This is BBC World News Today, IAEA broadcasting in the UK

:00:00.:00:00.

The UN nuclear watchdog says Iran has put in place all the measures

:00:07.:00:16.

outlined in the agreement on its nuclear programme.

:00:17.:00:19.

This is the live scene as we wait for a joint press statement.

:00:20.:00:36.

today, we proved the world that sanctions intimidation doesn't work.

:00:37.:00:42.

At least 29 people, many of them foreigners,

:00:43.:00:44.

have been killed by Islamist militants in the capital of Burkina

:00:45.:00:47.

Also coming up: The latest rescue mission as dozens of migrants make

:00:48.:00:51.

the dangerous journey trying to reach Europe by boat.

:00:52.:00:54.

That's the dilemma for a couple from Tennessee who've won a share

:00:55.:00:59.

We start with breaking news out of Vienna where the UN nuclear

:01:00.:01:17.

watchdog says Iran has put in place all the measures outlined

:01:18.:01:20.

in the agreement on its nuclear programme.

:01:21.:01:22.

The formal announcement is due any minute now.

:01:23.:01:25.

This is the scene live at the press centre where the European Union's

:01:26.:01:29.

foreign policy representative and the head of the International

:01:30.:01:32.

Atomic Energy Agency are expected to deliver a joint statement.

:01:33.:01:37.

The announcement from the IAEA effectively opens the way

:01:38.:01:41.

for the lifting of international sanctions on Tehran.

:01:42.:01:45.

Let's go live now to our correspondents -

:01:46.:01:47.

Barbara Plett Usher in Washington and in Kasra Naji in Vienna.

:01:48.:01:54.

Barbara, to you first. Dramatic day of events in Tehran and Washington

:01:55.:02:03.

and Vienna, too. What are you of events in Tehran and Washington

:02:04.:02:04.

and Vienna, too. What are you hearing there? Well, I think the

:02:05.:02:10.

expectation now is that the announcement is going to be made

:02:11.:02:16.

imminently. The IAEA report is the trigger for all of this to happen.

:02:17.:02:23.

Once the UN, the IAEA has confirmed Iran has met its obligations under

:02:24.:02:29.

the deal, factions can be lifted. We have been told that can happen

:02:30.:02:33.

straightaway because they have done the sanctions paperwork months ago

:02:34.:02:36.

to come into affect 1's this announcement was made. Once it is

:02:37.:02:43.

made, you will see quickly, statements and steps being taken to

:02:44.:02:49.

lift sanctions by the European Union and by the US and by the UN. This is

:02:50.:02:56.

the result of two years of hard work. Tell us what the situation is

:02:57.:03:02.

where you are in BNR. There has been a day of delays, hasn't there?

:03:03.:03:09.

Absolutely. Nearly 12 hours of delay, to be exact. We expected a

:03:10.:03:17.

statement from Iran's Foreign Minister Javad Zarif and EU foreign

:03:18.:03:24.

policy chief. Now we are told they are going to be here any moment now.

:03:25.:03:28.

We're at the press centre of the IAEA in Vienna. We expect them to

:03:29.:03:35.

issue a joint statement here and in that statement, they are going to

:03:36.:03:38.

say that the agreement that they were breached in Vienna some six

:03:39.:03:44.

months ago, it is going to go into effect and they will announce the

:03:45.:03:48.

lifting of international sanctions against Iran. Very important step

:03:49.:03:52.

for Iran and for the international community. How interrelated is the

:03:53.:04:00.

prisoner deal announced by Washington and Iran and this

:04:01.:04:05.

statement by the IAEA on the hopeful lifting of sanctions? It is

:04:06.:04:15.

difficult to say. My reading of the situation is that the issue of

:04:16.:04:18.

swapping the prisoners between Iran and America complicated negotiations

:04:19.:04:28.

today, particularly given the different, the time difference

:04:29.:04:33.

between Iran and the US, because in the US, there was going to be

:04:34.:04:37.

release of prisoners more less at the same time, it was too early in

:04:38.:04:41.

the morning, maybe that took a long time to do. But, nevertheless, it

:04:42.:04:48.

has been done. Iranians have released five prisoners, Iranian

:04:49.:04:52.

