We will look at the effect of the changes to housing benefit. One year | :00:45. | :00:47.
on, many people are strugglhng to pay for spare rooms or downsize to a | :00:48. | :00:51.
smaller home. We'll also have reaction from the Government which | :00:52. | :00:54.
says the policy is helping to match the right people with the rhght | :00:55. | :00:56.
homes. How one area is scrapping ydllow | :00:57. | :01:00.
lines to make way for free parking. We need to lower the cost of parking | :01:01. | :01:03.
to make it better for peopld who want to shop here. | :01:04. | :01:05.
One man's lifelong obsession with cars ` now turned into this. | :01:06. | :01:09.
And join us on a step back hn time for a special broadcasting birthday. | :01:10. | :01:28.
We will also New figures obtained by the BBC show | :01:29. | :01:32.
the true impact on the south west of housing benefit changes introduced a | :01:33. | :01:35.
year ago. Thousands of tenants have been affected. Between 5% and 1 % of | :01:36. | :01:38.
those have moved to smaller properties. But many have stayed in | :01:39. | :01:41.
their homes and gone into rdnt arrears. In one part of the region, | :01:42. | :01:45.
as many as 20% of households affected by the changes fell behind | :01:46. | :01:48.
with their rent. Of those, lore than 50% were served with eviction | :01:49. | :01:55.
notices. It might be a small place, but this | :01:56. | :01:59.
one`bedroom flat in Padstow is affordable for the woman who lives | :02:00. | :02:03.
here with her daughter and her dog. When changes to housing bendfit | :02:04. | :02:06.
began a year ago, she found herself unable to meet the extra ?17 a week | :02:07. | :02:10.
on a three`bedroom house. She started to get into arrears. She | :02:11. | :02:13.
wanted to move. It took nind months altogether for me to find this | :02:14. | :02:22.
place. It was a struggle to find somewhere, to be honest. Like I | :02:23. | :02:27.
said, I was desperate to get out of the three`bedroom house bec`use I | :02:28. | :02:30.
knew our families out there that needed it more than I did. The | :02:31. | :02:34.
bedroom tax was partly designed to free up larger houses. BBC research | :02:35. | :02:37.
reveals this was one of the lucky ones. Just five percent of 0200 | :02:38. | :02:40.
Cornwall tenants affected bx the change have moved. Across the | :02:41. | :02:43.
region, five percent of affdcted tenants have moved in East Devon. In | :02:44. | :02:54.
Taunton and Segmore, 10%. Often the properties are just not avahlable. | :02:55. | :02:59.
We have a lot of pressure so we need to make best use of the stock. This | :03:00. | :03:04.
is putting a lot of pressurd on people to move into properthes that | :03:05. | :03:07.
are just not available. If we had availability, it would be a lot | :03:08. | :03:11.
easier. But it obviously makes sense to pick best use of what we have | :03:12. | :03:15.
got., Posing as well for advisers helping tenants affected by the | :03:16. | :03:23.
reform. 400 are in arrears that were not when the changes were brought in | :03:24. | :03:26.
a year ago. There have been ten evictions. It makes you feel really | :03:27. | :03:33.
down at the end of the day. I must admit, I hit rock bottom. The | :03:34. | :03:36.
government says the changes will save the taxpayer ?1 million a day. | :03:37. | :03:39.
It also says around 300,000 people are living in overcrowded homes in | :03:40. | :03:43.
the social sector and insists the reform is on track to changd this. | :03:44. | :03:48.
Our Political Editor has bedn following the story and joins me | :03:49. | :03:51.
now. What is the government saying about these figures? | :03:52. | :03:59.
This continues to be controversial. There are actually two hugely | :04:00. | :04:03.
sensitive issues bound up together in this. Trying to cut the welfare | :04:04. | :04:13.
budget, but how you decide who is undeserving of welfare paymdnts is | :04:14. | :04:17.
contentious. Also, the other issue of this policy being used to | :04:18. | :04:19.
alleviate the affordable hotsing crisis. Huge problem in this region. | :04:20. | :04:29.
The political opposition to this is extremely wide`ranging. Labour see | :04:30. | :04:33.
if they get him they will abolish what they call the bedroom tax. The | :04:34. | :04:40.
Liberal Democrats don't likd it Most recently, criticism cale from | :04:41. | :04:46.
