:58.

anyway at this time of year, we have Falmouth Week happening at the

:12:58.:13:03.

same time. But there is just so much going on. They have looked at

:13:03.:13:06.

every possible area where they can for accommodation and it is going

:13:06.:13:13.

to be right through the county, not just in terms of Falmouth. Do you

:13:13.:13:16.

think there will be a lasting legacy from this film in the

:13:16.:13:20.

future? Once it comes back, maybe more people want to come and visit

:13:20.:13:26.

Cornwall and Falmouth? I am sure they will. Everything they can do,

:13:26.:13:32.

people come to see the area, it has to be a benefit for the future.

:13:32.:13:36.

co-presenter he would like to know if Angelina Jolie is coming down to

:13:36.:13:41.

Falmouth?! We would all like to know that! I'm not aware of that

:13:41.:13:45.

but there are lots of rumours in the national press so we will have

:13:45.:13:51.

to see. Security is tight. Are they stink anywhere nice? Again, there

:13:51.:13:56.

are lots of rumours about where they are staying there is talk of a

:13:56.:14:00.

super yacht in the bay. We do not know. I have been working with the

:14:00.:14:03.

casting agents and the location managers but things like that are

:14:03.:14:10.

not being revealed for obvious reasons. Keep us informed! NT. I

:14:10.:14:17.

have a spare room if Angelina Jolie is looking for somewhere!

:14:17.:14:21.

Now, it attracts more than two million visitors a year and covers

:14:21.:14:24.

an area of 368 square miles. Dartmoor National Park now has a

:14:24.:14:28.

new number to boast as it turns 60 this year. Yesterday ramblers

:14:29.:14:32.

gathered at a popular spot for a celebratory walk. Spotlight's John

:14:32.:14:38.

Danks reports. In these highlands of the West

:14:38.:14:42.

Country, there was a gathering of the clans. Ramblers from all over

:14:42.:14:45.

Devon showing their support for Dartmoor National Park on its 60th

:14:45.:14:49.

anniversary. With walking poles rather than swords, there was a

:14:49.:14:58.

sense there were still battles over access and funding to be fought.

:14:58.:15:02.

National Park is part of the country, it is ours to use.

:15:02.:15:08.

Unfortunately you have this anomaly where you have landowners that have

:15:08.:15:11.

permission, or they have given us permission to war, but they can

:15:11.:15:17.

withdraw it at any time. example is this track which runs

:15:17.:15:23.

alongside Milton was a pop. It has been been closed to the public

:15:23.:15:25.

since March, when the existing access agreement expired. Dartmoor

:15:25.:15:28.

National Park Authority and the landowner are in negotiation, but a

:15:28.:15:37.

new deal is yet to be done. We have got to maintain the landscape,

:15:37.:15:42.

which is under quite severe pressure. We have got to try and

:15:43.:15:46.

influence government and European policy so that we can provide local

:15:46.:15:51.

solutions for local problems in terms of landscape management.

:15:51.:15:54.

are concerned about funding because this government has cut the

:15:54.:15:58.

national parks budget and the park can do great things on a fairly

:15:58.:16:03.

small budget, but it does need the money in order to do the wonderful

:16:03.:16:07.

things that it does. The Government says cuts are needed in almost all

:16:07.:16:10.

areas of public spending to reduce the national deficit. Dartmoor

:16:10.:16:13.

National Park Authority needs to find savings of 30% over the next

:16:13.:16:16.

three to four years. They say they'll work more closely with

:16:16.:16:19.

partners such as the Ramblers Association to help achieve their

:16:19.:16:22.

goals. The walkers here today certainly share a passion for the

:16:22.:16:28.

landscape. It is a beautiful place to come,

:16:28.:16:33.

Sunday-morning go for a nice or, fresh air and exercise. Topple is

:16:33.:16:42.

all things to war man. Many faces, many different weathers. It is even

:16:43.:16:52.

more challenging when it is snowing or raining.

:16:52.:16:57.

