Nine long years. A father describes the agonising wait for the inquest | :00:12. | :00:21.
into his son's death. Do not have to go through what I have been | :00:21. | :00:29.
through. Good evening. The death of Mr Pullman's son was a complex case, | :00:29. | :00:34.
but there are calls for the processes to be improved. | :00:34. | :00:37.
Also tonight. Subjected to cyber bullying. One victim's experience | :00:38. | :00:40.
at the hands of a locally produced gossip website. | :00:40. | :00:43.
Trying to prevent more deaths. The vicar throwing open his doors to | :00:43. | :00:53.
the homeless. Did they want to very another | :00:53. | :00:59.
homeless man, or should we take the risks of opening up the church? | :00:59. | :01:07.
And come to Mummy. The abandoned penguin being reared by hand. | :01:07. | :01:10.
A grieving father has made a tearful plea for reform of the | :01:10. | :01:13.
inquest system after having to wait almost nine years for a full | :01:13. | :01:16.
hearing into how his son died. Roger Pullman, who's from Ottery St | :01:16. | :01:19.
Mary in east Devon, said the delay had been heartbreaking. His 11- | :01:19. | :01:25.
year-old son Adrian died in 2003. The case has been taken up by | :01:25. | :01:28.
campaigners who want improvements in the way coroners courts operate. | :01:28. | :01:30.
Our home affairs correspondent Simon Hall joins us from Devon | :01:30. | :01:33.
County Hall in Exeter, where the inquest into Adrian's death is | :01:33. | :01:42.
being held. This is a concern we have seen time | :01:42. | :01:47.
and again across the country. Bereaved families having to wait | :01:47. | :01:50.
for months or even years for an inquest to be held. We have seen it | :01:51. | :01:57.
again here today and the emotion that that entails. We have seen | :01:57. | :02:01.
tears in the inquest chamber. Adrian Pullman died almost nine | :02:01. | :02:05.
years ago. Yet all made today is the full inquest into his death | :02:05. | :02:11.
beginning, a delay that has caused great distress. Terrible, | :02:11. | :02:18.
heartbreaking, just did not know who to turn to. Did not know who to | :02:18. | :02:27.
go to ask for help. But hopefully, things are on the change now. | :02:27. | :02:35.
How important is the inquest of finally being held it to you? | :02:35. | :02:39.
important. Hopefully, I can put things behind me and move on with | :02:39. | :02:47.
my life. Adrian was found in a swimming pool in a respite care | :02:47. | :02:54.
home. He had learning difficulties and had drowned after suffering a | :02:54. | :03:02.
fit. The coroner, Dr Elizabeth Earland, had said the inquest was | :03:02. | :03:07.
delayed because of difficult circumstances. It is shocking it | :03:07. | :03:11.
has taken so long to be held. This inquest is only one example that I | :03:11. | :03:18.
have used to press the government to make changes. They finally went | :03:18. | :03:22.
through this year. A I just hope that this never | :03:22. | :03:28.
happens to anybody else. It has been very traumatic for me. I just | :03:28. | :03:31.
hope that other people do not have to go through what I have been | :03:31. | :03:37.
through. The inquest into Adrian a's death is scheduled to last up | :03:37. | :03:44.
to three weeks. They mack was referring to the | :03:44. | :03:54.
:03:54. | :03:57. | ||
setting up of a coroner's office for the country. -- Name the | :03:57. | :04:01.
Government is consulting on what they call a charter to lay down the | :04:01. | :04:06.
minimum standard of service that bereaved families can expect from | :04:06. | :04:13.
their inquest system. A young internet entrepreneur from | :04:13. | :04:15.
Somerset says he regrets not closing down the controversial | :04:16. | :04:18.
gossip website he founded when he had the chance. Ted Nash, who's | :04:18. | :04:21.
since sold Little Gossip, has been speaking to the BBC's Inside Out | :04:22. | :04:28.
programme, along with a victim of cyber bullying. Sam Smith reports. | :04:28. | :04:35.
You have some lessons here... has been an Internet entrepreneur | :04:35. | :04:42.
since he was 12. He develops games for mobile phones. But none of has | :04:42. | :04:48.
ideas have had the impact that the social networking site he founded | :04:48. | :04:55.
two years ago had. Within days of its launch, the site was full of | :04:55. | :05:00.
anonymous and abusive posters. Unable to keep them in check, he | :05:00. | :05:10.
sold the site for just $50. didn't sell it for financial gain. | :05:10. | :05:14.
