bed for her. I was looking forward to going in to get rid of the pain. | :01:50. | :01:53. | |
I cannot blame the hospital, the staff, they were brilliant. They | :01:54. | :01:57. | |
could not have done anything better. What upset me was that I had the bed | :01:58. | :02:03. | |
then it was taken away. In a week before New Year at the | :02:04. | :02:07. | |
Royal, all alone there were more than 100 beds blocked, twice the | :02:08. | :02:11. | |
national average. That is despite a plan to improve the communication | :02:12. | :02:16. | |
system after 14 operations had to be cancelled on one day in October. | :02:17. | :02:20. | |
This has prompted accusations that council was to blame for failure is | :02:21. | :02:24. | |

this as quickly as possible. This is a very long`term problem, right | :04:47. | :04:49. | |
across the UK, which needs to be resolved nationally and locally. | :04:50. | :04:54. | |
We are one of the 14 council areas in the country trying to resolve it | :04:55. | :04:59. | |
quicker for the people of Cornwall. On a broader point before we | :05:00. | :05:03. | |
finish, what sort of shape you think the council was in at the moment? | :05:04. | :05:06. | |
What are your hopes for it going forward? I think I have inherited a | :05:07. | :05:13. | |
council in quite robust shape. We have managed since the unitary | :05:14. | :05:18. | |
authority began to save ?170 million, and it looks like we are | :05:19. | :05:22. | |
going to have to save a similar sum of money again. However, I think the | :05:23. | :05:25. | |
council was in good shape to do that, we are trying to do things | :05:26. | :05:33. | |
differently, without more locally driven services, and hopefully that | :05:34. | :05:36. | |

