policy chief. Now we are told they are going to be here any moment now. | :03:25. | :03:28. | |
We're at the press centre of the IAEA in Vienna. We expect them to | :03:29. | :03:35. | |
issue a joint statement here and in that statement, they are going to | :03:36. | :03:38. | |
say that the agreement that they were breached in Vienna some six | :03:39. | :03:44. | |
months ago, it is going to go into effect and they will announce the | :03:45. | :03:48. | |
lifting of international sanctions against Iran. Very important step | :03:49. | :03:52. | |
for Iran and for the international community. How interrelated is the | :03:53. | :04:00. | |
prisoner deal announced by Washington and Iran and this | :04:01. | :04:05. | |
statement by the IAEA on the hopeful lifting of sanctions? It is | :04:06. | :04:15. | |
difficult to say. My reading of the situation is that the issue of | :04:16. | :04:18. | |
swapping the prisoners between Iran and America complicated negotiations | :04:19. | :04:28. | |
today, particularly given the different, the time difference | :04:29. | :04:33. | |
between Iran and the US, because in the US, there was going to be | :04:34. | :04:37. | |
release of prisoners more less at the same time, it was too early in | :04:38. | :04:41. | |
the morning, maybe that took a long time to do. But, nevertheless, it | :04:42. | :04:48. | |
has been done. Iranians have released five prisoners, Iranian | :04:49. | :04:52. | |
Americans who were in jail in Iran and in the US, some seven prisoners | :04:53. | :04:57. | |
have been released and 14 others who have been under investigation by the | :04:58. | :05:02. | |
judiciary in the US, the US has decided to drop that and ends that | :05:03. | :05:10. | |
investigation for those 14 people. On the whole, it's complicated the | :05:11. | :05:16. | |
issues here. But nevertheless, we have reached where we were supposed | :05:17. | :05:20. | |
to reach this morning and any moment now, Mr Zarif will be here | :05:21. | :05:26. | |
announcing the lifting of the sanctions. I know you have been | :05:27. | :05:31. | |
following this story for quite some time now. Can you explain just how | :05:32. | :05:41. | |
historic moment this is? It really is. We are talking about years and | :05:42. | :05:46. | |
years of negotiations. Negotiations to resolve the | :05:47. | :05:53. | |
crisis. It is not just two years, it really started in 2003. It is 12 | :05:54. | :05:56. | |
years, 13 years so far. In two years, it sort of built up | :05:57. | :06:03. | |
momentum and it reached the two sides reached the agreement some six | :06:04. | :06:06. | |
months ago and that agreement is coming into effect today in a few | :06:07. | :06:11. | |
minutes from now. It is important for Iran, it means that Iran is | :06:12. | :06:17. | |
coming out of the cold. It means that the sanctions have been lifted. | :06:18. | :06:22. | |
It means that their threat of war over Iran's nuclear programme has | :06:23. | :06:31. | |
receded, there is no threat of that at the moment. Iran can join the | :06:32. | :06:35. | |
international community as an active member of the international | :06:36. | :06:41. | |
community. Iran can begin to have normal trade and economic relations | :06:42. | :06:44. | |
with the outside world. And for the outside world, don't forget, only | :06:45. | :06:52. | |
just six, seven, eight months ago, we were talking about the fact that | :06:53. | :06:55. | |
if the two sides don't reach an agreement, the alternative would be | :06:56. | :06:59. | |
an attack on Iran's nuclear facilities. We were talking about | :07:00. | :07:05. | |
possibly a war involving the whole region. So, that war has been | :07:06. | :07:05. | |
averted, as far as the international community has -- is concerned. Iran | :07:06. | :07:15. | |
is a big market, it is economically important, it has | :07:16. | :07:24. | |
outside and Iran's relations in terms of the economic relations, | :07:25. | :07:30. | |
terms of financial relations, they are back to normal. Iran can have a | :07:31. | :07:36. | |
decent, normal banking relations with the outside world, the lifting | :07:37. | :07:44. | |
of oil sanctions will mean that Iran will be exporting more oil. In fact, | :07:45. | :07:49. | |
the reports we are getting is that immediately, Iran can put another | :07:50. | :07:55. | |
200 or 300,000 barrels of oil a day in the market, given the fact that | :07:56. | :07:59. | |
the market is very weak at the moment, and it will have an impact | :08:00. | :08:02. | |
on the price of oil in the world economy. It is a very important day, | :08:03. | :08:07. | |
generally speaking, not only for Iran, but for the outside world, | :08:08. | :08:15. | |
too. Barbara, an important day in Iran and is seen very positively. | :08:16. | :08:20. | |
How is it being seen in Washington where you are? Well, it is an | :08:21. | :08:26. | |
important day for Iranian and US relations. After more than 35 years | :08:27. | :08:31. | |

