number of seagulls and other animals were shot dead in South Devon. | :00:16. | :00:20.
Hello welcome to Spotlight. Police say whoever's carrying out | :00:20. | :00:23.
the shootings is putting the public at risk. Meanwhile elsewhere in the | :00:23. | :00:26.
region seagulls are attacking the rubbish. There now are calls for | :00:26. | :00:36.
:00:36. | :00:44. | ||
every house in Cornwall to be given a wheelie bin. | :00:44. | :00:47.
It comes after 25 pit bull-types seized in a series of police raids | :00:47. | :00:51.
were returned to their owners. And unearthed after more than 70 years - | :00:51. | :00:54.
the huge world war two bomb discovered at a disused airfield in | :00:54. | :01:03.
Cornwall. The police are tonight warning that | :01:03. | :01:06.
whoever has been shooting animals in towns in South Devon is putting the | :01:06. | :01:10.
public at risk. In the last month ten seagulls have been found shot in | :01:10. | :01:13.
Starcross and Dawlish Warren along with a fox. This report from John | :01:13. | :01:17.
Ayres does contain some pictures of the dead birds. | :01:17. | :01:22.
Love them or loathe them, seagulls divide opinion. But whatever you may | :01:23. | :01:26.
think of the birds, you are not allowed to kill them without a | :01:26. | :01:32.
licence. In recent weeks police have had reports of ten bone -- ten birds | :01:32. | :01:37.
being found dead, which they believe have been shot. They have also found | :01:37. | :01:42.
a fox which they believe was killed in the same way. One of the | :01:42. | :01:47.
neighbours reported to me that she did hear shots. From what type of | :01:47. | :01:55.
guy and I do not know. Many people love to feed the | :01:55. | :01:58.
seagulls, they hang around our times for that very reason, looking for | :01:58. | :02:05.
what scraps the can get. The latest development is concerning animal | :02:05. | :02:12.
wolf -- animal welfare campaigners. A lot of people do find a nuisance | :02:12. | :02:17.
and all like them. It is a large step to shoot them and take the law | :02:17. | :02:22.
into your own hands. The police do not know who has been killing the | :02:22. | :02:27.
birds are wide. It could be someone who has a serious dislike for | :02:27. | :02:30.
seagulls or a teenager who has received an air rifle as a gift and | :02:30. | :02:35.
is trying it out. But whatever the case, it does pose a risk to public | :02:35. | :02:40.
safety. You have got the corpses of the birds floating around the | :02:40. | :02:47.
villages. It is a highly populated area at this time of year and very | :02:47. | :02:51.
popular. These birds carry diseases and you have to be careful of that. | :02:51. | :03:00.
Police are looking at evidence of others birds being shot. | :03:00. | :03:03.
Well elsewhere in the region seagulls are proving to be a problem | :03:03. | :03:06.
for different reasons. Residents in the seaside resort of Newquay are so | :03:07. | :03:09.
fed up with gulls rifling through their rubbish bags that they're | :03:10. | :03:12.
calling on Cornwall Council to provide them with wheelie bins. But | :03:13. | :03:16.
the council says that would cost millions of pounds, money it simply | :03:16. | :03:19.
doesn't have. Spotlight's Andy Breare reports. | :03:19. | :03:27.
When it has is bin day in Newquay, this is a familiar sight. Seagulls | :03:27. | :03:31.
scavenging your bin bags. To stop them, some residents have taken to | :03:31. | :03:35.
wrapping their black bags in blankets to stop the seagulls | :03:35. | :03:40.
getting to them. But residents in this street have had enough and have | :03:40. | :03:43.
launched a campaign to get the council to supply them with wheelie | :03:43. | :03:50.
bins. Bin bags to accessible to seagulls and cats, foxes and | :03:50. | :03:55.
badgers. Even they are covered up for a length of time, by the time | :03:55. | :03:58.
the bin lorries come round in the afternoon, they are ripped open, | :03:58. | :04:04.
even if they are covered in blankets. This is the current | :04:04. | :04:10.