A`ten`year old boy is still in Plymouth's Derriford hospital | :05:43. | :05:44. | |
tonight four months after his mum was told he was well enough to go | :05:45. | :05:49. | |
home to Cornwall. Alex Dieterle has cerebral palsy, but a problem with | :05:50. | :05:53. | |
his package of care at home meant he spent Christmas in one of the | :05:54. | :06:01. | |
children's wards. It was the week before Christmas when Spotlight | :06:02. | :06:06. | |
featured the story of Alex Dieterle, ten`year`old with cerebral | :06:07. | :06:09. | |
palsy. Alex arrived with a chest infection | :06:10. | :06:12. | |
in September. He quickly got over this but is stuck in hospital ever | :06:13. | :06:16. | |
since because of problems sorting out his home health care. We could | :06:17. | :06:20. | |
not film Alex today because he was not very well. He has a flu type of | :06:21. | :06:30. | |
bug, it is sitting on his chest which is very dangerous for him, and | :06:31. | :06:34. | |
if it turns into a chest infection he has to fight really hard to get | :06:35. | :06:38. | |
rid of it. Children such as Alex can actually | :06:39. | :06:43. | |
die from chest infections, and do frequently. It does feel like he is | :06:44. | :06:46. | |
a sitting duck on the ward at the moment. All the more reason his | :06:47. | :06:52. | |
mother wants Alex to come home. That is taking time. | :06:53. | :06:56. | |
In a statement, NHS Kernow and Cornwall Hospital said they are | :06:57. | :07:01. | |
committed to getting Alex discharged as soon as possible. The statement | :07:02. | :07:05. | |
went on, however, Alex cannot be discharge from hospital until a safe | :07:06. | :07:09. | |
package of care is put in place that meets both his and his mum's needs. | :07:10. | :07:14. | |
We remain in constant contact with Alex's family. | :07:15. | :07:19. | |
For Joe, it is frustrating, as time with Alex is precious. | :07:20. | :07:24. | |
I cannot replace the time he has wasted in here, and I just hope when | :07:25. | :07:27. | |
we finally get home I have longer to spend with him for him to enjoy his | :07:28. | :07:30. | |
life. Police are appealing for witnesses | :07:31. | :07:40. | |
to a fatal crash in Plymouth which closed off a busy road into the city | :07:41. | :07:46. | |
for more than ten hours. A car hit a road sign near Marsh Mills early on | :07:47. | :07:49. | |
Saturday morning. It was being driven by a 25`year`old local man. | :07:50. | :07:53. | |
He was pronounced dead at the scene. The road was sealed off for accident | :07:54. | :07:56. | |
investigation work to be carried out. | :07:57. | :07:58. | |
The recent storms have seen a dramatic increase in the amount of | :07:59. | :08:02. | |
rubbish being washed up on South West beaches. In Dorset around 100 | :08:03. | :08:05. | |
volunteers have taken part in a major clear`up of the county's | :08:06. | :08:08. | |
Chesil beach after it was covered in debris including a dead cow. They | :08:09. | :08:11. | |
said they felt compelled to act because the authorities didn't. | :08:12. | :08:18. | |
Hamish Marshall reports. We've striven by strong winds put | :08:19. | :08:22. | |
Portland in the eye of the storm. But even when the weather eased, | :08:23. | :08:27. | |
this was the result. Rubbish that of the sea bed and more of it with | :08:28. | :08:35. | |
every high tide. This woman saw pictures of the | :08:36. | :08:38. | |
rubbish on Jessel Beach and got everything to help hundreds of | :08:39. | :08:42. | |
others clear it on Saturday. Not only does it affect our beautiful | :08:43. | :08:46. | |
area, but the animals, the wildlife, the nature. More rubbish has been | :08:47. | :08:50. | |
washed up in the days that followed and if we left it there would be | :08:51. | :08:54. | |
more and more. It was so important to deal with it immediately. Word of | :08:55. | :08:59. | |
the state of the beach and the clean`up operation spread through | :09:00. | :09:01. | |
the internet. Tom Randall and his twin brother | :09:02. | :09:05. | |
spent the weekend dragging rubbish from the beach. This is not even | :09:06. | :09:10. | |
half of what was brought up. It was hard work to Saturday. I came down | :09:11. | :09:14. | |
your around half past nine, and I left around four o'clock in the | :09:15. | :09:16. | |
afternoon. I came back again on Sunday and it | :09:17. | :09:21. | |
was hard work. It made you feel good inside, it really did. | :09:22. | :09:25. | |
But four days since it was first reported, this head cow has not been | :09:26. | :09:31. | |
moved. There are concerns that local authorities have done little in | :09:32. | :09:35. | |
response. At the very least, a council officer could have been here | :09:36. | :09:41. | |
to coordinate efforts to assist us. One of the volunteers had to | :09:42. | :09:45. | |
instruct and organise which ticket to put their saw that things go to | :09:46. | :09:48. | |
the right place once they are binned. As you see, nothing has been | :09:49. | :09:52. | |
binned, nothing has been moved from the beach, we still have a dead cow | :09:53. | :09:57. | |
here. Dorset waste partnership told us it is not its duty. It said it | :09:58. | :10:03. | |
has been in contact with the landowner, the Crown estate, to | :10:04. | :10:05. | |
offer advice. It says it will work with | :10:06. | :10:09. | |
contractors to clear and dispose of the waste and dead animals as soon | :10:10. | :10:12. | |
as possible, but with every tide the gets bigger. | :10:13. | :10:20. | |
`` the problem gets bigger. As well as a dramatic increase in | :10:21. | :10:24. | |
rubbish, the recent storms have had a profound effect on the South West | :10:25. | :10:27. | |
coastline, with rock formations which have stood in place for | :10:28. | :10:30. | |
possibly thousands of years being swept away. There has also been a | :10:31. | :10:34. | |
big impact on the livelihoods of some people living and working | :10:35. | :10:36. | |
around our coasts as Our Environment Correspondent, Adrian Campbell, has | :10:37. | :10:38. | |
been finding out. The storms over Christmas and New | :10:39. | :10:43. | |
Year brought remarkable scenes to our shores. Coastal communities were | :10:44. | :10:46. | |
under attack from the elements. Several people have lost their | :10:47. | :10:51. | |
lives. Traders were said for the missing 18`year`old photography | :10:52. | :10:54. | |
student Harry Martin after a body was found on Saturday. All around | :10:55. | :10:59. | |
the region, livelihoods have been damaged, including at this each cafe | :11:00. | :11:04. | |
in Cornwall. It was quite devastating to have to clear the | :11:05. | :11:12. | |
place up once, not once, not twice but three times. | :11:13. | :11:14. | |
Physically sick, to be honest. There is nothing I can do, it is totally | :11:15. | :11:19. | |
out of my hands. The Met Office warned us in advance | :11:20. | :11:23. | |
there were exceptionally cold conditions over North America and | :11:24. | :11:27. | |
that was colliding with warmer air in the Atlantic. It brought a series | :11:28. | :11:31. | |
of intense storms directly to the South West. For much of December | :11:32. | :11:35. | |
into the New Year we have had heavy rainfall and flooding. Unusually | :11:36. | :11:40. | |
strong winds came here on the Jetstream, high in the atmosphere. | :11:41. | :11:45. | |
Over the last three or four weeks we have seen Jetstreams over 200 knots, | :11:46. | :11:51. | |
which is unprecedented. There is a lot of energy and it tends to guide | :11:52. | :11:56. | |

