Council shows the extent of how many people are living below the | :01:04. | :01:08. | |
breadline. It shows 14,000 homes are struggling to pay their fuel | :01:08. | :01:14. | |
bills. The waiting list for social house stands at more than 12,000. | :01:14. | :01:18. | |
3,000 are classed as urgent cases. The authorities have come up with | :01:18. | :01:22. | |
an ambitious plan to tackle the problem. We went to meet one family | :01:22. | :01:27. | |
who know what it is like to live in poverty. Life is finally getting | :01:27. | :01:32. | |
back on track for June and her daughter Charlotte. 12 months ago | :01:32. | :01:37. | |
June discovered she was 14,000 in debt when she separated from her | :01:37. | :01:42. | |
husband. Money got so tight she contemplated taking her own life. | :01:42. | :01:48. | |
It was like no way can I pay this off. I used to make token payments | :01:48. | :01:52. | |
of a pound to them. You realise a miracle isn't going to happen. You | :01:52. | :01:57. | |
will have to deal with it. But it was, yeah, very scary. I felt like | :01:57. | :02:03. | |
I had to take on the responsibility, get more money, take on more work, | :02:03. | :02:07. | |
it was tiring and it was exhausting and stressful. There was arguments | :02:07. | :02:13. | |
that shouldn't have happened, and a bridge that got formed between me | :02:13. | :02:18. | |
and mum that in the end got broken. They turned to Christians against | :02:18. | :02:21. | |
poverty for help and although they are still living on a tight budget, | :02:21. | :02:26. | |
they are now debt free. The charity says it has seen a massive rise in | :02:26. | :02:32. | |
demand for its service. We help in a practical way and one had a boy | :02:32. | :02:35. | |
who was sleeping on the floor. We managed within the church, somebody | :02:35. | :02:38. | |
gave a single divan bed and the little boy was waiting for us to | :02:39. | :02:42. | |
arrive. He ran out of the house and hugged the bed. We took it inside | :02:42. | :02:46. | |
and he opened the drawers and he was in and out of them, it was like | :02:46. | :02:51. | |
the best thing he had ever been guven. The charity is setting up | :02:51. | :02:55. | |
another office to help a further 100 familys a year. But if today's | :02:55. | :03:00. | |
report is anything to go by, will only be the tip of the iceberg. | :03:00. | :03:03. | |
Plymouth City Council has come up with a five year plan to get more | :03:03. | :03:08. | |
people out of poverty. Improving housing is a key factor. More | :03:08. | :03:12. | |
helping people who are in poverty, and at the same time, developers | :03:12. | :03:17. | |
will be coming in, and developers who are prepared to put millions of | :03:17. | :03:21. | |
pounds into the city of Plymouth, because they look upon it as the | :03:22. | :03:26. | |
growth centre of the south-west. course they haven't got enough | :03:26. | :03:29. | |
housing stock. One of the worst things was the selling off of | :03:29. | :03:34. | |
council house, what I would like to see is spending some money that | :03:34. | :03:37. | |
when houses which were formally council houses come back on the | :03:37. | :03:40. | |
market perhaps the council would buy them and bring them back in for | :03:40. | :03:43. | |
use for people who need them. changes that the Government have | :03:43. | :03:49. | |
made are not equipping Local Authorities with the power, and the | :03:49. | :03:51. | |
apparatus they immediate to transform housing, and at the | :03:51. | :03:56. | |
moment, we are looking for transformation change in Plymouth. | :03:56. | :04:00. | |
This document and this Government and this council does not deliver. | :04:00. | :04:03. | |
In spite of the political wrangling, the authority says it is committed | :04:03. | :04:12. | |
to making sure more people can keep a roof over their head. Housing has | :04:12. | :04:15. | |
been on the national agenda today w the Government announcing new | :04:15. | :04:19. | |
planning guidelines which it says will help provide much-needed new | :04:19. | :04:23. | |
homes, boost jobs and protect the sun -- countryside. We will report | :04:23. | :04:30. | |