Lord Tebbit who said it has not well fought through and will cost the | :04:47. | :04:51.
party votes. He is not somebody who is known for being soft on | :04:52. | :04:58.
undeserving benefits claimants. Love them or loathe them, they are | :04:59. | :05:01.
there for a reason. But shotld they go altogether? I am talking about | :05:02. | :05:07.
double yellow lines. The Maxor of Torbay certainly thinks so. He is | :05:08. | :05:10.
creating around 300 free parking spaces by getting rid of yellow | :05:11. | :05:13.
lines and other restrictions. But will it work and should it be | :05:14. | :05:17.
followed by towns and cities across the region? | :05:18. | :05:19.
Magdalen Road near the centre of Torquay. One of the roads where | :05:20. | :05:27.
yellow lines could be scrapped, creating more free parking spaces. | :05:28. | :05:33.
With this street, it's a ond`way street and there is unrestrhcted | :05:34. | :05:36.
parking on the left, yet tiled parking on the right`hand shde. We | :05:37. | :05:39.
are removing the restrictions who will be effectively unrestrhcted | :05:40. | :05:46.
parking. 24 streets across the bay having parking restrictions lifted. | :05:47. | :05:49.
Here in Paignton, summertimd restrictions will be axed, leaning | :05:50. | :05:52.
residents will be able to p`rk outside their homes all year round. | :05:53. | :05:55.
There's no reason why we can't have the free parking down here `ll year | :05:56. | :05:59.
round. Doesn't make a difference to anyone. And the thing is, if you | :06:00. | :06:04.
want people to keep using the town centre, they've got to have | :06:05. | :06:14.
somewhere nearby. If they kdep permiting it and moving us further | :06:15. | :06:18.
and further away, no one is going to use the town centre and it hs dying | :06:19. | :06:22.
already. Traders in the town centre agree. They say getting rid of a few | :06:23. | :06:26.
yellow lines is all very well, but much more radical action is needed | :06:27. | :06:29.
to encourage people back. You see people come in, they will not pay. I | :06:30. | :06:34.
have seen them walk off. Th`t is sad. We need more free parkhng | :06:35. | :06:39.
spaces to allow people to come in and park. We really need to lower | :06:40. | :06:46.
the cost of the parking to lake it better for people to shop who want | :06:47. | :06:49.
to come and shop here. We are looking at the pricing structures of | :06:50. | :06:53.
parking. It is not my portfolio but we have been through the figures | :06:54. | :06:56.
were looking to reduce the parking for the shorter periods. So | :06:57. | :06:59.
hopefully it should benefit these town centres. Getting rid of yellow | :07:00. | :07:02.
lines is bound to be popular. But some are criticising the pl`n which | :07:03. | :07:06.
will cost ?11,000. The Greens say the money would be better spent on | :07:07. | :07:12.
public transport. And here at Spotlight, we would love | :07:13. | :07:15.
to hear what you think about that. You can get in touch with us by | :07:16. | :07:19.
email, Twitter, or Facebook. Please leave a contact phone number or | :07:20. | :07:29.
e`mail address. A hail storm and poor visibhlity may | :07:30. | :07:33.
have been possible factors hn a 24 car crash in this morning's rush | :07:34. | :07:48.
hour in South Devon. Police say at least three people were takdn to | :07:49. | :07:51.
hospital after the accident on the A380 at Ideford Dip heading towards | :07:52. | :07:54.
Newton Abbot. A number of other people were treated at the scene. In | :07:55. | :07:58.
a separate accident, a car hit the central reservation of the @38 | :07:59. | :08:01.
westbound between Harcombe Bends and Chudleigh. There were long tailbacks | :08:02. | :08:03.
on both routes. A 260 foot cargo ship has bden | :08:04. | :08:06.
refloated after running aground at Shaldon. The vessel was tryhng to | :08:07. | :08:10.
get into the harbour but ended up on the beach instead. It had to be | :08:11. | :08:14.
pulled off by a tug last night. The ship is now docked at Teignlouth. | :08:15. | :08:17.
A 39`year`old man has appeared before magistrates accused of | :08:18. | :08:20.
carrying out a bank raid in Exeter. Justin Bracken`Lee from Arc`de Road | :08:21. | :08:23.
in Ilfracombe will appear again before Exeter Crown Court ndxt week. | :08:24. | :08:26.
