and damage. There's an increasingly angry row

incident has been declared at the hospital, which says its unable to

discharge some patients because they have nowhere to go. It's led to the

cancellation of operations because of the lack of beds. Cornwall

Council, which is responsible for providing social care when

vulnerable people leave hospital, says it's not to blame for the

:01:16.:01:21.

crisis. But tonight one MP has severely criticised the council.

We'll hear from Sarah Newton, after this report from Eleanor Parkinson.

Sarah arrived at the Royal Cornwall Hospital yesterday for a

:01:36.:01:39.

hysterectomy operation. She was about to have her anaesthetic when

:01:39.:01:43.

she was told the operation would not be happening. I was fully changed

:01:43.:01:48.

and had even been given the pre—med medicine. So I was thinking, why

:01:48.:01:59.

waste the medication? They must be doing my surgery now. To then be

:01:59.:02:04.

told, half an hour later, sorry, no beds. How did you feel about that?

:02:04.:02:09.

When I was taken through by the registrar into the consulting room,

:02:09.:02:14.

I burst into tears. The Royal Cornwall Hospital said they were

:02:14.:02:17.

forced to postpone some planned operations because of what they

:02:17.:02:21.

describe as a main —— major internal incident.

:02:22.:02:28.

They say 50 patients were occupying much needed beds. Over the last few

:02:28.:02:32.

weeks we have seen pressure with was full of patients either waiting to

:02:32.:02:37.

go into a community bed waiting for packages of care.

:02:37.:02:40.

Those are patients we have essentially finished treating, but

:02:40.:02:45.

we cannot let them go back home, and that means we cannot get the new

:02:45.:02:51.

patients in. When a patient is discharged from this hospital they

:02:51.:02:54.

might not be well enough to go home.

They might go to a community hospital or get a package of care at

:02:56.:03:01.

home. The agencies involved in providing that care, including the

:03:01.:03:05.

County Council, say they were not told about the bed crisis so they

:03:05.:03:09.

cannot be held responsible for the delays.

:03:09.:03:13.

We discharged ten people with very complex needs from hospital

:03:13.:03:17.

yesterday. There was one additional person referred, for whom we have

:03:17.:03:22.

arranged a package of care. So there is clearly a need for us to check

:03:22.:03:31.

those numbers. So at no stage are you saying this person has got to

:03:31.:03:36.

stay in hospital? No. Today operations were still being

:03:36.:03:39.

cancelled although the trust said people were contacted at home. The

:03:39.:03:46.

bed crisis is also affecting the emergency department. Meanwhile,

:03:46.:03:52.

Sarah says she has not been told when her operation will be carried

:03:52.:03:55.

out. She says she has been left in limbo.

Well, earlier I spoke to the MP for Truro and Falmouth, Sarah Newton.

She told me she blamed Cornwall Council for the current crisis. I

Cornwall have been working hard for some time to join up their services,

the council do not go to those meetings, are not really giving this

responsibility for the health and well—being board, they have a very

important role to play in bringing the whole health community in

council will not raise council tax. It is forced to make cuts. We have

seen our Government grant shrink from 49% to little more than 4%. And

we have got to take a look at all our facilities in a measured and

:19:22.:19:28.

sympathetic manner, to see if we can find any cost savings.

This toilet might be saved if the parish council takes it over. The

:19:34.:19:38.

other toilets and CCTV services will only survive if other bodies do the

:19:38.:19:42.

Plymouth seems to be thriving. A growing call centre already provides
