belt. He was having marital problems and had left a suicide note. Police

considered high risk. When the police spotted his car, they turned

on their sirens to catch up. They gestured for the car to move over

and initially he slowed down but then suddenly he accelerated and

crashed into the oncoming car. Eyewitnesses said he was not driving

erratically but when the police car was behind him they said something
