Good evening. The Royal Cornwall over on the BBC News | :00:00. | :00:14.
Good evening. The Royal Cornwall Hospital has been told by the health | :00:15. | :00:18.
watchdog it has to improve. A lack of beds and incomplete or inaccurate | :00:19. | :00:21.
patient records have been highlighted by the Care Quality | :00:22. | :00:24.
Commission. But it also found many services are delivered to a good | :00:25. | :00:28.
standard. Alison Johns reports. The inspectors visited the Royal | :00:29. | :00:30.
Cornwall Hospital in Januarx, making two announced visits and ond | :00:31. | :00:34.
unannounced. It's one of thd first trusts to be subjected to an | :00:35. | :00:36.
inspection regime, with doctors nurses and managers all involved. | :00:37. | :00:43.
The report has been publishdd today, and its overall conclusion hs that | :00:44. | :00:52.
the hospital requires improvement. Patient records and some wards were | :00:53. | :00:57.
incomplete. There were too lany operations being cancelled or | :00:58. | :01:01.
delayed due to a shortage of beds. But the six remaining areas, | :01:02. | :01:03.
including Accident and Emergency, intensive care and maternitx, were | :01:04. | :01:11.
all rated as good. This is ` safe hospital. There are issues to | :01:12. | :01:14.
improve on, but we do not w`nt people to feel they could not bring | :01:15. | :01:18.
a member of their family to this hospital. What we're saying is that | :01:19. | :01:21.
we have identified some things where we will need a clear plan vdry | :01:22. | :01:25.
quickly to address those concerns. The hospital's Chief Executhve | :01:26. | :01:28.
welcomed the report, but accepts that the lack of beds is sthll a | :01:29. | :01:33.
problem. We are working closely with our partners to improve pathways for | :01:34. | :01:39.
patients. What the report does is highlight that there is still a | :01:40. | :01:43.
pressure in the organisation and it is something that we need to deal | :01:44. | :01:46.
with as an urgent matter. The hospital now has to come up with an | :01:47. | :01:50.
improvement plan showing wh`t action it is going to take and sublit it to | :01:51. | :02:05.
the CQC. The family of the lurdered Somerset woman Catherine Wells`Burr | :02:06. | :02:08.
handed in a petition at Downing Street today. It's in opposhtion to | :02:09. | :02:11.
the deportation of two of hdr killers, who've requested they serve | :02:12. | :02:14.
the remainder of their sentdnces in Poland. Catherine's boyfriend, his | :02:15. | :02:17.
ex`girlfriend and her uncle, who're all Polish, were jailed for 32 years | :02:18. | :02:20.
each in June for killing thd 23`year`old. Her family fear their | :02:21. | :02:24.
sentences could be cut if they serve them abroad. A new report s`ys there | :02:25. | :02:31.
are significant risks in thd way Devon and Cornwall Police ddal with | :02:32. | :02:35.
domestic abuse. The force s`ys it recognises there are too many | :02:36. | :02:37.
inconsistencies, some of whhch it's already addressing. Hamish Larshall | :02:38. | :02:41.
reports. On the march, callhng for more help for victims of dolestic | :02:42. | :02:46.
violence. But are the policd listening? As much as they can be, | :02:47. | :02:54.
according to a report. `` not as much as they could be. It found | :02:55. | :02:58.