council solution. Seagull proof rubbish sacks. The council says they | :04:10. | :04:15.
are aware of the problem in UK but to supply everyone with a wheelie | :04:15. | :04:22.
bin would be just too expensive. Even it cost price to supply the | :04:22. | :04:26.
whole county, it is going to be somewhere in the region of six | :04:26. | :04:31.
million pounds to 7 million. That would equate to about the third of | :04:31. | :04:36.
the fire brigade budget for the year. We're talking about a lot of | :04:36. | :04:41.
money and in cash-strapped times, that not viable. Residents say they | :04:41. | :04:44.
will continue to campaign for a wheelie bins as a solution to the | :04:44. | :04:50.
birds going through their beanbags. The council where my dad lives, | :04:50. | :04:55.
provide three wheelie bins per household. So I do not see why our | :04:55. | :05:00.
council cannot provide at least one our household. The residents group | :05:00. | :05:02.
is holding a meeting with councillors this evening with a hope | :05:02. | :05:12.
:05:12. | :05:13. | ||
to find a solution to an unsightly ongoing problem. | :05:13. | :05:16.
The legislation to control dangerous dogs is being questioned tonight, | :05:16. | :05:19.
after 25 pit bull types, seized in a series of police raids, were | :05:19. | :05:22.
returned to their owners. Campaigners say the law needs to be | :05:22. | :05:25.
toughened and the government has begun a review. The animals were | :05:25. | :05:29.
seized across much of Cornwall and Devon, following the conviction of a | :05:29. | :05:31.
couple in Barnstaple for breeding dangerous dogs. Our home affairs | :05:31. | :05:37.
correspondent Simon Hall reports from north Devon. | :05:37. | :05:43.
Dangerous dogs kill an average three dogs a year in Britain. But the way | :05:43. | :05:48.
the legislation to control such dogs work is being questioned by | :05:48. | :05:51.
campaigners. An operation against pit bull types resulted in the | :05:51. | :05:58.
seizure of 26. These are some. One has been put down by 25 return their | :05:58. | :06:04.
owners. It has been a success. Some of these dogs were known to be pit | :06:04. | :06:12.
bull types. Those owners are now aware, they are now subject to | :06:12. | :06:17.
orders which subject owners to strict orders. Under the | :06:17. | :06:24.
legislation, the police must sees a dog if it is a pit bull type. It is | :06:24. | :06:28.
then up to the port to decide whether the dog is put down. If an | :06:28. | :06:32.
order is imposed, the dog must be muzzled and kept on a lead in | :06:32. | :06:41.
public. This woman was attacked by a pit bull type dog which was subject | :06:41. | :06:46.
of a control order. Her solicitor believes legislation needs to be | :06:46. | :06:54.
looked at. I think all dogs are the responsibility of their owners. Dogs | :06:54. | :06:59.
should be kept on a lead in that instance. Any dog that has any type | :06:59. | :07:06.
of temperament as we kept on a muscle. Perhaps the owners must | :07:06. | :07:10.
undergo some kind of training courses. -- muscle. The government | :07:10. | :07:15.
announced it is beginning a review of the dangerous dogs legislation. | :07:15. | :07:19.
Ministers are asking the public on their views on whether an owner | :07:19. | :07:24.
whose dog attacks and kill someone should be subject to a potential | :07:24. | :07:29.
prison sentence of life. The consultation period runs until the | :07:29. | :07:36.
end of the month. Cattle breeders in Devon say they're | :07:36. | :07:39.
worried that the South West could end up being officially labelled a | :07:39. | :07:42.
TB hotspot. They say that could effectively cut off valuable trade | :07:42. | :07:46.
with the rest of the country, and indeed the world. Many farmers are | :07:46. | :07:49.
impatient for the pilot badger culls to start, although animal welfare | :07:49. | :07:51.
groups insist they're misguided. Today the Prime Minister and the | :07:51. | :07:54.
Secretary of State for the Environment were with farmers at the | :07:54. | :07:57.
