very much. That's all from the BBC News at Six. Goodbye from me.

:00:00.:00:17.

family left feeling desperate and isolated after their respite care

:00:18.:00:22.

was suspended. The Dame Hannah Rogers School closed

:00:23.:00:25.

last week while an investigation is carried out. Those who rely on it

:00:26.:00:31.

say they are devastated. Might feel like spending the whole day crying,

:00:32.:00:38.

but that would do me no good. It has left us feeling desperate and

:00:39.:00:43.

isolated. Also tonight, Plymouth City Council

:00:44.:00:47.

has introduced tough new roles on filling your dustbin, but how will

:00:48.:00:52.

they enforce them? And the British Fireworks

:00:53.:00:54.

Championship arrives in the South West.

:00:55.:00:58.

"It's like being a prisoner in your own home." That's how one

:00:59.:01:01.

Devon mother describes her life since the decision was taken

:01:02.:01:03.

a week ago to suspend some services at a centre for children with

:01:04.:01:07.

For Kay O'Shaughnessy, the Dame Hannah Rogers School

:01:08.:01:09.

provided an essential lifeline for her 16`year`old daughter,

:01:10.:01:11.

Amy is 16 and cannot be left on her own, day or night. For her family,

:01:12.:01:27.

having respite care is essential, so when Ofsted took the decision last

:01:28.:01:31.

week to suspend children's services at the Dame Hannah Rogers School,

:01:32.:01:36.

over a potential safeguarding issue, it left K and her husband without

:01:37.:01:44.

any support. The closure laughed week `` last week came as a huge

:01:45.:01:48.

shock. It has made our lives a little fraud and totally exhausting

:01:49.:01:53.

because Amy needs 24`hour round`the`clock care with waking

:01:54.:01:56.

staff, so the impact has been profound upon us. In a normal week,

:01:57.:02:05.

Amy uses the respite services at Dame Hannah Rogers School three

:02:06.:02:08.

times, and that includes being cared for overnight, which for her family

:02:09.:02:14.

fight every shuddering lifeline, as Amy's condition is extremely

:02:15.:02:18.

complicated. Not only does she have cerebral palsy and many associated

:02:19.:02:22.

conditions, she also has profound respiratory failure. It provides a

:02:23.:02:30.

hugely needed break for Michael and myself but it also enables us to be

:02:31.:02:35.

a normal couple for a while, so that we can make choices and decisions.

:02:36.:02:39.

We are all mist prisoners in our own home at the moment. Amy has been

:02:40.:02:45.

offered some alternative care in the short term but her parents did not

:02:46.:02:51.

feel it provided what she needs. She is my daughter and we absolutely

:02:52.:02:54.

adore her and she is absolutely precious. We just do not have a

:02:55.:02:59.

choice, so we just hope desperately that things become resolved at Dame

:03:00.:03:03.

Hannah Rogers School. It is the one place that we feel completely safe

:03:04.:03:08.

about leaving Amy. We have never, ever had any concerns. And she is

:03:09.:03:13.

not alone. Many families are now left as full`time carers for their

:03:14.:03:18.

loved ones facing uncertain futures while the investigations take place.

:03:19.:03:22.

Ofsted has currently suspended services for six weeks and the

:03:23.:03:25.

School trust has thanked families for their support and hopes the

:03:26.:03:30.

situation will be resolved as quickly as possible.

:03:31.:03:35.

People who overfill their bins in Plymouth could be fined under

:03:36.:03:38.

The city council's also threatening to leave bins which have the lids

:03:39.:03:41.

left up and charge people who put extra bags out on the pavement.

:03:42.:03:44.

The new guidelines will come into force in January.

:03:45.:03:47.

The decision was made at a council meeting today.

:03:48.:03:50.

Cllr Brian Vincent is the Cabinet member for the environment.

:03:51.:03:53.

I asked him how the rules would be enforced.

:03:54.:03:57.

The policies that are being put forward are actually already

:03:58.:04:02.

in place with the previous administration as well.

:04:03.:04:06.

