died aged 88. That's all from the BBC News at Six so it's goodbye | :00:00. | :00:13.
died aged 88. That's all from the Campaigners accuse a council of | :00:14. | :00:15.
abandoning its duty of care amid plans to close a residential home. | :00:16. | :00:19.
Good evening. Protestors have told Spotlight the closure will have a | :00:20. | :00:22.
devastating effect on their loved ones. I know she is safe and secure | :00:23. | :00:32.
and looked after there. To love her from that would be a disastdr. We'll | :00:33. | :00:37.
also hear from the council which says it has to make changes to save | :00:38. | :00:39.
money. Also tonight: Shocking new details | :00:40. | :00:42.
of the circumstances of the man found dead on a Cornish beach. | :00:43. | :00:46.
Police reveal Alan Jeal had a sock in his mouth and other unexplained | :00:47. | :00:49.
injuries when he was found `t Perranporth. | :00:50. | :00:52.
An economic boost for the South West as the Chiefs prepare for the | :00:53. | :00:57.
biggest game in their history. And the heart`warming tale of a dog | :00:58. | :01:00.
whose own litter died, saving the lives of these puppies. | :01:01. | :01:08.
Campaigners say the closure of residential homes will have a | :01:09. | :01:10.
devastating impact on their vulnerable loved ones and that any | :01:11. | :01:14.
upheaval will be a disaster for them. The protesters have accused | :01:15. | :01:18.
Devon County Council of abandoning its legal duty of care towards | :01:19. | :01:22.
elderly people with dementi`. The authority is considering closing its | :01:23. | :01:25.
care homes, including Davey Court in Exmouth, to save money. We'll hear | :01:26. | :01:30.
the council's response in a moment. First, Chris Lyddon reports on the | :01:31. | :01:38.
campaign to save the homes. It's a beautiful day but thhs | :01:39. | :01:44.
pensioner is too worried about his wife to think of anything else but | :01:45. | :01:48.
her future. She lives in a council care home facing closure. She | :01:49. | :01:57.
wouldn't wash, she wouldn't bath or change her clothes. She nevdr | :01:58. | :02:03.
slept. Her appetite was ravdnous. She would go into the waste bin and | :02:04. | :02:08.
dig stuff out and try and e`t it. It was murder. The care home worked | :02:09. | :02:15.
wonders with her. She is quhet, settled, happy. I know she hs safe, | :02:16. | :02:22.
secure and looked after thehr and to move her from that would be a | :02:23. | :02:31.
disaster. It's ridiculous. They are telling you they have made the | :02:32. | :02:34.
decision to close then they are going out to consultation. Other | :02:35. | :02:40.
relatives with loved ones h`ve launched a campaign. Stephanie is | :02:41. | :02:48.
worried her father won't get the care he needs in the privatd sector. | :02:49. | :02:55.
He has advanced Alzheimer's and at times challenging behaviour and the | :02:56. | :02:59.
local homes we have approached are not interested in taking on someone | :03:00. | :03:05.
with that level of care. Delentia is on the increase. By 2021, it will | :03:06. | :03:13.
increase by 34%, so one in 20 adults over the age of 65 will havd some | :03:14. | :03:19.
form of dementia. To bury your head in the sand about is not on. | :03:20. | :03:25.
Campaigners are doubly angrx because the council said it would spend | :03:26. | :03:29.
millions to make the care home Centre of excellence for those with | :03:30. | :03:33.
dementia that now, there dodsn't seem to the money. | :03:34. | :03:36.
Well, Chris is with us now. It seems that closure is a foregone | :03:37. | :03:44.
conclusion. Yes, the governlent s care minister, Norman Lamb, has | :03:45. | :03:47.
already said that councils should move from being providers of care to | :03:48. | :03:50.
commissioners of care. It's much cheaper for a council to pax | :03:51. | :03:53.
families to buy their care hn a private care home because that way, | :03:54. | :03:57.
the council doesn't have to pay the huge costs of running homes. What is | :03:58. | :04:02.
the county council saying about the relatives' concerns? The cotncil is | :04:03. | :04:07.
saying no decision has been made to close Davey Court. It's sayhng it's | :04:08. | :04:11.
consulting relatives, GPs and other health providers to decide what to | :04:12. | :04:23.
do. Anything that happens to the care home will not happen | :04:24. | :04:27.
overnight. This will not be a 1st of May or 1st of June. It is not likely | :04:28. | :04:33.
anything finer will happen for at least 18 months. So their fttures | :04:34. | :04:37.
won't be certain until the dnd of the consultation at the end of this | :04:38. | :04:41.
month, with decisions expected to be made during April. | :04:42. | :04:43.
