A major police operation for a sell-out crowd. Exeter City are

:00:09.:00:13.

poised for the biggest football match in the region for years. Good

:00:13.:00:15.

evening. 9,000 people are making their way

:00:15.:00:19.

to St James Park as we speak, we'll be live at the ground.

:00:20.:00:23.

We're on patrol with the Border Agency as they target businesses

:00:23.:00:30.

and homes. And life's tough and could get

:00:30.:00:40.

tougher. The effect cuts will have on families in need. But I think it

:00:40.:00:45.

will have a devastating impact on families if there is not a

:00:45.:00:49.

Homestart volunteer surveyors. They are angels, they come in and help

:00:49.:00:54.

you need a normal life. Devon and Cornwall Police have

:00:55.:00:58.

launched a major operation to prevent public disorder at one of

:00:58.:01:01.

the biggest football matches the region has seen for many years.

:01:01.:01:04.

Tonight, Exeter City take on Liverpool in the Carling Cup. Extra

:01:04.:01:08.

officers are on duty in and around the ground and police say they will

:01:08.:01:12.

"come down hard" on any troublemakers. The force faces

:01:12.:01:15.

another big test next week when Exeter host arch-rivals Plymouth

:01:15.:01:18.

Argyle. Spotlight's home affairs correspondent, Simon Hall, is at St

:01:18.:01:28.
:01:28.:01:28.

James Park tonight. Lots of people around already,

:01:28.:01:33.

plenty of excitement and anticipation. I was at a police

:01:33.:01:36.

briefing earlier and their intelligence assessors this match

:01:36.:01:40.

as being a low risk of disorder, but there are lots of police

:01:40.:01:44.

officers around and they are taking no chances.

:01:44.:01:48.

200 officers will be on duty for the game, with more on standby if

:01:48.:01:54.

needed. A light touch community policing operation is planned but

:01:54.:01:59.

with this warning for would be trouble makers -- troublemakers.

:01:59.:02:03.

are very conscious of the obligations we have to our local

:02:03.:02:07.

committees or I have resources in place that will make sure that if

:02:07.:02:11.

there is anyone who wants to use this as an excuse to cause disorder

:02:11.:02:15.

or engaging criminality, I have the resources, you will be met and he

:02:15.:02:23.

will be a company to one of our cells. The pitch has been prepared,

:02:23.:02:28.

the security operation inside the ground as well. 138 Stewart will be

:02:28.:02:36.

on duty, backed up by police officers -- 130 stewards. We had a

:02:36.:02:40.

big game at the end of last season against Plymouth, and that was very

:02:40.:02:44.

well organised. We had an exceptional gain the went off

:02:44.:02:48.

really well. Because we have done that recently, we will be using

:02:48.:02:55.

that Template. A sell-out crowd is expected tonight, some 1500 of whom

:02:55.:03:00.

1000 will be away fans. It is a significant crowd control challenge

:03:00.:03:04.

and at a time when the sporting eyes of the nation will be on this

:03:04.:03:09.

small corner of Exeter. Local businesses are supportive of the

:03:09.:03:15.

security operation. We basically prepared ourselves with plastic

:03:15.:03:18.

glasses for a couple of hours before the kick-off and we have

:03:18.:03:22.

door staff wanted to minimise the trouble. Tonight's policing

:03:22.:03:26.

operation will act as a model for another big match, and the security

:03:26.:03:33.

issues it raises. Exeter host Plymouth Argyle in six days' time.

:03:33.:03:38.

So far, there have been no reports of any violence, trouble or

:03:38.:03:43.

disorder whatsoever. The atmosphere is very good natured. Boisterous

:03:43.:03:48.

but good-natured, people looking forward to a finite's football. And

:03:48.:03:52.

there will be more from St James Park later, when we hear from the

:03:52.:03:54.

fans. The Immigration Minister, Damian

:03:54.:03:58.

Green, has been in the region today to see how the UK Border Agency

:03:58.:04:02.

tackles illegal immigration and smuggling. More than 25 raids are

:04:02.:04:04.

carried out every month in Devon and Cornwall, targeting illegal

:04:04.:04:08.

immigrants in homes and businesses. And penalty notices totalling more

:04:08.:04:13.

than 300,000 have been served on businesses breaking the law. Scott

:04:13.:04:20.