He is alleged to have stolen ?3 000 from the Nat West in Exeter High | :08:27. | :08:30.
Street on Monday. The long`awaited dredging of rivers | :08:31. | :08:33.
on the Somerset Levels is fhnally due to start on Monday. The | :08:34. | :08:37.
equipment is already in place, ready to drag tonnes of silt out of the | :08:38. | :08:41.
rivers so they can take a greater amount of rainwater in the future. | :08:42. | :08:44.
It is a remarkable victory for local people who have been told in the | :08:45. | :08:48.
past that dredging is undeshrable and unaffordable. And there will be | :08:49. | :08:54.
a special report in our latd news at 10:25pm. | :08:55. | :08:57.
A new lifeline has been set up to help armed service personnel, | :08:58. | :08:59.
veterans and their families across the south west. The specialhst | :09:00. | :09:03.
centre in Plymouth is one of the first of a nationwide network that | :09:04. | :09:06.
will help ex servicemen and women to get vital support after lifd on the | :09:07. | :09:09.
front line. Spotlight's Defdnce Reporter has the details. | :09:10. | :09:14.
Mike Jarvis spent four and ` half years serving his country in the | :09:15. | :09:28.
Royal Navy. He saw action in the Gulf in Bosnia, but his biggest | :09:29. | :09:32.
battle came in Civvy Street after the breakdown of relationshhp left | :09:33. | :09:35.
him homeless on the streets of Plymouth. I was depressed. H had no | :09:36. | :09:38.
self`esteem, no self`worth, no value. The only thing that gave me a | :09:39. | :09:42.
sense of self`worth was my xears of service. That enabled him to get | :09:43. | :09:51.
some hel. The Royal British Legion paid the deposit the first lonth 's | :09:52. | :09:55.
rent on this flat, a home of his own. The help from the Royal British | :09:56. | :10:01.
Legion has taken me from my lowest point to back where I should be I | :10:02. | :10:05.
am working to pay my own bills. It is sustainable. Mike wanted to give | :10:06. | :10:20.
something back. He is now one of the volunteers who will be helphng out | :10:21. | :10:24.
at this new pop`in Centre in Plymouth. It is the first in the | :10:25. | :10:27.
South West and will cover Ddvon and Cornwall. We have a lot of people | :10:28. | :10:32.
who have had bad effects from recent conflicts and need help when they | :10:33. | :10:36.
leave the Armed Forces. This is one of the places where they can get | :10:37. | :10:40.
that help. The campaigns in Iraq and Afghanistan, alongside redundancies | :10:41. | :10:42.
after various spending revidws, mean demands on these services are | :10:43. | :10:48.
greater than ever. This shotld help more service personnel, vetdrans and | :10:49. | :10:51.
their families to get the hdlp they need. Now we have a focal point on | :10:52. | :11:04.
the High Street where peopld can find us and we are providing a range | :11:05. | :11:07.
of outreach supports. We're getting best value from the money r`ised | :11:08. | :11:10.
from the Poppy Appeal. This centre opens on Monday. It will be one of | :11:11. | :11:21.
16 across the UK. Still to come in Spotlight tonight: | :11:22. | :11:25.
a big weekend ahead for South West sport. Dave has all the latdst on | :11:26. | :11:35.
tomorrow's big local rugby derby. This weekend, we finally get some | :11:36. | :11:41.
dry weather. Temperatures are on the rise. Full forecasts coming later. | :11:42. | :11:45.
The long and fascinating history of Penzance is being celebrated as the | :11:46. | :11:48.
Cornish town marks its 400th anniversary. It was in 1614 that the | :11:49. | :11:52.
town gained its Royal Chartdr from James the First. A special | :11:53. | :11:59.
exhibition is now looking at the town's earliest origins to | :12:00. | :12:09.
significant events in living memory. Penzance started life as an | :12:10. | :12:11.
important trading post and fishing port. The Romans exported tdn From | :12:12. | :12:22.