Detectives investigating thd death of a man whose body was found on a | :04:44. | :04:47.
beach in Cornwall have reve`led that a sock was found in his mouth. They | :04:48. | :04:51.
say this, combined with unexplained injuries on Alan Jeal's bodx, means | :04:52. | :04:54.
it's now very likely someond else was involved in his death. | :04:55. | :05:05.
Alan's body was discovered on this beach by a dog walker. He w`s naked | :05:06. | :05:13.
except for one shoe. Today detectives revealed he also had | :05:14. | :05:17.
something placed in his mouth. There is more information we are putting | :05:18. | :05:23.
out to appeal for any inforlation. He was also found with a sock in his | :05:24. | :05:28.
mouth and we can't really think of a good reason for that sock bding in | :05:29. | :05:34.
his mouth. It raises suspichons for us as to what happened to hhm before | :05:35. | :05:38.
he died and we would like to hear from anyone with any inform`tion | :05:39. | :05:43.
about that. Tests are still being carried out on a number of | :05:44. | :05:46.
unexplained injuries on his body that the police don't believe it | :05:47. | :05:50.
could have been caused accidentally. They say taking all this information | :05:51. | :05:53.
together suggests someone else may have been involved in his ddath The | :05:54. | :05:59.
police have been able to tr`ck his movements on the day before he died. | :06:00. | :06:03.
This is CCTV footage of him withdrawing money from a cashpoint | :06:04. | :06:14.
in his hometown of Weybridgd. New pictures reveal he caught a bus | :06:15. | :06:16.
where he spent several hours walking around the city. He appears to be on | :06:17. | :06:23.
his own and wearing his blud coat and rucksack, he appears to be | :06:24. | :06:27.
walking with a relative amotnt of purpose, but there was no other | :06:28. | :06:31.
person with him. His family say he was a mild`mannered and gentle man | :06:32. | :06:36.
and are desperate for answers. "Appalling and revolting." That s | :06:37. | :06:39.
how a health watchdog has rdacted to a hoax email that's been sent to | :06:40. | :06:44.
thousands of people. The message appears to come from the National | :06:45. | :06:47.
Institute for Health and Care Excellence, or NICE, and advises | :06:48. | :06:49.
people that blood tests havd revealed "a suspicion of a cancer." | :06:50. | :06:55.
Medical bosses in Cornwall say they are being contacted by worrhed | :06:56. | :06:58.
patients who've received thd email and there are warnings not to open | :06:59. | :07:04.
it. Tamsin Melville has been following the story from Trtro. | :07:05. | :07:11.
People have been calling BBC radio Cornwall, saying how upset they are | :07:12. | :07:19.
to have got this e`mail. Whdn you open this e`mail, it appears to | :07:20. | :07:23.
suggest that test results h`ve led to a suspicion of cancer. This man | :07:24. | :07:30.
is disgusted. It was a bit of a shock at first. It was a bit of a | :07:31. | :07:40.
shock but it was lucky I re`lised it was a scam e`mail. I am worried | :07:41. | :07:44.
about the more Bonera bore people that might not realise that. Nice | :07:45. | :07:50.
says it has been inundated `bout calls from this e`mail. It says it | :07:51. | :07:56.
never sent out e`mails about blood test results and you should delete | :07:57. | :08:01.
it straightaway if you get one. It also says this is a new low. The | :08:02. | :08:07.
police are now investigating. It's emerged that a navy warship | :08:08. | :08:10.
torpedo was accidentally fired into a dockyard wharf. HMS Argyll was on | :08:11. | :08:17.
a training exercise at Devonport dockyard in Plymouth when the | :08:18. | :08:19.
torpedo "unexpectedly jettisoned onto the wharf," said the Royal | :08:20. | :08:23.
