been paid for by the County Council but the local MEP says that is a | :02:03. | :02:06. | |
sticking plaster on a problem that needs major surgery. I think we need | :02:07. | :02:10. | |
to be looking at how we deal with water management and whether taking | :02:11. | :02:12. | |
decisions centrally in the Environment Agency is the right | :02:13. | :02:17. | |
thing. Whether we shouldn't be looking at setting up again local | :02:18. | :02:19. | |
drainage boards with representatives of local landowners, local councils, | :02:20. | :02:22. | |
local water companies to make sure that local people who know the area | :02:23. | :02:26. | |
are taking the decisions about where the water goes. There is no arguing | :02:27. | :02:36. | |

are submerged too. The clean`up bill is likely to be huge. There is | :02:42. | :02:45. | |

Government putting in that application within the ten week | :03:02. | :03:04. | |
deadline period and making sure that the people who have suffered are | :03:05. | :03:09. | |
getting some help in the clean`up. While some here are getting used to | :03:10. | :03:12. | |
the attention their situation is creating, most just want life to get | :03:13. | :03:20. | |

properties. It is also a place where they can pick up their groceries | :03:53. | :04:00. | |
that are brought in by rescue boats from the supermarkets in other | :04:01. | :04:03. | |

returned to normality. The key men this afternoon on one of those | :04:10. | :04:14. | |

the footpath in Devon has been shot after cracks began appearing on the | :05:31. | :05:36. | |
ground. Council workers have been assessing the recent damage in | :05:37. | :05:39. | |
Cornwall and walkers have been asked to look out for any problems. We | :05:40. | :05:43. | |
would welcome members of the public reporting to any cracking around the | :05:44. | :05:47. | |
coast path. It is quite obvious. You will see very distinct, linear | :05:48. | :05:52. | |
cracks. You will also start to see some. If you do, walk away from them | :05:53. | :05:56. | |

work. The TUC says immigrants bring more benefits to the UK and the | :07:49. | :07:59. | |
south`west. The union says migrants pay 34% more in income tax than they | :08:00. | :08:03. | |
take out in terms of public services. Down here in the West | :08:04. | :08:09. | |
Country, immigration is a very small part of the economy. We're talking | :08:10. | :08:13. | |
about 6% or something like that, in terms of foreign population. And | :08:14. | :08:18. | |
many are coming here to do important jobs or the jobs that local people | :08:19. | :08:23. | |

visible. Polish shops in Plymouth. But immigration divides opinion. You | :08:28. | :08:32. | |
know, they're taking the jobs off us so I'm not happy. If they're here to | :08:33. | :08:36. | |

Council might not be viable as an authority in five years' time, if it | :09:06. | :09:08. | |
continues with severe budget cuts. The union, the Torbay and District | :09:09. | :09:11. | |
Trades Council, says the ?27 million the local authority has to save over | :09:12. | :09:15. | |
the next two years could force it to merge with another council. | :09:16. | :09:18. | |

authorities, Torbay council is having to make large cut of the | :09:54. | :09:59. | |
result of a reduction in the grant from central government. When you | :10:00. | :10:03. | |
have to make such large cuts, how do you protect the most vulnerable? | :10:04. | :10:09. | |
Toby's budget which helps vulnerable groups is facing a cut of 73%. I do | :10:10. | :10:15. | |
not want to help any Torbay that turns its back on the needy. When | :10:16. | :10:18. | |
there are people sleeping in doorways, no help for elderly people | :10:19. | :10:21. | |
who want to carry on living in their own homes, no support for people | :10:22. | :10:25. | |
battling drug and alcohol addictions. I don't want to live in | :10:26. | :10:30. | |
a place like that. I want to live any just and decent Toby. The cuts | :10:31. | :10:35. | |
will also have a big impact on jobs. The unions fear the council | :10:36. | :10:38. | |
will no longer be valuable in four years' time. We will end up having | :10:39. | :10:45. | |