I sold it to get rid of it. Why did you not just close it down? That | :05:14. | :05:22.
was a mistake and I am sorry for that. I set up the site with good | :05:22. | :05:26.
intentions and I should have just shut it down when I knew that it | :05:26. | :05:36.
:05:36. | :05:43. | ||
was spiralling out of control. Bianca Coughlin was in her second | :05:43. | :05:48.
year at Exeter University when she discovered she was on Little Gossip. | :05:48. | :05:51.
It was referring to my reputation and how promiscuous I had been, | :05:51. | :05:54.
which I hadn't! It wasn't very flattering. It must have seemed | :05:54. | :05:57.
like a private joke to the people who posted about their friends, but | :05:57. | :06:00.
it would not be funny for parents or an employer. The posting was | :06:00. | :06:03.
eventually removed but Little Gossip, which operates in more than | :06:03. | :06:06.
50 countries, is still rife with abuse posted by anonymous users. | :06:06. | :06:12.
you are a victim of that on minor abuse, it is more difficult to get | :06:12. | :06:15.
the course and to get closure because you do not know who is | :06:15. | :06:22.
making those comments. Ted is now working on ideas to combat cyber | :06:22. | :06:31.
bullying. Earlier I was joined by Dr Shirley | :06:31. | :06:33.
Atkinson, lecturer and E-safety researcher at Plymouth University, | :06:33. | :06:36.
and Professor Andy Phippen, whose recent study looked into the online | :06:36. | :06:39.
bullying of teachers. I started by asking him how common cyber | :06:39. | :06:43.
bullying is. It is extremely common. Every | :06:43. | :06:53.
school in the region has experience of it. Bullying goes on within all | :06:53. | :07:03.
:07:03. | :07:03. | ||
sectors. The anonymity seems to be the problem. Absolutely. The Prasad | :07:03. | :07:08.
of anonymity. You do not see the impact of what you are saying and | :07:08. | :07:17.
doing. You do not see the impact on mind so you keep going. For me, | :07:17. | :07:23.
teaching students who are going to beat computing professionals, it is | :07:23. | :07:27.
being aware of the behaviour that can happen. Taking steps to | :07:27. | :07:33.
actually put a face up to the programmes of they are creating. | :07:33. | :07:38.
The Internet can be marvellous. It would be ashamed to frighten people | :07:38. | :07:48.
from using it. Exactly. We have to get that balance right. We need | :07:48. | :07:52.
that awareness. We need education and we need to change behaviour, | :07:52. | :07:56.
but we also need to keep embracing all the good things that technology | :07:56. | :08:03.
brings. Who is regulating these sites? Regulation is extremely | :08:03. | :08:11.
difficult. I have many conversations with government | :08:11. | :08:20.
people, but there is nothing you can really do if it goes offshore. | :08:20. | :08:24.
You just have to make it clear to people what action will be taking | :08:24. | :08:30.
if you make these kind of posts. Also help people who are feeling of | :08:30. | :08:38.
victimised and to feel they have no one to turn to. Tell us about what | :08:38. | :08:42.
is at ring tomorrow at Plymouth University. We have a variety of | :08:42. | :08:48.
activities. We are joining up with their City Council. We have got | :08:48. | :08:55.
activities aimed at all ages to promote safety on line. Young | :08:55. | :08:59.
children in the morning. We have got activities in the afternoon | :08:59. | :09:03.
aimed at the secondary schools. Thinking about passwords and being | :09:04. | :09:13.
saved online. What about on my help to help me be saved? We are using | :09:13. | :09:17.
the resources from the sea for Internet centre. They are available | :09:17. | :09:27.
:09:27. | :09:33. | ||
online. -- safer. Thank you very much. | :09:33. | :09:38.
You can see more on that on inside out tonight. | :09:38. | :09:41.
Police are investigating the death of a man at Devonport Dockyard. | :09:41. | :09:43.