It is only the fact that that we're going to make people more aware of

:04:07.:04:12.

So how are you going to enforce them, for instance

:04:13.:04:18.

if someone's bin is overflowing and they want to avoid the fine,

:04:19.:04:21.

what is to stop them simply putting it in someone else's bin?

:04:22.:04:25.

The first thing we are going to do, the first people on the scene will

:04:26.:04:30.

Our job now would be to start to talk to the residents,

:04:31.:04:36.

advise them of what is expected and we are wanting to take them

:04:37.:04:42.

along, as our main objective is to increase our recycling rate.

:04:43.:04:47.

I'm still not clear how you're going to enforce that.

:04:48.:04:50.

How will you know when you get to the scene that someone's bin is

:04:51.:04:53.

overflowing because they have put too much rubbish in, rather than

:04:54.:04:56.

someone else being unscrupulous and putting their rubbish in next`door's

:04:57.:04:58.

That we would find out when we are talking to residents, whether it was

:04:59.:05:06.

them or someone else off`loading their rubbish into their bin.

:05:07.:05:12.

You say these policies are really just clarifying

:05:13.:05:15.

the policies that are already in place, so how many people have been

:05:16.:05:19.

These policies were in place with the previous administration...

:05:20.:05:27.

Doesn't that underline that this is an unenforceable policy?

:05:28.:05:31.

Other cities and towns up and down the country operate this and it

:05:32.:05:38.

We acknowledge there are certain times when people will have excess

:05:39.:05:45.

rubbish and we will address that at that time.

:05:46.:05:49.

OK, thank you very much indeed for joining us.

:05:50.:05:53.

Somerset is hoping to follow the lead set by Devon and Cornwall

:05:54.:05:56.

and focus on attracting a much bigger income from tourism

:05:57.:05:59.

Figures obtained by the BBC show that there are

:06:00.:06:04.

approximately five million visitors to Somerset during July and August.

:06:05.:06:07.

As much as one third of the county's ?400 million income from tourism is

:06:08.:06:12.

Now tourism chiefs want to attract more visitors throughout

:06:13.:06:17.

Somerset's tourism industry has a problem. Four fifth of the income is

:06:18.:06:40.

raised in a few months, over summer. I think it would be good if some of

:06:41.:06:46.

the businesses diversify to think in terms of attraction, attracting

:06:47.:06:51.

people year round. So how can you tempt the likes of this pleasure

:06:52.:06:54.

seeker back to Somerset in the depths of winter with his family?

:06:55.:07:00.

Well, this venue near Weston`super`Mare has been

:07:01.:07:06.

reinventing itself for a long time now, ever since the farming family

:07:07.:07:12.

there decided to give up dairy farming and open destruction

:07:13.:07:17.

instead. They have just invested ?2 million in a year`round attraction.

:07:18.:07:22.

It is a big investment for this family run business. They have had

:07:23.:07:27.

to borrow ?1.8 million of that but it means that as well as having the

:07:28.:07:32.

actual facilities, they now have these ?2 million indoor facility.

:07:33.:07:35.

That is an indoor swimming facility and play area. Today as the sun and

:07:36.:07:47.

showers took turns outside, families enjoyed the indoor facilities. It is

:07:48.:07:52.

lovely. My daughter is enjoying it. There is nothing like this in the

:07:53.:07:58.

area. We would certainly come back in the autumn or winter if it was

:07:59.:08:03.

open. The owners are hopeful the investment will pay off. We are

:08:04.:08:08.

hoping the new indoor swimming pool will increase numbers by 20%, and

:08:09.:08:12.

with it being open all year round it will have an effect on turnover.

:08:13.:08:17.

With the play area, it is an unknown so we are hoping it will bring new

:08:18.:08:21.

business in an extra revenue from people already here. Somerset out of

:08:22.:08:26.

season already seems a hard sell, although some hardy souls on this

:08:27.:08:30.

subject camp site near Burnham on promising to come back. We will come

:08:31.:08:35.

back for the New Year. It is lovely here. There are lots of things

:08:36.:08:42.

happening here for Halloween so we might come down then. Not all

:08:43.:08:46.

businesses can afford a big cover`up like here but there is supposedly a

:08:47.:08:53.

trend for holidays at home, so now could be the time to invest.

