This is BBC World News Today, broadcasting in the UK

The headlines; capturing El Chapo, how an interview with Sean Penn

helped track down Mexico's drug king, Joaquin Guzman.

:00:30.:00:35.

As the Mexican government continues to celebrate the recapture of drugs

:00:36.:00:56.

king Joaquin El Chapo Guzman, extraordinary details about how

:00:57.:01:00.

they tracked him down have emerged - involving an interview he gave

:01:01.:01:04.

to the Hollywood actor, Sean Penn, in a secret hideout.Details

:01:05.:01:08.

of the encounter have been published in Rolling Stone,

:01:09.:01:14.

Guzman now faces extradition to the United States.

:01:15.:01:19.

The BBC's Katy Watson has this report.

:01:20.:01:21.

One Hollywood actor, one violent drugs lord and one

:01:22.:01:23.

controversial interview that has got people talking.

:01:24.:01:26.

Sean Penn went to Mexico to meet El Chapo in October in a hideout,

:01:27.:01:31.

and Mexico's most wanted criminal offered up his opinion on his life

:01:32.:01:34.

He was asked if he tried to avoid violence or only use it

:01:35.:01:42.

Of course, he is the leader of a cartel, a violent and powerful

:01:43.:02:05.

drugs gang linked to thousands of murders, kidnappings

:02:06.:02:09.

and money-laundering in Mexico and the United States.

:02:10.:02:13.

Both men are globally recognised, but it was El Chapo's attempts

:02:14.:02:17.

to dabble in the movie business himself that led

:02:18.:02:21.

They tracked his contact with producers and actors.

:02:22.:02:28.

Captured in a northern city after trying to escape down storm

:02:29.:02:32.

drains, he was then paraded in front of television cameras

:02:33.:02:36.

He was then flown to Mexico's highest security prison

:02:37.:02:41.

from which he escaped six months ago, but it may not be for long.

:02:42.:02:45.

The Attorney General's office said that with his capture,

:02:46.:02:48.

extradition proceedings will restart.

:02:49.:02:51.

One was made before his escape by the US last year and one

:02:52.:02:55.

Both were approved with the Mexican government in line with the treaty

:02:56.:03:01.

No timescale was given, but experts say it could take months.

:03:02.:03:07.

Extradition is not a foregone conclusion, but with every

:03:08.:03:11.

new development more extraordinary than the last,

:03:12.:03:14.

authorities will be keen to put a lid on El Chapo's escapades

:03:15.:03:17.

On the one hand quite a coup to interview a fugitive drug lord.

:03:18.:03:27.

But Rolling Stone has also received severe criticism including

:03:28.:03:30.

from the White House, particularly for admitting

:03:31.:03:33.

that the article was submitted to El Chapo

:03:34.:03:37.

Well earlier, I spoke to the founder of Rolling Stone about how

:03:38.:03:43.

He had the story so he was the one to do it.

:03:44.:03:55.

He's an accomplished writer so had the skills and the story.

:03:56.:04:02.

We understand the magazine gave El Chapo Ed torial signoff so once

:04:03.:04:13.

it was finished, he got to see the version and to say

:04:14.:04:17.

Why did you decide to give him that right?

:04:18.:04:23.

This is a deal that Sean worked out with El Chapo,

:04:24.:04:26.

We were willing to go along with it and nothing came of it,

:04:27.:04:34.

Our reporter Katie Watson joins us now from Mexico City. The fact he

:04:35.:04:53.

was given editorial signoff has caused a huge amount of controversy,

:04:54.:04:56.

hasn't it, particularly in the States? That is right. On social

:04:57.:05:01.

media as well. You have journalists saying this is the death of

:05:02.:05:06.

journalism, the fact that you give a notorious drug Lord editorial

:05:07.:05:12.

signoff. On the other hand, if this powerful and feared criminal isn't

:05:13.:05:15.

happy with the story, I guess the consequences, who knows what they

:05:16.:05:18.

could be, so that was probably a balance they were trying to strike.

:05:19.:05:22.

Nevertheless, yes, this story has caused controversy in the United

:05:23.:05:26.

