reassure loved ones and to find them a new place to live. Many have | :01:45. | :01:48. | |
received letters telling them the business was in financial | :01:48. | :01:51. | |
difficulties and would close. Around 17 residents remain at the | :01:51. | :01:57. | |
32-bedroom home. The closure is due to take place on the 7th of August, | :01:57. | :02:01. | |
giving families nine days to make arrangements. It's all a shock for | :02:02. | :02:11. | |

residents. I love it here. It's very nice. It's a shame it has come to | :02:13. | :02:23. | |

residents' needs. It's extremely distressing not only the people who | :02:39. | :02:44. | |

to individuals and help them through this time. It can be very difficult | :02:48. | :02:53. | |
to look around and find out what the alternatives are so providing that | :02:53. | :02:58. | |
practical support can alleviate a lot of the tension and stress in the | :02:58. | :03:06. | |
situation. Can you find homes for 17 people? We are extremely confident | :03:06. | :03:11. | |
we will find places for people to live. We would never leave anybody | :03:11. | :03:14. | |
without the care and support they require. It's been a frustrating | :03:14. | :03:20. | |
time for relatives. I cannot believe that a company going under only | :03:20. | :03:26. | |
found out about a week ago. We were down last Monday and not a word was | :03:26. | :03:30. | |
mentioned. The owner of the care home didn't want to take part in an | :03:30. | :03:35. | |
interview but told me she hoped to sell the place and she is in | :03:35. | :03:39. | |
negotiation with a potential buyer but it's taking so long that in the | :03:39. | :03:47. | |
meantime, residents have to go. Cattle farmers in the South West are | :03:47. | :03:51. | |
being warned they could see a cut in the compensation they would receive | :03:51. | :03:54. | |
if their herd is infected with TB. A Government consultation's taking | :03:54. | :03:57. | |
place which also proposes further cuts if it's deemed that farmers | :03:57. | :04:01. | |
haven't done enough to prevent badgers getting onto their land. | :04:01. | :04:06. | |

controversial subject. Farmers blame badgers for the spread of the | :04:10. | :04:14. | |

the cull, something animal welfare groups are firmly against. It also | :05:01. | :05:05. | |
looks at the compensation paid for TB-infected herds. The amount could | :05:05. | :05:08. | |
be linked to the measures farmers have taken to keep badgers off their | :05:08. | :05:18. | |