:08:54.:08:59.

The RNLI says 32 people, many of them children,

:09:00.:09:05.

had to be rescued from the sea at one of Cornwall's most popular

:09:06.:09:09.

Polzeath were caused by strong winds and high spring tides.

:09:10.:09:13.

This was the scene at the beach a short while ago.

:09:14.:09:16.

Today's high tide in just over half an hour's time is expected to be

:09:17.:09:19.

A second man has been charged with the murder of David Alderson

:09:20.:09:23.

The body of the 72`year`old cyclist was found at Wheal Maid

:09:24.:09:26.

A 21`year`old from Falmouth is jointly charged with his murder.

:09:27.:09:29.

33`year`old Kevin Cooper from Carharrack has previously

:09:30.:09:31.

The plans to make it harder for betting shops

:09:32.:09:34.

and payday loan companies to open up on the high street have received

:09:35.:09:38.

The Government is consulting on proposals which aim to give

:09:39.:09:41.

councils more control over where these businesses operate, by making

:09:42.:09:45.

Jenny Kumah has been gauging opinion here in the South West.

:09:46.:09:51.

For this woman, being married to a gambling addict

:09:52.:09:54.

Her words are voiced by an actor to protect her identity.

:09:55.:10:00.

He was very moody, bad`tempered, he did become aggressive, and that

:10:01.:10:05.

She feels more needs to be done to remove temptation,

:10:06.:10:11.

and she worries about the clusters of bookies on our high sheets.

:10:12.:10:14.

At the moment, bookmakers and payday loan shops do not have to

:10:15.:10:17.

apply for planning permission nor to open up in some circumstances `

:10:18.:10:19.

for example, if they open up in an empty bank or building society.

:10:20.:10:26.

The Government wants to change this, meaning that they would have to

:10:27.:10:29.

apply to their local council for planning permission.

:10:30.:10:31.

It follows concern from campaigners If about the growing numbers

:10:32.:10:33.

of these types of businesses opening up in our town and city centres.

:10:34.:10:44.

Here in Exeter, the 21st bookmakers opened up

:10:45.:10:46.

Gambling addiction charities welcome tighter planning rules

:10:47.:10:50.

There are betting terminals, machines that can take up to ?100

:10:51.:10:54.

They are only allowed four machines per shop.

:10:55.:10:57.

So they are open in multiple promises on the high

:10:58.:11:11.

`` they are opening. So reducing the maximum bet on those

:11:12.:11:14.

The Association of British Bookmakers say councils

:11:15.:11:18.

already have power to control betting shops but councils say some

:11:19.:11:21.

of these regulations involve lengthy and expensive processes.

:11:22.:11:22.

If this goes through and the Government and the consultation do

:11:23.:11:25.

change the regulations, that will help, but the ones that are here

:11:26.:11:28.

Meanwhile, the payday loan industry which has faced criticism

:11:29.:11:32.

for high interest rates, warns stricter planning rules could

:11:33.:11:34.

We have seen a drop in lending of 50% year on year year on year.

:11:35.:11:41.

As a result of the new rules coming into place, they have tightened up

:11:42.:11:44.

The risk is, if people are being turned down,

:11:45.:11:47.

they will still need credit, they will go to illegal lenders.

:11:48.:11:49.

Questions are also raised about how much difference curbing

:11:50.:11:53.

the high street presence of these businesses will make when

:11:54.:11:57.

people can still access betting and loan services through the internet.

:11:58.:12:08.

Starting early ` the Christmas garland at Cothele gets under way.

:12:09.:12:14.

And fancy that ` the woman taking dressing up to a whole new level.

:12:15.:12:24.

There are fears that one of Britain's rarest creatures could

:12:25.:12:26.

Until now, the River Allen in Dorset has provided a secure habitat for

:12:27.:12:31.

