Schools across the South West are to receive extra | :01:02. | :01:03.
funding after the Government agreed the previous sum wasn't enotgh. | :01:04. | :01:07.
Across the country, schools will share ?390 million | :01:08. | :01:09.
The figure is ?40 million hhgher than the amount announced in March | :01:10. | :01:13.
and follows almost 600 responses to a consultation document. | :01:14. | :01:18.
But is it enough to resolve what south west schools have clahmed | :01:19. | :01:21.
Spotlight's Political Editor Martyn Oates reports. | :01:22. | :01:33.
Teachers and local authorithes have clashed with the government | :01:34. | :01:37.
separately over the last fotr years. The fight to raise the Southwest | :01:38. | :01:43.
rural schools from the bottom of the funding the table has united them | :01:44. | :01:45.
both in the same cause. The news that Cornel will receive an extra | :01:46. | :01:52.
?4.9 million, ?75 per pupil, has been greeted as a partial vhctory. | :01:53. | :01:58.
It is a big step in the right direction. Previously we were | :01:59. | :02:00.
underfunded compared to the national average. This will bring us halfway | :02:01. | :02:04.
up to where we want to be. H welcome this news. In Devon, the cotncil has | :02:05. | :02:12.
secured an extra ?60 million. Averaging out at around ?180 per | :02:13. | :02:18.
pupil. The fact that we havd got the extra money, the fact that we can | :02:19. | :02:21.
use that money to benefit the pupils of Devon, 90,000 of them will | :02:22. | :02:28.
benefit from April, and that has to be good news for Devon. Frol the | :02:29. | :02:33.
classroom, a warning that it is not as simple as it seems. It whll not | :02:34. | :02:40.
be a fair division of the total 16 million, divided by the number of | :02:41. | :02:45.
children. It is delivered on a more complex formula that will rdflect | :02:46. | :02:49.
the needs of the individual schools across Devon. With schools hn Devon | :02:50. | :02:55.
and Cornwall still falling short of the national average in terls of | :02:56. | :02:58.
funding, councillors and headteachers want to see reform of | :02:59. | :03:03.
the formula used to calculate these grants. That will clearly bd a | :03:04. | :03:06.
matter for the next governmdnt. And there will be more from Martyn | :03:07. | :03:10.
in our late news at around 10:25pm tonight.There are | :03:11. | :03:13.
fears over the future of ond of There are fears over Cornwall's | :03:14. | :03:23.
premier fishing grounds. A harvesting ban on mussels | :03:24. | :03:25.
in the Fal Estuary has been in place since the end of April | :03:26. | :03:27.
because of high levels of E`coli. It's meant some | :03:28. | :03:30.
of the fishermen who rely on the centuries`old fishery h`ving to | :03:31. | :03:32.
turn to charity for financi`l help. They would have been worth hundreds | :03:33. | :03:43.
of towns. But these rotting mussels have been sitting on collected for | :03:44. | :03:46.
three months. How tough havd things got? As tough as they can gdt | :03:47. | :03:53.
without going into fine det`il. It has stopped us from working or | :03:54. | :03:58.
earning. After 20 years makhng a living from wild mussel beds, the | :03:59. | :04:05.
harvesting ban means that this year, Tim is one of several who h`ve had | :04:06. | :04:08.
to turn the charity to pay their bills. Some have been able to move | :04:09. | :04:13.
business out to see the movd `` to avoid the pollution but not everyone | :04:14. | :04:20.
can afford to. The guys havd invested a lot of money and | :04:21. | :04:25.
equipment, boats and licensds. It is a terrible situation for thdm. The | :04:26. | :04:31.
stop mussels ending up like this there was no quick fix. The | :04:32. | :04:35.
contamination of the river hs affected by the weather and comes | :04:36. | :04:39.
from many sources, farmland, households and sewage overflow. Two | :04:40. | :04:44.
wet winters are being blamed for the shutdown of the mussel fishdry. | :04:45. | :04:50.
There are calls the big changes True was developing at a phdnomenal | :04:51. | :04:54.
rate. The sewers were going into the same auld pipe. They say th`t they | :04:55. | :05:01.
are spending ?6 million redoing it. Wait and see, I am not confhdent. | :05:02. | :05:08.
The Food Standards Agency, the Environment Agency and south`west | :05:09. | :05:11.
water say that they are working with the local authority and point to | :05:12. | :05:15.
investment in sewage systems, and better slurry storage on farms. | :05:16. | :05:19.
Agencies are trying to come to terms with what is a huge problem. It has | :05:20. | :05:23.
a huge impact on other industries. And it costs money. It is hoped that | :05:24. | :05:29.
the fishery will be considered for an upgrade in eight weeks. That is | :05:30. | :05:35.
small comfort to Timmy, as he sees the peak holiday trade months adrift | :05:36. | :05:37.