States, controversy here as well. You've got to remember, this is a

:05:27.:05:31.

man who is the head of the cartel, one of the most notorious in the

:05:32.:05:35.

world, and responsible for ultimately thousands of deaths in

:05:36.:05:38.

his drug trafficking activities, despite the fact that he denies it

:05:39.:05:43.

and says he isn't a violent man. That needs to be taken into

:05:44.:05:46.

consideration of course. He's the most wanted man in Mexico. Yet he

:05:47.:05:54.

also very purposefully cultivated this Robin Hood-esque figure didn't

:05:55.:05:59.

he within Mexico, quite a compelling character. So what has been the

:06:00.:06:03.

reaction in Mexico to his recapture and of course this interview? Well,

:06:04.:06:07.

I think the elements of his capture and now this interview with Sean

:06:08.:06:12.

Penn are elements of a movie he wanted to make on himself anyway,

:06:13.:06:16.

not that he'll be involved in it at the moment because he's behind bars,

:06:17.:06:19.

but at the end of the day, people here are incredulous that this is a

:06:20.:06:26.

story that keeps on going. Again, when he escaped, there was ridicule

:06:27.:06:30.

of the government that it was almost so bad that it was funny. Now the

:06:31.:06:36.

fact that he is behind bars, of course, the authorities are glad he

:06:37.:06:41.

is there, but as you talked about this Robin Hood figure, he didn't so

:06:42.:06:44.

much cultivate that, it was a following he got because he provides

:06:45.:06:50.

jobs and people grow marijuana for people who feel that's the only

:06:51.:06:56.

option, that is something he said, if you disagree, you can, but

:06:57.:06:59.

ultimately he provides for a lot of families and the authorities have to

:07:00.:07:03.

battle with that issue. As you mentioned, this is not the first

:07:04.:07:07.

time he had escaped from prison and the details of the escapes are

:07:08.:07:11.

extraordinary. What precautions are being done this time to make sure he

:07:12.:07:17.

doesn't manage to escape? National Security Commission said today

:07:18.:07:21.

they'd been into the prison he's now in and which he escaped from and

:07:22.:07:25.

they did a visit that took around four hours. They looked at security

:07:26.:07:29.

cameras, the perimeter of the prison, the control centre and they

:07:30.:07:34.

put in place a rigorous supervision system of people coming in,

:07:35.:07:40.

visitors. They say the standard is up to international standards and

:07:41.:07:43.

they're keen to emphasise that they are capable of looking after El

:07:44.:07:50.

Chapo and keeping him behind bars this time. There is this extradition

:07:51.:07:56.

treaty between the US and Mexico. Mexico will be starting the process.

:07:57.:08:00.

It's still not a foregone conclusion and it's not a definite yes, but

:08:01.:08:04.

nevertheless that is a process that will now be in place.

:08:05.:08:09.

Thousands of people in Hong Kong have taken to the streets to protest

:08:10.:08:12.

against the disappearances of five people who worked for a publishing

:08:13.:08:16.

company known for its books that are critical of the Chinese government.

:08:17.:08:20.

Demonstrators marched to the office of Beijing's representative in Hong

:08:21.:08:23.

They came in numbers demanding answers, the slogans saying all,

:08:24.:08:41.

protest against political abduction. I will say that it's a turning point

:08:42.:08:46.

for suppression of our freedom because, how can a person in Hong

:08:47.:08:56.

Kong exercise our right now, you know, China detained for

:08:57.:08:59.

investigation. This is a milestone for suppression. A six-thousand

:09:00.:09:03.

strong crowd took over the streets marching to the office of Beijing's

:09:04.:09:08.

representative in Hong Kong. Since October, one by one, five men who

:09:09.:09:13.

worked at a small book shop and publisher have disappeared. The

:09:14.:09:19.

latest is British citizen, Paul Lee. The topics covered in the book store

:09:20.:09:23.

include political corruption, power struggles, even the love affairs of

:09:24.:09:27.

China's top leaders, all of which are banned from being published in

:09:28.:09:32.

mainland China. It's alarmed activists who have

:09:33.:09:38.

deepening suspicions that free expression is being squeezed in Hong

:09:39.:09:42.

Kong. The organisers believe the men were abducted to the mainland by

:09:43.:09:48.

Chinese security agents. It's Hong Kong's freedom of publishing but

:09:49.:09:52.

