The Devon photographer injured and stranded in Syria. His wife is

:00:13.:00:15.

calling on the international community to mount a rescue

:00:15.:00:20.

operation. Good evening. We will be live in Totnes where Paul Conroy's

:00:20.:00:25.

family live. Also tonight, the fight against an incinerator.

:00:25.:00:28.

Campaigners go to the Court of Appeal as the Government tries to

:00:29.:00:33.

overturn a ruling against a scheme at den -- St Dennis. The eco-

:00:33.:00:38.

heating system which tenants say is costing them thousands. And why

:00:38.:00:46.

this children's wendy house has fallen foul of the planning laws.

:00:46.:00:50.

The wife of a Devon photographer injured in Syria is tonight calling

:00:50.:00:54.

on the United Nations to intervene to help rescue her husband from the

:00:54.:00:57.

conflict. Paul Conroy from Totnes was hurt in a mortar tact on

:00:57.:01:00.

Wednesday. Two colleagues, including Sunday Times journalist

:01:00.:01:04.

Marie Colvin were killed in the blast. Mr Conroy's wife is urging

:01:04.:01:09.

the Government to forget protocol and get him to safety we can go

:01:09.:01:15.

live to Totnes and our correspondent Simon Hall. It It is

:01:15.:01:19.

very difficult to read what is going on in Syria. The country is

:01:19.:01:23.

in a state of virtual Civil War. Plus negotiations tend to be

:01:23.:01:27.

conducted quietly behind the scenes. There was a sense of optimism from

:01:27.:01:31.

the French President Sarkozy, and he said it looked like there was

:01:31.:01:35.

potentially a deal in sight to get Paul and tore western journalists

:01:35.:01:42.

out of Homs. Part of the chapel of reflection vun -- reflect hundred

:01:42.:01:46.

at saint pairry's church has been dedicated to Paul Conroy. Prayers

:01:46.:01:51.

were said for him, and his family, at the weekend. We like to think

:01:51.:01:56.

that down through the centuries, St Mary's has been at the heart of the

:01:56.:02:00.

community, so when the community celebrates, we are there with them

:02:00.:02:03.

doing the civic service and when the community or a member of the

:02:03.:02:08.

community is hurting, we want to reach out to support and surround

:02:08.:02:13.

them with love, thoughts, prayers and reflections. Paul's family

:02:13.:02:16.

still haven't spoken to him. They want more action taken to try to

:02:16.:02:21.

get him out of Homs, from the British Government, but also from

:02:21.:02:25.

the United Nations. You know, somehow I am getting through every

:02:25.:02:29.

day, and managing to, you know, wake up in the morning and just

:02:29.:02:35.

brace myself, and just git on with it, and do everyone I can, do these

:02:35.:02:39.

interviews, and keep it up there at the top of the agenda, I know that

:02:39.:02:46.

is one way I can help. I am not feeling too bad, because if anybody

:02:46.:02:53.

can get through it it is my dad. Why is that? He has been too so --

:02:53.:02:58.

been to so many war zones ch I know he can make this one. A special

:02:58.:03:02.

prayer has been written for Paul by a local parishioner. It concludes

:03:02.:03:10.

with the words "Here in Totnes we hold you in our hearts." I spoke to

:03:10.:03:15.

Kate again just a little earlier on, she said she was comforted by the

:03:15.:03:17.

many message of support she had received. She was surround by many

:03:17.:03:22.

friends, she said, which was helping the family to cope. In

:03:22.:03:27.

these so difficult times. Campaigners fighting a

:03:27.:03:30.

controversial incinerator planned for Cornwall have been told by the

:03:30.:03:34.

Court of Appeal tonight that they h have to wait a fortnight to find

:03:34.:03:39.

out whether nor it will be built. Last year the high court threw out

:03:39.:03:46.

a Government decision to grant the incinerator. Our correspondent is

:03:46.:03:53.

at the Court of Appeal. Back in the 1990s the Cowen sill decided it was

:03:54.:04:00.

running out of landfill. I decide on a plant near St Dennis. There

:04:00.:04:05.

was an appeal against it. They won their appeal in the courts and

:04:05.:04:09.

there was champagne corks popped. People were happy, diggers were on

:04:09.:04:13.

the site starting to build the road. They had to move away. However,

:04:13.:04:16.

since then, the Secretary of State for local Government and communitys

:04:16.:04:18.