They say officers were called there yesterday afternoon where the man, | :09:43. | :09:46.
a 53-year-old who was working on dockside equipment, had collapsed | :09:46. | :09:48.
and died. Plymouth Hospitals NHS Trust has | :09:48. | :09:51.
issued a public apology to a pensioner from Bodmin who's had | :09:51. | :09:54.
heart surgery at Derriford cancelled three times in the last | :09:54. | :10:01.
month. The trust blames a shortage of cardiac intensive care beds. | :10:01. | :10:03.
Anti-capitalist protesters in Exeter are continuing to leave the | :10:03. | :10:06.
city's Cathedral Green, just hours before they face court action to | :10:06. | :10:09.
evict them. The campaigners are dismantling the campsite and moving | :10:09. | :10:12.
into empty premises nearby. But it's likely they will be forced | :10:12. | :10:20.
to move on again. Spotlight's Amy Cole has the latest. | :10:20. | :10:26.
A movement that for some has tested the patience of democracy. For 12 | :10:26. | :10:32.
weeks, Occupy Exeter has been on Cathedral Green, camping. But there | :10:32. | :10:40.
have been problems. They have now moved into a new building. This | :10:40. | :10:45.
building was derelict. Let's see how they are getting on here. | :10:46. | :10:52.
I am only allowed into this room. The occupation of clownish shows me | :10:52. | :10:58.
around. He says the occupation is a place where they can feel safe and | :10:58. | :11:03.
where they can contribute. We need a harbour where we can really start | :11:03. | :11:11.
to get organised. We need a place where they can really start to get | :11:11. | :11:18.
organised. You are still dressed as a clown, will people take you | :11:18. | :11:26.
seriously? They will do. They diocese it will seek a possession | :11:26. | :11:32.
order tomorrow to remove any remaining protesters from the site. | :11:32. | :11:38.
The landlord of their new dwelling is also planning to go to court to | :11:38. | :11:44.
evict them. As for the mess that has been left behind... | :11:44. | :11:50.
We are going to put new grass down clear away the rubbish. We are all | :11:50. | :11:55.
glad that the camp is moving on but the issue will remain and we, as | :11:55. | :11:59.
the Church, along with the council would do our best to work with | :11:59. | :12:03.
people to address some of those issues in the future. But what do | :12:03. | :12:09.
the public think of it all? Carry on as long as possible. They could | :12:09. | :12:14.
have read their aims a bit clearer. I think we are getting fed up with | :12:14. | :12:21.
seeing them. The very essence of Occupy Exeter means that the | :12:21. | :12:25.
movement is always prone to being evicted. Nevertheless, protesters | :12:25. | :12:34.
say they will continue to fight on. The cold is being blamed for | :12:34. | :12:37.
thousands of extra deaths in the south west. There were 2,200 during | :12:37. | :12:40.
last winter. As temperatures fall, older people are at risk of lung | :12:40. | :12:42.
diseases and hypothermia. Police are hunting a man who robbed | :12:42. | :12:45.
a supermarket in Redruth at knifepoint. The man threatened a | :12:45. | :12:48.
female member of staff at the Iceland store in Fore Street before | :12:48. | :12:51.
escaping with cash. He's in his 20s, around six feet tall and of medium | :12:51. | :12:59.
build. A priest in Cornwall is letting | :12:59. | :13:02.
homeless people sleep in a church overnight during the cold weather. | :13:02. | :13:05.
The doors of St Columb Minor church near Newquay opened following the | :13:05. | :13:08.
deaths of several rough sleepers on the resort's streets in 2011. | :13:08. | :13:18.
:13:18. | :13:21. | ||
Spotlight's John Henderson has the story. Getting ready for bed. | :13:21. | :13:25.
This out of work chef broke up with his girlfriend and ended up on the | :13:25. | :13:29.
street. He has slept in all sorts of places, like a skip. Now he is | :13:29. | :13:32.
bedding down in a church near Newquay. It is just an unlucky | :13:32. | :13:35.
situation. But I'm very grateful to this guy giving us a place in the | :13:35. | :13:45.
:13:45. | :13:48. | ||
Church. I heard on the street that there was a space in the church so | :13:48. | :13:52.
