have been angered further by these figures showing sizeable cuts in | :01:56. | :02:01. | |
flood defence spending. Yes, they keep saying there are budget cuts | :02:02. | :02:05. | |
and obviously it is very true. The thing about it is, we need more | :02:06. | :02:10. | |
money. That is the be all and end all. We're just a small population | :02:11. | :02:18. | |
so flood them and keep more houses, including Taunton and Bridgwater, | :02:19. | :02:24. | |
without floods. The figures show that spending on flood defence in | :02:25. | :02:27. | |
the south`west before austerity cuts took effect was just over ?45 | :02:28. | :02:31. | |
million. The next financial year, that fell to just over ?36 million. | :02:32. | :02:35. | |
Then spending rose to more than ?39 million as the Government gave money | :02:36. | :02:39. | |
to help you with the effects of flooding that year. But in the last | :02:40. | :02:43. | |
financial year, the Environment Agency's planned spending fell to | :02:44. | :02:47. | |
just over ?32 million ` a drop of almost 30% on the 2010`11 figure. In | :02:48. | :02:57. | |
the Cornish port of Looe, they also suffered serious flooding this | :02:58. | :03:00. | |
winter. Here, too, there is concern about the cuts to funding for flood | :03:01. | :03:06. | |
defences. I think that is terrible. I don't think there is enough in | :03:07. | :03:10. | |
Cornwall, really. Plymouth have got defence, they have got a defence | :03:11. | :03:17. | |
barrier. They have an out`harbour and everything. But we have got | :03:18. | :03:20. | |
nothing here, we're just open to all of the elements. Neither the | :03:21. | :03:24. | |
Department for Rural Affairs, Defra, nor the Environment Agency would be | :03:25. | :03:27. | |
interviewed. The agency said: We have finite resources for flood | :03:28. | :03:29. | |
defences, we prioritise investment in high`risk areas where it benefits | :03:30. | :03:35. | |
most people and property. Defra said: We are spending more than ever | :03:36. | :03:38. | |
before on flood management and protection from coastal erosion and | :03:39. | :03:41. | |
continue to build flood defences where they are needed. The | :03:42. | :03:45. | |
Government has also announced another ?270 million to deal with | :03:46. | :03:49. | |
the aftermath of this winter's flooding. Significant spending on | :03:50. | :03:55. | |
flood defence still does go on, as here in Exeter, but these figures | :03:56. | :03:58. | |
demonstrate just how much it has been curtailed. And that'll be a | :03:59. | :04:02. | |
concern, particularly as most scientists believe the climate is | :04:03. | :04:05. | |
changing to become more unpredictable and extreme. | :04:06. | :04:15. | |
A petition, signed by 100,000 people, calling for a reprieve for | :04:16. | :04:18. | |
the Portland Search and Rescue helicopter base was handed in by | :04:19. | :04:21. | |
campaigners today to ten Downing Street. It's hoped it will trigger a | :04:22. | :04:27. | |
parliamentary debate. The base is due to close in the next few years | :04:28. | :04:30. | |

helicopters will be able to reach a larger part of the country's search | :05:56. | :05:59. | |
and rescue area within one hour. It says that flying times will improve | :06:00. | :06:06. | |
by 20%, going from 23 minutes to 19. They will use state`of`the`art | :06:07. | :06:10. | |