But now it's become victim to a type of plague,

:12:32.:12:36.

and the Environment Agency wants anglers to help save it.

:12:37.:12:39.

No stone left unturned, as the Environment Agency

:12:40.:12:52.

and Dorset Wildlife Trust scour the River Allen for

:12:53.:12:54.

The species is under threat in part of the river near Wimborne,

:12:55.:12:58.

after the crayfish plague was discovered here.

:12:59.:13:00.

This morning's search revealed two dead crayfish.

:13:01.:13:03.

The fact that we have the plague here is a real blow.

:13:04.:13:12.

It is such a precious little river, full of fantastic wildlife.

:13:13.:13:15.

To have the native crayfish here was the icing on the cake,

:13:16.:13:18.

It is not known how the disease came to be in the River Allen.

:13:19.:13:27.

It could have come across on a non`native species of crayfish,

:13:28.:13:30.

Or it may have come across on a piece

:13:31.:13:33.

What we need to do is try to ensure we are not spreading it

:13:34.:13:38.

So we need to follow the Check Clean Dry Normal code, ensuring that any

:13:39.:13:54.

wellies or equipment taken to the river are clean, so free of plant

:13:55.:13:57.

For river users, it is a reminder of the And Liz' Code. You have to hand

:13:58.:14:10.

your equipment up after use and allow it to the bone dry before you

:14:11.:14:17.

use it again. That their future on this stretch of the river does not

:14:18.:14:22.

look promising, the project aims to preserve the endangered species.

:14:23.:14:31.

The South West's three Football League teams all target a place in

:14:32.:14:34.

Yeovil Town have to recover from their opening`day defeat as they

:14:35.:14:39.

Exeter City aim for an upset at St James' Park against Championship

:14:40.:14:44.

side Bournemouth, with Plymouth Argyle aiming to do

:14:45.:14:47.

the same at Home Park against Leyton Orient from League One.

:14:48.:14:50.

There's full coverage on BBC Radio Devon and BBC Somerset.

:14:51.:14:53.

In the Conference, Torquay United attempt to get off the mark by

:14:54.:14:57.

Every year on Spotlight in the run up to Christmas, we feature

:14:58.:15:06.

the famous garland created to decorate the great hall at Cotehele

:15:07.:15:09.

The seasonal garland is created by volunteers and made up of flowers

:15:10.:15:15.

The colour and variety of blooms vary each year according

:15:16.:15:20.

Gardeners and volunteers are already hard at work at the gardens in

:15:21.:15:26.

South East Cornwall collecting this year's flowers.

:15:27.:15:28.

Tiffany Truscott has been to find out more.

:15:29.:15:38.

Volunteers have been picking and bunching them since May.

:15:39.:15:49.

There are these finny pieces of greenery down the stem

:15:50.:15:52.

and we have to take them off because they could not if we left them on.

:15:53.:15:56.

The garland will be over 60 feet long when it is created

:15:57.:16:08.

in the great hall in November, and last year 42,000 flowers were used.

:16:09.:16:11.

It was a fantastic year of growing last year.

:16:12.:16:14.

At this stage, we are about 16,000, so we have a good amount

:16:15.:16:30.

so I'm confident we will have a good display.

:16:31.:16:33.

Whether we want 42,000 or not I do not know.

:16:34.:16:35.

Volunteers and staff will continue to pick the flowers every day

:16:36.:16:41.

for the next couple of months to make sure they have

:16:42.:16:43.

Today we have brought some of the bunched flowers up here.

:16:44.:16:52.

They are in bunches of 20 so that is how we know that we have

:16:53.:16:57.

They are drying and take six weeks to dry.

:16:58.:16:59.

So we can just find a space to hang them up.

:17:00.:17:02.

Having seen the cutting, bunching and drying process of all

:17:03.:17:04.

the flowers, you will be able to see the great hall here transformed

:17:05.:17:07.

into a glorious, colourful display at the end of the year, similar to

:17:08.:17:11.

