London. That is all from | :00:00. | :00:14.
Tonight: The Atlantic Array's in disarray. There are reports that | :00:15. | :00:18.
multi`million pound plans for a wind farm off North Devon have been | :00:19. | :00:23.
abandoned. Good evening. There was growing opposition to the | :00:24. | :00:26.
controversial project. It's emerged this evening that the plans may be | :00:27. | :00:30.
abandoned. Good evening. | :00:31. | :00:38.
Also in the programme tonight: Full speed to the Philippines. HMS | :00:39. | :00:41.
Illustrious taking Royal Marines and helicopters from the South West to | :00:42. | :00:47.
deliver urgently`needed aid. I put 16 tonnes of rice in a magazine. | :00:48. | :00:52.
Where ever there is space on the ship, we have filled up with relief. | :00:53. | :00:57.
On the up. The South West's economic recovery. More businesses are | :00:58. | :01:00.
starting up here and demand for commercial premises is growing. | :01:01. | :01:04.
And the dangers of driving into floodwater. Firefighters train to | :01:05. | :01:05.
carry out rescues. There are unconfirmed reports this | :01:06. | :01:15.
evening that the Atlantic Array off North Devon will now NOT go ahead. | :01:16. | :01:19.
It's thought that the project has proved more costly than first | :01:20. | :01:22.
anticipated and that the company may have been struggling to raise enough | :01:23. | :01:24.
funds. It was in 2007 that plans to build | :01:25. | :01:49.
what was then the world 's largest offshore wind farm of the North | :01:50. | :01:53.
Devon coast were unveiled. The company behind the scheme at the | :01:54. | :02:00.
time claimed that the 350 wind turbines would provide enough clean | :02:01. | :02:05.
energy to power 1 million homes. Development rights well one. The | :02:06. | :02:15.
company wanted to build more than 400 turbines. Since then, the number | :02:16. | :02:20.
has been reduced dramatically. The company 's latest plans would have | :02:21. | :02:26.
involved up to 240 wind turbines, 16 kilometres of the North Devon coast. | :02:27. | :02:31.
The wind farm would have covered an area of 200 square kilometres. The | :02:32. | :02:38.
company claimed the turbines could produce enough electricity for the | :02:39. | :02:44.
average needs of 900,000 homes. Today's news is the latest setback | :02:45. | :02:50.
for the project. Not only have there been plenty of local protests, the | :02:51. | :02:55.
scheme was rejected by North Devon Council. And there's been | :02:56. | :03:00.
international concern about the impact of the development on | :03:01. | :03:05.
wildlife. The European commission launched an investigation after | :03:06. | :03:08.
conservation groups expressed worries it could damage the | :03:09. | :03:09.
habitat. That was what was being planned. | :03:10. | :03:26.
What is emerging tonight? This will not now go ahead because of problems | :03:27. | :03:31.
in financing. We can't get any kind of comment from the company. But | :03:32. | :03:40.
last week, the umbrella organisation said the Government 's announcement | :03:41. | :03:45.
it is looking to cut back on green levies to support renewable energy | :03:46. | :03:48.
was already undermining investment in the region and putting jobs at | :03:49. | :03:55.
risk. As you saw there, in terms of investment and jobs, this is a | :03:56. | :04:01.
really big project. The company says it will provide thousands of jobs. | :04:02. | :04:05.
It was proving controversial as well. Yes. Where as many people | :04:06. | :04:13.
would be horrified if it didn't go ahead, equally, there would be an | :04:14. | :04:18.
awfully large number of people who would be horrified if it did go | :04:19. | :04:25.
ahead. Local councils have opposed it and there is a very active | :04:26. | :04:29.
campaign against it because of its sheer size and scale. | :04:30. | :04:40.
Royal Marines from Plymouth`based 42 Commando have arrived in the | :04:41. | :04:43.
