The protesters claim victory in their bid to stop a huge wind farm

:00:16.:00:25.

off the North Devon coast. Good evening.

:00:25.:00:28.

The final decision on the Atlantic array will be made by the

:00:28.:00:32.

government, but at least one council has now said no to the idea. Also

patient. Her mother wins a settlement from

:00:39.:00:47.

her family doctor. She was let down, and completely let down. It has cost

:00:47.:00:54.

her her life. And the legacy of winter flooding, painful work to

:00:54.:00:59.

repair the routes which crumble into the sea.

:00:59.:01:03.

Protesters are tonight claiming victory after a Devon Council today

:01:03.:01:09.

rejected plans for what could be one of the largest offshore wind farms

:01:09.:01:22.

in the country. It would involve setting up as many as 240 wind

:01:22.:01:30.

turbines, 60 kilometres of the North Devon coast. The firm behind it, R W

:01:30.:01:42.

E N Power says that it will produce enough electricity to power 900,000

:01:42.:01:54.

homes. Late this afternoon, North Devon district Council said no to

:01:54.:01:59.

the plans for the wind farm. Our reporter is in Woolacombe tonight.

:01:59.:02:06.

It is not quite so obvious on a gloomy night as we have this evening

:02:06.:02:13.

about why so many people are worried about the visual impact of the wind

:02:13.:02:17.

farm. It will be ten miles out to sea, many people are close to it and

:02:17.:02:22.

they took their concerns today to the latest council making a decision

:02:22.:02:25.

on whether they believe it should go ahead.

:02:25.:02:28.

The protesters came. They were hoping they could convince members

:02:28.:02:33.

of North Devon's planning committee to do what to other councils had

:02:33.:02:40.

feel to do, oppose the massive wind farm.

:02:40.:02:50.

I want this to be stopped, otherwise they risk owing to be massive

:02:50.:02:54.

disruption. People will peacefully protest. it is in the wrong place.

:02:54.:03:00.

It could have been 20 or 30 males further out. the Atlantic Array

:03:00.:03:06.

proposal is double the size of any British wind farm currently in

:03:06.:03:13.

place. The head of planning said that the decision had to be, was

:03:13.:03:18.

this the rate development in the right place? She said it would have

:03:18.:03:22.

an adverse landscape impact but it would not hit to risen to that

:03:22.:03:26.

they. Although the majority of contract would go to specialists,

:03:26.:03:30.

they would be scope for vocal jobs to be created. Local spokespeople

:03:31.:03:41.

spoke for and against it. now that North Sea gas is basically running

:03:41.:03:49.

out, we desperately need new sources of energy. After two hours, and

:03:49.:03:53.

rejection was the result opponents wanted. it tells the planning expect

inspectorate —— planning inspectorate that the visit decision

:04:04.:04:09.

to be made. It is in the wrong place. It is sandwiched between two

:04:09.:04:13.

of the finest coastlines that these isles have. There are six reasons

:04:13.:04:21.

why North Devon Council went against this plan, they included tourism,

:04:21.:04:26.

the visual impact and a lack of what PC as a tangible economic benefit.

:04:26.:04:34.

—— of what they say is. People have until Monday to raise their

:04:34.:04:38.

objections to this scheme, then it will be discussed by a planning

:04:38.:04:42.

inspector and a final decision will be made by the Secretary of State

:04:42.:04:46.

around about this time next year. There is more debate and a Atlantic

:04:46.:04:50.

Array proposal is here on Sunday politics here on Sunday morning.

:04:51.:04:57.

There has been yet another drop in the number of people out of work and

:04:57.:05:02.

claiming benefit in the South West. Today 's separate civil war than

:05:02.:05:06.

this time last year. Unemployment is a key concern and a measure that the

:05:06.:05:11.