North Devon Show, from where our Environment Correspondent Adrian | :07:57. | :08:03.
Campbell reports. Today the Prime Minister went on a | :08:03. | :08:08.
walkabout, meeting the farmers and livestock of North Devon. When you | :08:08. | :08:15.
are judging this, you are looking at... ? But it was bovine TB and the | :08:15. | :08:21.
proposed badger cull is which many farmers wanted to talk about. The | :08:21. | :08:24.
secretary of state for the environment to accompany the Prime | :08:24. | :08:29.
Minister insisted those calls will happen soon. They will go ahead and | :08:29. | :08:35.
we are looking to do a further ten next year. Unless we do address this | :08:35. | :08:41.
disease -- this disease as they have done in Australia and America, we | :08:41. | :08:45.
will end up with direct cattle industry and Bill to the taxpayer of | :08:45. | :08:52.
1 billion. The Southwest's pedigree cattle are in demand around the | :08:52. | :08:59.
world. There are some concerns that the continued instance of bovine TV | :08:59. | :09:09.
:09:09. | :09:09. | ||
-- TB could affect trade. Zoning the country into areas of high risk | :09:10. | :09:13.
which would include the whole of the South West of England and lower risk | :09:13. | :09:19.
areas. What they want to do is discourage trade between the two. | :09:19. | :09:28.
That meet -- may make sense on one hand but... Unions a calling must | :09:28. | :09:35.
happen soon. The Devon wildlife trust says Coles cannot work. | :09:35. | :09:39.
believe about cull is the wrong policy to attack bovine to Virgil as | :09:39. | :09:47.
is. The sign shows that it could make it worse. -- tuberculosis. | :09:48. | :09:52.
Prime Minister is likely to hear much more about bovine TB before he | :09:52. | :09:58.
reaches Westminster. The moment a world war to bomb was | :09:58. | :10:03.
blown up. We will find out how the Axminster is recovering from a | :10:03. | :10:09.
difficult six months. And the view from here. BBC Radio Devon's Matt | :10:09. | :10:17.
Woodley explores part of the region he has never visited before. | :10:17. | :10:21.
A bomb believed to have been dropped on Cornwall in 1941 was finally | :10:21. | :10:25.
blown up today. It was discovered on the edge of a disused airfield at St | :10:25. | :10:29.
Eval near Newquay. Roads in the area were closed as a two mile exclusion | :10:29. | :10:33.
zone was set up and a warning was sent out to aircraft using the | :10:33. | :10:35.
nearby Newquay Cornwall airport. Spotlight's David George reports on | :10:35. | :10:41.
how the day ended with a bang. The 50 K Ballmer is under all those | :10:41. | :10:47.
sandbags. It was phoned by contractors laying a new water main. | :10:47. | :10:52.
-- 50 K Ballmer. They took the camera into the hold to show us what | :10:52. | :11:01.
it looks like. It is a technical bomb shape. -- typical. Dangerous? | :11:01. | :11:08.
Very dangerous. I can see the date stamp on it, it is stamped 1940. It | :11:09. | :11:16.
is in perfect condition. airfield was targeted in 1941. This | :11:16. | :11:21.
picture taken in June of that year shows the very spot where the | :11:21. | :11:24.
unexploded bomb was found. You can see bomb craters in the surrounding | :11:24. | :11:30.
fields. The Royal Navy team used two kilos of plastic explosive to as | :11:30. | :11:36.
they quaintly put it make the German bomb function. The bomb is about a | :11:37. | :11:41.
mile away. This is as close as we are about to get. They are about to | :11:41. | :11:51.
:11:51. | :12:06. | ||
you? It was good. A good job and it worked perfectly. It is tempting | :12:06. | :12:09.
here to say there is a big hole in the ground and workmen are looking | :12:09. | :12:15.
into it, although I won't. This is what the new 180 millimetres means | :12:15. | :12:21.
water pipe should like. Just take it look at what the bomb has done. | :12:21. | :12:31.