Devon and Cornwall Police dhd not yet provide a consistent service in | :02:59. | :03:01.
all cases of domestic violence. 34% of all assaults were domesthc | :03:02. | :03:04.
abuse`related in the last 13 months until August of last year. The | :03:05. | :03:07.
figure for most other forces is between 45 and 90. This wom`n sees | :03:08. | :03:19.
the problems of domestic abtse first`hand. She feels this report | :03:20. | :03:24.
backs up what she has been seeing over the last few years. I'd think | :03:25. | :03:29.
they must feel very unhappy at this report, really. I think that they | :03:30. | :03:34.
think they are doing a really good job, but what they are doing is | :03:35. | :03:37.
producing lots of paper and policies, and not all of those | :03:38. | :03:40.
things are actually being actioned at the right end. One major concern | :03:41. | :03:55.
from the inspectors was the way Devon and Cornwall Police ddal with | :03:56. | :04:16.
emergency calls. Where introducing dedicated special officers to ensure | :04:17. | :04:20.
that we better standardise our response to victims of domestic | :04:21. | :04:25.
abuse. These account for 11$ of all crime and inspectors say thd force | :04:26. | :04:34.
will continue to be monitordd. There's been a rise in the number of | :04:35. | :04:38.
drivers in Devon claiming for damage caused by potholes. It's gone up by | :04:39. | :04:41.
two`thirds, according to thd County Council's latest figures. John Ayres | :04:42. | :04:45.
has more. The weather has bden exceptional. Not just the sheer | :04:46. | :04:52.
size, but the number. In December, 2000 potholes were reported. By | :04:53. | :04:56.
January and February, it was 70 0 a month, and the claims have risen as | :04:57. | :04:59.
well. This man suffered ?480 worth of damage to his car when it hit a | :05:00. | :05:04.
pothole here. He is trying to make a claim against the County Cotncil | :05:05. | :05:07.
that has been told he does not qualify. I received a reply from the | :05:08. | :05:12.
Council who told me they were not liable for that time, that the | :05:13. | :05:15.
incident happened, and they would not pay out against my clail. The | :05:16. | :05:24.
reason, apparently, is becatse there have been so many potholes this | :05:25. | :05:27.
winter that the council has had to change its policy, because ht is | :05:28. | :05:30.
impossible to cope with thel all. Our policy is to fix potholds on A | :05:31. | :05:35.
roads within a day and to fhx the rest of the holes within seven days. | :05:36. | :05:39.
We have had to bring in a tdmporary relaxation of that policy, so for A, | :05:40. | :05:43.
B and C roads, we fix them within two weeks, and the rest, within a | :05:44. | :05:57.
month. Dealing with the backlog is getting more difficult in a climate | :05:58. | :06:01.
where it is forced to make cuts And that's it from me for now, time now | :06:02. | :06:06.
for a look at the weather Over to David now with all the detahls. | :06:07. | :06:12.
It will be warmer by the wedkend. At the moment, the showers are never | :06:13. | :06:21.
too far away and they will continue overnight, it will continue to be a | :06:22. | :06:26.
showery day tomorrow and sole of the showers could bring us hail. There | :06:27. | :06:32.
could be snow on the hills. We still have easterly winds. More showers | :06:33. | :06:41.
are moving inland this evenhng and overnight. Snow is possible over | :06:42. | :06:46.
Dartmoor. Overnight temperatures are still close to freezing. For | :06:47. | :06:56.
tomorrow morning, everyone will start the day cloudy and with | :06:57. | :07:01.
showers. The showers will lhnk together to give us more persistent | :07:02. | :07:04.
rain at times, but in betwedn the showers, there will be sunshine | :07:05. | :07:09.
Although temperatures are slightly high, it will not feel warm due to | :07:10. | :07:15.
the chilly breeze. Saturday is different, rain will clear way to | :07:16. | :07:22.
the west and it will feel w`rmer. Up to 15 degrees. Into Sunday, it is | :07:23. | :07:28.
even warmer. In a second, a fool UK forecast. | :07:29. | :07:32.
weather. Now the national forecast with Nick Miller. | :07:33. | :07:37.
Hello, as winter becomes spring the atmosphere contains more energy The | :07:38. | :07:45.
shower clouds grow taller. If conditions are right, you get | :07:46. | :07:49.
thunder storms. There have been some today. Bob took this picture near | :07:50. | :07:55.
London this afternoon. The spring flowers will appreciate the | :07:56. | :07:56. |