Americans who were in jail in Iran and in the US, some seven prisoners

:04:53.:04:57.

have been released and 14 others who have been under investigation by the

:04:58.:05:02.

judiciary in the US, the US has decided to drop that and ends that

:05:03.:05:10.

investigation for those 14 people. On the whole, it's complicated the

:05:11.:05:16.

issues here. But nevertheless, we have reached where we were supposed

:05:17.:05:20.

to reach this morning and any moment now, Mr Zarif will be here

:05:21.:05:26.

announcing the lifting of the sanctions. I know you have been

:05:27.:05:31.

following this story for quite some time now. Can you explain just how

:05:32.:05:41.

historic moment this is? It really is. We are talking about years and

:05:42.:05:46.

years of negotiations. Negotiations to resolve the

:05:47.:05:53.

crisis. It is not just two years, it really started in 2003. It is 12

:05:54.:05:56.

years, 13 years so far. In two years, it sort of built up

:05:57.:06:03.

momentum and it reached the two sides reached the agreement some six

:06:04.:06:06.

months ago and that agreement is coming into effect today in a few

:06:07.:06:11.

minutes from now. It is important for Iran, it means that Iran is

:06:12.:06:17.

coming out of the cold. It means that the sanctions have been lifted.

:06:18.:06:22.

It means that their threat of war over Iran's nuclear programme has

:06:23.:06:31.

receded, there is no threat of that at the moment. Iran can join the

:06:32.:06:35.

international community as an active member of the international

:06:36.:06:41.

community. Iran can begin to have normal trade and economic relations

:06:42.:06:44.

with the outside world. And for the outside world, don't forget, only

:06:45.:06:52.

just six, seven, eight months ago, we were talking about the fact that

:06:53.:06:55.

if the two sides don't reach an agreement, the alternative would be

:06:56.:06:59.

an attack on Iran's nuclear facilities. We were talking about

:07:00.:07:05.

possibly a war involving the whole region. So, that war has been

:07:06.:07:05.

averted, as far as the international community has -- is concerned. Iran

:07:06.:07:15.

is a big market, it is economically important, it has

:07:16.:07:24.

outside and Iran's relations in terms of the economic relations,

:07:25.:07:30.

terms of financial relations, they are back to normal. Iran can have a

:07:31.:07:36.

decent, normal banking relations with the outside world, the lifting

:07:37.:07:44.

of oil sanctions will mean that Iran will be exporting more oil. In fact,

:07:45.:07:49.

the reports we are getting is that immediately, Iran can put another

:07:50.:07:55.

200 or 300,000 barrels of oil a day in the market, given the fact that

:07:56.:07:59.

the market is very weak at the moment, and it will have an impact

:08:00.:08:02.

on the price of oil in the world economy. It is a very important day,

:08:03.:08:07.

generally speaking, not only for Iran, but for the outside world,

:08:08.:08:15.

too. Barbara, an important day in Iran and is seen very positively.

:08:16.:08:20.

How is it being seen in Washington where you are? Well, it is an

:08:21.:08:26.

important day for Iranian and US relations. After more than 35 years

:08:27.:08:31.

of 30 and anonymity, both countries have taken the lead in international

:08:32.:08:34.

ago she sure is to resolve this very contentious issue of the nuclear

:08:35.:08:38.

programme diplomatically. That doesn't mean they have the dramatic

:08:39.:08:43.

relations, they still don't, and there are other issues the Americans

:08:44.:08:47.

are unhappy about and these will continue. But what the state

:08:48.:08:52.

department in the digger has emphasised is that these

:08:53.:08:55.

negotiations have opened up a channel of communication that didn't

:08:56.:08:57.

exist before and can perhaps be used to deal with some other issues. It

:08:58.:09:02.

is unimportant day for President Obama because he has made this

:09:03.:09:06.

policy is his priority and he has exerted a lot of personal input, as

:09:07.:09:11.

has the Secretary of State John Kerry and coming about. They have

:09:12.:09:16.

fought tooth and nail against strong opposition from the

:09:17.:09:17.

Republican-dominated Congress so it is an achievement for them. There is

:09:18.:09:23.

real concern and criticism about this deal in Congress, the feeling

:09:24.:09:30.

that it does only postpones the development of the nuclear weapons,

:09:31.:09:34.

it doesn't dismantle the nuclear programme of Iran. They feel if Iran

:09:35.:09:39.

gets sanctions relieved, they feel it will get them to fund further

:09:40.:09:43.

nefarious activities in the region. Obama only really has one more year

:09:44.:09:47.

in office to make this stick, mindful that there will be another

:09:48.:09:51.

Administration coming in after him, possibly a republic -- a Republican

:09:52.:09:56.

administration. They are hoping this will be a successful deal and there

:09:57.:10:01.

will also be strong international support for it which another

:10:02.:10:07.

presidency would not go against. Barbara, back to the prisoner deal.