in Torquay tonight over plans to Campaigners say plans | :06:17. | :06:21.
for a 60`bed hotel and 45 apartments should be discussed | :06:22. | :06:30.
by the full council but it's claimed | :06:31. | :06:33.
the decision has already bedn made. Spotlight's Scott Bingham h`s | :06:34. | :06:36.
the details. The plan is to build a 4`st`r spa | :06:37. | :06:44.
hotel and 45 apartments, incorporating a restored pavilion | :06:45. | :06:48.
building on the harbour`sidd at Torquay. Local people have | :06:49. | :06:52.

Now, it might surprise you to learn that it's perfectly ldgal to | :08:34. | :08:36.
It certainly surprised a postwoman in Somerset, when she opened her van | :08:37. | :08:40.
doors, to be confronted by hundreds of the insects, which has escaped | :08:41. | :08:43.
They swarmed around and started chasing her. | :08:44. | :08:46.
Deliveries were a little more mundane this afternoon for this post | :08:47. | :09:01.
offers water. No live bees this time but she will not forget her close | :09:02. | :09:06.
encounter with the swarm. I opened up the door of the ban and `ll of a | :09:07. | :09:11.
sudden I saw bees around evdrywhere. I thought I had parked beside a bees | :09:12. | :09:18.
nest. I saw this box which was inundated with bees. I pickdd it up | :09:19. | :09:24.
and put it on the floor and ran I was petrified at the time. Hf I get | :09:25. | :09:28.
one of them in my van, I have to open the windows to get it down To | :09:29. | :09:32.
have that many, I screamed `nd the neighbours came out. It was not a | :09:33. | :09:36.
good experience. In case yot're wondering why anyone would post a | :09:37. | :09:42.
parcel full of bees, Parcelforce says it is not uncommon and | :09:43. | :09:48.
perfectly legal. They are on a quite a short list of living creatures | :09:49. | :09:51.
that are permitted to be tr`nsported through the Parcelforce network | :09:52. | :09:56.
People might not think that creatures would be transported but | :09:57. | :09:59.
there are certain small amotnts of creatures which are permittdd. They | :10:00. | :10:05.
ask that if you're posting bees please make sure that the p`ckage is | :10:06. | :10:11.
secure. In the case of this delivery of 2000 bees, the insects wdre | :10:12. | :10:16.
eventually gathered by an expert and safely delivered, leaving this post | :10:17. | :10:20.
office worker a bit more cattious now. I look now more cautiotsly at | :10:21. | :10:26.
half past six in the morning to see what I am carrying now. And who can | :10:27. | :10:27.
blame her? It seems potholes | :10:28. | :10:31.
which are the curse of road users A team of archaeologists working | :10:32. | :10:34.
in Devon has unearthed one during the excavation of a Roman | :10:35. | :10:38.
road near Ipplepen. And as John Danks reports, some | :10:39. | :10:40.
of the items uncovered show that even back then people were trying | :10:41. | :10:43.
to impress their neighbours. Here I am on the Roman road. You can | :10:44. | :10:56.
see that the stony surface has been packed down and well used. We have a | :10:57. | :11:02.
repair to a pothole, here, `nd you can see this is the centre of it. | :11:03. | :11:07.
You can see this, the stones are slightly different in colour, more | :11:08. | :11:11.
blue than the other parts of the road surface. There has been a hole | :11:12. | :11:16.
in the road and they have brought other stones and packed up, and | :11:17. | :11:20.
flattened it to repair the surface. Apart from fixing potholes, what | :11:21. | :11:26.
have the Romans ever done from us `` for us? Their taste for find pottery | :11:27. | :11:29.
created an industry encountdred the goods. When the Romans came to | :11:30. | :11:34.
Britain, people started makhng cheaper versions of it. All of a | :11:35. | :11:40.
sudden England, people are producing this date pottery to show your | :11:41. | :11:43.
dinner guests, that you havd got very fine pottery, but don't look | :11:44. | :11:49.
too closely. Then you have the occasional special pieces which are | :11:50. | :11:53.
the genuine article. In terls of keeping up appearances, this | :11:54. | :11:57.
recently discovered hairpin tells another story. It is a Roman `style | :11:58. | :12:02.
hairpin, so it seems that they are adopting Roman fashions frol across | :12:03. | :12:07.
the continent, showing the people living in Ipplepen that thex would | :12:08. | :12:11.
have been locked in with thd rest of the Roman Empire. The Roman road | :12:12. | :12:15.
will be open to the public on Sunday, with Spurs leading from | :12:16. | :12:21.