Bank of England is emphasising in recovery. The South West has fared

:05:11.:05:16.

well. Does this look like recovery? yes. I have been looking at the

:05:16.:05:23.

figures month by month and each time I come here saying that the latest

:05:23.:05:26.

figures are significantly better than the year before. Each time that

:05:26.:05:30.

year—on—year comparison has got more and more encouraging. It is

:05:30.:05:40.

gathering place. —— pace. Is the recovery predicted what we should

:05:40.:05:49.

expect? in the tourist areas, it is a 20% improvement in that time. If

:05:49.:05:54.

you look at somewhere like Somerset, but lest touristy, there is a 40%

:05:54.:06:02.

improvement. It has fallen in all areas year. If you would get the

:06:02.:06:08.

picture county by county, let us look at the overall national

:06:08.:06:12.

unemployment rate going by the claimant count, the narrow measure

:06:12.:06:18.

of unemployment. That is 3.4%. There is a fall in every county, they all

:06:18.:06:27.

have levels well below the UK rate. In the urban unit tree areas, we see

:06:27.:06:35.

figures that are more alike the average rate. But they all fall and

:06:35.:06:42.

Torpey is the only place in the region that has a rate higher than

:06:42.:06:45.

in national rates —— Torbay. the mother of a young Cornish woman

:06:45.:06:51.

who died from cervical cancer has won £35,000 settlement from the GP

:06:51.:06:57.

who failed to refer her to a specialist at an early enough stage.

:06:57.:07:02.

She began to take legal action before her death. The family says

:07:02.:07:06.

the settlement is an acknowledgement that the service she received fell

:07:06.:07:11.

short. Mercedes was just 23 when she died.

:07:11.:07:17.

She had been to her doctor with symptoms including heavy bleeding

:07:17.:07:22.

and abdominal pain. Although the GP had noted that a smear test may be

:07:22.:07:30.

necessary, she was not diagnosed with cervical cancel until three

:07:30.:07:35.

months later. —— cervical cancer. Her mother has set up a foundation

:07:35.:07:41.

and charity shop in her name. She has now won a settlement from the GP

:07:41.:07:46.

who accepts that he should have referred her to a specialist

:07:46.:07:55.

earlier. Mercedes wanted to prove a point. As much as she trusted her

:07:55.:08:00.

general practitioner and the other health care professional she saw,

:08:00.:08:04.

she was let down, and severely let down, which cost her her life. Her

:08:04.:08:10.

GP told spotlight in a statement that this was a tragic scenario for

:08:10.:08:16.

all those concerned, and I would like to express my sympathy is once

:08:16.:08:33.

again. Last year, her mother took a petition to Downing Street. She

:08:33.:08:36.

wanted page for cervical screening to be reduced from 25 to 20.

:08:36.:08:43.

Expected face says that that could have done more harm than good. But

:08:43.:08:48.

she looks that Mercedes 's case —— but she hopes that Mercedes 's case

:08:48.:09:12.

will help continue the foundation 's work.

:09:12.:09:22.

A 22,000 signature petition has been handed in to Downing Street today by

:09:22.:09:26.

firefighters from Torquay. Devon and Somerset virus are two says it has

:09:26.:09:31.

to make significant savings but will still maintain a effective service.

:09:31.:09:37.

But controversial plans which would see the second fire engine been cut

:09:37.:09:42.

from full—time to on—call has angered many. I think that anything

:09:42.:09:48.

that puts pressure on the fire authority, particularly in relation

:09:48.:09:54.

to Torquay with the response times are ad firstly directed, ——

:09:54.:10:03.

affected, that does cause concern. a charity running a refuge for women

:10:03.:10:11.

in Torbay are warning that the closure of a shelter could put women

:10:11.:10:15.

and children at risk. The refuge here in Torbay has

:10:15.:10:20.

supported 86 families in the last two years and turned down 200 more.

:10:20.:10:28.

This woman, who does not want to be identified, has said that it has

:10:28.:10:34.

been vital for her and her son and she would have returned to her

:10:34.:10:37.

abuser without its help. You'll manage and support from the staff

:10:37.:10:43.

for myself and my son is immense. I would have gone back if I had had to

:10:43.:10:46.

go to a bed—and—breakfast. It is 20 47 support year. We all support each

:10:46.:10:51.

other. We have got out of our staff —— 24—7 support. I cannot see any

:10:51.:10:57.

justification for shutting this place down. I think it is terrible.

:10:57.:11:02.