Navy. It said the Test Vari`nt Torpedo was a dummy weapon with no | :08:24. | :08:26.
explosive content but it did cause minor damage. | :08:27. | :08:30.
The case against three carers accused of ill`treating or | :08:31. | :08:32.
neglecting people with learning difficulties at a Penzance care home | :08:33. | :08:38.
has been dropped by prosecutors The three had previously pleaded not | :08:39. | :08:41.
guilty to charges of ill trdatment or neglect. The charges had related | :08:42. | :08:46.
to their work at the John D`niel Day Care Centre. The prosecution was | :08:47. | :08:49.
dropped after the CPS offerdd no evidence. | :08:50. | :08:53.
Dorset Council is still waiting to hear from the government after | :08:54. | :08:56.
appealing for funds to help repair flood`damaged roads. ?10 million is | :08:57. | :09:00.
needed in Dorset, where it could take up to six months to repair the | :09:01. | :09:05.
road network. The Department of Transport says claims are still | :09:06. | :09:08.
being considered and an announcement would be made in due course. | :09:09. | :09:14.
A row over an upmarket food wagon has led to people living in a Devon | :09:15. | :09:17.
village losing a multi`millhon pound trust fund. The cash would have come | :09:18. | :09:22.
from one of the owners of the Bantham estate in the South Hams, | :09:23. | :09:25.
who died last November. Gillian Goddard had intended to leave her | :09:26. | :09:29.
shares to the village but she dropped the idea after vill`gers | :09:30. | :09:31.
opposed plans for the refreshment bus in the beach car park. | :09:32. | :09:37.
Plans to open the first new metal mine in the UK for 45 years moved a | :09:38. | :09:42.
step closer today. The ?123 million mine at Hemerdon near Plymotth | :09:43. | :09:45.
should produce enough tungsten to meet around 3.5% of the global | :09:46. | :09:48.
demand when production begins in 2015 but some people living near the | :09:49. | :09:51.
mine are concerned about thd environmental impact. | :09:52. | :10:08.
Chris walks his dog here most days. He has seen the dramatic | :10:09. | :10:12.
transformation of the landscape We knew it was coming because ht has | :10:13. | :10:18.
been on the cards for 25 ye`rs but the reality is much worse than you | :10:19. | :10:24.
could have ever thought. Thd once green valley was home to more than a | :10:25. | :10:28.
dozen families that they have moved out and the houses are boarded up. | :10:29. | :10:33.
Willingly sold, says the mining company, at market value. Wd haven't | :10:34. | :10:40.
had any compulsory purchases. We have had to buy 15 local properties. | :10:41. | :10:45.
I think it speaks volumes for the work. The turf cutting may be | :10:46. | :10:54.
ceremonial but it marks a rdal milestone towards the global | :10:55. | :10:58.
business of mining. There m`y not be gold here but there is a close | :10:59. | :11:07.
second. 400 million tonnes could be any those old mine buildings. The | :11:08. | :11:12.
plan is to remove those and dig out up to 3500 tonnes every year for the | :11:13. | :11:20.
next ten years. The operation could create 500 jobs. Production is due | :11:21. | :11:25.
to begin in 2015. Or minerals will eventually see the mine sitd | :11:26. | :11:31.
restored to woodland. Traders in Shaldon in South Devon | :11:32. | :11:34.
say their businesses are beginning to suffer because the village has | :11:35. | :11:38.
been cut in half by a landslip since January. A vital road connecting the | :11:39. | :11:42.
centre of Shaldon to the Ness on the outskirts has been shut and, as | :11:43. | :11:45.
Sophie Pierce reports, it's still not clear when it will reopdn. | :11:46. | :11:57.
A village divided. Normally it is a pleasant walk or drive into the | :11:58. | :12:01.
centre but look what happens if you try it at the moment. It's `ll | :12:02. | :12:08.
because of a landslip from ` private property at the top of the cliff | :12:09. | :12:13.
which has been going on for six weeks. Businesses say takings have | :12:14. | :12:19.
nosedived. I am very worried. If this carries on for much longer and | :12:20. | :12:25.
goes on into Easter, one of our busiest times of year, we c`n't | :12:26. | :12:31.
afford not to have a busy E`ster. Devon county council says it is keen | :12:32. | :12:35.
to reopen as soon as possible but is having to liaise with the | :12:36. | :12:42.
landowners. It needs to be resolved. We need to let our people vhsiting | :12:43. | :12:47.
the area in Drogheda facilities In recent years, it has been enjoying a | :12:48. | :12:54.
revival with new cafes and businesses bringing people hn. They | :12:55. | :12:58.
are hoping this problem won't have permanent repercussions. | :12:59. | :13:02.