I have just come down. It's been all right. It is thought that 800 | :13:52. | :13:55.
people died in the resort last year. That, coupled with the recent cold | :13:55. | :13:58.
weather, has left the priest of this church with no choice. I had | :13:58. | :14:01.
to weigh up, did I want to be burying another homeless man that | :14:01. | :14:05.
died on the streets of Newquay, or would I rather take the risks that | :14:05. | :14:08.
are inherent in opening up the church just for the coldest period | :14:08. | :14:14.
of time? That is all it is. There are rules. Drinking and smoking are | :14:14. | :14:20.
banned. Those who stay have to be out by eight in the morning. A pub | :14:20. | :14:28.
across the road lets people use an outside toilet at night. How warm | :14:28. | :14:35.
is it here? It's better than outside. We are grateful. David is | :14:35. | :14:37.
an alcohol dependent, former soldier trying to piece his life | :14:37. | :14:44.
back together. For him, over nighting at the Church rather than | :14:44. | :14:50.
sleeping rough is a godsend. It's better than being on the street. | :14:50. | :14:53.
When you're on the street, there are people that will burn your | :14:53. | :14:57.
sleeping bags, kick your head in. So far, 23 people have slept in the | :14:57. | :15:03.
church. Seven in one night. The man behind it says it is a temporary | :15:03. | :15:07.
measure because there is nothing else in Newquay. We are doing what | :15:07. | :15:16.
we can. If it goes pear-shaped, it would not be pleasant. On the other | :15:16. | :15:20.
hand, if we send them out in this weather, it is more likely to go | :15:20. | :15:24.
pear-shaped. And that isn't right. So for a little longer at least, | :15:24. | :15:30.
the house of God is offering the house of God is offering | :15:30. | :15:40.
:15:40. | :15:46. | ||
It is time for the sport. Natalie is here with an update. | :15:46. | :15:51.
Plymouth Raiders have continued their great form, winning their | :15:51. | :15:55.
second Cup Final place in the season. They needed overtime to dot | :15:55. | :16:01.
the meat -- Milton Keynes Lions. Plymouth fans don't have it easy. | :16:01. | :16:05.
With less than a few minutes to go, the Plymouth Raiders were six | :16:05. | :16:13.
points down. But then they rang for star player, Jeremy Bell. He gave | :16:13. | :16:19.
three throws, but with second look -- seconds left, Plymouth gave away | :16:19. | :16:26.
a foul of their own. After Crawford missed the first, Gavin Love could | :16:26. | :16:31.
barely watch. But after Crawford missed his second, Bell sprinted | :16:31. | :16:36.
the length of the court and scored another, to send the crowd into | :16:36. | :16:41.
raptures. Then Plymouth never looked back as they set about | :16:41. | :16:48.
ravaging the Lions and getting a two-point win on aggregates. I am | :16:48. | :16:55.
ecstatic. Milton Keynes played great. All weekend. We came out on | :16:55. | :16:59.
top. But Sir Plymouth are through to their second Cup Final of the | :16:59. | :17:04.
season and are likely to face the side that beat them in the first - | :17:04. | :17:09.
Newcastle Eagles. That will be later this year. | :17:09. | :17:13.
Plymouth Argyle are investigating complaints of racist remarks made | :17:13. | :17:19.
by a section of the crowd Mac -- the Home Park crowd. The Essex club | :17:19. | :17:24.
say they will support Argyle in their inquiries. After Yeovil | :17:24. | :17:30.
Town's narrow defeat at Sheffield Wednesday, we have this report. | :17:30. | :17:37.
A number of complaints had been received after crowd shouting. | :17:37. | :17:42.
Neither Southend nor any of their players had put in any complaint | :17:42. | :17:45.
but will act appropriately when the findings are known. The football | :17:45. | :17:54.
itself saw stirring comebacks by the Pilgrims. The team raced into a | :17:54. | :18:03.
two-goal lead. But in an astonishing last five minutes, | :18:03. | :18:09.
McDonald rescued a point for the hosts. He was on loan from Burnley. | :18:09. | :18:14.
Numerous times, we have come back late, and again today. I am pleased | :18:14. | :18:18.
for the players because they have worked their socks off. It was a | :18:18. | :18:22.
case of keeping up with the Johnsons, when Yeovil Town should | :18:22. | :18:31.
have put the game out of sight in the first half. Parrott and | :18:31. | :18:41.
Williams messed up a first chance. Later, they break through. The | :18:41. | :18:45.