Bingham reports. Officers from the UK Border Agency

:04:20.:04:24.

raid another property. There are 25 raids like this every month,

:04:24.:04:29.

targetting homes and businesses across Devon and Cornwall. It's all

:04:29.:04:32.

part of the crackdown on illegal immigrants in what the Government

:04:32.:04:41.

says is a radical reform of the immigration system. I have been

:04:41.:04:45.

here in Plymouth that the new regional office. We are trying to

:04:45.:04:50.

bring together all parts of the UK Border Agency so that we can work

:04:50.:04:54.

together more efficiently, but a key with a view to enforcing the

:04:54.:04:58.

law. The UK Border Agency grew out of the merger of immigration and

:04:58.:05:02.

customs two years ago. To see this new joined-up approach first hand,

:05:02.:05:05.

the minister took a trip aboard one of the agency cutters, Searcher.

:05:05.:05:08.

She's one of five vessels targetting drug smugglers and other

:05:08.:05:15.

suspicious boats around the UK coastline. It is a massive area to

:05:15.:05:20.

cover, it is quite a challenge. We feel we do it very well. We work a

:05:20.:05:25.

lot would local police forces, Hopper Masters, members of the

:05:25.:05:29.

public, to build a profile in picture of what is going on in a

:05:29.:05:33.

particular community. The vessels operate 24-7 - they're a visible

:05:33.:05:35.

deterrent and though they may be spread thinly good intelligence

:05:35.:05:45.
:05:45.:05:45.

means they are relatively successful. Only a month ago, this

:05:45.:05:51.

vessel intercepted a yacht carrying cannabis with a street value of 12

:05:51.:05:55.

million. The south-west, with its coastline and many marinas is very

:05:55.:06:01.

much at the frontline of drug smuggling in the UK.

:06:01.:06:03.

Charities and community groups helping some of the region's most

:06:03.:06:05.

vulnerable families have told Spotlight they're finding it

:06:06.:06:10.

increasingly difficult to fund many of their projects. They blame cuts

:06:10.:06:13.

in government and local authority funding. One organisation, The

:06:13.:06:16.

Devon Community Foundation, says the money it receives is being cut

:06:16.:06:21.

by more than half. Amy Cole has been finding out about one scheme

:06:21.:06:31.
:06:31.:06:31.

in Torbay that's facing an uncertain future.

:06:31.:06:37.

Four years old, with needs that are four times as great. Harrison has

:06:37.:06:43.

severe cerebal palsy, he's doubly incontinent, and he's blind. For

:06:43.:06:48.

mum Julia, each day is a mountain to climb. For two years Homestart,

:06:48.:06:51.

based in Torbay, provided Julia with a volunteer to help her with

:06:51.:07:01.
:07:01.:07:03.

the physical and emotional demands of caring for Harrison. She wasn't

:07:03.:07:10.

involved in my family so she wasn't devastated about what had happened

:07:10.:07:15.

to Harrison and his brain damage. And I could just talk so freely and

:07:15.:07:22.

openly and honestly with her, cry on her shoulder. Harrison's

:07:22.:07:26.

disabilities did Oscar her. She independent me undertook some

:07:26.:07:30.

separate training so that she could understand some of his play needs

:07:30.:07:35.

and how to help him develop mentally. As well as dealing with

:07:35.:07:42.

Harrison there is also his twin brother Cooper to cope with.

:07:42.:07:47.

arranged for him to during a swimming session for partners and

:07:47.:07:51.

my Homestart volunteer it used to come along to hold on to harass and

:07:51.:07:55.

while I was able to go into the swimming pool with his brother, and

:07:55.:07:58.

that is something I would not have been able to do with that the

:07:58.:08:02.

volunteer. But times are hard. Two years ago, Homestart received

:08:02.:08:04.