Music festivals are big bushness these days | :12:33. | :12:34.

They've become hugely popul`r across the region, | :12:38. | :12:38.
attracting thousands of people and today sees the launch of a new one. | :12:39. | :12:42.

cool gig in this part of thd world. Weird and wonderful. The newest | :13:09. | :13:14.
festival in the UK, in the liddle of North Devon, an irresistibld | :13:15. | :13:19.
attraction for the curious. It is a chance to sit in the sun and meet | :13:20. | :13:23.
people. Listen to good music. Eat some dodgy food. Music and luch | :13:24. | :13:30.

going up there. I work the spotlight. `` for spotlight. It was | :13:35. | :13:43.
slightly scary. The festival runs for five days with acts likd Jack | :13:44. | :13:47.
Johnson and Ben Howard. It offers surfing lessons, paddle boarding and | :13:48. | :13:52.
for the less the chance to get in touch with their inner self. Maybe | :13:53. | :14:00.
under there he has got a br`, too. If it all gets a little too much, | :14:01. | :14:07.
how about a little wild swilming? If you're in those pence it is nasty | :14:08. | :14:15.
and messy but this is refreshing. It has clean water. It is bettdr than | :14:16. | :14:21.
Glastonbury. So, get to it, anyway you can. This is the man who has put | :14:22. | :14:27.
it all together. How many pdople are you expecting? Between | :14:28. | :14:37.

I have seen lots of 4x4 is hn the car park. The festival landscape is | :14:58. | :15:02.
like that now. Jack Johnson and Ben Howard have different audiences It | :15:03. | :15:11.
is pretty broad. I saw a spdcialised boutique baby`sitting. What is | :15:12. | :15:18.
boutique baby`sitting? You do not want your kids to be there when you | :15:19. | :15:21.
are out in front of the main stage. What happens? The children `re | :15:22. | :15:26.
looked after in a lovely tent while you are off looking at the festival. | :15:27. | :15:30.
How difficult is it put on like this? It is a challenge putting on a | :15:31. | :15:35.
festival. It is a big financial risk. You're sure whether it is | :15:36. | :15:40.
going to fit. But we have a strong identity, we had a strong idea, this | :15:41. | :15:46.
is a summer camp, people ard coming for five days or for one dax, they | :15:47. | :15:51.

climbing, and making a holiday of it. And with it the back next year? | :15:56. | :16:01.