China's stepped in to intervene in Hong Kong's freedom of publishing

:09:53.:09:57.

and also to violate the basic law and the one country, two systems

:09:58.:10:04.

commitment. Under the one country-two systems principle, Hong

:10:05.:10:08.

Kong is supposed to enjoy high degrees of autonomy from China since

:10:09.:10:12.

it took over from Britain. Hong Kong authorities say they're conducting a

:10:13.:10:15.

thorough investigation and fully understand the concerns of the

:10:16.:10:19.

community that everyone should abide by the law. So far, there's been no

:10:20.:10:24.

official comment from the Chinese government on Mr Lee's case.

:10:25.:10:31.

A US B-52 bomber has flown a low-level flight over South Korea.

:10:32.:10:35.

The show of force was in response to North Korea's nuclear

:10:36.:10:38.

The B-52 is a fortress enforcing America's will far beyond its

:10:39.:10:53.

borders. It can carry conventional and nuclear weapons. On Sunday, one

:10:54.:11:00.

flew low over South Korea, it was escorted by both US and South Korean

:11:01.:11:04.

fighters jets. It was a show of strength following North Korea's

:11:05.:11:07.

claim to have tested a hydrogen bomb. The United States remains

:11:08.:11:12.

stead fast in its commitment to the defence of the Republic of Korea in

:11:13.:11:18.

maintaining the stability on the Korean peninsula to includeder terns

:11:19.:11:23.

provided by conventional forces in our nuclear umbrella. Americas wants

:11:24.:11:27.

it made clear it's standing by its allie. Crowds greeting Pyongyang's

:11:28.:11:35.

bomb announcement last week. Experts doubt its claims but if true it

:11:36.:11:39.

would be a major step forward for North Korea's nuclear weapons

:11:40.:11:42.

programme. The news got people worried in Seoul. In retaliation,

:11:43.:11:52.

South Korea has once again started broadcasting propaganda messages

:11:53.:11:55.

across its border with the north. In his first public appearance since

:11:56.:12:00.

the test, Kim Jong Un visited the country's military headquarters. He

:12:01.:12:03.

said the hydrogen bomb Equitable ploetion was a defensive step, a

:12:04.:12:06.

legitimate state.

:12:07.:12:11.

That's not how North Korea's neighbours see it. They believe

:12:12.:12:18.

Pyongyang's military ambitions are destabilising and its continuous

:12:19.:12:22.

quest for nuclear weapons complicates regional relations.

:12:23.:12:25.

Aid agencies in Syria are preparing to deliver food and medicine

:12:26.:12:29.

to a handful of besieged Syrian towns and villages on Monday,

:12:30.:12:32.

They include Madaya, a rebel-held town near the Lebanese

:12:33.:12:37.

border, where 40,000 people are trapped.

:12:38.:12:40.

One of those agencies getting ready to deliver aid

:12:41.:12:43.

is the United Nation's World Food Programme.

:12:44.:12:45.

Matthew Hollingworth, regional co-ordinator

:12:46.:12:47.

for the organisation, explained the delays.

:12:48.:12:56.

Essentially, we are looking at going tomorrow because it's taken time to

:12:57.:13:01.

organise deconfliction. Logistically, the operation is ready

:13:02.:13:07.

to move, but, it takes some time to speak with every military group,

:13:08.:13:11.

militia group, gang, checkpoint, along the way, to ensure that

:13:12.:13:13.

our teams go in, they're going safely, they can work safely when

:13:14.:13:20.

inside these areas and they can get out safely as well.

:13:21.:13:26.

Stay with us on BBC News, still to come: We look ahead

:13:27.:13:29.

to the Golden Globes, with a preview of the hot tips.

:13:30.:13:46.

Good grief. After half a century of delighting fans around the world,

:13:47.:13:52.

Charlie Brown and the rest of the gang are calling it quits. The

:13:53.:13:58.

singer Paul Simon starts his Tour of South Africa tomorrow in spite of

:13:59.:14:02.

protests and violence from some black activist groups. They say

:14:03.:14:06.

international artists should continue to boycott South Africa

:14:07.:14:09.

until majority rule is established. Teams were trying to scoop up lumps

:14:10.:14:15.

of oil as France recognises it faces an ecological crisis. Three weeks

:14:16.:14:18.

ago, the authorities confidently assured the areas that oil from the

:14:19.:14:22.

broken tanker would head out to sea. It didn't. The world's tallest

:14:23.:14:33.

skyscraper opens later today. It's overtaken its nearest rivals.