10,000 from Devon Community Foundation, which helped families

:08:05.:08:08.

like Julia's. But now the Foundation has less money to give

:08:08.:08:10.

and there's even more competition for it from other organisations,

:08:10.:08:18.

leaving Homestart somewhat stuck. We have got about 24 volunteers

:08:18.:08:23.

currently on our books and we have another 30 he cent in applications

:08:23.:08:27.

and are really keen to volunteer to support families. Of course, we are

:08:27.:08:33.

really keen to have them. But, until we have some fun into secure

:08:33.:08:38.

apposition, we are unable to train them. Homestart intends to apply

:08:38.:08:41.

for further funding, but the Foundation's income has dropped by

:08:41.:08:48.

60% after the Government withdrew its investment. Instead of last

:08:48.:08:54.

year's roughly 1 million, the sure we will be distributing in the

:08:54.:09:00.

region of 400,000. We are seeing an increase in applications and an

:09:00.:09:02.

increase in organisation ceasing to operate. We are seeing groups

:09:03.:09:06.

needing to cast about for alternative sources of finance and

:09:06.:09:10.

thinking about more creative ways of fund-raising. In lots of ways,

:09:11.:09:14.

that might be very good. That's fighting spirit. All political

:09:14.:09:17.

parties agree that cuts have to be made to services because of the

:09:17.:09:21.

economic slowdown. It's just where these cuts are made that is the

:09:21.:09:25.

point of dispute. It's clear that projects around Devon will have to

:09:25.:09:31.

work a lot harder to raise the capital they so desperately need.

:09:31.:09:34.

Well, the coalition government has said dealing with the country's

:09:34.:09:38.

debt is a key priority. Earlier I spoke to one of the region's

:09:38.:09:42.

Conservative MPs, George Eustice. I asked why so many charities and

:09:42.:09:50.

support groups were losing funding. I am the chairman of the

:09:50.:09:53.

Conservative Disability Group and I am a great believer that voluntary

:09:53.:09:59.

groups like that Homestart 1 or to have a very important role to play

:09:59.:10:03.

alongside social care services in helping families coping with

:10:03.:10:10.

disabilities. The government has had to make savings. I think this

:10:10.:10:13.

grass ridge programme through which they have their initial funding was

:10:13.:10:18.

due to end anyway, even under the last government's planned. The new

:10:18.:10:23.

government is going to replace that with a number of other funds. There

:10:23.:10:28.

is a 600 million for a big society bound to help charities. There is

:10:28.:10:32.

another fund for transition to help charities like Homestart who

:10:32.:10:35.

perhaps lost some of their funding and will need a helping hand to get

:10:35.:10:40.

to the next regime and be able to procure services from councils in

:10:40.:10:45.

the future. The irony is that David Cameron has made this big push to

:10:45.:10:49.

the big society, more voluntary organisations taking the slack from

:10:49.:10:52.

the state, yet have the support is not there for them, how are they

:10:52.:10:57.

supposed to do that? One of the most important things we can do is

:10:57.:11:00.

to use procurement of public sector services much more sensibly than

:11:00.:11:04.

perhaps we have done in the past. One thing Cornwall council is doing

:11:04.:11:09.

a lot of, and a number of other Conservative councils, is trying to

:11:09.:11:13.

procure more services from social enterprises, the voluntary sector,

:11:13.:11:17.

so that these organisations get the support that they need by providing

:11:17.:11:21.

services that might previously have been provided less efficient the by

:11:21.:11:25.

local councils directly. There are ways of doing this. The government

:11:25.:11:30.

has set up a 10 million fund to help coach and train charities and

:11:30.:11:34.

support them in being able to put their bids to local councils such

:11:34.:11:38.

as Devon and Cornwall, so that they can have access to the funding a

:11:38.:11:48.
:11:48.:11:50.

one enable them to continue their excellent could work.

:11:50.:11:53.

Coming up, the new landmark tower being planned for one of the

:11:53.:11:57.

region's resorts. Plus, a room with a free view - the prime location to

:11:57.:12:00.

watch tonight's big match between Exeter and Liverpool. And the two

:12:00.:12:04.

little boys who took Spotlight on a tour of Culdrose Airday, 44 years

:12:04.:12:14.
:12:14.:12:15.

ago. The family of a 20-year-old man who

:12:16.:12:20.

was killed at a party in a country manor house in North Devon at the

:12:20.:12:25.

weekend have been paying tributes to him. The family of Ryan King say

:12:25.:12:33.

he loved life and always knew how to put a smile on anyone's face.