member states descend on this building. There can be a tendency to | :12:48. | :12:58. | |
associate European legislation with the infamous Brussels bureaucrats | :12:59. | :13:01. | |
but the people that actually decide what becomes law in the European | :13:02. | :13:04. | |
Union are ministers from the governments of each member state and | :13:05. | :13:08. | |
the 700 odd MEPs all meet in this place. I'm here for the last sitting | :13:09. | :13:18. | |
of the present crop of MEPs before the parliament goes to the polls on | :13:19. | :13:25. | |
May the 22nd. A quick glance at the agenda for this last plenary session | :13:26. | :13:28. | |
shows that MEPs are debating, amongst other things, plans to boost | :13:29. | :13:31. | |
pension rights for people working in other EU member states, measures to | :13:32. | :13:35. | |
reduce noise at airports and a new budget to promote EU farm produce. | :13:36. | :13:43. | |
At home in Devon, that is going down well with an organisation which | :13:44. | :13:49. | |
exists to promote local produce. We have launched a brand`new brand to | :13:50. | :13:53. | |
take products under that brand into new markets, both in Europe and | :13:54. | :13:58. | |
worldwide. What we are lacking, of course, is the funds to be able to | :13:59. | :14:02. | |
do that sort of thing, so this initiative and plans in Europe, we | :14:03. | :14:06. | |
would be very pleased to see that. Back in Strasbourg, Lib Dem MEP | :14:07. | :14:09. | |
Graham Watson, the party's candidate for the south`west, agrees that it | :14:10. | :14:15. | |
is good stuff. I think the promotion of farm produce is an important one | :14:16. | :14:18. | |
and whether it is Gloucestershire perry to Somerset cider brandy or | :14:19. | :14:21. | |
Dorset blue cheese to Cornish clotted cream, these are products | :14:22. | :14:24. | |
that would benefit from that promotion in overseas markets. It is | :14:25. | :14:33. | |
adding value to what our farmers and food producers are doing. His | :14:34. | :14:39. | |
Conservative counterpart, Ashley Fox, also insists that much | :14:40. | :14:44. | |
worthwhile work goes on here. I work on the Internal Market Committee and | :14:45. | :14:48. | |
what we aim to do is to complete the single market, that market of 500 | :14:49. | :14:51. | |
million people, that we can trade and do business with. And I worked | :14:52. | :14:56. | |
on a consumer protection dossier that aims to signify and reduce the | :14:57. | :14:59. | |
burdens on businesses of consumer protection. But not everybody voting | :15:00. | :15:07. | |
on the week's wide`ranging business is quite as enthusiastic. William | :15:08. | :15:10. | |
Dartmouth, UKIP MEP and candidate, says the agenda is certainly packed, | :15:11. | :15:16. | |
but not with good things. I have just had a quick look through the | :15:17. | :15:19. | |
agenda and there was only one beneficial item and that is | :15:20. | :15:22. | |
requiring members of the European Parliament to be much more | :15:23. | :15:25. | |
transparent than they have been hitherto in their dealings with | :15:26. | :15:29. | |
lobbyists. That is the only one good thing. The rest is a complete waste. | :15:30. | :15:34. | |
Not just a waste of time but it is also job destructive and prosperity | :15:35. | :15:40. | |
destructive for the UK. It is a rather green place, this. But some | :15:41. | :15:44. | |
think it should be greener still. As the Green Party, yes, we are keen | :15:45. | :15:48. | |
that environmental protection is strengthened but we're also | :15:49. | :15:50. | |
interested in where power is exercised. Europe has a rather nasty | :15:51. | :15:52. | |
word, subsidiarity, which nonetheless I think is a very strong | :15:53. | :15:56. | |
green principal, which is about exercising power at the lowest | :15:57. | :16:01. | |
appropriate level. Greenery is also on the mind of the Labour candidate. | :16:02. | :16:05. | |
The Greens incidentally beat Labour in the south`west at the last | :16:06. | :16:11. | |
European elections. For example, the way we have done in Cornwall, which | :16:12. | :16:14. | |
is funded with European money, and the fact that wave technology is the | :16:15. | :16:17. | |
next generation of environmental`friendly energy | :16:18. | :16:20. | |
sources, and we are in a position in this region to lead the world in | :16:21. | :16:23. | |
this technology and the development of it and we need to be sure that we | :16:24. | :16:31. | |
do not miss that opportunity. As the present MEPs walk into the | :16:32. | :16:34. | |
Strasbourg sunset, we must now set about the business of choosing their | :16:35. | :16:42. | |
successors. There are three other parties | :16:43. | :16:45. | |
standing in the South West: An Independence from Europe, the | :16:46. | :16:48. | |

A teenager who was paralysed following a motocross accident says | :17:26. | :17:28. | |
he never gave up hope of riding again. Spencer Watts, who's 18, | :17:29. | :17:32. | |
spent five months in hospital after he was injured at the age of 15. But | :17:33. | :17:37. | |
now his dream is to race again on a specially adapted bike. Spotlight's | :17:38. | :17:43. | |

has always been his passion. At the age of 15 he fractured his spine in | :17:50. | :17:53. | |
an accident and it looked like his riding career was over. He told me | :17:54. | :18:00. | |
that I would never be able to walk again and I would never be able to | :18:01. | :18:04. | |
ride again. And my response to that was, whatever it took, I would be | :18:05. | :18:08. | |
back on a bike, whether it be in five months' time or in two years' | :18:09. | :18:12. | |
time. My legs tuck in either side here. My back brake is here. The | :18:13. | :18:16. | |
front brake is here. And this is Spencer's solution ` a uniquely | :18:17. | :18:19. | |
adapted motocross bike. But conditions are challenging. | :18:20. | :18:25. | |
Especially when it is wet like this, I could go out there and fall off on | :18:26. | :18:29. | |
the first corner. That is what worries me. You would have to lay | :18:30. | :18:34. | |
there and wait for somebody to come and pick you up! It gets the | :18:35. | :18:39. | |
adrenaline going. In conditions like this, the riders use their feet to | :18:40. | :18:42. | |
keep them upright. Spencer has to rely on skill and technique. To | :18:43. | :18:49. | |
start off with it was really hard, to keep balance, for instance. For | :18:50. | :18:54. | |
an able`bodied person, it is hard. Gearing, changing gear, it is quite | :18:55. | :19:02. | |
a tricky thing to get used to. Nothing stands in his way. I | :19:03. | :19:05. | |
couldn't believe it. He gets himself out of his wheelchair, he bumps | :19:06. | :19:11. | |
himself up. Instead of going, I can't do that. And now Spencer has | :19:12. | :19:15. | |
another goal in his sights. He wants to start competing again. I rode | :19:16. | :19:20. | |
from the age of eight years old. It is just something that I would never | :19:21. | :19:24. | |
want to give up. It's just awesome, really. It's just great to ride. | :19:25. | :19:35. | |

herself. I just carried it up to the loft and Barb's just built at all. | :21:10. | :21:13. | |