It is just around the corner! No, it isn't! Christmas is a long

:17:12.:17:29.

time away! A syndicate of 25 work colleagues

:17:30.:17:31.

from Bodmin are sharing a Lotto jackpot of nearly

:17:32.:17:34.

?1.5 million. The winners work at the

:17:35.:17:35.

council`run They each get a share

:17:36.:17:37.

of almost ?60,000, CHEERING

:17:38.:17:46.

A wedding, a new roof, a holiday are just a few things the members of

:17:47.:17:50.

this syndicate are planning with their winnings, but many of them did

:17:51.:17:54.

not quite believed they had won the jackpot.

:17:55.:17:59.

Disbelief, really. It took a while to sink in, because Rena Barnes is a

:18:00.:18:04.

bit of a joke. So most of the calls on Saturday night were about whether

:18:05.:18:08.

she was actually winding us up or not. I was on my phone and my phone

:18:09.:18:13.

was shaking and I just could not check so I was feeling quite sick

:18:14.:18:18.

until I actually got it confirmed. The 25 people who shared almost ?1.5

:18:19.:18:23.

million or work at the Cornwall Equipment Loan Store store, to

:18:24.:18:30.

labelling `` delivering specialist equipment for patients who have been

:18:31.:18:34.

discharged from hospital. They have been playing the syndicate for five

:18:35.:18:37.

years. You going to give up work now? Not quite! We have been telling

:18:38.:18:48.

everyone. Lots of people are talking about buying new cars. I'm just

:18:49.:18:54.

paying off lots of debt and helping family out. Other people are helping

:18:55.:18:58.

family and going on holidays. I need a new roof for a barn conversion we

:18:59.:19:03.

are doing, so I might stretch to that. With just shy of ?60,000 each,

:19:04.:19:07.

the jackpot will buy them considerably more than their last

:19:08.:19:08.

win. You cannot get much for ?4 96. A 28`year`old woman from Teignmouth

:19:09.:19:17.

has given away all her clothes as part of

:19:18.:19:20.

a charity challenge to wear nothing She started in July and so far

:19:21.:19:22.

Eve Hazelton has worn They include going to the gym in

:19:23.:19:27.

:19:28.:19:33.

what she was wearing today. reaction have you had? Initially

:19:34.:20:47.

bit crazy, and then some people bit crazy, and then some people

:20:48.:21:55.

Plymouth for thousands of people. They will watch the sky light up as

:21:56.:22:00.

three teams tried to prove they have the best display. Another three

:22:01.:22:02.

teams then compete tomorrow but before it all goes up in smoke our

:22:03.:22:06.

reporter is amongst the explosives tonight.

:22:07.:22:14.

Good evening. Yes, worrying, isn't it? 1500 kilos of explosives. But

:22:15.:22:21.

look, two hold fire extinguishers appear so we are perfectly safe

:22:22.:22:24.

commission will of course there are more safety precautions. Andy is

:22:25.:22:30.

here. It is very technological now, isn't it? It is perfectly safe. We

:22:31.:22:36.

have been plugging in all these fireworks since 7am. All of these

:22:37.:22:40.

wires are connected to a firework that go into a computer. It is not

:22:41.:22:45.

connected, but you can turn on the fire... Me? Yes. Whatever happens

:22:46.:22:54.

now is out of my control. The fire button is eliminated and that is

:22:55.:22:59.

what we will press tonight. Listen, how do you practice? That is what I

:23:00.:23:04.

have always wondered. There is no practising. There is an awful lot of

:23:05.:23:07.

work back in the studios and the offices of these companies who tell

:23:08.:23:11.

the computer when they want to see the fireworks. The computer

:23:12.:23:15.

calculates the time it needs to launch at firework beforehand so

:23:16.:23:19.

some of the area once need launching three or four seconds before so that

:23:20.:23:23.

everything is synchronised. A quick word with Kevin, one of the

:23:24.:23:28.

organisers. We will seize on 3D fireworks tonight? Yes, in the first

:23:29.:23:34.

show tonight you will see that. Does that mean coming across as well?