:10:08.:10:10.

We are expecting this prisoner release to happen any moment. Who

:10:11.:10:18.

has done the most? Who has done best out of this deal? Well, that is a

:10:19.:10:25.

difficult question to answer because people with different views of it

:10:26.:10:29.

will have different ideas. But the issue of the American prisoners in

:10:30.:10:34.

Iran has been a real irritant in nations and it is something the

:10:35.:10:38.

administration has been trying to solve for quite a long time. Now

:10:39.:10:45.

that they have done so, they will call it a political achievement. But

:10:46.:10:48.

they will also be criticised for making an exchange. Thank you very

:10:49.:10:53.

much. Let's cross to the statement now. Mr Javad Zarif will deliver the

:10:54.:11:04.

statement. If I can ask for silence, please.

:11:05.:11:29.

Thank you. Good evening and as usual, thank you for your presence,

:11:30.:11:33.

your work and your presence. Today, we have achieved implementation day

:11:34.:11:38.

of the joint comprehensive plan of action. Ever since adoption Day, we

:11:39.:11:45.

worked hard and showed mutual commitment and collective will to

:11:46.:11:51.

finally bring the GC PO eight to the mentation. Today, almost exactly six

:11:52.:11:58.

months after the finalisation of this historic deal, the

:11:59.:12:01.

international atomic energy agency has verified that Iran has

:12:02.:12:06.

implemented its nuclear related commitments under the GC POA. As

:12:07.:12:14.

Iran has fulfilled its commitment, today, multilateral and national

:12:15.:12:19.

economic financial sanctions related to Iran's nuclear programme are

:12:20.:12:24.

lifted, in accordance with the GC POA. The EU and the other countries

:12:25.:12:31.

consisting in People's Republic of China, Republic of France, the

:12:32.:12:38.

Federal Republic of Germany, Russian Federation, United Kingdom of Great

:12:39.:12:42.

Britain and Northern Ireland, and the United States of America and

:12:43.:12:45.

Iran will also copper break in the field of peaceful nuclear injury --

:12:46.:12:52.

energy in the field of the GC POA. UN sanctions related to Iran's

:12:53.:12:59.

nuclear programme are lifted. United Nations Security Council resolution

:13:00.:13:06.

2231 of 2015, which endorsed the GC POA, will from now onwards, together

:13:07.:13:10.

with the Treaty of the nonproliferation of nuclear weapons,

:13:11.:13:15.

be the sole international legal framework related to Iran's nuclear

:13:16.:13:23.

activities, permeating provisions of resolutions 1696 of 2006, 173 of

:13:24.:13:36.

2007, 1747 of 2007, 1803 of 2008, 1835 of 2008, 1929 of 2010, and to

:13:37.:13:44.

two to four of 2015. The European Union has confirmed that the legal

:13:45.:13:47.

framework providing for the lifting of its nuclear related economic and

:13:48.:13:52.

financial sanctions is effective. The United States today is seizing

:13:53.:13:58.

the application of its nuclear rated statutory stanchions on Iran,

:13:59.:14:01.

including terminating relevant executive orders and licensing of

:14:02.:14:07.

certain activities, as specified in the GC POA. The European Union and

:14:08.:14:13.

the United States have issued relevant guidelines on the details

:14:14.:14:18.

of sanctions which have been lifted, bust facilitating international

:14:19.:14:21.

engagement in Iran's economic development. As -- we will continue

:14:22.:14:30.

to thoroughly monitor and oversee the full and effective

:14:31.:14:34.

implementation of the GC POA exactly as agreed on the 14th of July 2015

:14:35.:14:41.

through the joint commission consisting of the e-3 plus three and

:14:42.:14:46.

Iran and coordinated by the high representative of the union for

:14:47.:14:52.

foreign affairs and Security policy. The IAEA is entrusted with aerosol

:14:53.:14:55.

34 the monitoring and verification of the GC POA as well as of Iran's

:14:56.:15:03.

obligation for nonproliferation Treaty and the safeguarding of

:15:04.:15:08.

treaties. We would like to use this opportunity to thank the Austrian

:15:09.:15:14.

government for the hospitality and all those countries that supported

:15:15.:15:17.

the negotiation process and helped to implement some of the commitments

:15:18.:15:26.

under the GC POA. We also wish to express our appreciation to all of

:15:27.:15:28.

those who led this negotiation on behalf of the Islamic Republic of

:15:29.:15:36.