They should be opening more, not shutting them down. the council

:11:02.:11:06.

wants to change the way they deal with domestic abuse victims, by

:11:06.:11:10.

using emergency accommodation instead went to specialist outreach

:11:10.:11:15.

support. Torbay Council says that no one is available to speak today

:11:15.:11:18.

because it is consulting about these proposed changes, but it does say

:11:18.:11:23.

they will provide greater value for money and it will be fairer because

:11:23.:11:29.

all the women who come to them for help will be assessed on same way

:11:29.:11:33.

and it will not matter whether there is room at the refuge are not. But

:11:33.:11:39.

the women who run the refuge say that it may not work. People may not

:11:39.:11:46.

leave the perpetrator, or they will return quickly, which may not be the

:11:46.:11:51.

best possible thing for them. If they have refuge accommodation in

:11:51.:11:55.

place then they can guide people through. Torbay Council 's

:11:55.:12:01.

consultation lasts until the 25th of September. A decision will be made

:12:01.:12:08.

on the 17th of October. You are watching BBC Spotlight.

:12:08.:12:21.

Still to come: The hardest working man in the south—west, he has 52

:12:21.:12:27.

jobs. We will find it were his whistle—stop two of the labour

:12:27.:12:29.

market takes him next. And join me later in the show when I

:12:29.:12:34.

will be talking about my experiences on the Great British beak off and

:12:34.:12:40.

the fear. The unusually wet weather which

:12:40.:12:46.

preceded the summer may have been forgotten, but the damage that it

:12:46.:12:52.

cost has not. The BBC highlighted the impact on the famous South West

:12:52.:12:57.

Coast Path, which crumbled away in places. People have been trying to

:12:57.:13:02.

repair the trail since then. It has not been easy. The coastal footpath

:13:02.:13:09.

is some 250 males long and attracts countless walkers every year. Many

:13:09.:13:13.

people choose to holiday here just to walk the path. But walkers will

:13:13.:13:17.

have found it tough going this year because many of their favourite

:13:17.:13:21.

routes have been left block or unpalatable by Cliff collapses or

:13:21.:13:26.

landslides —— locked. Earlier this year we took to the skies to see

:13:26.:13:32.

just how bad the problem was. Flying over one of the worst hit areas,

:13:32.:13:38.

this stretch of coastline , and we can see how large part of the cliff

:13:38.:13:46.

have collapsed. This part of the coastal footpath will never be the

:13:46.:13:51.

same again. Some of it has been closed for safety reasons, but we

:13:51.:13:57.

have a gate. A guide. This is about just as far as we can get, because

:13:57.:14:01.

here the footpath just disappears. There is a 6—foot drop to my right.

:14:01.:14:05.

It used to go at a shallow angle although we are up into the trees

:14:05.:14:16.

and then continue that way, but as you can see the whole lot of it has

:14:16.:14:21.

slipped in a semicircle and there is the added danger of another —— a

:14:21.:14:23.

number of trees. but people are still trying to get tenure. There

:14:23.:14:27.

are still people jumping over locked gates, ignoring the notices and

:14:27.:14:30.

pretending that everything is OK. As we are in the middle of this

:14:31.:14:41.

interview, we spot a Walker ducking under. He tells us that someone has

:14:42.:14:51.

written over the Saints. —— the signs. You can see that it is

:14:51.:14:58.

dangerous. yes, but I am walking with care. There is a temporary

:14:58.:15:03.

diversion, it takes people several miles inland by road, with an

:15:03.:15:09.

overview of the sea. This couple are keen walkers and they are but lost.

:15:09.:15:15.

the signage is not very clear and we are not very sure which way to go.

:15:15.:15:20.

We will find a way. There have been 30 landslides in Cornwall alone. The

:15:20.:15:24.

total bill for re—routing and repairs could exceed £1 million. It

:15:24.:15:28.

says that private landowners have helped. Land has been donated for

:15:28.:15:42.

any path. Natural England, says those carrying out the repairs, have

:15:42.:15:48.

not stumped up any money. We are managing it on their behalf. it is

:15:48.:15:53.

not only important for residents but it has a real economic value. We are

:15:53.:15:57.

estimating that it is worth about £177 million to the Cornish economy.