:23:35.:23:40.

Know, everybody is perfidy safe. Is this what towns on the coast have to

:23:41.:23:45.

do now to bring in visitors, these big scale events? Yes, it is

:23:46.:23:50.

entertainment and it is a perfect venue. It brings revenue to the

:23:51.:23:56.

city. Good luck. We have been absolutely drenched in rain. That is

:23:57.:24:00.

why we have the plastic and the foil on top of the fireworks, but it will

:24:01.:24:04.

not affect the display. It might affect the visitors, gathering over

:24:05.:24:09.

there. They are huddling under the citadel.

:24:10.:24:13.

Don't touch that button! You had me worried! Still a few hours to go.

:24:14.:24:20.

They have had some rain there this evening. Hopefully that would spoil

:24:21.:24:21.

things too much. We have had some showers in Plymouth

:24:22.:24:32.

today but I think tonight for the fireworks apart from blustery wind

:24:33.:24:36.

it is a largely dry evening. The wind is a real challenge for those

:24:37.:24:41.

organisers and for the displays. Tomorrow it is slightly less windy

:24:42.:24:47.

but the wind will not be liked by any stretch of the imagination.

:24:48.:25:01.

area giving us a cooler feel this week is away on the coast of

:25:02.:25:05.

Scotland but it is giving its influence right across Britain and

:25:06.:25:09.

we have a keen westerly wind tonight coinciding with some pretty high

:25:10.:25:13.

spring tides. Some of the highest this evening. So we have warnings

:25:14.:25:19.

from the Environment Agency of the risk of coastal flooding. For North

:25:20.:25:24.

Devon, North Somerset coasts and the North Cornwall coast overnight and

:25:25.:25:33.

also at Thirsk tomorrow morning. The rain bands swirling around Scotland

:25:34.:25:36.

are still giving some heavy bands of rain. For as they will become more

:25:37.:25:42.

isolated. It will become mainly dry. The showers are tending to fade

:25:43.:25:46.

away. Temperatures will probably be as low as single figures in a few

:25:47.:25:53.

places. For tomorrow, a much better start to the day. The exception to

:25:54.:25:58.

that will be the more western parts of Cornwall, where perhaps first

:25:59.:26:00.

thing in the morning we will see a scattering of showers but by the

:26:01.:26:03.

afternoon, some sunshine. So can head to what we saw today, where

:26:04.:26:11.

here we had a fairly cloudy sky, it is a much better day all in all. It

:26:12.:26:16.

did not stop this ferry from running and the showers came and went

:26:17.:26:19.

swiftly because the wind has been strong today. But sheltered parts of

:26:20.:26:25.

the eastern side of Devon and the southeastern coast of Cornwall will

:26:26.:26:27.

probably get the best of the weather tomorrow because here we have some

:26:28.:26:31.

shelter from the strength of wind. The wind changes direction tomorrow.

:26:32.:26:39.

It becomes a bit more of a westerly. For the Isles of Scilly, a few

:26:40.:26:42.

showers in the morning and then becoming mainly dry. The showers

:26:43.:26:45.

clearing out of the way. Some sunshine in the afternoon. Times of

:26:46.:26:47.

high water. A pretty high tide again tomorrow.

:26:48.:27:01.

The surf has been pretty lively on the North coast today and it will

:27:02.:27:06.

probably be the same tomorrow. Gradually easing as we get towards

:27:07.:27:07.

the weekend. The wind uses a bit in the

:27:08.:27:24.

afternoon. As we head towards the weekend, more showers arriving on

:27:25.:27:27.

Thursday and then briefly a breach of high pressure heading our way as

:27:28.:27:31.

we move towards the weekend. So it does get drier.

:27:32.:27:37.

Good luck if you are a pet owner in the Plymouth area tonight. But if

:27:38.:27:46.

you are off to the fireworks, have a lovely time and may the

celebrating the music of Count Basie and Duke Ellington.

We've got factory boys and butchers' apprentices and office clerks

Don't stop moving! If you go back you'll die!