:14:34.:14:39.

The latest headlines; Officials in Mexico say that the recapture

:14:40.:14:45.

of the drug lord, Joaquin Guzman, was partly made possible

:14:46.:14:48.

by an interview he gave to the Hollywood actor and activist,

:14:49.:14:51.

Marchers in Hong Kong have protested over the disappearance of five

:14:52.:14:56.

publishing workers, who are believed to be under detention in China.

:14:57.:15:03.

A ceremony has been held in Paris ending a week of commemorations

:15:04.:15:07.

for the victims of the attacks on the satirical newspaper

:15:08.:15:11.

Charlie Hebdo and a Jewish supermarket a year ago.

:15:12.:15:14.

People gathered in the Place de la Republique, the site of defiant

:15:15.:15:18.

It was a small crowd gathered in the grey January morning,

:15:19.:15:29.

to watch their president lay a wreath for the victims

:15:30.:15:32.

Beside him, the Prime Minister and the city's mayor.

:15:33.:15:37.

The emotions of the past 12 months etched on their faces.

:15:38.:15:41.

Earlier, under a giant tree of remembrance,

:15:42.:15:44.

President Francois Hollande unveiled a simple memorial.

:15:45.:15:47.

The veteran French rock star Johnny Hallyday sang

:15:48.:15:52.

about the nationwide protests that swept France in the wake

:15:53.:15:54.

And, on a makeshift stage, two young people read a speech

:15:55.:16:03.

The words almost 150 years old, moving today's Parisiens to tears.

:16:04.:16:14.

As the ceremony ended, France's national anthem,

:16:15.:16:19.

the country's most famous call to arms, rang out across the square.

:16:20.:16:25.

A year ago it was packed with people, angry at the latest

:16:26.:16:29.

Today, it was a handful of participants.

:16:30.:16:38.

Among them, survivors and relatives of victims,

:16:39.:16:41.

This is the last in a series of commemorations across the city.

:16:42.:16:49.

During one of them, there was another attempted attack.

:16:50.:16:52.

A reminder that the ending of so many lives here does not spell

:16:53.:16:55.

We'll start with football and there has been the biggest shock

:16:56.:17:17.

of the weekend in the English FA Cup league two side Oxford United have

:17:18.:17:21.

knocked out the Premier League's Swansea City.

:17:22.:17:23.

3-2 the score, Kemar Roofe the hero for Oxford with two goals either

:17:24.:17:26.

Jefferson Montero got the opening goal for Swansea, and

:17:27.:17:30.

But Oxford proved to be too good and booked their place in the 4th

:17:31.:17:37.

round for the first time in 17 years.

:17:38.:17:41.

The performance was outstanding from the players. It was always going to

:17:42.:17:46.

be a difficult game against a Premier League side, no doubt about

:17:47.:17:50.

that. We feel we got a fantastic stadium with great supporters and a

:17:51.:17:54.

half decent pitch as well after looking at some of them yesterday.

:17:55.:18:00.

We knew it would be difficult but we played our way and got the result.

:18:01.:18:04.

We realised it would be a big test today. We just, you know, I felt the

:18:05.:18:10.

only time we really sort of looked like a Swansea City team was

:18:11.:18:15.

probably when we went down. We showed a bit of passage of play,

:18:16.:18:19.

kept the ball a lot better and we started to create a few chances, but

:18:20.:18:22.

it was far too with a professional victory over

:18:23.:18:30.

League One side Scunthorpe United. The hosts took an early lead

:18:31.:18:33.

when Branislav Ivanovic's right-wing cross was diverted in by Diego Costa

:18:34.:18:36.

and Chelsea got the second when Ruben Loftus-Cheek steered

:18:37.:18:39.

in Cesar Azpilicueta's low It's a decent result against a very

:18:40.:18:50.

strong opponent, especially in the set pieces. There was the danger of

:18:51.:18:55.

even getting an equaliser from them. But I think generally, we had a

:18:56.:18:59.

decent, especially the first half, started very well, 1-0, we forgot to

:19:00.:19:05.

kill it off on the 2-0, but I think it's good to be in the next round.