against beach side properties in St Ives. People living at Porthmeor | :12:36. | :12:39. | |
Beach say the sand is around ten feet above its normal level for this | :12:40. | :12:43. | |
time of year. They believe it may have contributed to the flooding of | :12:44. | :12:46. | |
several homes in last weeks extreme weather. David George has this | :12:47. | :12:48. | |
report though. Flats and apartments overlooking | :12:49. | :12:55. | |
Porthmeor Beach near the Tate Gallery have some of the best views | :12:56. | :13:00. | |
in Cornwall, but last week's combination of high tides, low | :13:01. | :13:04. | |
pressure and wind, but the sea crashing through the windows and | :13:05. | :13:08. | |
doors into several homes. It hit bang on and caused an almighty | :13:09. | :13:10. | |
crash. The impact did this. Completely | :13:11. | :13:17. | |
cracked the old wooden frame. We are lucky the whole thing didn't | :13:18. | :13:22. | |
collapse, but the water took about 30 seconds or a minute before it | :13:23. | :13:27. | |
rained back again. Then we were sort of standing here wondering, my God, | :13:28. | :13:31. | |
if that was one we've come are more coming? Sure enough, another wave | :13:32. | :13:35. | |
came, smashed its way through there, right through the back door and | :13:36. | :13:38. | |
completely flooded the whole of number two. | :13:39. | :13:44. | |
It is approaching high water now, but a week ago during the storm the | :13:45. | :13:48. | |
high tide came right up to here. Some residents blame the level of | :13:49. | :13:54. | |
this sand. 18 inches below the balcony now, but it is normally, | :13:55. | :13:58. | |
they say, around ten feet below this level. | :13:59. | :14:03. | |
Residents called on Cornwall Council to take urgent action during the | :14:04. | :14:06. | |
storm as high tides and stronger winds were forecast. | :14:07. | :14:12. | |
This was a 12 foot swell backed by 28 mph winds. The next one was | :14:13. | :14:16. | |
predicted to be 48 mph and a 22 foot swell. We were in trepidation so we | :14:17. | :14:21. | |
moved everything out of the flat upstairs. | :14:22. | :14:25. | |
Council officials said they could not take any action while the storm | :14:26. | :14:28. | |
was still raging. There were two concerns, the first was that we | :14:29. | :14:32. | |
thought the sun was protecting the foundations of the older sea wall | :14:33. | :14:35. | |
and if it had been moved that would have been catastrophic damage to the | :14:36. | :14:38. | |
properties. There is also the real issue of | :14:39. | :14:41. | |
health and safety of the people employed to do that. The storm was | :14:42. | :14:49. | |
prevailing and there was a short period of opportunity to get people | :14:50. | :14:52. | |
onto the beach to do the work. Con mole council says work will begin on | :14:53. | :14:55. | |
removing some of the sand later this week. | :14:56. | :15:01. | |
`` Cornwall Council. Meanwhile, the Environment Agency | :15:02. | :15:03. | |
has warned tonight that more forecast rain could bring further | :15:04. | :15:06. | |
flooding to the Somerset Levels. Water levels on the moorland are | :15:07. | :15:09. | |
falling slightly. But roads remain closed, houses are still waterlogged | :15:10. | :15:12. | |
and one village is still cut off. Here's our Somerset Correspondent, | :15:13. | :15:18. | |

Somerset levels for 150 years. Only three times in living memory has | :15:24. | :15:26. | |

of the Severn estuary. If you leave it, the rivers clog up and hold less | :16:07. | :16:11. | |
water. The result, say many, is this. The Environment Agency is the | :16:12. | :16:17. | |
organisation responsible for the rivers. When I cornered Lord Smith, | :16:18. | :16:22. | |
then chairman of the agency come on a visit to Somerset more than one | :16:23. | :16:26. | |
year ago, he did commit to dredging. Eventually. What we need to do is | :16:27. | :16:34. | |
find out here were the best places to dredge going to be, then get on | :16:35. | :16:37. | |

They reckon that to dredge just ten kilometres would cost ?4 million. | :17:09. | :17:14. | |
And in spite of appeals for help to organisations and local companies, | :17:15. | :17:17. | |
so far they have only raised 1 million. No money, no dredging. We | :17:18. | :17:24. | |
could well be back here again next year. | :17:25. | :17:29. | |
A family from Cornwall whose eldest son died just over a year ago now | :17:30. | :17:36. | |
face and move to a smaller property after having housing benefit | :17:37. | :17:40. | |
reduced. The change to the benefits system was introduced by the | :17:41. | :17:43. | |
Government last April. But the Chapman family believe the situation | :17:44. | :17:46. | |

families deemed to have too much living space receive a reduced | :18:18. | :18:21. | |
payment, and a year on from losing Caleb the Chapmans are being asked | :18:22. | :18:24. | |
to pay to keep their third headroom as the two youngest siblings are | :18:25. | :18:26. | |
deemed eligible to share a room. It is not the case that he has moved | :18:27. | :18:36. | |
out and gone to uni or something. What has happened is tragic in | :18:37. | :18:40. | |
itself, but then to get this letter saying they want to charge us for | :18:41. | :18:43. | |
bedroom tax because of what has happened to our eldest son, and we | :18:44. | :18:47. | |
still have a boy and girl left, it is ridiculous. | :18:48. | :18:51. | |
Devon and Cornwall Housing says it is extremism are fit for the | :18:52. | :18:54. | |
family's circumstances and will continue to work with them to | :18:55. | :18:57. | |
explore a long`term solution that is acceptable to them. `` it is | :18:58. | :18:59. | |

I am a self`employed hairdresser. In time, once I'm fully established, | :19:06. | :19:09. | |