:12:31. | :12:42. | ||
- that's the verdict of the town's Mayor. | :12:42. | :12:46.
It's nearly six months since 300 jobs were lost at Axminster Carpets, | :12:46. | :12:49.
which is now back on its feet and taking on new staff. | :12:49. | :12:53.
Yes, and other traders in the town say land sold off when the company | :12:53. | :12:55.
went into administration is helping to regenerate Axminster. Spotlight's | :12:55. | :13:00.
Andrea Ormsby has the story. It started in one shop in Axminster | :13:00. | :13:10.
:13:10. | :13:16. | ||
in 1972. Today, axed Minister tool centre turns over four... We have | :13:16. | :13:21.
five stores, soon-to-be six across the country. We have 70,000 active | :13:21. | :13:31.
:13:31. | :13:32. | ||
product lines. We export probably 15%, to 20% of our sales overseas. | :13:32. | :13:37.
Big on Britain this family prisoners brought high-tech manufacturing from | :13:37. | :13:46.
China to hear. The warehouse is high-tech, too. Forklifts with iPad | :13:46. | :13:51.
switch now where every item is. These drivers need to learn how to | :13:51. | :14:01.
:14:01. | :14:05. | ||
abseil just in case. Axminster Carpets was always going through a | :14:05. | :14:09.
difficult time when losing that number of jobs. The benefits have | :14:09. | :14:16.
been that it has released an area which was undeveloped. Land that | :14:16. | :14:24.
will bring 50 new jobs to the town and new employment of virginity is. | :14:24. | :14:33.
And you 2 million project for pumps for the petrochemical industry. | :14:33. | :14:38.
is a hopeful sign and welcomed after months focusing on the negatives. | :14:38. | :14:43.
are more than a one trick pony. There are lots of businesses in | :14:43. | :14:51.
towns. I think the town is looking forward with hope and expectation. | :14:51. | :14:55.
But we mustn't let go, we mustn't lose concentration and neither must | :14:55. | :15:04.
we be complacent. No complacency here. The tool centre has taken on | :15:04. | :15:08.
four new apprentices and set up a management training programme. | :15:08. | :15:12.
part of the aspire programme which is new this year. It is the first | :15:12. | :15:19.
time they have put it together. We are being put through a management | :15:19. | :15:24.
programme, the business coaching has been invaluable. It has taught me a | :15:24. | :15:30.
lot about my job and how to do well. I think that is help me progress | :15:30. | :15:34.
onto special sales which I will be starting next month. I think that is | :15:34. | :15:39.
helped me progress. Kelly was born and brought up here in Axminster and | :15:40. | :15:43.
when she got her degree she never thought she would get a good job | :15:43. | :15:48.
back home. She thinks that owners on the up and is glad to be part it. -- | :15:48. | :15:57.
that the town. Well Axminster Tool Centre isn't the | :15:57. | :16:00.
only company feeling positive - Axminster Carpets itself says things | :16:00. | :16:03.
are going from strength to strength and we're planning to visit the | :16:03. | :16:06.
company to see how it's fairing in the next few weeks. | :16:06. | :16:10.
Yeovil Town were the only South West team to make it to the second round | :16:10. | :16:14.
of the Football League Cup last night. They won at Southend - but | :16:14. | :16:17.
Exeter City, Plymouth Argyle and Torquay United all lost to higher | :16:17. | :16:18.
league opposition. Here's Spotlight's Dave Gibbins. | :16:18. | :16:21.
It was one nil at the weekend and the same for your full-time last | :16:21. | :16:28.
night. This time the winner came courtesy of Kevin Dawson who helped | :16:28. | :16:34.
push the championship side to round two. The goalkeeper had to be it is | :16:34. | :16:40.
best again to prevent extra time. Plymouth Argyle gave Birmingham city | :16:40. | :16:50.
are mighty scare at St Andrews. The twice wiped out leads. When | :16:50. | :16:55.