Eric Pickles, has appealed this decision. That is what everyone has

:04:18.:04:24.

been in court talking about today. And what they have been talk about

:04:24.:04:26.

is air quality, now the campaigners say they thought that decision

:04:26.:04:30.

would be left with picks pi, he would decide it. But in the end he

:04:30.:04:35.

listened to the Environment Agency, they said, that left them at a big

:04:35.:04:39.

disadvantage. We were led to believe the Secretary of State was

:04:39.:04:43.

the competent authority and would have looked at the assessment.

:04:43.:04:48.

you have seen today that turned out to be, he put his trust in the

:04:48.:04:53.

Environment Agency. The appropriate assessment was never done. How do

:04:53.:04:57.

you feel about that? I feel we have a good legal point but as we seen

:04:57.:05:02.

today the legal challenges from both sets of barrister, you know,

:05:02.:05:09.

is a 50-50 chance at the moment. Now they want to build this plant

:05:09.:05:13.

on a important and sensitive site. There is a planned there, a very

:05:13.:05:18.

important plant according to the campaigners. People of St Dennis

:05:18.:05:22.

have taken it up as a wonderful symbol because it's a very rare

:05:22.:05:29.

plant, which is threatened by the proposed insi ray for, because the

:05:29.:05:33.

acid emissions from that plant could wipe out 50% of the world

:05:33.:05:36.

population of this rare plant, which has got the highest level of

:05:36.:05:42.

European protection it could have. We spoke to the company after today.

:05:42.:05:46.

They didn't want to be interviewed. They insist as far as they are

:05:46.:05:50.

concerned the energy from waste plant is the solution for Cornwall.

:05:50.:05:53.

A group of tenants in Cornwall say they are being forced into debt in

:05:53.:05:57.

order to pay for heating in their housing association homes. They say

:05:57.:06:00.

a new eco-heating system is inefficient and is costing

:06:00.:06:06.

thousands of pounds a year to run. Spotlight's Eleanor Parkinson

:06:06.:06:10.

reports. Ja nit moved into her housing association home just under

:06:10.:06:15.

two years ago. Since then she says he has paid out almost 4,000 for

:06:15.:06:19.

electricity. The house is fitted with a specialist exhaust air

:06:19.:06:24.

source heating system. The system is designed to be eco-friendly. But

:06:24.:06:30.

janis says she is selling her possessions, to pay her bills.

:06:30.:06:35.

are constantly watching the meter. I have never put this amount of

:06:35.:06:40.

money on my electric ever. I have never been in debt with my electric

:06:40.:06:44.

board. Since here I am 600 in arrears with them. The problem

:06:44.:06:49.

isn't just confined to number 29. Next door, at number 30, they are

:06:49.:06:54.

also paying big bills. When you moved in how much were you told you

:06:54.:06:59.

were going to pay and how much you having to pay with this system?

:06:59.:07:04.

had a letter given to us, which tells us roughly what we would use,

:07:04.:07:10.

in a year. Obviously, adding on normal electrical appliance, we are

:07:10.:07:16.

looking tops about 700 a year. Where it works out at the minute we

:07:16.:07:19.

are putting in near enough 2,000 a year and more. Do you blame this

:07:19.:07:25.

system? I do, yes. And I know everyone who has it thon estate is

:07:25.:07:31.

in the same boat. The housing sogt association says 28 of the homes in

:07:31.:07:33.

Cornwall have benefited with this system. And they have had

:07:33.:07:36.

complaints from five households they say they are working to find a

:07:36.:07:42.

solution. The system has benefited in many other homes round the

:07:42.:07:45.

countries where householders have reported problems. In Bedfordshire

:07:45.:07:50.

one housing association has been compensating tenants for high bills.

