He and the other villagers were horrified when they learned no

more public money was to be spent spending the village from storms.

They had to repair the defences themselves when they washed away

in February and have been campaigning to get the policy

This morning, the Flood Recovery Minister, Oliver

We have a responsibility, not just for Hallsands

But the minister has come to see Hallsands, not to talk

Mr Letwin told villagers he wanted to find a practical solution

Well, I think what I need to do is have conversations with

Difficult decisions will have to be made in the next twelve months

I started by asking her about community hospitals.

With plans to close some inpatient beds in Devon, I asked her what

In some community hospitals, there are particular challenges

And of course you cannot kedp a hospital open if you can't find

:06:25.:06:29.

I think you have to look at what the challenges are

:06:30.:06:35.

I feel passionately about community hospitals, I would like to see every

:06:36.:06:43.

single one stay fully with beds, because that is the model I

:06:44.:06:46.

Where are the other pinch points for the NHS? Because I have lost

:06:47.:06:52.

count of how many times we have reported on individuals battling

:06:53.:06:55.

for expensive treatment for cancer or other diseases.

:06:56.:06:58.

Is it inevitable more expensive drugs will be rationed becatse the

:06:59.:07:02.

The point is those should not be political decisions,

:07:03.:07:08.

Sometimes we need to have an honest discussion with the public

:07:09.:07:13.

that there are some types of extremely expensive treatments that

:07:14.:07:16.

if you decide to fund those that might mean there isn't other

:07:17.:07:22.

treatments available for other people who have a similar

:07:23.:07:26.

If you are saying community hospitals will have to change for

:07:27.:07:32.

funding reasons, if you are saying there will have to be difficult

:07:33.:07:35.

discussions about not being able to fund expensive drugs, is thd NHS

:07:36.:07:38.

We need to make sure it is sustainable.

:07:39.:07:44.

I think until now the NHS has coped extraordinarily

:07:45.:07:50.

well with financial challenges, but what most people recognhse

:07:51.:07:53.

looking at the evidence is that 2015 will be a very challenging xear

:07:54.:07:56.

I think in 2015, faced with these pinch points,

:07:57.:08:02.

a decision will have to be lade about whether it is all possible to

:08:03.:08:06.

It sounds as if you are sayhng the NHS cannot do everything it has

:08:07.:08:13.

I think the point is that the reason we have NHS England looking

:08:14.:08:23.

at this is that those decishons in my view should not be taken on the

:08:24.:08:27.

They should be taken by those who can look

:08:28.:08:35.

at the whole system and makd judgements about the most effective

:08:36.:08:39.

treatments and what we can do for the money we have across thd NHS.

These are very challenging times ahead, and there are some m`jor

changes that need to be put in place to make sure that we can

keep people well and supported at home in the first place.