Johnsons made Yeovil Town pay for their profligacy. | :18:45. | :18:50.
The Exeter Chiefs were the only of our top rugby sides not to have a | :18:50. | :18:57.
game called off because of the weather. They conceded four tries | :18:57. | :19:01.
in the LV Anglo-Welsh Cup as they lost 31-3. Even a win would not | :19:02. | :19:05.
have been enough for them to reach the knockout stages. | :19:05. | :19:11.
And many congratulations to Gavin Cattle. He will be an Olympic Torch | :19:11. | :19:15.
bearer in May. He says he is delighted to have been given the | :19:15. | :19:19.
honour and says he does not know which part of the route he will be | :19:19. | :19:24.
on but it will be in Cornwall. It is time to put on your trainers, | :19:24. | :19:32.
go running and get going for charity. Plenty of events are going | :19:32. | :19:36.
on right around the south-west for Sport Relief. You just have to | :19:36. | :19:41.
decide whether you want to run one, three or six miles. Then go to the | :19:42. | :19:47.
website and find out why you can go. The runs are taking place on 25th | :19:47. | :19:51.
March. And if you are doing something a bit different, let us | :19:51. | :19:56.
know so we can spread the word. Send us an email, and don't forget, | :19:56. | :20:04.
late kick-off is back tonight at 11:05pm on BBC One. | :20:04. | :20:07.
Preparations are underway across the region to mark a major | :20:07. | :20:12.
milestone in Britain's history. On this day 60 years ago, King George | :20:12. | :20:16.
VI died and Princess Elizabeth became Queen. Thousands are | :20:16. | :20:20.
expected to be involved in a series of celebrations to mark the Queen's | :20:20. | :20:28.
Diamond Jubilee later this year. It is with the greatest sorrow we | :20:28. | :20:33.
make the following announcement. It was announced from Sandringham at | :20:33. | :20:39.
10:45am today, Fabrice 6th 1952, the king who returned to rest last | :20:39. | :20:45.
night in his usual place passed peacefully away in his lead. Geary | :20:45. | :20:49.
Skinner, who lives in Cornwall, remembers hearing that broadcast | :20:49. | :20:55.
when he was eight young trooper in the lifeguards. That solemn voice | :20:55. | :21:00.
came over about the king dying in his sleep, and of course, I quickly | :21:01. | :21:04.
finished getting into my working kit, ran down the stairs into the | :21:04. | :21:09.
stable shouting, the king is dead! The king is dead! When I joined, I | :21:09. | :21:15.
was wearing this badge, and of course, as soon as he died, at the | :21:15. | :21:23.
next thing is, we were given these badges. It was as quick as that. | :21:23. | :21:28.
Although today is the 60th anniversary of the Queen's | :21:28. | :21:31.
accession, most Diamond Jubilee celebrations will be in June. His | :21:31. | :21:36.
Cornish business is busy making souvenir mugs, and many will be | :21:36. | :21:41.
given to school children. Along the coast of the south-west, a line of | :21:42. | :21:45.
beacons will be let and street parties will be expected to toast | :21:45. | :21:49.
the anniversary, the Cornwall Council has only received three | :21:49. | :21:56.
applications so far. Keepers at his or logical part in | :21:56. | :22:02.
Torquay are having to take on the role of parents for two baby | :22:02. | :22:05.
penguins after one became ill and the other was abandoned before it | :22:05. | :22:10.
was hatched. They are now being fed by hand, but, as we discovered, | :22:10. | :22:16.
they don't like to be watched. This is Penguin baby food. | :22:16. | :22:23.
Liquidised heroin and spats. Just the thing for a growing chick. I am | :22:23. | :22:30.
told they usually will fit down. But not this time. Somebody is a | :22:30. | :22:35.
little camera-shy! Maybe I would have more luck observing the | :22:35. | :22:40.
slightly older Penguin. No. It seems he is not hungry either. Up | :22:40. | :22:46.
playing mum for the chicks doesn't happen too often. They breed really | :22:46. | :22:51.
well. In eight years that I have worked here, it is only a handful | :22:51. | :22:56.
of times I have had to step in. They are normally all rearing their | :22:56. | :23:01.
own. The chicks come from a colony of African penguins that live on | :23:01. | :23:05.
this artificial beach. One was half the size of his siblings and needed | :23:05. | :23:10.
treatment for an illness. The other was abandoned before even hatching. | :23:10. | :23:16.