:07:50.:07:54.

Janis says she will monitor her electricity useage daily until the

:07:54.:08:03.

problem is resolved. The Dartmoor National Park Authority had left a

:08:03.:08:06.

family in Dunsford astounded after telling they needed planning

:08:06.:08:09.

permission for their children's Playhouse. The wooden wendy house

:08:09.:08:13.

is on stilts and has has been thatched but the Endacotts have

:08:13.:08:20.

been told they breaks national planning rules. A dream home in the

:08:21.:08:23.

countryside. Chocolate box cot tadge complete with thatch. But

:08:23.:08:28.

grown ups will be dispointed. This is designed for children. This is

:08:28.:08:33.

our Playhouse and it came to us by Father Christmas in lots of pieces

:08:33.:08:39.

sh and it took us about two days to build it, and every one of our

:08:39.:08:44.

family helped build it. My uncle thatched the roof. Despite it not

:08:44.:08:46.

being a real home the Dartmoor National Park Authority says the

:08:46.:08:51.

wendy house needs planning permission. I was really upset. It

:08:51.:08:56.

was an innocent Christmas present for our children, which they adore.

:08:56.:09:00.

Have they given any you any reason they don't like the location?

:09:00.:09:05.

said something to do with it being near the high way but then there is

:09:05.:09:09.

lots of things that are built along the side of the road. I think there

:09:09.:09:14.

is a lot more ugly things round than a little wooden tree house

:09:14.:09:17.

that don't seem to have any problems with, and yet they are

:09:17.:09:22.

pick on us. Just Tyne and Hugh go say they have fixed the Playhouse

:09:22.:09:26.

into the ground to make it stable and positioned it opposite the

:09:26.:09:29.

house so they can keep an eye on their children. They didn't realise

:09:30.:09:33.

because it is elevated fixed and near the road that the parks

:09:33.:09:37.

planning officers might get involved. We are waiting to hear

:09:37.:09:41.

from them. I think they are going to send us alert. They have told us

:09:41.:09:48.

we have to move it. Where is it now where it is sunny. If we moved it

:09:48.:09:52.

to the shade it could be cold and damp and not very nice.

:09:52.:09:54.

Dartmoor National Park Authority say they don't want to make a

:09:54.:09:58.

comment, or issue a statement at this stage, but they do say that

:09:58.:10:00.

the Playhouse does need planning permix, but they are willing to

:10:00.:10:06.

have talks with the family, to discuss a different location. The

:10:06.:10:10.

ed cots are waiting for a leter to find out what they need to do next.

:10:10.:10:15.

The grown ups might have to help the younger workmen if the park

:10:15.:10:22.

authority decides the Playhouse needs to be moved. Lots of comments

:10:22.:10:26.

coming in. Andy thinks it is ridiculous, if it is your land, you

:10:26.:10:30.

should be entitled to do what you want on it within reason. As they

:10:30.:10:34.

are not affecting neighbours, nor is it a huge industrial plant.

:10:34.:10:39.

Peter said the country is in financial chaos, councils are

:10:39.:10:43.

having to cut job, the police are cutting front line officers and

:10:44.:10:47.

Dartmoor National Park Authority is insisting a child's wendy house

:10:47.:10:51.

needs planning consent. Thank you Charles. You said another example

:10:51.:10:55.

of our underemployed public sector workers trying to justify their

:10:55.:11:04.

existence. Thank you for those theatre shows to come to the South

:11:04.:11:06.

West has cancelled its first performance because of technical

:11:06.:11:10.

issues. The new production of the Philip Seymour-Hoffman -- Phantom

:11:10.:11:15.

of the Opera was due preview tonight. The show is being jeever

:11:15.:11:20.

seen by Cameron Mackintosh which also closed its doors on Saturday.

:11:20.:11:21.