Phillipines to help distribute disaster relief aid. The troops, | :04:44. | :04:47.
along with a helicopter crew from RNAS Culdrose, travelled there on | :04:48. | :04:49.
board HMS Illustrious, which has transported 500 tonnes of supplies | :04:50. | :05:04.
to the typhoon`stricken country. Helicopter carrier HMS illustrious | :05:05. | :05:07.
en route to the Philippines. The insides of this ship had been filled | :05:08. | :05:11.
with aid supplies to help the thousands of victims. We have 900 | :05:12. | :05:19.
marines who have worked throughout the night to embark over 5000 | :05:20. | :05:27.
tonnes. I have got 16 tonnes of rice in a magazine. Where ever there is | :05:28. | :05:33.
space in a ship, we have filled it with relief in order to make sure we | :05:34. | :05:38.
are carrying as much as we can. The mission has been joined by 100 Royal | :05:39. | :05:44.
Marines. Their job will be to repair buildings as well as to help restore | :05:45. | :05:48.
water and power supplies but the relief work will mean they may not | :05:49. | :05:52.
be back for Christmas. We will be here for as long as we are needed. | :05:53. | :05:59.
If we are away over Christmas, our thoughts are with our families who | :06:00. | :06:03.
will not be able to spend time with us, but thanks to our support, it | :06:04. | :06:07.
makes our job easier. A new day brings a new challenge. The Navy | :06:08. | :06:12.
needs to distribute the 500 tonnes of aid to those who need it the | :06:13. | :06:17.
most. Illustrious is carrying seven helicopters. Each aircraft can carry | :06:18. | :06:30.
over to tonnes. One of those helicopters is a Merlin. This | :06:31. | :06:36.
morning, it flew over some of the islands that bore the brunt of the | :06:37. | :06:41.
typhoon. Its job to assess the damage and determine how best to | :06:42. | :06:47.
help. This huge disaster relief operation is just getting underway | :06:48. | :06:50.
with 4 million people homeless after the storm and that it cannot come | :06:51. | :06:55.
quickly enough. There's concern that it's getting | :06:56. | :06:58.
harder for victims of domestic abuse to get financial help in the civil | :06:59. | :07:02.
courts. Legal aid IS available for people who can't afford lawyers' | :07:03. | :07:05.
fees but the process of applying for it can be stressful and off`putting | :07:06. | :07:09.
for the very people it's designed to help, according to one family | :07:10. | :07:13.
lawyer. In Domestic Violence Awareness Week, to help other | :07:14. | :07:15.
victims come forward, one young woman has been telling our reporter | :07:16. | :07:19.
Clare Burton her story of abuse and how she escaped it. | :07:20. | :07:32.
It felt like a routine. You argue, shout, then he hits you. You knew | :07:33. | :07:38.
every time it was coming, but I was more holding on to the past. Kyle | :07:39. | :07:47.
was 18 when her boyfriend, the father of her child, started | :07:48. | :07:51.
physically abusing her. She reported it to the police a number of times | :07:52. | :07:54.
but often written to her statements after forgiving him. We have a baby | :07:55. | :08:01.
together, so social had to get involved. When they first turned up, | :08:02. | :08:06.
I was like, what you doing? I was in denial of what was going on. | :08:07. | :08:12.
Eventually, she used the family court to get an order preventing her | :08:13. | :08:17.
ex`partner from contacting her. Anyone can use the civil courts but | :08:18. | :08:21.
lawyers are not cheap and qualifying for legal aid is not easy. From | :08:22. | :08:28.