Coming up: A big weekend for the Exeter Chiefs and an economhc boost | :13:03. | :13:06.
for the area. Plus: An MBE for the historhan who's | :13:07. | :13:09.
spent 30 years delving into Devon's past. | :13:10. | :13:14.
And a happy ending to the t`le of the puppies adopted by a new mum. | :13:15. | :13:23.
Time for the sport now and ht'll be all eyes on Sandy Park this weekend | :13:24. | :13:26.
as the Exeter Chiefs get re`dy for the biggest game in their hhstory. | :13:27. | :13:30.
Andy Birkett has been there today to soak up the pre`match atmosphere. | :13:31. | :13:44.
Here I am at Sandy Park. Thd Chiefs are hosting and starring in their | :13:45. | :13:48.
first`ever major final. Exeter have been building towards this day for a | :13:49. | :13:52.
while and although the scordboard may have the team 's starting | :13:53. | :13:56.
equal, home advantage could give them the edge. The skipper will lead | :13:57. | :14:02.
the team out and it will be a packed house. These opportunities don't | :14:03. | :14:11.
come along too often. There has also been a period of achievement in | :14:12. | :14:15.
recent years yet nothing to show from that in terms of silverware. | :14:16. | :14:20.
This opportunity doesn't cole often. We are excited. They go into the | :14:21. | :14:29.
match full of confidence. Rdally looking forward to this spectacle | :14:30. | :14:35.
and enjoying the atmosphere and the occasion and hopefully, we will get | :14:36. | :14:43.
what we want out of the gamd. The opposition have only beaten | :14:44. | :14:48.
Northampton once. We know how good they are and they have international | :14:49. | :14:55.
across`the`board. When the teams met last month, it was the leaddrs who | :14:56. | :15:02.
snatched a late win. We don't have any worries about beating | :15:03. | :15:10.
Northampton. With the final preparations underway, the lessage | :15:11. | :15:14.
is clear: Go out and enjoy xour day in the sun. I am joined now by a | :15:15. | :15:22.
former Exeter Chiefs. You h`ve seen both sides of it. How big an event | :15:23. | :15:29.
is this? Massive. You look `ll the premiership clubs which are in the | :15:30. | :15:33.
mix. International final hosted on our home ground. Sold out on the | :15:34. | :15:41.
first half of Monday morning. Where is your money at the weekend? | :15:42. | :15:47.
Obviously, on the Chiefs, btt looking at it, we play Bath in the | :15:48. | :15:51.
semifinal, we beat them, we are at home, Northampton beat us bx less | :15:52. | :15:59.
than appoint a month ago. Wd will find out on Sunday. The Chidfs rise | :16:00. | :16:07.
is not just good news for the country, it is good news for rugby | :16:08. | :16:13.
fans as a whole. This final and the Rugby World Cup next year should | :16:14. | :16:16.
provide local businesses with a massive boost. | :16:17. | :16:21.
Rugby is becoming big busindss in Exeter. These posts promote next | :16:22. | :16:28.
year's World Cup and many fhrms are following in the successful | :16:29. | :16:33.
slipstream. This pub is little more than a drop kick from Sandy Park. | :16:34. | :16:37.
