collapse of a court case brought against the organiser of a fireworks | :00:57. | :00:59. | |

For the second time in a matter of months, the families of the victims | :01:12. | :01:16. | |
came to hear exactly what h`d happened the night of their loved | :01:17. | :01:22. | |
ones died. The inquest here follows the collapse of criminal proceedings | :01:23. | :01:25. | |
against the man who was running a fireworks display right next to the | :01:26. | :01:28. | |
motorway, close to the collhsions occurred. Originally, he faced seven | :01:29. | :01:35. | |
charges of manslaughter. Those charges were dropped and in the end, | :01:36. | :01:40. | |
he went to trial accused of just one offence, under the Health and Safety | :01:41. | :01:45. | |
work`out. When that trial collapsed last December, West Somerset coroner | :01:46. | :01:53. | |
ordered a full inquest. `` `t work act. Another hearing to pour over | :01:54. | :01:56. | |
the details of why and how this happened on the night of November | :01:57. | :02:01. | |
the 4th 2011. The families who were here said that although this was a | :02:02. | :02:06. | |
painful experience, it was necessary. I think there will always | :02:07. | :02:11. | |
be something to learn from this case and any other case. So using an | :02:12. | :02:16. | |
inquest is necessary? I think so. I think as well because it dods | :02:17. | :02:24. | |
finalise things, to an extent. It will always be be fulfilled. The | :02:25. | :02:28. | |
people go. But I am learning more through coming down here th`n we did | :02:29. | :02:33. | |
at Worcester Crown Court, I am sorry to say. Today, the West Somdrset | :02:34. | :02:38. | |
coroner Michael Rose said that most of the seven victims died from crush | :02:39. | :02:43. | |
injuries. One perished in a terrible fire that started after the | :02:44. | :02:49. | |
collisions. `` crash injurids. As in last year's court case, there was | :02:50. | :02:53. | |
conflicting evidence about conditions on the M5at the time of | :02:54. | :02:58. | |
the crash. Among drivers called to give evidence, there was | :02:59. | :03:01. | |
disagreement on water visibhlity had been badly reduced, and if so by | :03:02. | :03:06. | |

that we've got more questions than answers. And the family are set | :04:12. | :04:22. | |
back, really, struggling. The family say Ben changed from a lively, happy | :04:23. | :04:25. | |
young man to a very troubled young man during his time in London. They | :04:26. | :04:29. | |
claim five members of staff from Longrreach that Ben had spoken to | :04:30. | :04:32. | |
about what had happened to him did not give evidence. We asked | :04:33. | :04:35. | |
repeatedly for these partictlar nurses to be called to inqudst and | :04:36. | :04:38. | |
we were told they were eithdr unavailable or it was not | :04:39. | :04:41. | |
appropriate for them to be called. The coroner granted anonymity to a | :04:42. | :04:45. | |
TV comedian who Ben had met while in London. The Metropolitan Police | :04:46. | :04:48. | |
concluded the relationship was friendly and in a review of the | :04:49. | :04:52. | |
evidence, decided not to interview the man. When we got into the | :04:53. | :04:57. | |
inquest process and the disclosures and reviews were read out in court, | :04:58. | :05:01. | |
from the Metropolitan statelent I was shocked. `` disclosures of | :05:02. | :05:10. | |
abuse. I was really shocked that the identified gentleman had not been | :05:11. | :05:15. | |
spoken to. The inquest took place more than three years after Ben | :05:16. | :05:19. | |
died. His parents say that hs too long for grieving families. They | :05:20. | :05:23. | |
also claim they were not addquately kept informed during the process. We | :05:24. | :05:28. | |
contacted the Cornwall coroner who said it would not be appropriate to | :05:29. | :05:31. | |
comment on the conduct of the inquest. The family have st`rted a | :05:32. | :05:37. | |
charity which campaigns for better care for young people with lental | :05:38. | :05:43. | |
health issues. They say the Cornwall partnership NHS Foundation Trust has | :05:44. | :05:46. | |
accepted there is a need for a specialist unit for 13`25`ydar`olds. | :05:47. | :05:53. | |
Yesterday was Mother's Day `nd I spent part of that time with three | :05:54. | :05:56. | |
daughters and part of the thme in the cemetery. And so we havd paid | :05:57. | :06:00. | |
the highest price but we sthll want to work with them because the only | :06:01. | :06:04. | |

What's new about this service in Devon is that it deals with both | :12:17. | :12:19. | |
drug and drink problems. Before these issues were dealt with by two | :12:20. | :12:24. | |
separate organisations. Forler drug users and alcoholics have hdlped to | :12:25. | :12:27. | |
shape the service so it can better meet people's needs. I've bden | :12:28. | :12:31. | |
speaking to one of the people involved in this project. Hd had | :12:32. | :12:35. | |
been a heroin and methadone user for 28 years. My brother gave md a | :12:36. | :12:40. | |
definition. He said, "It's like when you started taking drugs, you shut | :12:41. | :12:45. | |
down. And for 20 years, you were shut down and you just woke up | :12:46. | :12:48. | |
again." And that is exactly what it's like. It's like I'm reborn in | :12:49. | :12:52. | |
a way. Seymour chose to comd off the heroin substitute methadone but he | :12:53. | :12:55. | |
says that many addicts have been left to linger on this prescribed | :12:56. | :12:58. | |
medication for too long without enough help to come off drugs | :12:59. | :13:04. | |
completely. And that's what this new service hopes to sort out. There | :13:05. | :13:07. | |
will be a big emphasis on abstinence. There will be a great | :13:08. | :13:13. | |
emphasis in the new service... That will continue to provide substitute | :13:14. | :13:17. | |
medication for people... But as part of a plan. And part of that plan | :13:18. | :13:23. | |
will be that it will be on ` reducing basis over a period of | :13:24. | :13:27. | |
time, dependent on their nedds. Addiction is a growing problem. | :13:28. | :13:31. | |
Around 15,000 people are dependent on drugs and around 26,000 have a | :13:32. | :13:37. | |
drink problem. This is predhcted to rise by 4% by 2030. The authorities | :13:38. | :13:43. | |
also say the nature of addiction is changing, with dependency on | :13:44. | :13:45. | |
over`the`counter prescription drugs rising as well as the number of | :13:46. | :13:48. | |
professional women drinking harmful amounts of alcohol. | :13:49. | :13:57. | |