April, anyone applying for legal aid to pursue a domestic violence case | :08:29. | :08:34.
has to provide specific evidence. Examples include a current police | :08:35. | :08:38.
caution for the alleged abuser, prove that they have sought help | :08:39. | :08:43.
from a refuge, or a letter from their own GP confirming their | :08:44. | :08:49.
injuries. This family lawyer helped lots of people like fire. She thinks | :08:50. | :08:54.
the owners should be on the authorities to provide detailed | :08:55. | :09:01.
evidence. If, for example, the GP is aware of domestic violence is, it's | :09:02. | :09:05.
not just physical violence. It includes psychological and sexual | :09:06. | :09:13.
abuse. Social workers need to understand what legal aid | :09:14. | :09:19.
requirements are. And funding aside, coming forward in the first | :09:20. | :09:23.
place can be the hardest step. What advice would you give somebody | :09:24. | :09:28.
watching tonight who is in the same position you were in? Go out there, | :09:29. | :09:32.
get help. If you've got family, they will support you no matter what. | :09:33. | :09:36.
There will be proud of you for getting out of that situation. | :09:37. | :09:43.
Having someone hug you and say, we are here for you mean so much. | :09:44. | :10:10.
There's been a sharp fall in the number of children being permanently | :10:11. | :10:13.
excluded from schools in Devon. It's down by about a third in the last | :10:14. | :10:18.
year but is still above the national average. There's particular concern | :10:19. | :10:21.
about the number of five to seven year olds being excluded. | :10:22. | :10:34.
Still ahead in tonight's programme: It's one of the biggest land | :10:35. | :10:37.
deployments since the Second World War. Find out why and what's been | :10:38. | :10:40.
happening in Cornwall. And puddings and paddles at the | :10:41. | :10:44.
ready as we look back at Stir Up Sunday. | :10:45. | :10:50.
There are further signs that the South West economy is improving. | :10:51. | :10:54.
Demand for shops and office space is increasing as more people feel | :10:55. | :10:56.
confident about starting up new businesses. The findings are | :10:57. | :11:00.
revealed in a major survey by the Royal Institution of Chartered | :11:01. | :11:02.
Surveyors. Our correspondent Simon Hall has been to find out about one | :11:03. | :11:05.
new business start`up in Exeter. More than just best wishes have gone | :11:06. | :11:12.
into opening this sandwich shop. Any O'Nions? Karen was waiting for the | :11:13. | :11:18.
right moment when she sensed the economy was improving. More such new | :11:19. | :11:25.
businesses are now being set up as confidence in the recovery grows. | :11:26. | :11:33.
For me, it's a dream. I thought, now or never. You only live once. So go | :11:34. | :11:44.
for it! You had the sense the economy was changing? Yes. The | :11:45. | :11:53.
survey focused on the high street. It found demand to rent shops has | :11:54. | :11:59.
increased significantly. More retail outlets were also being built and | :12:00. | :12:03.
there was an increase in demand for office space and industrial units. I | :12:04. | :12:10.
will take comfort. We are getting positive feedback from our members | :12:11. | :12:13.
in the region and they are seeing things on the ground, so the fact | :12:14. | :12:16.
they are seen more positive messages is good news. The are ICS says their | :12:17. | :12:23.
surveys in line with evidence that people are shopping more and | :12:24. | :12:27.
spending more. All this before Christmas as well, the most | :12:28. | :12:31.
important trading period of the year. This is the latest part in | :12:32. | :12:38.
increasing confidence. That is giving business leaders hope that | :12:39. | :12:42.
after five very tough years, the future may, at last, be looking | :12:43. | :12:49.
brighter. In the last two years, there's been | :12:50. | :12:53.
a record amount of rainfall and flooding in the South West. One of | :12:54. | :12:56.
the most common callouts for firefghters is to rescue drivers | :12:57. | :12:59.
stuck in water. The service says around 14 people a year die after | :13:00. | :13:03.
becoming trapped in their vehicles. Louise Walter reports on a new | :13:04. | :13:06.
campaign to highlight the dangers of driving into a flood. | :13:07. | :13:13.