:15:57.:16:04.

People come here because of the wonderful path. we asked natural

:16:04.:16:08.

England foreign interview, and they give us a statement. They said they

:16:08.:16:18.

are committed to maintaining the past, but they were having to treat

:16:18.:16:29.

various cases all over the country. It is feared that it could become

:16:29.:16:34.

increasingly costly to protect this famous coastal trail.

:16:34.:16:41.

Ambitious plans have been unveiled to build a centre for extreme sports

:16:41.:16:45.

for people with disabilities. South—west gym owner hopes to build

:16:45.:16:53.

the facility in Truro. Bruno injured his spine in a

:16:53.:17:02.

carjacking. He struggled to adapt to life in a wheelchair. Ina

:17:02.:17:06.

sportsperson, ending up in a wheelchair you feel trapped most of

:17:06.:17:14.

the time. —— being our sportsperson. A centre like this would alleviate a

:17:14.:17:19.

lot of the problems that we go through. the plans include a

:17:19.:17:24.

scuba—diving tank, skydiving platform and climbing wall. It will

:17:24.:17:29.

be purpose—built for disabled people but open for all. This gym owner

:17:29.:17:35.

thinks it is unique and will attract people from all over Europe. The

:17:35.:17:39.

maxim of the most extreme sports were actually some of the sports

:17:39.:17:44.

that they could take part in one regularly. The central challenge was

:17:44.:17:54.

born from that. John now has charity status for his appeal and has a

:17:54.:17:59.

preplanning application. He needs £100,000 just to get the project

:17:59.:18:04.

through the charity stages. He is beginning an enormous athletic

:18:04.:18:08.

challenge to raise funds. He and his friend will be cycling, running a

:18:08.:18:16.

marathon and running up and down Ben Nevis. Nick took his first steps and

:18:16.:18:26.

23 years at this gym and loves the idea of facilities built to

:18:26.:18:29.

accommodate his needs. it would be tremendous for anybody who wants to

:18:30.:18:36.

use it, from disabled people to people of all walks of life to

:18:36.:18:41.

actually use it. it is estimated that it would cost between 15

:18:41.:18:46.

million and £20 million. It is hoped to be raised through continued

:18:46.:18:52.

grants and funding. Every child is asked what they want to do when they

:18:52.:18:57.

grow up but how many really find out?

:18:57.:18:59.

One Cornish man is taking that question to the extreme by doing 52

:18:59.:19:02.

jobs and 52 weeks. BBC Spotlight has been following him

:19:02.:19:10.

and we caught up with him on the front line of job—seeking. There is

:19:10.:19:13.

no denying that he is keen. Now in the 36th week of his

:19:13.:19:18.

challenge, match turned up for work at this job centre, but it was not

:19:18.:19:25.

what he expected. I thought I was working for the job

:19:25.:19:32.

centre this week. But I did not realise that I would be in a full

:19:32.:19:38.

fireman 's outfit. So far over the past eight months, he has thrown

:19:38.:19:43.

himself into the world of work, becoming a stuntman, a photographer,

:19:43.:19:50.

beef farmer, a certain structure, a pizza delivery man, journalist,

:19:50.:19:55.

theatre technician, and blacksmith. Joining other young people looking

:19:55.:20:00.

for jobs gave another new insight. The training is part of the project

:20:00.:20:05.

run by Cornwall Fire service and the Department of four convention is to

:20:05.:20:08.

encourage young job—seekers back into work. it is nice that people

:20:08.:20:15.

can see, this is what I have been doing. I have taken part, these are

:20:15.:20:19.

the skills that I have acquired throughout that process. These young

:20:19.:20:23.

people gaining this work experience have gained the label confidence for

:20:23.:20:28.

the future. I probably would not have done this before. I am

:20:28.:20:32.

confident to talk in front of people. That is going to be great

:20:32.:20:36.

for trying to get future employment. I thought I had confidence but I did

:20:36.:20:42.

not. After a couple of weeks here and pushing my limits and showing

:20:42.:20:50.

that I can work as part of the team and with other people showed me that

:20:50.:20:53.

