This is BBC World News Today, broadcasting in the UK and

:00:07.:00:08.

I'm Christian Fraser in Brussels where armed patrols remain

:00:09.:00:12.

The city's metro is closed amid fears of a Paris-style attack.

:00:13.:00:18.

The Belgian government raises its terror alert to the highest

:00:19.:00:21.

level followed by this warning from the country's Prime Minister.

:00:22.:00:30.

We are therefore talking about threats from several armed

:00:31.:00:36.

individuals with weapons and explosives, possibly at several

:00:37.:00:38.

places at a time. I'm Ben Bland in London -

:00:39.:00:39.

our other headlines: In Mali, the government declares

:00:40.:00:41.

a 10-day nationwide state of emergency after Friday's attack

:00:42.:00:43.

in Bamako which killed 21. After failed appeals for clemency,

:00:44.:00:46.

Bangladesh executes two opposition leaders for war crimes committed

:00:47.:00:49.

during the 1971 independence war. Good evening from Brussels,

:00:50.:01:06.

where security remains tight This city hotspot would be busy on a

:01:07.:01:24.

Saturday night with people and the terraces would be packed. But not

:01:25.:01:29.

tonight. Many of them are closed and shattered. The tables and chairs

:01:30.:01:34.

have been folded away. Everywhere soldiers and police at strategic

:01:35.:01:39.

places at street corners and particularly in the city centre.

:01:40.:01:44.

This Irish bar has been closed. None of the sport has been on the

:01:45.:01:48.

screens. It has been closed all afternoon. Police are driving and

:01:49.:01:54.

talking to people as well, telling them to keep off the street if they

:01:55.:01:58.

can. At the end here, you might be able to see the sheds of the

:01:59.:02:05.

personnel carrier, armed personnel personnel carrier, armed personnel

:02:06.:02:11.

carrier at the end of the street among the market. All of this is

:02:12.:02:15.

because the terror alert in Brussels has been raised to its highest level

:02:16.:02:19.

with concerns about an imminent attack. The Metro system has been

:02:20.:02:26.

closed until Sunday. Many museums and concert halls have been closed

:02:27.:02:32.

as well the hunt is still continuing for Salah Abdeslam, the missing

:02:33.:02:35.

gunmen who crossed into Belgium a week last Saturday. He is the only

:02:36.:02:40.

remaining gunmen still alive from the Paris attacks. He has been

:02:41.:02:50.

described of the most wanted man. The Prime Minister says the country

:02:51.:02:53.

is at risk from an attack similar to the one that took place in Paris,

:02:54.:03:02.

coordinated explosions. There is a heavy police presence on the

:03:03.:03:07.

streets. Around the country today, a number of football matches were

:03:08.:03:11.

postponed by the authorities and the national team, their game with Spain

:03:12.:03:16.

was postponed as well. Members of the public wants to avoid large

:03:17.:03:20.

crowded places. Outside Brussels, the terror threat is lower.

:03:21.:03:31.

The Security Council has passed an unanimous motion against

:03:32.:03:33.

The resolution - drafted by France - calls upon member states to destroy

:03:34.:03:37.

And it has been announced President Hollande and David Cameron

:03:38.:03:41.

The talks will take place in Paris on Monday.

:03:42.:03:44.

This morning in Brussels soldiers took the place of commuters,

:03:45.:03:52.

taking care here to use the zebra crossing during their patrol.

:03:53.:03:58.

The government has closed all metro stations in the capital.

:03:59.:04:01.

It has deployed forces to counter the immediate threat of an attack.

:04:02.:04:07.

We have received quite precise information about the threat

:04:08.:04:13.

A scenario in which several individuals with arms

:04:14.:04:19.

and explosives could launch an attack, perhaps in several places.

:04:20.:04:25.

It might be that this man, Salah Abdeslam is involved.

:04:26.:04:28.

He is one of the Paris attackers and is still on the run.

:04:29.:04:33.

Police believe he came back to Belgium after the attacks.

:04:34.:04:36.

His Brussels neighbourhood, Molenbeek, was also home to one

:04:37.:04:39.

Brussels is usually among the quietest of European capitals.

:04:40.:04:52.

But this city feels very different right now.

:04:53.:04:54.

The government has instructed its citizens to follow all official

:04:55.:04:56.

instructions, and not to spread any rumours.

:04:57.:05:01.

To this woman's apparent disappointment.

:05:02.:05:09.

There is so much security, so we feel protected.

:05:10.:05:15.

This man says, I am not scared, with a laugh.

:05:16.:05:20.

Brussels continues to receive visitors.

:05:21.:05:23.

This Eurostar from London arrives on time.

:05:24.:05:27.

We just want to go and be safe at home.

:05:28.:05:30.

Even though the police is there, we feel unsafe.