:12:33.:12:36.

66-year-old Raymond John Dupree appeared in court yesterday charged

:12:36.:12:42.

with his murder. The motorcyclist who died at the weekend in Plymouth

:12:42.:12:45.

has been named as John Twitchell. Police say the bike was being

:12:45.:12:48.

followed by officers, although they'd lost sight of it at the time

:12:49.:12:52.

of the crash on Mannamead Road and say they weren't in pursuit. The

:12:52.:12:55.

case has been referred to the Independent Police Complaints

:12:55.:12:56.

Commission. The commanding officer of the

:12:57.:12:59.

nuclear powered submarine HMS Astute, which ran aground off Skye,

:12:59.:13:03.

has posted on a social networking site that he will not face charges.

:13:03.:13:06.

Andy Coles, from South Devon, was suspended from command after the

:13:06.:13:09.

submarine got into difficulties during sea trials last October. The

:13:09.:13:12.

MOD says no decision has been made yet.

:13:12.:13:16.

It's not being built specifically for the Olympics but it's hoped it

:13:16.:13:19.

could be up in time. A 50-metre observation tower is being planned

:13:19.:13:23.

in in Weymouth and the plans have just been approved. The 3 million

:13:23.:13:26.

visitor attraction would contain a rotating pod that can hold 50

:13:26.:13:27.

people. London, Blackpool, Portsmouth, now

:13:27.:13:31.

Weymouth could have its own sky high view. Not quite the CN tower,

:13:31.:13:35.

but our passion for looking at the world from way up above only seems

:13:35.:13:42.

to have grown since the invention of the lift. Part of the idea is to

:13:42.:13:48.

try to make his peer more attractive. It will rise about 170

:13:48.:13:52.

ft up into the air. Visitors will be able to climb into a class pot

:13:52.:13:56.

which will then make its way to the top from where they will be able to

:13:56.:14:00.

fully appreciate this stretch of the Dorset coast. Weymouth sits

:14:00.:14:04.

between rolling countryside and rolling seas. It's hoped the offer

:14:04.:14:11.

of a new perspective will bring in more tourists. I come from near

:14:11.:14:15.

Portsmouth and spinnaker towers much more attractive than that.

:14:15.:14:19.

is something new and it is a bit of a legacy, you could come back year

:14:19.:14:24.

after year. There are a lot of attractions here so there's a lot

:14:24.:14:27.

of competition, so I'm not sure there will be a queue of people go

:14:27.:14:31.

in there. The company which owns the Sea Life Park has put forward

:14:31.:14:35.

the plans to the borough council. The attraction isn't being built

:14:35.:14:39.

for the Olympics, but if it's completed in time, the owners know

:14:39.:14:47.

the world will be tuning in. We are very spring's company in leisure

:14:47.:14:50.

attractions and these expenses and we can build it in time for the

:14:50.:14:54.

Olympics. We are very confident we will have a ready for July and will

:14:54.:14:58.

be operational for the Olympics. Whatever you may think of it, this

:14:58.:15:01.

is a major addition to Weymouth's skyline and a major departure for a

:15:01.:15:07.

seaside resort trying to rebrand itself for the 21st century.

:15:07.:15:10.

Two men have been arrested on suspicion of trying to steal metal

:15:10.:15:14.

from the roof of the old Tiverton Hospital. Around 10 officers

:15:14.:15:17.

supported by a police dog and the force helicopter contained the area

:15:17.:15:21.

before moving in to make the arrests. A 30-year-old from

:15:21.:15:23.

Crediton and a 19-year-old from Cullompton have been released on

:15:24.:15:26.

bail. Exeter-based Flybe has announced 24

:15:26.:15:29.

regional routes within Finland after its joint acquisition with

:15:29.:15:33.

Finnair of Finnish Commuter Airlines. Flybe is already Europe's

:15:33.:15:37.

largest regional airline. The new routes feature a choice of up to

:15:37.:15:42.

416 flights a week. Plymouth's ice rink is to remain

:15:42.:15:46.

open for at least another year. The city council says 800,000 is to be

:15:46.:15:51.

used to keep the site at Plymouth Pavillions open, securing many jobs.

:15:51.:15:54.

