here in Plymouth that the new regional office. We are trying to | :04:45. | :04:50. | |
bring together all parts of the UK Border Agency so that we can work | :04:50. | :04:54. | |
together more efficiently, but a key with a view to enforcing the | :04:54. | :04:58. | |
law. The UK Border Agency grew out of the merger of immigration and | :04:58. | :05:02. | |
customs two years ago. To see this new joined-up approach first hand, | :05:02. | :05:05. | |
the minister took a trip aboard one of the agency cutters, Searcher. | :05:05. | :05:08. | |
She's one of five vessels targetting drug smugglers and other | :05:08. | :05:15. | |
suspicious boats around the UK coastline. It is a massive area to | :05:15. | :05:20. | |

the physical and emotional demands of caring for Harrison. She wasn't | :07:03. | :07:10. | |

openly and honestly with her, cry on her shoulder. Harrison's | :07:22. | :07:26. | |

volunteer. But times are hard. Two years ago, Homestart received | :08:02. | :08:04. | |
�10,000 from Devon Community Foundation, which helped families | :08:05. | :08:08. | |
like Julia's. But now the Foundation has less money to give | :08:08. | :08:10. | |
and there's even more competition for it from other organisations, | :08:10. | :08:18. | |
leaving Homestart somewhat stuck. We have got about 24 volunteers | :08:18. | :08:23. | |
currently on our books and we have another 30 he cent in applications | :08:23. | :08:27. | |
and are really keen to volunteer to support families. Of course, we are | :08:27. | :08:33. | |
really keen to have them. But, until we have some fun into secure | :08:33. | :08:38. | |
apposition, we are unable to train them. Homestart intends to apply | :08:38. | :08:41. | |
for further funding, but the Foundation's income has dropped by | :08:41. | :08:48. | |
60% after the Government withdrew its investment. Instead of last | :08:48. | :08:54. | |
year's roughly 1 million, the sure we will be distributing in the | :08:54. | :09:00. | |
region of 400,000. We are seeing an increase in applications and an | :09:00. | :09:02. | |
increase in organisation ceasing to operate. We are seeing groups | :09:03. | :09:06. | |
needing to cast about for alternative sources of finance and | :09:06. | :09:10. | |
thinking about more creative ways of fund-raising. In lots of ways, | :09:11. | :09:14. | |
that might be very good. That's fighting spirit. All political | :09:14. | :09:17. | |
parties agree that cuts have to be made to services because of the | :09:17. | :09:21. | |
economic slowdown. It's just where these cuts are made that is the | :09:21. | :09:25. | |
point of dispute. It's clear that projects around Devon will have to | :09:25. | :09:31. | |
work a lot harder to raise the capital they so desperately need. | :09:31. | :09:34. | |
Well, the coalition government has said dealing with the country's | :09:34. | :09:38. | |
debt is a key priority. Earlier I spoke to one of the region's | :09:38. | :09:42. | |
Conservative MPs, George Eustice. I asked why so many charities and | :09:42. | :09:50. | |
support groups were losing funding. I am the chairman of the | :09:50. | :09:53. | |
Conservative Disability Group and I am a great believer that voluntary | :09:53. | :09:59. | |
groups like that Homestart 1 or to have a very important role to play | :09:59. | :10:03. | |
alongside social care services in helping families coping with | :10:03. | :10:10. | |
disabilities. The government has had to make savings. I think this | :10:10. | :10:13. | |
grass ridge programme through which they have their initial funding was | :10:13. | :10:18. | |
due to end anyway, even under the last government's planned. The new | :10:18. | :10:23. | |
government is going to replace that with a number of other funds. There | :10:23. | :10:28. | |
is a �600 million for a big society bound to help charities. There is | :10:28. | :10:32. | |
another fund for transition to help charities like Homestart who | :10:32. | :10:35. | |
perhaps lost some of their funding and will need a helping hand to get | :10:35. | :10:40. | |
to the next regime and be able to procure services from councils in | :10:40. | :10:45. | |
the future. The irony is that David Cameron has made this big push to | :10:45. | :10:49. | |
the big society, more voluntary organisations taking the slack from | :10:49. | :10:52. | |
the state, yet have the support is not there for them, how are they | :10:52. | :10:57. | |
supposed to do that? One of the most important things we can do is | :10:57. | :11:00. | |
to use procurement of public sector services much more sensibly than | :11:00. | :11:04. | |
perhaps we have done in the past. One thing Cornwall council is doing | :11:04. | :11:09. | |
a lot of, and a number of other Conservative councils, is trying to | :11:09. | :11:13. | |
procure more services from social enterprises, the voluntary sector, | :11:13. | :11:17. | |
so that these organisations get the support that they need by providing | :11:17. | :11:21. | |
services that might previously have been provided less efficient the by | :11:21. | :11:25. | |
local councils directly. There are ways of doing this. The government | :11:25. | :11:30. | |
has set up a �10 million fund to help coach and train charities and | :11:30. | :11:34. | |
support them in being able to put their bids to local councils such | :11:34. | :11:38. | |
as Devon and Cornwall, so that they can have access to the funding a | :11:38. | :11:48. | |