He hatched and you can see he is 24 days of today. He is growing and | :23:16. | :23:23.
doing really well. But how do you integrate hand-a weird penguins? | :23:23. | :23:28.
make Penguin noises so that they know and we introduce them into the | :23:28. | :23:32.
grip slowly so he knows what he is. All being well, both chicks will be | :23:32. | :23:37.
joining this lot on the beach in a few months. And as it is a tourist | :23:37. | :23:41.
attraction, they had better get used to being looked at! | :23:41. | :23:47.
I don't blame them! I wouldn't want hundreds of thousands of people on | :23:47. | :23:54.
television watching me! Not quite so cold now to start this | :23:54. | :23:59.
week? It is milder but the cold a is | :23:59. | :24:04.
coming back towards us. It is mild and damp this evening. We have | :24:04. | :24:09.
patchy rain over the south-west and later on, that will clear our way. | :24:09. | :24:14.
Mostly, we are looking at a dry story, mostly cloudy and getting | :24:14. | :24:20.
colder. Temperatures back down to four degrees, so the cold is never | :24:20. | :24:24.
too far away for the week ahead. Let's look at the big satellite | :24:24. | :24:30.
picture. This cloud is not making much progress towards us. But there | :24:30. | :24:35.
is thick enough cloud from an old weather system, giving some patchy | :24:35. | :24:39.
drizzle. That will push back westwards over the next few days as | :24:39. | :24:44.
high pressure comes in from the East. By lunchtime on Wednesday, we | :24:44. | :24:49.
have a ridge of high pressure over most of Britain. That will draw in | :24:49. | :24:55.
the cold, dry air. The air is not dry tonight and is, in fact, fit | :24:55. | :25:04.
enough to give us some patchy rain. -- thick enough. In Cornwall, there | :25:04. | :25:10.
was some brightness in the sky. Dry and quiet, the story for this part | :25:10. | :25:14.
of Cornwall. Further east, a bit more in the way of cloud from time | :25:15. | :25:23.
to time, but still dry. Not a bad few of Torbay, where the sea is | :25:23. | :25:28.
quite calm. It is nice to see those conditions out at sea and on our | :25:28. | :25:33.
beaches. Tonight, we will see the cloud giving outbreaks of light | :25:33. | :25:39.
rain or drizzle, gradually petering out tonight. As it dies away, we | :25:39. | :25:43.
will see the skies begin to clear. It will turn misty and we will see | :25:43. | :25:47.
the temperatures getting close to freezing, so the possibility of | :25:47. | :25:51.
some ice, particularly where we have had splashes of rain. And | :25:51. | :25:56.
temperatures across parts of Somerset and the high ground over | :25:56. | :26:02.
the moor ofs will be down to -2. Fog for tomorrow morning and we | :26:02. | :26:09.
should see some sunny spells. Brighter skies developing elsewhere. | :26:09. | :26:14.
In the sunshine, not that much warmer. The cold air is seeping in | :26:14. | :26:18.
from the East through the day, so the lowest temperatures across | :26:18. | :26:23.
Somerset and Dorset. We hold on to a touch of warmth in the west of | :26:23. | :26:29.
Cornwall, with eight degrees. For the Isles of Scilly, some early | :26:29. | :26:33.
showers clearing out of the way. Quite a lot of cloud of round in | :26:33. | :26:43.
:26:43. | :26:44. | ||
the day. These are the high water Not a great deal for hours surfers | :26:44. | :26:51.
this week. The breeze will be freshening through the day. It is | :26:51. | :26:55.
coming from the East becoming south-easterly, up to a force three | :26:55. | :27:05.
or four. Mainly fair conditions with generally good visibility. The | :27:05. | :27:09.
outlook through to the weekend, and on Wednesday, some bright, dry | :27:09. | :27:14.
weather. A cold start with most of us below freezing, possibly as low | :27:15. | :27:20.
as -4. Frost into Thursday and the end of the week is rather cloudy | :27:20. | :27:25.
and cold, and with gentle south- easterly winds. | :27:25. | :27:32. |