Plymouth yachtsman Conrad Humphreys has ranked as the number two Brit

:15:54.:15:56.

to complete the single-handed Solitaire de Figaro race, after

:15:56.:16:00.

crossing the finish line in Normandy. He was one of 47

:16:00.:16:03.

competitors to take part in the four-legged race, which covers more

:16:03.:16:06.

than 1,600 nautical miles, crossing some of the busiest shipping lanes

:16:06.:16:12.

in the world. He finished in 30th place overall.

:16:12.:16:15.

Back now to our top story, tonight's big cup game between

:16:15.:16:18.

Exeter City and former European champions Liverpool. The match is

:16:18.:16:23.

being played in front of a 9,000 sell-out crowd at St James Park.

:16:23.:16:29.

Live now to our sports reporter, Dave Gibbins.

:16:29.:16:35.

St James Park has been a hive of activity all day. And kick off is

:16:35.:16:41.

now less than an hour away. Such was the demand for tickets that not

:16:41.:16:51.

everyone who wanted one was able to get one. Liverpool are the biggest

:16:51.:16:54.

club left in the competition, so a win for Exeter tonight would very

:16:54.:17:01.

much be a giant killing. Hamish Marshall looks ahead.

:17:01.:17:06.

They have been preparing inside the ground - and outside too. Tina

:17:06.:17:11.

Mallett has the best free view of the action in Exeter. Her house is

:17:11.:17:15.

behind one of the goals with a clear view of the ground. When the

:17:15.:17:18.

draw was made she suddenly became very popular with friends and

:17:18.:17:25.

family. People come out and stand on my steps outside as well. Could

:17:25.:17:30.

it mind as long as there is no problems and no trouble. There will

:17:30.:17:35.

not be any spaces tonight. They will not be, no! It is could be a

:17:35.:17:40.

full house. The win over Yeovil to get here was Exeter's first in this

:17:40.:17:43.

competition for 18 years. Liverpool were knocked out by Northampton at

:17:43.:17:49.

this stage last year, so could lightning strike twice? There are

:17:49.:17:54.

not in Europe for this year saw think it will bring a strong team.

:17:54.:17:57.

They are could black players and they want to play first-team

:17:57.:18:03.

football, so whoever they play, the first team or the younger players,

:18:03.:18:06.

it will be a tough test. Exeter haven't beaten Liverpool in four

:18:06.:18:10.

previous attempts. Their last meeting was 30 years ago. Nicky

:18:10.:18:14.

Holland was a 15-year-old standing on the terraces then. Despite a

:18:14.:18:17.

heavy defeat with Kenny Dalglish, now the Liverpool manager, scoring,

:18:17.:18:24.

she has fond memories. Just to go and see them because of that time

:18:24.:18:29.

Exeter were doing quite well, but we were Division Three, and be up

:18:29.:18:34.

close to these top-class players was awe-inspiring. Far more people

:18:34.:18:38.

wanted tickets for tonight's end and were able to get them. But for

:18:38.:18:42.

those who are coming to the ground, they have made the end to say at

:18:42.:18:50.

the end of the night, I was there when. You never know!

:18:50.:18:56.

Less than an hour to go now before kick-off. Joining me on the

:18:56.:19:02.

touchline is the senior commercial manager, Mark Jenkins. This must be

:19:02.:19:06.

a dream come true for you, drawing Liverpool in the second round of

:19:06.:19:11.

the national cup competition. How easy has it been for you? Very easy,

:19:11.:19:16.

which is great obviously for the club and the commercial team.

:19:16.:19:19.

Phones were going straight after the draw a week last Thursday,

:19:19.:19:24.

people asking for sponsorship opportunities, hospitality and then

:19:24.:19:29.

of the stick he melts came in the next day. We could have sold it for,

:19:29.:19:35.

five, 10 times over, to sponsorship and hospitality. For the commercial

:19:35.:19:40.

team it is a dream to have a team like Liverpool. It is a shame we

:19:40.:19:44.

could not have them every year. That is what this brings to this

:19:44.:19:51.

club. What does it mean, Liverpool were rife, often narrow go with

familiar places -- faces in that squad. What does it mean to a club

:20:02.:20:07.

like Exeter? Revenue is probably the key to everything, for a club

:20:07.:20:13.

of our size. It is hard to imagine a club like ours playing Liverpool.