Birmingham scored a third, Arguelles could not respond and went out. A | :16:55. | :16:58.
goal after two minutes deflated Exeter city against Queens Park | :16:58. | :17:07.
Rangers. It came via their 4 million signing. Another came early | :17:07. | :17:13.
in the second half through another new recruit. It was a good effort by | :17:13. | :17:23.
:17:23. | :17:23. | ||
city. We can enter into the next round which we have not done. After | :17:24. | :17:28.
tonight's nice game of football we cannot take much more. Does that get | :17:28. | :17:35.
in the way? No. It is a good challenge for any players. A late | :17:35. | :17:45.
:17:45. | :17:53. | ||
Now how well do you know the South West - and if you were given the | :17:53. | :17:57.
chance to visit somewhere you've never been, where would it be? - | :17:57. | :18:00.
that's the question we posed to some of our presenters from BBC Radio | :18:00. | :18:03.
Devon, BBC Radio Cornwall and our very own colleagues here on | :18:03. | :18:06.
Spotlight. Where did you end up? I was lucky, I always visit the | :18:06. | :18:10.
Isles of Scilly if I can. I have not been to the uninhabited island of | :18:10. | :18:15.
Sampson. I get to explore Sampson, hopefully next week you will get to | :18:15. | :18:19.
see that on the programme will stop tonight we start with Matt Woodley | :18:19. | :18:29.
:18:29. | :18:35. | ||
visiting another island, the island hundreds of holiday-makers who are | :18:35. | :18:40.
coming out for a day trip. -- on board. It is a vital lifeline for | :18:41. | :18:50.
:18:51. | :18:57. | ||
the 20 people who permanently live on Lundy Island. It is absolutely | :18:58. | :19:07.
:19:08. | :19:24. | ||
beautiful, lots of supplies being This is a daily routine for you. | :19:24. | :19:33.
Yes. What first attracted you to Lundy Island? It came originally on | :19:33. | :19:43.
:19:43. | :19:47. | ||
a day trip in 1954. It is the sort of place that grabs you. There is | :19:47. | :19:53.
something addictive about it. are people waiting for your post. | :19:53. | :20:03.
:20:03. | :20:12. | ||
place. Absolutely fantastic. The sheer size of the church compared to | :20:12. | :20:18.
the population, the collection cannot be very great at the end. You | :20:18. | :20:26.
have quite a lot in the bottle after holy Communion. The collection is | :20:26. | :20:30.
again, it is the congregation, the people who come to visit Lundy who | :20:30. | :20:36.
put money in the box. We actually do better than if we just had a Sunday | :20:36. | :20:46.
:20:46. | :20:46. | ||
service. I love it, it is brilliant. You are welcome. Of course, Lundy | :20:46. | :20:50.
Island is synonymous with its natural surroundings and its | :20:50. | :21:00.
:21:00. | :21:01. | ||
spectacular wildlife. Tell us a bit about how this is so special? | :21:01. | :21:05.
isolated from the mainland over there. Everything is here. Things | :21:05. | :21:10.
can come and go, particularly the birds. But what stays -- is here | :21:10. | :21:19.
stays here. Listen to that silence. Just the noise of the wind. No | :21:19. | :21:27.
traffic noise. Just sounds of nature. Voices of the birds and the | :21:27. | :21:36.
wind. And just the fact that we are able to look out to the horizon. | :21:36. | :21:43.
Have I brought some mainstream life to you today? Definitely. Today lots | :21:43. | :21:53.
:21:53. | :22:02. | ||
of people wandering about an island. I feel we are on top of the world. | :22:02. | :22:07.
What is it like looking across the island that you manage? From here, | :22:07. | :22:13.
you have got a spectacular view. You can see to the south and to the | :22:13. | :22:18.
south-east corner, we can see the village, the church. We have a | :22:18. | :22:26.
magnificent view across all of the island's 420 hectares. Is this what | :22:26. | :22:33.
we try and escape to? It is a place you can get away from everything. We | :22:33. | :22:37.
call it a world apart and it is very much that. Our job is to conserve | :22:37. | :22:42.
that way of life and to make sure people come here and totally relax. | :22:42. | :22:52.