Remember, remember, last November when heavy rain and flooding caused | :13:14. | :13:19.
huge disruption to roads. Many vehicles got stuck and drivers | :13:20. | :13:24.
needed rescuing. Now imagine being in one of those cars as electrics | :13:25. | :13:27.
fail and cold water starts to pouring. Vehicles in the water is | :13:28. | :13:33.
one of the most common rescue incidents we have and it is a major | :13:34. | :13:37.
cause. 14 people a year perish in their vehicle when there is | :13:38. | :13:42.
flooding. That's why there is specialist training here so that | :13:43. | :13:49.
rescuers can be prepared for the most difficult flood rescue | :13:50. | :14:01.
scenarios. As little as 15 centimetres of water will sweep your | :14:02. | :14:07.
feet away from you. It's not as simple as just walking away from | :14:08. | :14:12.
it. The trick is, turn around and don't drive into floodwaters if you | :14:13. | :14:16.
don't how deep it is. That's the message of the campaign: Turnaround, | :14:17. | :14:27.
don't drown. Don't drive into floodwater. It would take only an | :14:28. | :14:32.
egg cup full of water in your engine to ruin it. Don't walk into flood | :14:33. | :14:37.
water because you can't see the trip hazards and if you fall over in six | :14:38. | :14:42.
inches of water flowing in six miles an hour, you can't stand up again. | :14:43. | :14:47.
It's inevitable that some roads will be get flooded this winter. The | :14:48. | :14:52.
emergency services are hoping people will heed their message and not end | :14:53. | :14:56.
up in a situation like this. Troops from more than 20 nations | :14:57. | :14:59.
have been taking part in a huge military training exercise in | :15:00. | :15:02.
Cornwall. 2,500 service men and women have been based at RAF St | :15:03. | :15:06.
Mawgan near Newquay, making it one of the largest land deployments in | :15:07. | :15:09.
the county since the Second World War. Spotlight's Heidi Davey has | :15:10. | :15:19.
been along to watch the action. This is exercise arcade fusion. It | :15:20. | :15:25.
has been transformed and its personnel increased ten times over | :15:26. | :15:30.
to allow the UK led Allied rapid reaction Corps is to command an | :15:31. | :15:35.
entire theatre. On the ground, and this is the nerve centre of the | :15:36. | :15:41.
operation. Its role is to support NATO missions at anywhere in the | :15:42. | :15:47.
world at just a few days notice. We pick a region in the world in a | :15:48. | :15:52.
scenario which we then lay on to that region. That could be anywhere. | :15:53. | :15:57.
In this particular scenario, we are using a country which is in the | :15:58. | :16:03.
north`east of Africa. But that is fictional. We then develop a | :16:04. | :16:11.
scenario which works for the training objectives we are trying to | :16:12. | :16:15.
achieve for the particular training audience. Out on the field is where | :16:16. | :16:22.
troops are to make key decisions. Around you are a number of people. | :16:23. | :16:27.
On one occasion, we are dealing with a massive incident in the North and | :16:28. | :16:33.
South, missing people to the south`east, maritime incidents, IED | :16:34. | :16:39.
's, political incidents, terrorists, the whole lot. But no on | :16:40. | :16:44.
functions without the right nutrients and the kitchen staff will | :16:45. | :16:48.
use over 7000 tonnes of potatoes and 8000 litres of milk by the time the | :16:49. | :16:53.
exercise has reached its peak. Success is down to good at base. My | :16:54. | :17:02.
staff have been working closely with personnel to make sure that on the | :17:03. | :17:08.
logistics, life support is good for them. When this exercise comes to a | :17:09. | :17:15.
close, many personnel are hopeful for a well earned Christmas break. | :17:16. | :17:20.
But there is every chance they could still be called out within 48 hours | :17:21. | :17:22.
to anywhere in the world. Exeter Chiefs will feel aggrieved | :17:23. | :17:35.
that television match officials wiped out two try scoring efforts in | :17:36. | :17:39.
their 16`9 defeat to Premiership rugby leaders Saracens at Sandy | :17:40. | :17:47.