from two schemes but first our Home Affairs correspondent joins us from | :04:30. | :04:36. | |
a farm near Liskeard where the owners describe their attempt to | :04:36. | :04:41. | |
diversify as a 30 year battle with the plans authorities. Nay have | :04:41. | :04:47. | |
diversified. They wanted to dig more fishing lakes. But those | :04:47. | :04:51. | |
proposals all fell foul of planning. But it is ideas like those which | :04:51. | :04:54. | |
business leaders hope will be able to get the go-ahead under the | :04:54. | :04:58. | |
deregulation of planning. Planning is of course a contentious issue, | :04:58. | :05:03. | |
in a moment we will report from North Devon as a scheme which took | :05:03. | :05:09. | |
ten years to get the go-ahead, a housing scheme. First, to Truro, | :05:09. | :05:12. | |
and a contentious proposal there which took just ten months to get | :05:12. | :05:18. | |
approval. These fields on the edge of Truro are due to become the | :05:18. | :05:21. | |
city's so-called eastern district centre. The massive project has | :05:22. | :05:25. | |
been put together by Cornwall Council, the Duchy of Cornwall, | :05:25. | :05:29. | |
Waitrose and a local food group, the taste of Cornwall. The plans | :05:29. | :05:34. | |
approved last week, ten months after they were submitted include a | :05:34. | :05:40. | |
park and ride scheme, 100 house, a recycling centre and a supermarket. | :05:40. | :05:45. | |
Objecttors say it ruins Truro's last green valley, breaks the | :05:45. | :05:49. | |
city's boundary and will do untold damage to Truro oes town centre | :05:49. | :05:53. | |
retailers. They claim if in can get through the old planning rules, the | :05:53. | :06:00. | |
future will see a build freeing for all. They talk about protecting the | :06:00. | :06:04. | |
countryside but I suspect it will end up as a developers charity. | :06:04. | :06:09. | |
They will see more and more encroaching on the green fields | :06:09. | :06:14. | |
that you see here. I can't see much hope for Cornwall, Devon or | :06:14. | :06:17. | |
Somerset for that matter, which is steeped in beautiful surroundings, | :06:17. | :06:20. | |
the very thing that people come here for in their droves is going | :06:20. | :06:26. | |
to be lost once and for all. have a very good planning authority | :06:26. | :06:31. | |
here in Cornwall. Everything is well debated. We do the | :06:31. | :06:35. | |
consultations and major schemes like this, if they are granted do | :06:35. | :06:39. | |
go to Secretary of State for final sign off. One community that knows | :06:39. | :06:47. | |
about the red tape surrounding planning is High Bic -- Bickington. | :06:47. | :06:51. | |
It has taken then ten years to get an affordable housing scheme build. | :06:51. | :06:58. | |
Now families are starting to move in. My colleague has the story. | :06:58. | :07:04. | |
Becky and her 14 month old daughter Chloe. We are home now. Along with | :07:04. | :07:08. | |
dad Tom they have lived here for a week. It means a lot to us we have | :07:09. | :07:12. | |
been able to get this house, because it means we can stay in the | :07:12. | :07:16. | |
village where both our families are, we have our friends here and we are | :07:16. | :07:20. | |
lived in a village all our live, and so we are pleased we have got | :07:20. | :07:26. | |
it. The small rural village of High Bickington has round 800 residents. | :07:26. | :07:31. | |
We live in a community that was dying, we have young people, who | :07:31. | :07:35. | |
couldn't buy houses here, couldn't rent houses here, couldn't find | :07:35. | :07:39. | |
work here, and we are going away and having to leave the area where | :07:39. | :07:43. | |
they grew up. That is why they went to planning with this development | :07:43. | :07:48. | |
in mind. But it has been a long time coming. People were beginning | :07:48. | :07:51. | |
to wonder if it would happen, and as soon as the first people moved | :07:51. | :07:55. | |
into the house, it is a great moment for the village, and the | :07:55. | :08:00. | |
community. Today's plans to cut red tape are welcome, but with some | :08:00. | :08:04. | |
