controversial incinerator planned for Cornwall have been told by the | :03:30. | :03:34. | |
Court of Appeal tonight that they h have to wait a fortnight to find | :03:34. | :03:39. | |
out whether nor it will be built. Last year the high court threw out | :03:39. | :03:46. | |
a Government decision to grant the incinerator. Our correspondent is | :03:46. | :03:53. | |
at the Court of Appeal. Back in the 1990s the Cowen sill decided it was | :03:54. | :04:00. | |
running out of landfill. I decide on a plant near St Dennis. There | :04:00. | :04:05. | |
was an appeal against it. They won their appeal in the courts and | :04:05. | :04:09. | |
there was champagne corks popped. People were happy, diggers were on | :04:09. | :04:13. | |
the site starting to build the road. They had to move away. However, | :04:13. | :04:16. | |
since then, the Secretary of State for local Government and communitys | :04:16. | :04:18. | |
Eric Pickles, has appealed this decision. That is what everyone has | :04:18. | :04:24. | |
been in court talking about today. And what they have been talk about | :04:24. | :04:26. | |
is air quality, now the campaigners say they thought that decision | :04:26. | :04:30. | |

listened to the Environment Agency, they said, that left them at a big | :04:35. | :04:39. | |
disadvantage. We were led to believe the Secretary of State was | :04:39. | :04:43. | |

is a 50-50 chance at the moment. Now they want to build this plant | :05:09. | :05:13. | |

have taken it up as a wonderful symbol because it's a very rare | :05:22. | :05:29. | |
plant, which is threatened by the proposed insi ray for, because the | :05:29. | :05:33. | |
acid emissions from that plant could wipe out 50% of the world | :05:33. | :05:36. | |
population of this rare plant, which has got the highest level of | :05:36. | :05:42. | |
European protection it could have. We spoke to the company after today. | :05:42. | :05:46. | |
They didn't want to be interviewed. They insist as far as they are | :05:46. | :05:50. | |
concerned the energy from waste plant is the solution for Cornwall. | :05:50. | :05:53. | |
A group of tenants in Cornwall say they are being forced into debt in | :05:53. | :05:57. | |
order to pay for heating in their housing association homes. They say | :05:57. | :06:00. | |
a new eco-heating system is inefficient and is costing | :06:00. | :06:06. | |

also paying big bills. When you moved in how much were you told you | :06:54. | :06:59. | |
were going to pay and how much you having to pay with this system? | :06:59. | :07:04. | |
had a letter given to us, which tells us roughly what we would use, | :07:04. | :07:10. | |
in a year. Obviously, adding on normal electrical appliance, we are | :07:10. | :07:16. | |
looking tops about �700 a year. Where it works out at the minute we | :07:16. | :07:19. | |
are putting in near enough � 2,000 a year and more. Do you blame this | :07:19. | :07:25. | |
system? I do, yes. And I know everyone who has it thon estate is | :07:25. | :07:31. | |
in the same boat. The housing sogt association says 28 of the homes in | :07:31. | :07:33. | |
Cornwall have benefited with this system. And they have had | :07:33. | :07:36. | |
complaints from five households they say they are working to find a | :07:36. | :07:42. | |
solution. The system has benefited in many other homes round the | :07:42. | :07:45. | |
countries where householders have reported problems. In Bedfordshire | :07:45. | :07:50. | |
one housing association has been compensating tenants for high bills. | :07:50. | :07:54. | |

problem is resolved. The Dartmoor National Park Authority had left a | :08:03. | :08:06. | |
family in Dunsford astounded after telling they needed planning | :08:06. | :08:09. | |