Park. Ian Whitten had a score ruled out by the TMO in a game of only one | :17:48. | :17:52.
try which went the Sarries' way. Just before the end, Tom Johnson | :17:53. | :17:55.
thought he'd rescued the Chiefs, but the verdict was that he'd grounded | :17:56. | :18:01.
the ball just short of the line. The Cornish Pirates have put more | :18:02. | :18:04.
pressure on the top four teams in rugby's Championship after beating | :18:05. | :18:07.
Bristol for the second time this season. The Pirates overturned an | :18:08. | :18:14.
8`7 half`time deficit to win 21`15. South African wing Kieran Goss | :18:15. | :18:17.
pounced to score twice with Tom Kessell scoring his seventh try of | :18:18. | :18:21.
the season. The victory means the Pirates are sixth with Bristol | :18:22. | :18:32.
remaining second. The games between Bristol in the past have been extra | :18:33. | :18:37.
special, and you can tell by the amount of supporters yesterday, you | :18:38. | :18:41.
get a phenomenal game of rugby and top championship rugby. | :18:42. | :18:44.
Plymouth Argyle are the team in form at the moment. Their 2`1 win over | :18:45. | :18:47.
Dagenham and Redbridge was their fifth without defeat in League Two. | :18:48. | :18:50.
But for Exeter City and Torquay United, their poor runs have | :18:51. | :18:53.
continued. BBC Radio Devon commentators described the drama | :18:54. | :18:54.
with the fans also having their say. Yeovil Town are cut adrift at the | :18:55. | :20:44.
bottom of the Championship. A 2`1 reverse at Doncaster Rovers leaves | :20:45. | :20:47.
them five points behind the safety line. Byron Webster brought the | :20:48. | :20:50.
Glovers back in it just before the interval in South Yorkshire, but | :20:51. | :20:53.
they fell behind for a second time eight minutes from the end to leave | :20:54. | :20:57.
them pointless once again. Next up for Town, Watford away next | :20:58. | :20:59.
Saturday. Finally, Exeter welterweight boxer | :21:00. | :21:01.
Freddy Kiwitt has won his first professional bout with a unanimous | :21:02. | :21:08.
points decision. Kiwitt was confident in his build up to the | :21:09. | :21:12.
fight and he outboxed Matt Seawright at Gloucester's GL1 Leisure Centre | :21:13. | :21:15.
with a flurry of body shots and left hooks. Well done, Freddy! | :21:16. | :21:28.
Trainee chefs at HMS Raleigh in Cornwall have been learning how to | :21:29. | :21:35.
uphold a Seasonal tradition. Yesterday was so`called Stir up | :21:36. | :21:38.
Sunday, the day when Christmas puddings are made, and everyone in | :21:39. | :21:41.
the house gets the chance to stir the mixture. Johnny Rutherford | :21:42. | :21:44.
joined the recruits as they learned about the Navy's traditional recipe | :21:45. | :21:53.
and customs. An important naval tradition today: | :21:54. | :21:58.
Stir up Sunday. It might look like after chef, but this is HMS Raleigh. | :21:59. | :22:10.
Happy? Let's go! It's very important that we instil in them the Navy | :22:11. | :22:16.
ethos and we keep these traditions alive. It's difficult because the | :22:17. | :22:21.
ship is rolling around and you got other commitments going on. Whether | :22:22. | :22:26.
you are deployed or not, you still look forward to Christmas lunch, so | :22:27. | :22:30.
it's important we give them a full spectrum of training. The tradition | :22:31. | :22:37.
of stirring victory `` of stirring the Christmas pudding goes back | :22:38. | :22:42.
centuries. Stirring is meant to take place the last Sunday before Advent | :22:43. | :22:52.
to allow the mixture to mature. Racers, currants, sultanas, suet,, | :22:53. | :23:00.
zest. And run. Then stirred to perfection. It's a family thing to | :23:01. | :23:09.
do and the royal navy is a family. I'm going to put a coin in! I wonder | :23:10. | :23:15.
who will find that. Not everyone will be able to mix it, so | :23:16. | :23:19.
traditionally, the youngest crew member and commanding officer do the | :23:20. | :23:25.
final stir. On Christmas Day, the youngest person on board the ship | :23:26. | :23:29.
captain will change roles, so the most junior person will become | :23:30. | :23:32.
captain for the day and the captain will slot into his job. I bet that's | :23:33. | :23:40.
fun! I bet that's going to taste good! | :23:41. | :23:44.
