cuts will be made. Cornwall council's and so a real | :01:22. | :01:26. | |

economy, such as the bursaries for students and a plan to build new | :01:36. | :01:46. | |

in any services. We have not closed any libraries. This is a Budget | :02:02. | :02:08. | |
that lets us look at some growth. You call it reductions. Your | :02:08. | :02:12. | |
opposition called it cuts. Whatever we decide to call it, �40 million | :02:12. | :02:18. | |
is gone from the Budget. Where will it be? It is not being done by | :02:18. | :02:23. | |
cutting services, it is done by doing things do for me. We are | :02:23. | :02:29. | |
looking at different ways to do things. We are procuring much more | :02:29. | :02:34. | |
smartly and buying more for less. It is about how you do business not | :02:34. | :02:38. | |
what you do. But other opposition councillors said they wanted more | :02:38. | :02:44. | |
clarity. What is wrong with it is the lack of detail. People are | :02:44. | :02:49. | |
paying for everything. They need to know what they are going to have | :02:49. | :02:53. | |
for their council tax money. In the Budget today there was too little | :02:53. | :02:58. | |
detail. We do not know what the future for hour bus network is. We | :02:58. | :03:05. | |
could lose half the but -- bus routes. It is more a budget of | :03:05. | :03:11. | |
questions than answers, unfortunately. In the event that | :03:11. | :03:20. | |
councillors voted to the Budget, it is frozen for the next year. The | :03:20. | :03:26. | |

annual budgets, Cornwall council can turn around to its electric and | :03:57. | :04:02. | |
say that they are not announcing any new cuts -- its electorate and | :04:02. | :04:11. | |
say that they are and not Cornwall has also gone for a | :04:11. | :04:15. | |
council tax freeze, but how are they affording it? | :04:15. | :04:21. | |
The council's officers warned members that they face a �20 | :04:21. | :04:27. | |
million black hole if they went for a freeze. The council has said that | :04:27. | :04:34. | |
it has managed to make an unexplained income that have loved | :04:34. | :04:40. | |
them with �7 million in reserve -- that has left them with �7 million | :04:40. | :04:47. | |
in reserve. �5 million comes from something called a new homes bonus. | :04:47. | :04:52. | |
It is not ring fence. Counsellors can do anything they like with it. | :04:53. | :04:57. | |
But a lot of people think the money should be put back into new housing | :04:57. | :05:01. | |
rather than plugging holes in the general budget. That is something I | :05:01. | :05:07. | |

Millions of pounds is being offered to employers to help young | :05:10. | :05:13. | |
unemployed people in the South West get jobs. The Government scheme is | :05:13. | :05:15. | |
aimed at those with poor qualifications, but one Devon | :05:15. | :05:17. | |
employer has told Spotlight he is struggling to fill graduate | :05:17. | :05:27. | |

it has been looking for three people to join its graduate trainee | :06:40. | :06:45. | |
programme. In six months, the firm has actually had 35 applications | :06:45. | :06:54. | |
for jobs that can pay up to �18,000. All we are looking for is people | :06:54. | :06:58. | |