:20:13.:20:17.

Russ, it is the fans who support the club through thick and thin. We

:20:17.:20:23.

know it is a bit of the pay back. And to our sponsors. The climate is

:20:23.:20:27.

tight, there is not load of money in Devon, in particular, and does a

bit of a pay back two of sponsors. They have supported us through

:20:32.:20:36.

thick and thin, we know we have had some great seasons recently, so it

:20:36.:20:40.

is great for everyone. I think you are sold every advertising space

:20:40.:20:44.

there was available. Thanks for joining us.

:20:44.:20:49.

Remember, if you cannot watch the game, you can listen to it on BBC

:20:49.:20:59.

Radio Devon. It is on from seven a 5pm.

:20:59.:21:05.

How long to kick-off now, Dave? You worried cheeky Charlie! 51 minutes.

:21:06.:21:12.

Marvellous. For many years thousands of people

:21:12.:21:15.

have enjoyed the spectacular displays at Airday at RNAS Culdrose.

It's a chance to step into the world of the Royal Navy's flying

:21:23.:21:26.

features of the past here in the South West, two little boys show us

you tell me, please? It is used in the Royal Navy and the Fleet Air on

gadgets here, on there? -- aren't Those more speed than the remark

:22:59.:23:09.
:23:09.:23:19.

I wonder if those two little boys still go to Culdrose Airday now?!

:23:19.:23:25.

They certainly enjoyed their insolent! Time for the weather

forecast. It still feels really close outside, it is still quite

:23:30.:23:35.

warm. It is, but it cools down into the weekend, but it looks like the

:23:35.:23:44.

weather will improve for Bank For the rest of this week it

:23:44.:23:49.

remains generally unsettled. Sunshine and showers just about

covers that although now there is a lot more cloud coming in to give a

line of more persistent rain. It shows up on the satellite picture.

evening and overnight. We are back to square one tomorrow with the

:24:07.:24:12.

risk of showers, some of them heavy, and the same area of low pressure

:24:12.:24:16.

is just a bit closer by the time we get a lunchtime on Friday, which

:24:16.:24:21.

means less breeze and slower moving showers. Let us look at the detail

:24:21.:24:26.

we have seen so far today. The lump of cloud has been spilling up from

:24:26.:24:29.

the south-west and there will give more persistent rain later on this

:24:29.:24:34.

evening. Further west in Cornwall, there was some fine weather today,

:24:34.:24:39.

a bit of sunshine to enjoy. There has been the risk of a shower

:24:39.:24:42.

throughout the day to day across parts of Cornwall but many of us

:24:42.:24:52.
:24:52.:24:52.

have got away with some dry weather. We are going to see some more of

:24:52.:24:56.

those showers this evening, not just for Cornwall, but across the

:24:56.:25:00.

rest of the South West. A similar picture tomorrow morning for a good

:25:00.:25:05.

part of the region because we will wake up to a bright start. But this

:25:05.:25:09.

evening the slump of cloud and rain could cause a few problems for the

:25:09.:25:19.
:25:19.:25:20.

football match at Exeter. There is a chance of some outbreaks of rain.

:25:20.:25:25.

The detail for this evening and tonight shows a line of rain and

:25:25.:25:27.

the Gillick triangle illustrating that they could be, for a time,

:25:27.:25:33.

some heavier bursts of rain across Dorset and up into parts of

:25:33.:25:39.

Somerset. Later on, at some clear sky developing and dry into the

:25:39.:25:43.

:25:43.:25:48.

down to 10 or 11 degrees. Tomorrow we have the risk of showers through

:25:48.:25:52.

the morning but perhaps it becomes higher through the day as the show

:25:52.:25:57.

has become more widespread. In between the showers, hopefully a

:25:57.:26:01.

bit of sunshine. Wins from the south or south-west and

:26:01.:26:08.

temperatures can pick up to 18 or possibly 19 degrees. Most of the

Saturdays. And a little bit coup love, especially during the evening.

:27:21.:27:25.

But on Sunday and on Monday a ridge of high pressure comes in and a bit