Its bedrooms are booked for matched is well in advance and for this | :16:38. | :16:41.
weekend, it has had to turn away 100 potential bookings. We are busy | :16:42. | :16:47.
throughout the year and espdcially rugby matches, but this weekend we | :16:48. | :16:53.
have got a waiting list for tables. Reservations are high. This is a | :16:54. | :17:02.
crucial delivery: 5000 pints of Devon brewed beer have been brought | :17:03. | :17:10.
in for Sunday's final. They will taste it here. They will sax, what a | :17:11. | :17:20.
great day they had out in Exeter. Fantastic beer. All part of the | :17:21. | :17:27.
experience. It raises the profile. No one is sure how much mondy is | :17:28. | :17:32.
brought into the local economy by the Rugby club here but conservative | :17:33. | :17:38.
estimates reckon it can be ?15`20,000,000. It all brings | :17:39. | :17:50.
business into the city. We have got the science park out there. We are | :17:51. | :17:56.
looking at the world, not jtst the UK, and the more we can for Exeter | :17:57. | :18:00.
on the map, the better it is for business. Work on improving the | :18:01. | :18:05.
ground will pause on Sunday as the Chiefs hope to match success of the | :18:06. | :18:09.
field with success on it. Looking at this weekend's football | :18:10. | :18:12.
and in the Championship, Yeovil Town will have their work cut out at | :18:13. | :18:16.
promotion`chasing QPR as thdy look to climb out of the bottom three. In | :18:17. | :18:19.
League Two, Plymouth Argyle's recent form has seen them shoot up the | :18:20. | :18:23.
table but they face a tough trip to second`placed Scunthorpe. At the | :18:24. | :18:27.
other end of the table, Torpuay United head to Cheltenham, buoyed by | :18:28. | :18:30.
their midweek win over Rochdale but still seven points from safdty. | :18:31. | :18:34.
Exeter City's slump in form has seen them slip into the relegation mix. | :18:35. | :18:40.
They meet Newport on Sunday. And finally, the first round of the | :18:41. | :18:43.
British Motocross Championship is taking place in Cornwall thhs | :18:44. | :18:46.
Sunday. The best riders frol all over Europe will be taking part at | :18:47. | :18:55.
the MotoPark in Landrake. Well done to the Plymouth dhver | :18:56. | :19:09.
down. Good luck to Tom Dalex who gets his campaign underway on | :19:10. | :19:12.
Sunday. A historian from Devon has today | :19:13. | :19:16.
received an MBE for his lifdlong passion for the county's past. | :19:17. | :19:26.
Though American by birth, Doctor Todd Gray, as he's usually known, | :19:27. | :19:30.
has spent the last 30 years bringing history to life in the South West. | :19:31. | :19:34.
He was awarded his medal by Prince Charles at a ceremony at Buckingham | :19:35. | :19:38.
Palace this morning. Before the ceremony, John Henderson went to | :19:39. | :19:42.
meet Dr Grey to find out whx he s devoted to Devon's history. | :19:43. | :19:53.
This hardly needs any explahning. A little bit of history repeating | :19:54. | :19:56.
because 160 years ago, the same thing happened. If you are ` | :19:57. | :20:04.
Victorian historian, you know the 1850s collapse. They didn't have | :20:05. | :20:11.
their health and safety concerns we do. Everybody got out, walkdd around | :20:12. | :20:23.
the train track and off thex went. We have got wonderful images of that | :20:24. | :20:29.
time but seldom is there anxthing new in history. If anyone knows | :20:30. | :20:36.
anything about Devon's history, it is Doctor Gray. Since arrivhng from | :20:37. | :20:42.
the States, he has written 45 books on the county. From fascism and | :20:43. | :20:47.
early vegetarianism to the carvings on church benches, he has bden | :20:48. | :20:52.
inspired by Devon's diverse typography and its seam of documents | :20:53. | :20:59.
and archives. You end up with a history which is so different from | :21:00. | :21:03.
Somerset or Yorkshire or Berks and although I love Cornwall, Ddvon has | :21:04. | :21:10.
a diversity which I think is extraordinary. It also helps that | :21:11. | :21:18.
the past can still make its presence felt. The war memorial is a | :21:19. | :21:28.
particular favourite. For fhgures standing on top of the Demon of war. | :21:29. | :21:35.
It reminds me of how import`nt that war was to people and at thd time, | :21:36. | :21:40.
they said this huge darkness fell across England and we want to leave | :21:41. | :21:43.
something behind suit you know what we went through and you know it | :21:44. | :21:51.
shouldn't happen again. He has given 3000 lectures on history but now, he | :21:52. | :21:57.
is making it by receiving an MBE for his voluntary services to Ddvon | :21:58. | :22:04.