Johnny Rutherford has been following developments and is with

:11:22.:11:25.

me now. What has been the problem? It seems to be they have technical

:11:26.:11:29.

issues and they are worried about the safety. It's a big show, with a

:11:29.:11:35.

complicated set. It is a revamp from the 25-year-old phantom show

:11:35.:11:39.

that ran in London. A new set has been designed especially for the

:11:39.:11:42.

tour, and so with that, they are worried about the rehearsal with

:11:42.:11:45.

the cast and it's the first time they have put that together.

:11:45.:11:48.

Cameron Mackintosh is in fact down in the town at the moment, to make

:11:48.:11:52.

sure that the new production which starts before the national tour

:11:52.:11:57.

gets off to a good start. And they have reassured me that tomorrow

:11:57.:12:01.

night will be the opening night. What about people who have paid for

:12:01.:12:06.

tickets for tonight? Yes, of course, lots of people completely upset.

:12:06.:12:10.

The worry there is that it is 1300 seats, have to be found, even

:12:10.:12:13.

though the product sun runs for five-week, all the good seats,

:12:13.:12:17.

pretty much have been sold already. And so they are trying to find what

:12:17.:12:20.

they can in that time. But the theatre has said they will get

:12:20.:12:26.

their money back and in fact anyone who bought tickets on the Saturday

:12:26.:12:29.

rehearsal will get their money back and they are offering for them to

:12:29.:12:32.

come along to a dress rehearsal tomorrow but they have to make sure

:12:32.:12:41.

they get their tickets beforehand. Thank you. The former own our after

:12:41.:12:45.

north Devon animal refuge which folded last year has warned others

:12:45.:12:50.

about the pitfalls of the sanctuary business. Debbie De Ste Croix's

:12:50.:12:56.

animals had to be found new homes after she ran out of money. A cold

:12:56.:12:58.

October morning last year. And koixkoix has been locked out of the

:12:58.:13:06.

farm where she ran the quality of life animal sanctuary. Why are you

:13:06.:13:12.

so incompassionate? I have had sheer hell for the last six week,

:13:13.:13:18.

not knowing if I my animals are dead or alive. She was evicted

:13:18.:13:23.

after falling behind her more imagine but some of the animals are

:13:23.:13:29.

left behind. Five months on Debbie only has her dogs for company. And

:13:29.:13:33.

she has learned tough lessons. Trying not to have negative

:13:34.:13:38.

thoughts, and trying not to but it very difficult not to feel bitter,

:13:38.:13:48.
:13:48.:13:48.

Apology for the loss of subtitles for 47 seconds

:13:48.:14:36.

You can see more on that story on Inside Out tonight.

:14:36.:14:42.

Now it is time for the export and Natalie is here.

:14:42.:14:49.

-- sport. We start with rugby and the Chiefs

:14:49.:14:55.

run of wins come to an end. Plymouth Albion suffered a big blow

:14:55.:15:04.

as they fight for survival. It was hardly vintage stuff at the

:15:04.:15:09.

stadium. This will be play it -- this was the closest they got to a

:15:09.:15:18.

try. It became a kicking contest. They put away two penalties to put

:15:18.:15:26.

the chief's ahead. Then they lost their discipline and Heathcote took

:15:26.:15:31.

over on his kicking duties. They sealed a 12-9 win.

:15:31.:15:40.

We have come to this on the back of a few wins. We haven't managed to

:15:40.:15:45.

knock up a 4th win. We have to keep those runs of form going and I hope

:15:45.:15:50.

we have learnt that we were not quite good enough. The Cornish

:15:50.:15:55.

pirates got a bonus point. There was more problems for Plymouth

:15:55.:16:05.
:16:05.:16:11.

The pirates will take off Leeds, Rotherham and bed fought -- Bedford

:16:11.:16:21.
:16:21.:16:28.

Not a great deal to talk about in the football. Plymouth Argyle took

:16:28.:16:36.

a point from proceedings. I was joined by a Chris Hargreaves.

:16:36.:16:45.

It was an awful weekend. No wins. There's go to the first of our

:16:45.:16:51.

defeat. Exford -- Exeter away to Huddersfield. Five minutes before

:16:51.:17:01.
:17:01.:17:02.

the break, you give this goal away. It is an uphill task after this.