Oh, use off! Hopefully, it might warm up a little | :23:45. | :24:02.
bit, but it is still pretty cold, and even though it is best described | :24:03. | :24:07.
as less cold, it's still cold at night. Towards the end of the week, | :24:08. | :24:12.
showers come our way. Most of which will fall as rain. Subtle changes | :24:13. | :24:19.
this week. It is a little bit weaker. As it weakens, it allows | :24:20. | :24:24.
more clout to come in. That process is already underway. You can see | :24:25. | :24:29.
that cloud up through the Irish Sea at the moment. The high`pressure | :24:30. | :24:35.
moves gently southwards through the day and then begins to retreat out | :24:36. | :24:41.
into the Atlantic. What will happen is more cloud will come at the top | :24:42. | :24:44.
of that high and drift across most of Britain. A change to cloudy skies | :24:45. | :24:49.
and less cold air. The clear skies we have had today, though, already | :24:50. | :24:54.
allowing temperatures to get fairly close to freezing. Some cloud | :24:55. | :24:59.
around, but even here, that cloud will break up later on. So for all | :25:00. | :25:05.
of us to night, a cold night with light winds, it widespread overnight | :25:06. | :25:09.
frost and even some freezing fog patches. The sort of temperatures we | :25:10. | :25:19.
can expect: Zero down to freezing. That will depend to where the cloud | :25:20. | :25:24.
goes. If you keep the blanket of cloud, temperatures will hold up | :25:25. | :25:28.
around freezing, but with clear skies will drop well below. | :25:29. | :25:33.
Tomorrow, plenty of winter sunshine. A little more in the way of cloud. | :25:34. | :25:42.
But for most of us, sunshine again, a dry day, a fine one, not very | :25:43. | :25:47.
warm, though. Temperatures really struggling. Seven, possibly eight | :25:48. | :25:53.
degrees the highest temperature. For the Isles of Scilly, a lot of cloud | :25:54. | :25:57.
in the morning but it should break up to allow sunny spells in the | :25:58. | :26:05.
afternoon. For the rest of our ports and harbours, Plymouth, | :26:06. | :26:15.
afternoon. For the rest of our ports has been disappointing because of | :26:16. | :26:19.
the wind direction. Hardly any swell. Waves as much as two feet, | :26:20. | :26:31.
clean. There the coastal waters forecast. The winds are | :26:32. | :26:35.
north`easterly tomorrow, generally fair with good visibility. No more | :26:36. | :26:44.
than force three. The forecast, as we head into the middle of the | :26:45. | :26:48.
week, not much change. More cloud around, though. That will be quite | :26:49. | :26:54.
extensive on Wednesday. It helps keep the temperature is up, so | :26:55. | :26:57.
temperatures back up to nine degrees on Wednesday. And then a change on | :26:58. | :27:06.
Friday. More wind. That will feed in some breaks in the cloud but also a | :27:07. | :27:10.
few showers, although it has cooled down again as we head into next | :27:11. | :27:15.
weekend. And all the while, the risk of light frost. | :27:16. | :27:24.
There are unconfirmed reports that a huge wind farm of the North Devon | :27:25. | :27:29.
coast will not go ahead. Royal Marines have arrived in the | :27:30. | :27:35.
Philippines to help distribute disaster relief aid. | :27:36. | :27:40.
If there are any further developments on that Atlantic array | :27:41. | :27:43.
story, we will bring them to you later. | :27:44. | :27:46. |