Heritage. There are probablx 10 0 Devon historians. Everyone hs | :22:05. | :22:09.
working quietly away. This hs nice, the Devon history is recognhsed | :22:10. | :22:20.
And now for a sad story with a happy ending. A litter of orphan puppies | :22:21. | :22:24.
have been saved by a surrog`te mother who lost her own litter just | :22:25. | :22:28.
a week earlier. What makes this story so remarkable is that the | :22:29. | :22:32.
surrogate mum is a Hungarian Vizla, just like the orphan puppies, and | :22:33. | :22:43.
they live only 20 miles apart. The new mum for the pups and new | :22:44. | :22:51.
pups for the ma'am. Clara h`d been expecting five puppies of hdr own | :22:52. | :22:55.
but tragically, they all didd. It was unable `` it was an awftl | :22:56. | :23:08.
experience to go through. Wd were relieved that we still had Clara, | :23:09. | :23:16.
though. She has been searchhng the house. She was looking for the | :23:17. | :23:27.
puppies. I had her upstairs in bed with me that night and she spent the | :23:28. | :23:34.
entire night crying. A week later, and 20 miles away, another Sizzler | :23:35. | :23:39.
was giving birth but the mother died and six of her ten pups also died. | :23:40. | :23:45.
Did she have any milk for the survivors? Yes, she did. It was a | :23:46. | :23:51.
perfect ending. It has been fantastic for Clara. It's lhke she | :23:52. | :24:00.
has got her babies back. It has been fantastic for the puppies. We don't | :24:01. | :24:04.
know whether they would havd survived without her. It sedms, in | :24:05. | :24:10.
life, some things are just leant to be. | :24:11. | :24:19.
They are gorgeous! My heart has melted. | :24:20. | :24:37.
We lose all this mist and fog we have been getting used to over the | :24:38. | :24:43.
last few days and we gain a bit more of a breeze and better visibility, | :24:44. | :24:50.
both out at sea and inland. It is less misty, brighter and more of a | :24:51. | :24:59.
breeze. That is not to say we might see a few mist patches overnight, | :25:00. | :25:03.
but already, the cloud base is coming up in the main probldm will | :25:04. | :25:07.
be hill fog. There is still a big area of high pressure on our | :25:08. | :25:10.
doorstep which doesn't move very far away from us. By the middle of the | :25:11. | :25:17.
day tomorrow, it is pretty luch in the same position. It will dominate | :25:18. | :25:20.
the weather through this wedkend. By the middle of the day on Sunday | :25:21. | :25:26.
hardly any change. We do have north`west winds which will feed in | :25:27. | :25:33.
a fair amount of cloud but the dryer story continues through Sattrday and | :25:34. | :25:37.
Sunday. Already, some of thd low cloud has lifted and clear spots, | :25:38. | :25:43.
but very quickly, the cloud will fill in the gaps. Winds are | :25:44. | :25:48.
north`westerly. They will bd moderate overnight tonight. | :25:49. | :25:53.
Overnight temperatures no lower than six or seven. For tomorrow, after a | :25:54. | :26:01.
cloudy start, the sunshine will break through that cloud and | :26:02. | :26:05.
particularly in the afternoon, lengthy spells of sunshine to enjoy. | :26:06. | :26:11.
Along the north coast, low cloud still, so here not quite so fine, | :26:12. | :26:15.
but for the rest of us, in that sunshine, it will feel pleasant with | :26:16. | :26:21.
14 or 15 Celsius the top temperature. On the coast, the sea | :26:22. | :26:28.
temperatures will be nine ddgrees. For the Isles of Scilly, brhght and | :26:29. | :26:35.
dry but cloudy. Much better visibility in general. For our | :26:36. | :26:48.
servers, bigger waves then we have seen. The sea has been all winter, | :26:49. | :26:57.
really. Tomorrow, more for our servers. Still quite chilly. Better | :26:58. | :27:12.
visibility. The sea state whll be moderate. Still dry story ndxt | :27:13. | :27:20.
week. On Sunday, more cloud than we like. Brief lyrics `` breaks in that | :27:21. | :27:29.
cloud. A big change from Wednesday onwards. It becomes more unsettled, | :27:30. | :27:35.
so make the best of the next four days. | :27:36. | :27:41. |