policy is his priority and he has exerted a lot of personal input, as | :09:07. | :09:11. | |
has the Secretary of State John Kerry and coming about. They have | :09:12. | :09:16. | |
fought tooth and nail against strong opposition from the | :09:17. | :09:17. | |
Republican-dominated Congress so it is an achievement for them. There is | :09:18. | :09:23. | |
real concern and criticism about this deal in Congress, the feeling | :09:24. | :09:30. | |
that it does only postpones the development of the nuclear weapons, | :09:31. | :09:34. | |
it doesn't dismantle the nuclear programme of Iran. They feel if Iran | :09:35. | :09:39. | |
gets sanctions relieved, they feel it will get them to fund further | :09:40. | :09:43. | |
nefarious activities in the region. Obama only really has one more year | :09:44. | :09:47. | |
in office to make this stick, mindful that there will be another | :09:48. | :09:51. | |
Administration coming in after him, possibly a republic -- a Republican | :09:52. | :09:56. | |
administration. They are hoping this will be a successful deal and there | :09:57. | :10:01. | |
will also be strong international support for it which another | :10:02. | :10:07. | |
presidency would not go against. Barbara, back to the prisoner deal. | :10:08. | :10:10. | |
We are expecting this prisoner release to happen any moment. Who | :10:11. | :10:18. | |
has done the most? Who has done best out of this deal? Well, that is a | :10:19. | :10:25. | |
difficult question to answer because people with different views of it | :10:26. | :10:29. | |
will have different ideas. But the issue of the American prisoners in | :10:30. | :10:34. | |
Iran has been a real irritant in nations and it is something the | :10:35. | :10:38. | |
administration has been trying to solve for quite a long time. Now | :10:39. | :10:45. | |
that they have done so, they will call it a political achievement. But | :10:46. | :10:48. | |

Federal Republic of Germany, Russian Federation, United Kingdom of Great | :12:39. | :12:42. | |
Britain and Northern Ireland, and the United States of America and | :12:43. | :12:45. | |

framework providing for the lifting of its nuclear related economic and | :13:48. | :13:52. | |
financial sanctions is effective. The United States today is seizing | :13:53. | :13:58. | |
the application of its nuclear rated statutory stanchions on Iran, | :13:59. | :14:01. | |
including terminating relevant executive orders and licensing of | :14:02. | :14:07. | |
certain activities, as specified in the GC POA. The European Union and | :14:08. | :14:13. | |
the United States have issued relevant guidelines on the details | :14:14. | :14:18. | |
of sanctions which have been lifted, bust facilitating international | :14:19. | :14:21. | |
engagement in Iran's economic development. As -- we will continue | :14:22. | :14:30. | |
to thoroughly monitor and oversee the full and effective | :14:31. | :14:34. | |

they are technically lifted now. This will involve Rugeley second | :21:26. | :21:29. | |
party sanctions. They affect companies and banks outside of | :21:30. | :21:35. | |
America. They sanction companies and banks outside of America that do | :21:36. | :21:38. | |
business with Iran, that is no longer the case so it will open the | :21:39. | :21:43. | |
doors for countries not to worry about American penalties if they do | :21:44. | :21:50. | |
with Iran. US businesses will be allowed to import a certain number | :21:51. | :21:54. | |
of things like foodstuffs for example. They will be allowed to | :21:55. | :22:00. | |
sell aviation equipment, including commercial air rise to Iran but that | :22:01. | :22:04. | |
is kind of the essence of what they will be able to do. The biggest | :22:05. | :22:09. | |
impact will be the effect on US restrictions related to other | :22:10. | :22:11. | |
countries and foreign banks that sort of thing. We are looking to a | :22:12. | :22:19. | |
US election. Other concerns that the progress made could be halted when a | :22:20. | :22:26. | |
new president, then? There is political uncertainty around this | :22:27. | :22:29. | |
agreement because it was done, and it is not unusual, done by executive | :22:30. | :22:36. | |
order, which was a presidential act, and it wasn't confirmed by from | :22:37. | :22:41. | |
grace. There is a lot of Congress opposition to this. There is the | :22:42. | :22:51. | |
question in a year's time, if it is the Republican presidency, would | :22:52. | :22:56. | |
these steps be reversed? What the administration has argued is that | :22:57. | :23:00. | |
the effects, the results of the mentation, they are hoping it will | :23:01. | :23:06. | |

he promised them when he was a presidential candidate. He said if | :23:55. | :23:59. | |
he was elected, he would lift sanctions and strike a deal with the | :24:00. | :24:04. | |
world powers. The Iranian people have been up and glued to the | :24:05. | :24:08. | |
screens, as far as we know BBC Persia. They have been following the | :24:09. | :24:15. | |
story very closely. Their reactions on social media is very positive. Of | :24:16. | :24:20. | |
course it is very important day for the rainy and economy. -- the | :24:21. | :24:29. | |
Iranian economy. What actually will happen tomorrow on the streets in | :24:30. | :24:37. | |
Iran? It does give a high rise of hope for the Iranian nation in the | :24:38. | :24:45. | |