Another reminder of how beautiful array region is. Time for some

:16:57.:17:04.

sports news now, and here's Dave. Who needs Brad Pitt!

:17:05.:17:08.

A full dress rehearsal for the 2012 Olympic sailing events is under way

:17:08.:17:13.

in Dorset. With less than a year to go, it aims to replicate what will

:17:13.:17:16.

actually be going on in Weymouth and Portland during the Games.

:17:16.:17:21.

Spotlight's Simon Alexander reports. These are some of the finest

:17:21.:17:25.

sailing waters in Britain, and, with less than a year to go to the

:17:25.:17:28.

2012 Olympics, Weymouth and Portland are pushing the boat out

:17:28.:17:31.

to make sure the biggest maritime sporting event in the area's

:17:31.:17:41.

history will be a smooth operation. The great thing about Weymouth and

:17:41.:17:45.

Portland, they have hosted major international events and we have a

:17:45.:17:49.

great culture with a lot of the volunteers. But the Olympics with

:17:49.:17:52.

different and we are trying to replicate some of the specific

:17:52.:17:55.

elements so that we can learn before next year and get it as

:17:55.:17:58.

perfect as possible. The dress rehearsal is covering everything

:17:58.:18:01.

from how the competition venues will cope with the thousands of

:18:01.:18:03.

spectators seeking the Olympic experience, to those preparing to

:18:03.:18:11.

compete for gold. It is really serious. It is the closest we will

:18:11.:18:15.

ever get to experience in what the Olympics might be like next year.

:18:15.:18:19.

We have a lot smaller fleet to race again so the tactics might be

:18:19.:18:25.

different. It will be great to get practice in for next year. Over the

:18:25.:18:30.

next 12 days this area will go into full Olympic mode with its

:18:30.:18:34.

competition and infrastructure tested rigorously to make sure it

:18:34.:18:38.

will run smoothly. The most important thing we have is

:18:38.:18:42.

measuring the actual athletic performance. Each boat has a

:18:42.:18:46.

tracking device and a rigid transmitter that arrives at the

:18:47.:18:51.

error also over my right shoulder here and is related to the resort

:18:51.:18:55.

room. This is the front end of what a complex network of technology

:18:55.:19:00.

that will cover all the events that we are running in summer 2012.

:19:00.:19:03.

Millions of pounds have been spent turning parts of Weymouth and

:19:03.:19:08.

Portland into an Olympic sailing haven. As this is the only full

:19:08.:19:11.

rehearsal before the Games in July next year, organisers will be

:19:11.:19:14.

hoping this scale of preparation will ensure only the right legacy

:19:14.:19:20.

is left in the Olympic's wake. This week on BBC local radio,

:19:20.:19:23.

television and online, we're launching our series Olympic Dreams.

:19:23.:19:26.

It follows regional athletes in their bid for a place in next

:19:26.:19:30.

year's Olympics in London. Today, we feature Truro fencer Katherine

:19:30.:19:38.

Kempe, who's moved to Cornwall to help reach her aspirations.

:19:38.:19:43.

22-year-old Katherine Kempe is a top sabre fencer. But she wants to

:19:43.:19:47.

excel in her sport and be good enough to compete on the big stage.

:19:47.:19:52.

And there's no bigger than the 2012 London Olympic Games. Katherine has

:19:52.:19:56.

had to move from her fencing club in Essex to join what's acclaimed

:19:56.:20:00.

to be the best in the country at Truro, in a bid to help her reach

:20:00.:20:08.

Olympic standard. I am competing on the British team which means I am

:20:08.:20:12.

in with a shout because you have to be going to the internationals to

:20:12.:20:16.

get the points to qualify. If you wanted to go to the Olympics now it

:20:16.:20:20.

would be tough because you're not in the British team. From there it

:20:20.:20:24.

is a case of try and get the points on the board. Part of the reason

:20:24.:20:27.

why I wanted to come down here was I felt it would be a positive thing

:20:27.:20:31.