:22:52. | :22:52. | ||
It is like stepping back in time. how has made a bean like on Lundy | :22:52. | :22:58.
Island? It is difficult to put into words, hopefully the pictures speak | :22:58. | :23:05.
for themselves. I think it is time, one of the day-trippers, leave the | :23:05. | :23:08.
island to those who love at most. The next time I come back, I want to | :23:08. | :23:18.
:23:18. | :23:28. | ||
are off to Allsop 's of places. -- where the colours not beautiful. -- | :23:28. | :23:35.
we are often all sorts of places. And tomorrow Natalie goes to the | :23:35. | :23:39.
North Cornwall fishing village of Port Isaac for the very first time. | :23:39. | :23:49.
:23:49. | :23:55. | ||
weather but some pleasant sunshine today across the south-west England | :23:55. | :24:01.
and very good visibility. There have been one or two showers around, | :24:01. | :24:11.
:24:11. | :24:13. | ||
perhaps showers later on. This lump of cloud out here is a developing | :24:13. | :24:18.
area of low pressure. That is edging towards us over the next couple of | :24:18. | :24:22.
days, it will bring patchy rain overnight tomorrow night. Before | :24:22. | :24:32.
:24:32. | :24:39. | ||
that happens it is dry. Light and patchy rain, freshening winds and | :24:39. | :24:43.
waking it cooler by the time we get into Friday. There is a closer look | :24:44. | :24:48.
at the picture we have seen today. Everywhere has been dry with one | :24:48. | :24:51.
exception. We have seen showers develop over the Channel Islands. We | :24:51. | :25:00.
have seen downpours in the region close to St Austell. The rest of us | :25:00. | :25:06.
have had lovely, clear skies. The cloud associated with that has also | :25:06. | :25:11.
affected Plymouth. Some Sunnis bells but quite a bit of quiet developing | :25:11. | :25:16.
in the skies. Some great shots of the wheel and some great shots of | :25:16. | :25:21.
the famous tower. That looming cloud in the background has threatened a | :25:21. | :25:27.
few showers this afternoon. Most of that will feed a day -- fade away | :25:27. | :25:32.
overnight tonight. The detail in that forecast, a few showers left | :25:32. | :25:39.
behind will fade away then drive. Missed by the morning, particularly | :25:39. | :25:44.
our river valleys. Tomorrow is a lovely start to the day, | :25:44. | :25:50.
temperatures starting at 10 degrees inland. Tomorrow we have a lovely | :25:50. | :25:54.
morning to enjoy, with plenty of warm sunshine. As we move into the | :25:54. | :26:01.
afternoon, particularly towards the end of the day, rain will produce -- | :26:01. | :26:11.
:26:11. | :26:11. | ||
coming from the West. Temperatures are good, up to 20. A few places | :26:11. | :26:15.
getting 23, even 24 degrees. More of a breeze developing in the second | :26:15. | :26:21.
half of the day. Here is the forecast for the Isles of Scilly. | :26:21. | :26:25.
Showers developing into the early evening. And on to the times of high | :26:25. | :26:35.
:26:35. | :26:41. | ||
further surfing, the surfing Championships taking place in UK, | :26:41. | :26:51.
slightly more choppy surf through the afternoon. The winds are merely | :26:51. | :27:01.
:27:01. | :27:02. | ||
from the West. -- mainly. Here is the outlook, not looking too bad as | :27:02. | :27:08.
we head into the weekend. Cooler through Saturday and Sunday. | :27:08. | :27:13.
North-west winds will bring the temperatures down a few degrees. | :27:13. | :27:19.
Saturday night into Sunday, some rain. The rain quite widespread and | :27:19. | :27:23.
in places quite heavy. That will be replaced with showers on Sunday. | :27:24. | :27:29.
replaced with showers on Sunday. Have a good evening. A few comments | :27:29. | :27:32. |