St Michael's Mount. They had ambitions for this to becomd a | :12:23. | :12:27.
borough. But they were invaded by higher its. Many buildings were | :12:28. | :12:31.
bound to the ground. We tended to get burnt down! We were verx | :12:32. | :12:46.
hospitable to pirates. After that, they had powers to levy taxds and so | :12:47. | :12:54.
on. It to limited the town. In the 17th century, it became a coinage | :12:55. | :12:58.
town. There was a large Jewhsh community. The market Street has not | :12:59. | :13:07.
changed that much. In the 18th century, the Railway opened up | :13:08. | :13:11.
Cornwall to artists and vishtors. Railway companies were in | :13:12. | :13:15.
competition with each other to design the best poster. Thex were | :13:16. | :13:23.
telling people that was a place that was cool in the summer and warm in | :13:24. | :13:26.
the winter. They could come here for golf, for fishing... Of course there | :13:27. | :13:37.
is not all these fine weathdr. This was earlier this year. This famous | :13:38. | :13:42.
painting was hidden away for many years because the council dhdn't | :13:43. | :13:45.
want Penzance associated with bad weather. This exhibition runs until | :13:46. | :13:53.
June. There are also plans for many other events to mark the town's | :13:54. | :13:58.
important anniversary. It is a big weekend for South West | :13:59. | :14:05.
sport. Today, Dave has been to Brickfields, the venue for tomorrows | :14:06. | :14:08.
rugby clash between cross T`mar rivals Plymouth Albion and the | :14:09. | :14:13.
Cornish Pirates. Here at the Brickfields, we will | :14:14. | :14:17.
find out tomorrow who will be find the flag for Southwest rugbx in the | :14:18. | :14:20.
championship. Plymouth Albion or the Cornish Pirates? The Pirates have | :14:21. | :14:24.
struck first blood already by beating them on Boxing Day. | :14:25. | :14:33.
Yeovil Town face the biggest match of the football season against | :14:34. | :14:36.
Barnsley whom they must beat if they have any chance of escaping the | :14:37. | :14:42.
drop. Both teams are on 32 points in the bottom three. The winners will | :14:43. | :14:46.
be looking upwards while thd losers will be in it up to their ndcks If | :14:47. | :14:51.
we can get an enthusiastic `nd supportive crowd behind us, than | :14:52. | :14:55.
that will give us a massive bonus on match day. It has to be likd the | :14:56. | :14:58.
Sheffield United play`off g`me. If our supporters can recreate that, we | :14:59. | :15:01.
have every chance. Time is running out for Torpuay | :15:02. | :15:05.
United at the bottom of league two. Non`league football is loomhng with | :15:06. | :15:12.
only seven games remaining. Tomorrow, they face a tough fixture | :15:13. | :15:20.
at Southend. Exeter City are seven points away | :15:21. | :15:25.
from danger. They could improve their standing by beating Accrington | :15:26. | :15:36.
Stanley at St James Park. Moving to rugby and Exeter look to | :15:37. | :15:44.
complete a double over Gloucester. With five games left, they still | :15:45. | :15:47.
harbour hopes of finishing hn the top six. | :15:48. | :15:49.
Here, Plymouth Albion look to beat their local rivals for the first | :15:50. | :15:53.
time since 2009. They played on Boxing Day. Jack Andrew got the try. | :15:54. | :16:08.
There will be coverage on local radio throughout the day. | :16:09. | :16:20.
An Exmouth teenager could rtle the world in badminton next week. Ben | :16:21. | :16:23.
Lane has just returned from the European under 17 championships with | :16:24. | :16:26.
two gold medals. He is now targeting the world under 19 title. | :16:27. | :16:30.
He is just 16 years old. But he is ready to take on the world. Ben Lane | :16:31. | :16:35.
is now European Badminton 's top doubles player for his age. Now he | :16:36. | :16:40.
is aiming to make it on a global stage. He has worked hard on his | :16:41. | :16:43.
fitness. That has shown bec`use in the last couple of weeks ovdr the | :16:44. | :16:47.
Europeans, he played a lot of team and individual matches. I don't | :16:48. | :17:00.
think he would have been able to have done that if he hadn't improved | :17:01. | :17:04.
his fitness to such a high level. Not only does that mean mord time on | :17:05. | :17:08.
court, but also more time hdre in the gym. He is putting in hours | :17:09. | :17:12.
ahead of this weekend 's national championships, before jetting off to | :17:13. | :17:15.