caution. I guess as in all things the devil would be in the detail. | :08:04. | :08:08. | |
They talk about 52 pages of the guideline, but what worries me is | :08:08. | :08:13. | |
the thousand or so pages that might follow it a at a local level, one | :08:13. | :08:16. | |
the planners get involved in trying to sort the detail of that out. | :08:16. | :08:20. | |
community here hopes after today's announcement, no-one else will have | :08:20. | :08:29. | |
to wait more than ten years to get a project through planning. With me | :08:29. | :08:34. | |
now is Chris Bond from the land owners here. What do you make of | :08:34. | :08:41. | |
the proposals? From the outset it is a proactive step. Do you think | :08:41. | :08:44. | |
lit make a big difference is this we heard about some of the plans | :08:44. | :08:47. | |

think so and hope so. It just makes sure we are not bound in more red | :08:53. | :08:58. | |

Everyone wants everything but at the expense of nothing. To achieve | :09:07. | :09:11. | |
that there is a fine balance. We believe we can achieve that and | :09:11. | :09:15. | |
make it sustainable for environment and economy. But it is not nothing, | :09:15. | :09:18. | |
the south-west relies on the countryside, the beauty to bring | :09:18. | :09:23. | |
people in.. If you lose that, you lose the region. If we don't change | :09:23. | :09:28. | |
it we will get left behind. We want to keep things as they are but they | :09:28. | :09:32. | |
need to be modified to enhance what we have behind us, so without | :09:32. | :09:37. | |
people going forward we will never achieve that. Do you have concerns | :09:37. | :09:42. | |
about whether this will make a difference? It is a big concern, | :09:42. | :09:46. | |
and will this legislation get down to the coal face, that is where we | :09:46. | :09:50. | |

west has some of the highest rates of amputations among people with | :11:55. | :12:00. | |
diabetes and some experts say up tole 0% could have been avoided. | :12:00. | :12:03. | |
Damaged to blood vessels ander ins is a side effect of disease which | :12:03. | :12:08. | |
can lead to limbs being lost. Campaigners say the NHS must do | :12:08. | :12:16. | |
more to prevent amputation. Trudy was diagnosed with type 1 diabetes | :12:16. | :12:20. | |
aged five. It means she can't produce insulin to regulate the | :12:20. | :12:25. | |
sugar in her blood. Her condition causes damage to blood vessels and | :12:25. | :12:30. | |
nerve endings. That has led to her right leg being amputated and | :12:30. | :12:36. | |
problems with her left leg. I can't walk far enough, so if I go out I | :12:36. | :12:41. | |
have to go out with my wheelchair. Trudy is happy with her care but | :12:41. | :12:45. | |
recent figures suggest a problem else. A cross England the annual | :12:45. | :12:51. | |
rate of amputations is 2.7 per thousand adults with diabetes. In | :12:52. | :12:57. | |
Somerset the figure is 4.8 and Devon 4.4. A leading charity is now | :12:57. | :13:01. | |
campaigning for patients and professionals to focus on foot care. | :13:01. | :13:05. | |
The south-west has a very poor record. The reason for it I think | :13:05. | :13:09. | |
is probably down to lack of organisation and resources. Because | :13:09. | :13:13. | |
most of these amputations could be avoided with the right care at the | :13:13. | :13:20. | |
right time. Skpwroined up services are key. Dorset's reducing | :13:20. | :13:25. | |
amputation rates with specialist teams to treat problems early. In | :13:25. | :13:29. | |
Devon GPs ensure diabetes patients are screened regularly. In Somerset | :13:29. | :13:32. | |
GPs and practise nurse are getting foot care training and hospital | :13:32. | :13:38. | |
care is more streamlined. If you have a foot problem you can see our | :13:38. | :13:43. | |
surgeon, a diabetes specialist, a podiatrist, that is relatively new. | :13:43. | :13:47. | |
You get the different opinions all in the same place. For some | :13:47. | :13:52. | |
amputation is inevitable, but campaigners say the numbers can and | :13:52. | :14:00. | |
must be dramatically reduced. The Plymouth businessman Chris Dawson | :14:00. | :14:05. | |