:05:31.:05:35.

Chris from Ireland is taking his wife

:05:36.:05:37.

and their four-year-old daughter for a birthday weekend in the city.

:05:38.:05:42.

Brussels is probably the safest place to be if there is a terror

:05:43.:05:49.

alert going on, you will have people out there looking out for what is

:05:50.:05:54.

The Belgian government promises to reassess its security level

:05:55.:05:59.

Until then, some have decided it is best to stay

:06:00.:06:04.

This is not sustainable, of course. Already businesses are complaining

:06:05.:06:23.

about the damage that has been done. And the sheer plays into the

:06:24.:06:27.

hands of the terrorist. The government is under enormous

:06:28.:06:31.

pressure, this is not just the political heart of the European

:06:32.:06:35.

Union, it is also the headquarters of Nato. And we have heard that the

:06:36.:06:39.

US command has urged its personnel to stay on base here in Brussels if

:06:40.:06:44.

they can. They are persuading Pentagon staff not to travel to

:06:45.:06:48.

Brussels. It is my guess that the interior minister has given the

:06:49.:06:56.

intelligence services 48 hours to eliminate the threat and just to

:06:57.:07:00.

give you the -- an idea of the pressure that the Prime Minister is

:07:01.:07:04.

under, he said today he wants to look to know about everybody who

:07:05.:07:08.

lives in Molenbeek even if it means that the local authority goes on the

:07:09.:07:13.

job -- goes and bangs on the door of every house.

:07:14.:07:16.

In England the French national anthem - La Marseillaise - is being

:07:17.:07:18.

be played before all this weekend's Premier League matches in tribute to

:07:19.:07:21.

The anthem was played before Watford's game with

:07:22.:07:44.

Manchester United with both sets of players standing together

:07:45.:07:46.

Chelsea players also wore black armbands incorporating the French

:07:47.:07:51.

flag during their game with Norwich City in west London.

:07:52.:08:02.

Let's talk politics for a second. The resolution agreed last night by

:08:03.:08:14.

the UN calls on governments to redouble their efforts to tackle

:08:15.:08:19.

so-called Islamic State. In Britain, the sleazy government is hoping that

:08:20.:08:24.

that message will encourage MPs to vote with the government to extend

:08:25.:08:28.

air strikes from Iraq into Syria. The British Foreign Secretary has

:08:29.:08:32.

been talking today. This is what he had to say.

:08:33.:08:34.

Last night's UN Security Council resolution shows the unity

:08:35.:08:36.

of purpose and determination of the international community to take

:08:37.:08:39.

action against Isil and, as the Prime Minister said, he will go on

:08:40.:08:44.

making the case for a broad response to the Isil challenge - political,

:08:45.:08:49.

When we think we have got a consensus across Parliament,

:08:50.:08:54.

I think, on an issue like this, of national security,

:08:55.:09:00.

Many people in the House of Commons, I guess, a majority,

:09:01.:09:07.

clearly believe we have to do what is right for our national security.

:09:08.:09:14.

To protect our citizens both at home and abroad.

:09:15.:09:18.

But over the coming days and weeks, we will be talking to people,

:09:19.:09:21.

listening to people in the House of Commons.

:09:22.:09:23.

And as the Prime Minister said, he will set out our strategy

:09:24.:09:27.

Not just military, but political and humanitarian strategy as well.

:09:28.:09:44.

It is peculiar standing in the middle of a city centre on a

:09:45.:09:50.

Saturday night in deserted streets. Some people have come out for a look

:09:51.:09:54.

and obviously they are walking around the streets in a sense of

:09:55.:09:59.

bemusement at the soldiers and the armoured personnel carriers that

:10:00.:10:03.

they see. A little earlier I was speaking to a British expat who

:10:04.:10:04.

lives in Molenbeek. He has been taking pictures and he

:10:05.:10:13.

blogs for a blog. His name is Andy Townsend. I took a trip down to the

:10:14.:10:20.

central station and I saw a convoy of eight armoured personnel carriers

:10:21.:10:25.

and no people. Normally the streets would be packed. Where you -- where

:10:26.:10:30.

we are now, you would not be able to move. Do you come here used?

:10:31.:10:35.

we are now, you would not be able to move. Do you come here used Not

:10:36.:10:38.

here, but into the city centre. This is usually thronged, you can't move.

:10:39.:10:43.