:17:02.:17:06.

Exeter matched them for much of the game but they gave the ball away

:17:06.:17:12.

there. A great finish. League Two and a Torquay lost to

:17:12.:17:15.

Gillingham. Are they having a wobble?

:17:15.:17:25.
:17:25.:17:25.

If I don't think so. They have been on a brilliant run. Such an easy

:17:25.:17:31.

goal and then this. I don't understand what happened.

:17:31.:17:36.

We can't tell whether it was a penalty. It didn't look like it but

:17:37.:17:43.

he gives it. He then that sends the wrong man off.

:17:43.:17:49.

Was it a case of mistaken identity? I don't know. He doesn't know what

:17:49.:17:58.

is going on. To make it worse, they scored a penalty.

:17:58.:18:02.

Plymouth Argyle can get the ball in the back of the net.

:18:02.:18:12.
:18:12.:18:12.

It was a tough game to watch. They did battle hard, didn't they,

:18:12.:18:16.

Plymouth? They did. They played really well

:18:16.:18:26.
:18:26.:18:40.

in the first half. The 61 fans of Dagenham that went didn't get much.

:18:40.:18:45.

Robbie Williams, he played really well again after his return. It was

:18:45.:18:52.

unfortunate. Yeovil Town slipped to the bottom

:18:52.:19:02.
:19:02.:19:03.

of four after a defeat in their round. The second equaliser coming

:19:03.:19:08.

nine minutes from town. It looked like it would end with honours

:19:08.:19:15.

evening until deep into injury time. A fruitless 670 mile round trip for

:19:15.:19:21.

Yeovil. They had some fun before the game.

:19:21.:19:25.

Tonight on our full bore programme, exclusive access to that longest

:19:25.:19:31.

away trip for Yeovil. Find out how coming last on the quiz on the best

:19:31.:19:40.

lead to this in the team hotel. That is the Late Kick-Off macro.

:19:40.:19:44.

Well done to the tunes of Plymouth University went the extra mile for

:19:44.:19:52.

Sport Relief at the weekend. They played many sports at the weekend.

:19:52.:19:57.

12 on Saturday and 12 on Sunday. 100 people took part and his hope

:19:57.:20:00.

they have raised 1,500 for the charity.

:20:00.:20:06.

How about this. Tom Daley has had a waxwork made of him at Madame

:20:06.:20:09.

Tussauds in London. It is said to be one of the most complex and

:20:10.:20:14.

dramatic figures ever to feature at the World tourist attraction. It

:20:14.:20:24.
:20:24.:20:24.

shows him made dive. It is suspended 4 ft of the ground. He

:20:24.:20:34.
:20:34.:20:43.

I had to look at that photograph very closely. It is very realistic.

:20:43.:20:47.

The TV chef, Hugh Fearnley- Whittingstall, is in Devon tonight

:20:47.:20:51.

to see the damage caused by a fire earlier this month at his River

:20:51.:20:56.

Cottage headquarters near Axminster. He is also throwing a party to

:20:56.:21:01.

thank firefighters and the local committee for coping with the

:21:01.:21:08.

aftermath. Our Correspondent is there.

:21:08.:21:11.

You join s at what is best described as a field kitchen. This

:21:11.:21:16.

was set up in order to allow a cookery courses here at River

:21:16.:21:21.

Cottage to continue after the fire. It looks like today's students have

:21:21.:21:27.

been attempting stuffed lamb. The fire broke out on the night of 7th

:21:27.:21:31.

February. The cause still hasn't been established. Fire crews

:21:31.:21:35.

received high praise for the way the operation was carried out at

:21:35.:21:38.

and there is a special party tonight to say thank you to the

:21:38.:21:43.

emergency services and the local folk who helped to get River

:21:43.:21:48.

Cottage back on track. Joining me is Hugh Fearnley-Whittingstall.

:21:48.:21:54.