all three of them fit in here. It is two metres long, I am 1.85 letres. I | :20:40. | :20:46.
have got a little bit to pl`y with. I can just about stretch out. Where | :20:47. | :20:52.
do the cats sleep, when you're slipping? One of them sleeps on my | :20:53. | :20:58.
leg, the other one sleeps on a little foldout bed. And you not | :20:59. | :21:04.
feel' of it? Having worked on tanks, you cannot feel claustrophobic. He | :21:05. | :21:10.
should finish his mission and not over. `` his mission in October | :21:11. | :21:17.
Now we all know how stressftl it is moving house. | :21:18. | :21:19.
But imagine the stress if that move is from Torquax to | :21:20. | :21:22.
Well, that's exactly what 20 African penguins based here have just done. | :21:23. | :21:26.
Spotlight's South Devon reporter John Ayres | :21:27. | :21:27.
has been following their 3,000`mile journey. | :21:28. | :21:32.
They will be sent off on thdir holidays to Georgia. For thd last 11 | :21:33. | :21:41.
years, living coast has est`blished a breeding programme for African | :21:42. | :21:45.
penguins, and as a result 20 of these birds are off on the journey | :21:46. | :21:51.
of a lifetime, to Tbilisi zoo. It has turned to living coast to help | :21:52. | :21:59.
them set up a new colony. L`st year during a conference it was decided | :22:00. | :22:02.
that we met the standard so it was possible to give us penguins, then | :22:03. | :22:06.
the search started for a zoo that could give us these animals. This | :22:07. | :22:11.
became a zoo near Torquay, living coast zoo in Great Britain. They | :22:12. | :22:16.
have no enclosure. They werd literally starting from scr`tch It | :22:17. | :22:20.
has been a very long process. We have advised them how to buhld the | :22:21. | :22:26.
enclosure, and about the requirements and needs of the | :22:27. | :22:28.
penguins so that they have got everything they need to be fit and | :22:29. | :22:31.
healthy, even down to where they get their food from, fish supplhers and | :22:32. | :22:39.
things like that. The birds are 50`50 split of males and felales, | :22:40. | :22:42.
but before they go, they have to be checked over by the debt. `` | :22:43. | :22:50.
Beiderbecke Barry. `` by thd debtor Mary. `` vet. If they are fht to | :22:51. | :23:03.
travel, they are prepared for their journeys. They will be taken by road | :23:04. | :23:09.
to Dover, then by ferry to Calais, then on the road to Amsterd`m, from | :23:10. | :23:14.
where they are flown to Tbilisi a trip of almost 3000 miles. They | :23:15. | :23:20.
arrive at their new home. Zoos measure themselves on how | :23:21. | :23:23.
successfully the animals take to their new environment. Will the | :23:24. | :23:28.
penguins like their new livhng quarters in Georgia? Living coast | :23:29. | :23:32.
did as much as it could to lake it as much like their home in Torquay | :23:33. | :23:35.
as possible although some of the birds did not play ball. Shd's | :23:36. | :23:41.
hiding in her house. We feed her separately because she spends most | :23:42. | :23:44.
of the day and her burrow. So that she does not get hungry, we leave | :23:45. | :23:49.
her serving food here. She hs not very visible. We will leave a bit in | :23:50. | :23:56.
the water that is close to her nest. The new arrivals are proved popular | :23:57. | :24:02.
in their new home. Penguins are adaptable birds and are expdcted to | :24:03. | :24:12.
thrive in the new climate. We have at some spectacular displays from | :24:13. | :24:15.
mother nature. Some wonderftl pictures have been sent in. Sadly, | :24:16. | :24:20.
it is a repeat performance xet again tonight. | :24:21. | :24:25.
We will see thunder and lightning and some torrential downpours. We | :24:26. | :24:32.
have a warning from the Met Office. This is an amber weather warning. We | :24:33. | :24:38.
have gone from yellow, the `mber. We have a risk of some torrenthal | :24:39. | :24:44.
downpours. And also some possible flooding. Let's see your pictures of | :24:45. | :24:51.
some of those lightning displays. This was true cathedral. `` Truro. | :24:52. | :25:06.
Everyone saw some fantastic shots of lightning. Some of them going from | :25:07. | :25:10.
cloud the club, some from around the cloud. `` from the ground to the | :25:11. | :25:19.
clouds. This front is moving northwards, thunderstorms, loving | :25:20. | :25:27.
north. I think also, some of the showers will be quite intense as | :25:28. | :25:32.
those systems get closer through the night. They will pull up from the | :25:33. | :25:37.
south. They will pull up wh`t more cloud. Some of us had a reasonable | :25:38. | :25:42.
day`to`day, but tomorrow, some more showers will develop. Then ht will | :25:43. | :25:47.
get quiet by Sunday. Sunday is properly the better day to do | :25:48. | :25:51.
anything outdoors. We have seen some showers across the Channel Hslands. | :25:52. | :25:55.
And some flashes of lightning. Expect quite a change later tonight. | :25:56. | :26:00.
The main focus of the activhty will be between midnight and six in the | :26:01. | :26:04.
morning. Sadly, the time whdn most of us are fast asleep. We could see | :26:05. | :26:07.
the odd flash of lightning `nd rumble of thunder and, by the | :26:08. | :26:13.
morning, some pools of water on the roads, so some tricky driving | :26:14. | :26:17.
conditions. Another warm night, at around 17 Celsius. Tomorrow, it | :26:18. | :26:23.
should get driver while, with a glimpse of sunshine. Then that cloud | :26:24. | :26:27.
will develop again `` dry for a while. Again, these showers have the | :26:28. | :26:34.
potential for some torrenti`l downpours. Temperatures, down on | :26:35. | :26:39.
what we have been used to, feeling Monday, but still 22 Celsius. `` | :26:40. | :26:43.
feeling Monday. `` muggy. A change to the brighter, clearer | :26:44. | :27:18.
conditions as we head into Sunday. Sunday is a better day for `ll of | :27:19. | :27:22.
us. Temperatures around 22 Celsius. Next week, it gets warm agahn, but | :27:23. | :27:29.
hopefully mainly drive. We will be glad to see the back of somd of | :27:30. | :27:32.
these thunderstorms. Have a good evening and take care. That is the | :27:33. | :27:38.
end of another week, thank xou for your company and for those wonderful | :27:39. | :27:42.
pictures of the storms. Keep them coming if you get some tonight. | :27:43. | :27:45.
That's all from us. Goodbye. | :27:46. | :27:48. |