land. To say we will keep badges off our land, the practicalities are not | :05:19. | :05:23. | |
happening. Also up for discussion is whether insurance should cover the | :05:23. | :05:30. | |
cost of herd affected by TB rather than compensation pay-outs. Getting | :05:30. | :05:39. | |
that in Shawlands is like asking for flood insurance in a flood area. | :05:39. | :05:45. | |
Insurance companies won't touch it. It's not affordable for farmers. | :05:45. | :05:47. | |
Government fears compensation payments will cost the taxpayer more | :05:47. | :05:51. | |
than �1 billion over ten years and has to do something. Farmers blame | :05:51. | :05:58. | |
it on a lack of action over dealing with the disease. I'm joined live | :05:58. | :06:07. | |
now by Farming Minister David Heath. Farmers are blaming inaction by | :06:07. | :06:12. | |
successive governments for the situation. Why are you penalising | :06:12. | :06:17. | |
them by proposing cutting their compensation? It has been far too | :06:17. | :06:21. | |
long in which governments have done very little to stop the spread of TB | :06:21. | :06:27. | |
and as a result, it has spread from the south-west into covering Wales | :06:27. | :06:31. | |
and England. But the fact is you now have a government who are doing | :06:31. | :06:35. | |
something about it. We have published our comprehensive strategy | :06:35. | :06:40. | |
for getting rid of this awful disease and that means we have got | :06:40. | :06:46. | |
to use everything available to us. That is why we are taking forward | :06:46. | :06:51. | |
unpopular moves like the cold because it is necessary, | :06:51. | :06:57. | |
vaccination, by security, additional controls on cattle movement. That is | :06:57. | :07:03. | |
why we put up this strategy for consultation. But if you agree with | :07:03. | :07:13. | |
:07:13. | :07:16. | ||
the farmers, why is that the farmers having foot the bill? It's actually | :07:16. | :07:21. | |
�1 billion of taxpayer money over ten years that is paying that | :07:21. | :07:26. | |
compensation. We do need to look at the best way of using the funds | :07:26. | :07:31. | |
available to make sure we bear down effectively on disease. That's the | :07:31. | :07:34. | |
question we are asking. We are looking at the experience of | :07:34. | :07:39. | |
countries that have dealt with TB like New Zealand and one of the key | :07:39. | :07:44. | |
lessons we learned is it is better to have a strategy that get industry | :07:44. | :07:47. | |
and government working together on the issue than simply government | :07:47. | :07:54. | |
deciding what will be done, putting its hands in its pockets to pursue | :07:54. | :08:01. | |
ineffective policy. Much better that we work together to eliminate TB. | :08:01. | :08:07. | |
You heard one farmer there saying it is impossible to ensure farmers keep | :08:07. | :08:13. | |
their farms free of TB and keep the badges out. How do you propose that | :08:13. | :08:18. | |
working? It is virtually impossible to keep badges out. That's why we | :08:18. | :08:23. | |
are working to see what we can do to eliminate the disease in badges, | :08:23. | :08:28. | |
that's why we have the pilot Coles and the vaccination programme. But | :08:28. | :08:31. | |
there are things people can do to reduce risk and what we mount to | :08:31. | :08:37. | |
make sure is that every farm is doing as well as they possibly can | :08:37. | :08:41. | |
in ensuring buyers security and keeping the disease of the farm, and | :08:41. | :08:49. | |
that is one of the things that is proven to work. But again, that is | :08:49. | :08:52. | |
something we need to discuss with the industry because we want to work | :08:52. | :08:57. | |
together with them to get the best results. Simply saying we want to | :08:57. | :09:02. | |
start from here is not an option. We need to get on top of a devastating | :09:02. | :09:06. | |
and very expensive disease. A new strategy is being introduced | :09:06. | :09:09. | |
to tackle high rates of suicide in Cornwall. Around 50-60 people take | :09:09. | :09:13. | |
their own lives each year in the county, which is consistently higher | :09:13. | :09:23. | |
:09:23. | :09:23. | ||
than the national average. The majority of them are men. | :09:23. | :09:27. | |
Reverend Christopher has struggled with mental health issues since | :09:27. | :09:31. | |
childhood and has attempted to take his own life on several occasions. | :09:31. | :09:40. | |
He draws on his own experiences in his job. It's like unemployment and | :09:40. | :09:48. | |
family breakdown. As well as issues around benefit cuts. There may be | :09:48. | :09:52. | |
good financial reasons for them but they frighten a lot of people for | :09:52. | :09:56. | |
whom benefits have been their financial lifeline. Cornwall has | :09:56. | :10:01. | |
high rates of suicide, particularly among men, and public health | :10:01. | :10:06. | |
officials are updating their strategy. There is a real issue | :10:06. | :10:13. | |
around the stigma of suicide in a rural community like Cornwall and | :10:13. | :10:17. | |
the isolation people feel. If we can address and challenge those issues, | :10:17. | :10:24. | |
it would be important. The greater risk for men isn't new but experts | :10:24. | :10:30. | |
say there are concerns. We have had falling suicide rate for 15 years or | :10:30. | :10:35. | |
so, but in the last two or three years, those rates have started to | :10:35. | :10:42. | |
level or upturn a bit. We know that suicide is linked to financial | :10:42. | :10:51. | |
recession, particularly thumbnails. There will be a focus on promoting | :10:51. | :10:55. | |
emotional well-being. 14-year-old Courtney took her own life last | :10:55. | :11:00. | |
year. Her mum has set up a charity to raise awareness of teenage | :11:00. | :11:05. | |
suicide. I know they are focusing a lot on males, but that every male, | :11:06. | :11:09. | |
there is another female somewhere thinking about are all trying it. It | :11:09. | :11:17. | |
has to be the whole group because you can't just pick on one sort. | :11:17. | :11:21. | |
Campaigners say the key message is whatever your age or sex, there is | :11:21. | :11:26. | |
always help out there. Samaritans are here 24 hours a day, | :11:26. | :11:30. | |
and if something is bothering you, if you need to talk about it, do | :11:30. | :11:36. | |
ring us. We are here all the time. The revamped strategy doesn't | :11:36. | :11:41. | |
involve extras funding. There are plans for various events for the | :11:41. | :11:51. | |

published. The Gilbert Collection raised more than �3,000 for the | :12:46. | :12:49. | |
Everyman Charity for research into prostate and testicular cancer. His | :12:49. | :12:59. | |

father said it was a fitting legacy for his courageous son. | :13:01. | :13:04. | |
It was a miserable scene which had a horrific story to tell, it's just | :13:04. | :13:08. | |

people will have heard of the Beaminster Tunnel before July last | :13:11. | :13:14. | |
year. Heavy rain had hit parts of Dorset and Rosemary Snell and | :13:14. | :13:17. | |
Michael Rolfe made their way from Beaminster north to Somerset. It's | :13:17. | :13:20. | |
thought about ten minutes after they left the town their car was | :13:20. | :13:24. | |
flattened by hundreds of tonnes of mud and rubble. But they lay | :13:24. | :13:27. | |
undiscovered for more than a week, their car eventually removed from | :13:27. | :13:31. | |
the landslip. Today, after �2 million worth of repairs, the tunnel | :13:32. | :13:41. | |

was re-opened. I was escorted through, the first commercial car | :13:51. | :13:54. | |

all. You can't describe it. Eight years of raw sewage coming into the | :15:42. | :15:47. | |

whole family are angry because of the fact you can't sit in the | :15:51. | :15:55. | |
garden, can't sit on the patio, can't have a barbecue. The Gilleys | :15:55. | :15:58. | |

report the stench but the Agency's investagtions where drawing blanks | :16:01. | :16:11. | |

but Plymouth City Council said in a statement that they had been made | :16:44. | :16:49. | |
aware of the potential issues of the plumbing with the school toilets and | :16:49. | :16:52. | |
are working with the environment agency to identify the source of the | :16:52. | :16:59. | |
problem. The family hoped that the source has been found and that they | :16:59. | :17:03. | |