Thanks for coming. A very emotional day for you. Yes, a very up and

:21:54.:21:59.

down day. I had been a way for me for a long time and had about the

:21:59.:22:03.

devastating fire while I was several 1000 miles away on a

:22:03.:22:07.

fishing boat. I have only now been able to come and see what happened

:22:07.:22:13.

and it has been an intense afternoon. First of all seeing the

:22:13.:22:17.

extraordinary fire devastation at the barn and being grateful that no

:22:17.:22:23.

one was near at the time. Within a few minutes, coming appear and the

:22:23.:22:28.

feeling of shock turning to one of incredible gratitude for the

:22:28.:22:32.

extraordinary efforts that have been made to get the River Cottage

:22:32.:22:36.

show on the road again. Only two weeks ago this fire occurred and we

:22:36.:22:42.

were able to honour a course today that people had booked in Llam and

we have had 20 guys here cooking in the kitchen behind. This is our

:22:47.:22:54.

field kitchen/dining room. We are up and running again. Thank you for

:22:54.:22:57.

joining us. We gathered the barn will be restored at some point but

:22:58.:23:01.

until that time, the cookery courses will continue here in what

:23:01.:23:11.
:23:11.:23:13.

has been described as a temporary structure. It is a field kitchen.

:23:23.:23:25.

I am feeling hungry now after that. It is not too bad for the week

:23:25.:23:33.

ahead. We have got some drizzle coming out of that cloud now. Maybe

:23:33.:23:39.

some more persistent rain for some parts. For this week, it is dry and

:23:39.:23:43.

mainly cloudy but there is some gaps in the cloud and that sunshine

:23:43.:23:47.

will come through every now and again. This weather system is

:23:47.:23:52.

proving reluctant to move out of the way. It will move on through

:23:52.:23:56.

tonight and the high pressure comes in behind that so better chances

:23:56.:24:01.

for the holes in the cloud tomorrow. Some sunshine by the time we get to

:24:01.:24:08.

Wednesday. There is some continental air heading our way.

:24:08.:24:14.

Today, we have had a lot of cloud. This is the rain band that has been

:24:14.:24:19.

coming in. It will move across a good part of north Devon into

:24:19.:24:25.

Somerset. Some patchy rain of arriving in the south of Devon also

:24:25.:24:32.

but it will peter out as it goes through tonight. We could have some

:24:32.:24:39.

fog around tomorrow morning. There will be poor visibility for the

:24:39.:24:45.

moors and our coastlines. He of the temperatures. Top temperature of

:24:45.:24:52.

nine Celsius. -- he up I'll be temperatures. We wake up to a misty

:24:52.:25:01.

start. We should see some holes in that cloud. Where that happens, it

:25:01.:25:07.

will feel quite pleasant with temperatures of possibly 13 Celsius.

:25:07.:25:17.
:25:17.:25:18.

The winds will be like tomorrow. -- night. For the hours of Scilly, a

:25:25.:25:35.

Top temperature of ten Celsius. On It is disappointing for our surface

:25:42.:25:52.
:25:52.:26:11.

As for the outlook, it does get better. We will see some sunshine

:26:11.:26:21.
:26:21.:26:22.

eventually. Wednesday is a good day for some sunny spells developing.

:26:22.:26:30.

Thursday is very similar. A lot of cloud with some breaks developing.

:26:30.:26:35.

By Friday, the low cloud returns and at the weekend we could see

:26:35.:26:42.

some rain. For the next four days, miles and dry.

miles and dry. -- mild. Tomorrow in Spotlight, the

:26:49.:26:52.

vice chancellor of Exeter University, Professor Sir Steve

:26:52.:26:56.

Smith talked about the University's multi-million-pound expansion and

:26:56.:27:02.

its impact on the region's economy. Exeter University puts 350 million

:27:02.:27:06.

into the local economy every year. We have got an estimate that in

:27:06.:27:11.

Exeter, the public sector job losses that are coming were used

:27:11.:27:18.

about the same amount of gross value added to the city as we will

:27:18.:27:24.

add to this city by our natural growth. That is Professor Sir Steve