I am not quite sure how long they can sustain this? I don't think it

:10:44.:10:49.

can last long, to be honest. The city has just shut down. I went into

:10:50.:10:54.

the very heart of the city today and there was nobody there. It feels

:10:55.:10:58.

like Christmas day, doesn't it? With the lights on, but nothing

:10:59.:11:02.

happening? Yes, the atmosphere is dead. Like a science-fiction film

:11:03.:11:07.

where everybody has disappeared. Does it frustrates you, because it

:11:08.:11:12.

frustrates me, it sends a signal to the terrorists that have one. I

:11:13.:11:17.

couldn't agree more. It was part of the reason that I set out today to

:11:18.:11:25.

take photos. I was in London at in the 2005 bombings and like most

:11:26.:11:28.

people I was back on the tube the next day and trying to go about my

:11:29.:11:34.

ordinary life. I would not be so brave if people were pointing guns

:11:35.:11:41.

at me, but... Quite. And another reason why you expose is

:11:42.:11:45.

interesting, you live in Molenbeek? I do. You have heard police raids,

:11:46.:11:53.

you name it. There has been a lot of police activity, flashing lights and

:11:54.:11:57.

police on streets. Normally, it is a pleasant place. Not what you would

:11:58.:12:02.

expect. At the moment, there is a lot of activity and so it is

:12:03.:12:04.

unsettling. The government has been committed --

:12:05.:12:13.

communicating with the public on social media. It will review its

:12:14.:12:20.

position today and whether or not to review the decision in the light of

:12:21.:12:24.

business starting again on Monday. We'll bring you the news on the

:12:25.:12:29.

threat level and the raids which are taking place in Belgium. But now we

:12:30.:12:31.

will hand you back to London. And you can keep up to date with

:12:32.:12:32.

the situation in Belgium and also You will find up-to-the-minute news,

analysis, and the latest reports Security forces

:12:37.:12:42.

in Mali say they're hunting at least three suspects, following the attack

:12:43.:13:00.

on a hotel in the capital, Bamako. A ten-day nationwide state

:13:01.:13:03.

of emergency has been declared. 21 people were killed,

:13:04.:13:06.

including six Russian airline crew, three Chinese business executives,

:13:09.:13:10.

Radisson Blu hotel were freed when special forces mounted a rescue

:13:11.:13:14.

operation, killing two gunmen. A militant group linked to Al-Qaeda

:13:15.:13:16.

has said it carried out the assault. Andrew Lebovich is a visiting fellow

:13:17.:13:20.

with the European Council on Foreign Relations and an expert

:13:21.:13:23.

on North Africa and the Sahel. Andrew, this attack. Was there

:13:24.:13:40.

potentially a link to the attacks in Paris? You think definitely not. I

:13:41.:13:46.

think it is too early to say anything definitively. Obviously,

:13:47.:13:51.

the timing gives pause. At the same time, there are reasons to suspect

:13:52.:13:57.

that it was planned further in advance. The target and the nature

:13:58.:14:01.

of this kind of attack. And the fact that the hotel was filling with

:14:02.:14:06.

diplomats ready to hold the sixth meeting of the committee of the

:14:07.:14:15.

Algiers Accord. I think there is just as much reason to believe that

:14:16.:14:19.

this was tied to things other than Paris. But it is too early to know

:14:20.:14:28.

for sure. And for anyone not familiar with those are called, it

:14:29.:14:35.

was quite a big thing. There was an accord signed and militant groups

:14:36.:14:42.

might want to disrupt it? Yes, it is entirely possible. This peace deal

:14:43.:14:46.

was after lengthy and difficult negotiations as a mean trying to

:14:47.:14:50.

settle the enduring conflict in the north which of course broke out in

:14:51.:14:55.

2012 and led to the division of the country until the French

:14:56.:15:00.

intervention in early 2013. So it is possible that militant groups were

:15:01.:15:04.

intending to disrupt the talks. At the same time, these groups were not

:15:05.:15:09.

present at the talks and one part of them, so it is a bit too early to

:15:10.:15:16.

talk about -- to talk about anything then potential reasons. When we talk

:15:17.:15:22.

about the group that has claimed responsibility, people will be

:15:23.:15:25.

familiar with the description, an offshoot of Al-Qaeda, but -- but

:15:26.:15:30.

al-Murabitoun, what do we know about them, what are their agenda? They

:15:31.:15:39.

are a recent development, MR John of veteran fighters and other jihad

:15:40.:15:45.

fighters in West Africa. They have been operating in the Sahara and the

:15:46.:15:50.

sap out for some time for nearly two decades. They are attempting both to

:15:51.:15:59.

use the space in order to -- to use the base in order to recruit members

:16:00.:16:04.

and also to implement their own vision of Islamic law in the Sahara,

:16:05.:16:10.

particularly in Mali. Things have been quite influx since the French

:16:11.:16:15.

intervention and really since then they have been trying to recalibrate

:16:16.:16:21.

themselves, to move into different spaces such as Libya and also to

:16:22.:16:27.

move back into their former strongholds in different parts of

:16:28.:16:27.

northern Mali. Thank you very much. You are watching BBC World News.