:19:06.:19:07.

A contentious 88th minute penalty decision helped Tottenham Hotspur

:19:08.:19:10.

Denmark midfielder Christian Eriksen gave Spurs an 8th minute lead

:19:11.:19:15.

But a header from Marcin Wasilewski made it 1-1 Claudio Ranieri brought

:19:16.:19:18.

Shinji Okazaki on at half-time and he put the Foxes ahead.

:19:19.:19:22.

But after Nathan Dyer was alleged to have deliberately hand-balled

:19:23.:19:25.

in his own area Harry Kane equalised from the penalty spot

:19:26.:19:31.

Elsewhere, Cardiff City were beaten at home by League One strugglers

:19:32.:19:39.

In the first half we were a little bit unlucky. We concede the goal and

:19:40.:19:49.

the second card in the first action. We concede another goal and how they

:19:50.:19:53.

play and the confidence that they have was difficult but we are very

:19:54.:19:59.

pleased with the performance. Hopefully we can improve. We never

:20:00.:20:07.

give up and we'll fight until the end.

:20:08.:20:09.

Elsewhere, Cardiff City were beaten at home by League One strugglers

:20:10.:20:11.

Shrewsbury Town whilst Carlisle drew with Yeovil.

:20:12.:20:14.

Two matches in Rugby Union's European Champions Cup that

:20:15.:20:17.

were postponed after November's terrorist attacks in Paris

:20:18.:20:20.

Ulster pulled off an incredible comeback at Oyonnax.

:20:21.:20:24.

The Irish side were losing 23-0 at half-time.

:20:25.:20:27.

Sunday's NFL wild card play off games could see records broken

:20:28.:20:40.

Seattle Seahawks at Minnesota Vikings are currently in action

:20:41.:20:46.

all the way to the final quarter before Seattle took charge

:20:47.:20:51.

The other game sees Washington Redskins at the Green Bay

:20:52.:20:58.

These are nervous times for the stars of the big screen

:20:59.:21:13.

as Hollywood kicks off its awards season with the 73rd annual Golden

:21:14.:21:16.

For the fourth time the ceremony is being hosted by comedian Ricky

:21:17.:21:20.

James Cook has been mingling at the event's glitzy pre-party.

:21:21.:21:29.

Roll out the red carpet for the 2016 award season. This was a BAFTA party

:21:30.:21:35.

in Beverly Hills, so who are the stars tipping for success. What's

:21:36.:21:39.

taken your fancy this year? There are so many strong female people. I

:21:40.:21:45.

think Room needs a lot of backing, Carol was absolutely incredible.

:21:46.:21:57.

Strange girl you are. Why? The story of Forbidden '50s love has five

:21:58.:22:04.

Golden Globe nominations with Cate blank Chote and her costar up for

:22:05.:22:16.

awards. They know that it was about what they said in their journey to

:22:17.:22:20.

falling in love. Go without an escort? Scandal! Eddie Redmayne

:22:21.:22:27.

swept the board last year. This time he's nominated alongside his costar.

:22:28.:22:35.

It's a transgender drama which for years struggled to find funding.

:22:36.:22:40.

It's been a seven year journey just to move audiences. I've been so well

:22:41.:22:46.

served by Eddie Redmayne. Such a special film for me and an

:22:47.:22:50.

incredible story. I'm so humbled that I was invited to be part of

:22:51.:22:57.

creating life or giving life to the woman I thought was pretty

:22:58.:23:00.

extraordinary. This event marks the start of a weekend of partying in

:23:01.:23:04.

Hollywood as the awards season picks up pace. At this particular party,

:23:05.:23:11.

the focus is firmly on the UK. Drinking alone? Preferably. Helen

:23:12.:23:20.

Mirren's portrayal of a screenwriter's political persecutor

:23:21.:23:24.

earns her a Golden Globe nomination. Her fellow Dame Maggie Smith is also

:23:25.:23:31.

nominated for the Lady In the Van. Kate Winslet hopes to hit gold for

:23:32.:23:40.

her portrayal in the Steve Jobs film. Will Leonardo DiCaprio finally

:23:41.:23:48.

win an Oscar though? And we'll have news of all

the error which it thinks After Christmas, James ordered

considering future changes to its processes.