Malaysia early next week. Mx main goal is to see where I am against | :17:16. | :17:19.
all the Asian players. The @sian and European players are at a totally | :17:20. | :17:22.
different level over there. I just have to see where I am. With | :17:23. | :17:33.
ambition like that, who's to say that Ben Lane can't be a big star of | :17:34. | :17:41.
badminton for years to come? Finally from me, Exeter College are | :17:42. | :17:45.
playing in the final of the under 18s competition tomorrow. Exeter | :17:46. | :17:47.
must overcome Trent College from Nottingham to lift the trophy. Best | :17:48. | :17:50.
of luck to them. All your football and rugby | :17:51. | :17:52.
throughout Saturday afternoon will be on your local radio. | :17:53. | :17:56.
It all began nearly 30 years ago as one man's obsession with cars. Today | :17:57. | :18:00.
the Haynes Motor Museum in Somerset hosts one of the UK's biggest | :18:01. | :18:04.
collection of classic cars ` 40 in total. Now it is about to open its | :18:05. | :18:08.
doors after a multi million pound make over. Our Somerset | :18:09. | :18:11.
Correspondent has been to t`ke a look and get behind the whedl of one | :18:12. | :18:16.
of the rare exhibits. The ultimate boy's toy. A p`rty of | :18:17. | :18:21.
schoolchildren getting their hands on a little bit of motoring history | :18:22. | :18:28.
today. Any more space in thd back?! Now, history has a new 21st`century | :18:29. | :18:33.
home. Which has been two ye`rs in the making and cost more th`n ? | :18:34. | :18:45.
million. How times have changed When it all started in 1985, there | :18:46. | :18:49.
were just 33 cars. The priv`te collection of John Haynes, that s | :18:50. | :18:52.
the man behind the famous motoring manuals. He would readily admit an | :18:53. | :18:56.
indulgent obsession. Music. | :18:57. | :19:04.
That obsession has certainlx grown. 400 cars now from classic pheces of | :19:05. | :19:08.
history to supercars. And how about this? If you were super`rich and | :19:09. | :19:15.
American back in the 1930s, this is what you had. A Duesenberg. Today, | :19:16. | :19:28.
the boss of this collection is John's son, Mark Haynes. If you had | :19:29. | :19:32.
to pick your favourite, what would it be? This Duesenberg is a | :19:33. | :19:36.
magnificent American motor car. It is worth a few bob? Our most | :19:37. | :19:42.
valuable car. If I offered xou one million, would you take it? No. Two | :19:43. | :19:52.
million? Probably not. I give up! This afternoon, they were preparing | :19:53. | :19:55.
a new hall. Moving some exhhbits ahead of the grand opening next | :19:56. | :20:02.
month. Welcome to our new and unopened mini hall. And putting the | :20:03. | :20:05.
finishing touches to an exhhbition dedicated to the Great Brithsh | :20:06. | :20:11.
favourite. One of the uniqud things about this museum is that some of | :20:12. | :20:15.
the cars are actually taxed and insured, which means... You can | :20:16. | :20:18.
actually drive them on the road See you in a couple of weeks. Goodbye! | :20:19. | :20:29.
Drive carefully! It is a big birthday today for radio | :20:30. | :20:33.
broadcasting in the south wdst. Justin has been doing some time | :20:34. | :20:41.
travel and joins us from 1924. It was for this studio that the | :20:42. | :20:48.
British broadcasting Companx first trip to the air from the Sotth West. | :20:49. | :20:58.
In 1924, all years were on this run. Listeners that evening heard a | :20:59. | :21:02.
concert from the Guildhall hn Plymouth and speeches from the Lord | :21:03. | :21:08.
Mayor and John Rees, the managing director of the BBC. Our reporter | :21:09. | :21:11.
has been taking a look at how it all started for the BBC in South West. | :21:12. | :21:18.
These were the forefathers of BBC South West. 90 years ago thhs | :21:19. | :21:26.
evening, BBC Radio station began its first broadcast from Plymouth. The | :21:27. | :21:35.
Royal Marine band played live across the airwaves. Over the years, radio | :21:36. | :21:42.
programmes featured work from celebrities such as George Bernard | :21:43. | :21:49.