I can do things that I did not realise. Matt is giving any wages

:20:53.:20:58.

that he earns to the Princes Trust and has big ambitions for the next

:20:58.:21:04.

few weeks of the challenge. I have things like air steward, potentially

:21:04.:21:11.

midwife, going down the sewers, and a celebrity PA as well. By the end

:21:11.:21:17.

of the year, it is likely that Matt will have an enviable CV and it is

:21:17.:21:22.

likely that like him, these young people will impress potential

:21:22.:21:26.

players. —— employers. For one of the

:21:26.:21:42.

competitors in Great British Bake Off, showing off his skills has led

:21:42.:21:48.

to some real results back in his kitchen. He has been winning over

:21:48.:21:52.

the judges as well as his pupils at school. Millions of people are

:21:52.:21:57.

chaining in to watch this man and his fellow contestants stretch

:21:58.:22:00.

themselves to the limit. Each week, the baker that does not

:22:00.:22:07.

make the grade is voted off. The tension as he waits for the

:22:07.:22:16.

judges 's verdict. to be honest, the pastry could have done with another

:22:16.:22:22.

ten minutes. You had plenty of time to practice, you knew how long it

:22:22.:22:28.

would be, you should not have picked it. now that he is back in his

:22:28.:22:33.

hometown, he has learned his lesson and is showing the students how it

:22:33.:22:39.

is done. I have not done a lot of pastry and things largely because I

:22:39.:22:43.

was worried about the calories for years. But I think this is what the

:22:43.:22:50.

Great British Bake Off does, it inspires you to have a go. And his

:22:50.:22:56.

pupils are more than willing to get involved.

:22:56.:23:02.

I think he will do really well. But he does make a lot of big things,

:23:02.:23:11.

huge chocolate cakes. How was he treated around school for ?

:23:11.:23:26.

Everybody recognises them. He has learned good schools that —— skills

:23:26.:23:33.

that he can show was. who knows how much morphine is to come as he is

:23:33.:23:38.

through to the next round. Whatever happens, his appearance on the Great

:23:38.:23:41.

British Bake Off is certainly rubbing off on the students.

:23:41.:23:46.

Time for a look at the weather. For those that needed, there is some

:23:46.:24:02.

rain in the forecast now. For tomorrow it is generally quite

:24:02.:24:06.

cloudy. There will be some patchy rain around and will return to some

:24:06.:24:10.

of that low cloud as well, then lures becoming misty and marquee.

:24:10.:24:16.

Some high pressure, just hanging in there. Beginning to weaken now. All

:24:16.:24:22.

of this cloud down here coming this way. We have a fair amount of cloud

:24:22.:24:27.

covering is at the moment. That is a weather system that will put it

:24:27.:24:33.

tomorrow night. Another will arrive in the middle of the day tomorrow

:24:33.:24:36.

and that will bring further outbreaks of light and patchy rain.

:24:36.:24:40.

Then the whole system will stall across southern England by the time

:24:40.:24:44.

we get to the middle of the day on Friday. Little ripples or pulses of

:24:44.:24:47.

rain running along the same weather system will enhance the rain fall.

:24:47.:24:52.

Friday night could turn out to be quite a wait of fear. There is the

:24:52.:24:57.

cloud that we have seen today. Now the cloud is producing some patchy

:24:57.:25:00.

rain. Most of it across parts of Devon. Cornwall may see a few

:25:00.:25:09.

patches of green but it will put out overnight. A lot of local load, —— a

:25:09.:25:15.

lot of low cloud. A mild night, quite a misty night. Quite high

:25:15.:25:24.

temperatures. There will be some brightness tomorrow, eastern parts

:25:24.:25:28.

of Devon and Somerset will have morning sunny spells before it's

:25:28.:25:32.

generally clouds over with a line of patchy rain moving through. Tomorrow

:25:32.:25:39.

it is the antiques road show in Exeter, just outside Exeter

:25:39.:25:43.

Cathedral. The temperatures tomorrow, up to about 19 degrees.

:25:43.:25:52.

Warmer than today. Cool along the coastline at around 17 degrees. On

:25:52.:25:58.

the Isles of Scilly, some cloud around. Return to some drizzly

:25:58.:26:03.