Shaw. He gave his first radho interview in 19 34. This chhldren's | :21:50. | :21:59.
programme was very popular. There would be an opening chorus. The | :22:00. | :22:07.
station director who and his assistant would sing a duet. Then | :22:08. | :22:14.
there would be my reading. H remember reading Black beauty and | :22:15. | :22:21.
crying over it. The children also cried. BBC staff moved out of the | :22:22. | :22:27.
city to the suburbs with thd outbreak of war. And now mid`day | :22:28. | :22:38.
parade. Eventually local live television news took to the | :22:39. | :22:46.
airwaves. This man worked for the BBC for 26 years. Many people had | :22:47. | :22:55.
very posh accents. It was the Kings English. It opened us up to the rest | :22:56. | :23:04.
of the world. We fed into the network on occasion. In the early | :23:05. | :23:13.
1970s, a new radio service started. Then in 1983, radio Devon and radio | :23:14. | :23:23.
Cornwall started broadcasting. It is amazing to think that we ard now in | :23:24. | :23:34.
this newsroom broadcasting to hundreds of thousands because of | :23:35. | :23:42.
online, radio and television. And it all started implemented in 0924 So, | :23:43. | :23:49.
happy birthday, BBC South Wdst! Fascinating. Now we will go bang | :23:50. | :23:57.
up`to`date with modern technology. Thanks for getting in touch. | :23:58. | :24:06.
One viewer has e`mailed a skin if there has been any thought to | :24:07. | :24:09.
disabled drivers who rely on yellow lines. | :24:10. | :24:15.
Free parking would draw me hnto town to shop. It is one that supdrstores | :24:16. | :24:19.
can provide it and smaller independent stores cannot. | :24:20. | :24:24.
And on Twitter, another person has said free parking makes sense when | :24:25. | :24:28.
town centres are struggling. Thank you to all of you. | :24:29. | :24:35.
There was promise are all of warmer weekend. Not sounding too b`d? | :24:36. | :24:38.
weekend. Not sounding We had a fair number of e`m`ils | :24:39. | :24:43.
saying the girl is yesterdax were so good that they should get rhd of | :24:44. | :24:49.
me! Please give me a few more years! | :24:50. | :24:54.
It is fine and dry. At last, some spring weather. For most of the | :24:55. | :25:02.
South West, the sunshine will be back out. The exception will be | :25:03. | :25:07.
western parts of Cornwall and the Isles of Scilly. Will be a keen | :25:08. | :25:14.
wind. For the rest of us, it will improve. Lots of cloud not just for | :25:15. | :25:20.
us but stretching right across France, Spain and Portugal. A whole | :25:21. | :25:25.
weather systems gradually drifting westwards, moving back out hnto the | :25:26. | :25:29.
Atlantic. We start to see drier air coming from France during the course | :25:30. | :25:33.
of tomorrow. It will stick with into Sunday as well. It has been another | :25:34. | :25:42.
cold day today. Some showers are still dotted around and thex will | :25:43. | :25:47.
plague us again tonight. Gr`dually moving away. Still the risk of | :25:48. | :25:50.
showers right through until tomorrow morning at sunrise. For most of us, | :25:51. | :26:01.
it is a dry start to the dax tomorrow. Temperatures down to five | :26:02. | :26:05.
degrees. Not quite as cold `s it has been overnight. Then the line of | :26:06. | :26:10.
showers creep at Lee Westwood and then stops just to the west of the | :26:11. | :26:15.
Isles of Scilly. For all of us, are fine and dry day with the exception | :26:16. | :26:20.
in the far west of Cornwall. In the sunshine, feeling quite warl. There | :26:21. | :26:29.
is a noticeable breeze along the Cornwall coast. For the Islds of | :26:30. | :26:37.
Scilly, quite cloudy condithons Here are the times of high water. | :26:38. | :26:55.
Not much for our surfers. The coastal waters forecast has winds | :26:56. | :27:05.
from the same sort of direction Gusting for seven around thd Isles | :27:06. | :27:13.
of Scilly. Sunday will be another fine day with warm sunshine for most | :27:14. | :27:18.
of us. The threat of showers in the far West. Frequent showers | :27:19. | :27:24.
overnight. Cooler next week, but warmer than it has been. Don't | :27:25. | :27:31.
forget, the clocks go forward one hour on Saturday night. Havd a good | :27:32. | :27:37.
weekend. We are back at 10:25pm. Goodbye | :27:38. | :27:44. |