Iran and the e-3 EU plus three since 2003. All sides remain thirdly

:15:37.:15:43.

convinced that this historic deal is both strong and fair and that it

:15:44.:15:50.

meets the requirements of all. It's proper in the mentation will be a

:15:51.:15:56.

key contribution to improved regional and international peace,

:15:57.:15:59.

stability and security. This achievement clearly demonstrates

:16:00.:16:06.

that with political will, perseverance and through

:16:07.:16:09.

multilateral diplomacy, we can solve the most difficult issues and find

:16:10.:16:13.

practical solutions that are effectively implemented. This is an

:16:14.:16:20.

encouraging and strong message that international community must keep in

:16:21.:16:23.

mind in our efforts to make the world a safer place. I thank you.

:16:24.:16:40.

APPLAUSE. I'm going to do what I always do, read in Persian exactly

:16:41.:16:43.

what she said in English so don't worry about requiring translation.

:16:44.:16:51.

If your English is better than mine! Before I begin, let me thank you all

:16:52.:16:56.

for having been here for the devil hours waiting for both of us. --

:16:57.:17:03.

several hours. I apologise for keeping you waiting for hours ago.

:17:04.:17:06.

Now, I've read in Persian. Iranian Foreign Minister is about

:17:07.:17:57.

Jerry -- is about Jerry -- Javad Zarif, speaking in Persian there. An

:17:58.:18:02.

incredible day for Iran and Washington. Absolutely. We did

:18:03.:18:08.

expect this day to one day arrive after the deal to was struck by the

:18:09.:18:14.

against it, political security, regional, even international, were

:18:15.:18:19.

so many, that actually hearing these words from Miss Mcweeney and from Mr

:18:20.:18:30.

Zarif is very significant. This is the fruit of the deal which was

:18:31.:18:35.

struck in July in Vienna. It will ripen. For Iran, it means the

:18:36.:18:39.

beginning of an Eire, the post-sanction area after such a long

:18:40.:18:48.

time of international sanctions. John Kerry has been a driving force

:18:49.:18:53.

behind this deal but he wasn't present at the press conference, do

:18:54.:18:58.

we know why? This is the format of these press conferences. It is not

:18:59.:19:02.

only thing out of the ordinary. Always, berries the representative

:19:03.:19:10.

of the so-called five plus one, the world powers, and on the rainy and

:19:11.:19:14.

side, the Iranian Foreign Minister. This is the exact format we saw in

:19:15.:19:23.

Vienna when they stuck the deal, in Geneva when they made the interim

:19:24.:19:28.

deal in 2013, they come out, they reached the same statements in both

:19:29.:19:33.

languages. Maybe after this joint statement, normally what happens is

:19:34.:19:36.

that some of the foreign ministers, in this case probably the Secretary

:19:37.:19:43.

of State John Kerry, will have his own separate press conference. But

:19:44.:19:47.

this is absolutely normal in this series of negotiations. Two years of

:19:48.:19:53.

hard work to come to this point but there have been many stumbling

:19:54.:19:59.

blocks along the way. Oh, many. Both the nature of these negotiations

:20:00.:20:00.

which involves several different countries with several complete

:20:01.:20:10.

different national interests, security priorities, it

:20:11.:20:13.

very, very tough, but also the nature of the talks

:20:14.:20:16.

nuclear facilities, how complicated and technical they are because of

:20:17.:20:21.

the whole itself is very, very complex. Also,

:20:22.:20:35.

there were issues deal, some Arab countries were

:20:36.:20:46.

today we see this happening is today we see this happening is

:20:47.:20:53.

almost a miracle. Barbara, if we cross to use their in Washington,

:20:54.:20:58.

will every sanction be lifted or are there some that point be lifted?

:20:59.:21:04.

Only sanctions that are related to Iran's nuclear programme. We have

:21:05.:21:09.

just heard in the last five or ten minutes that Secretary Kerry has

:21:10.:21:12.

issued a statement saying that he has terrified that the IAEA have

:21:13.:21:16.

confirmed that Iran has met its nuclear steps and therefore the fact

:21:17.:21:23.

-- the sanctions are lifted. The paper work was done beforehand so

:21:24.:21:25.

they are technically lifted now. This will involve Rugeley second

:21:26.:21:29.

party sanctions. They affect companies and banks outside of

:21:30.:21:35.

America. They sanction companies and banks outside of America that do

:21:36.:21:38.

business with Iran, that is no longer the case so it will open the

:21:39.:21:43.

doors for countries not to worry about American penalties if they do

:21:44.:21:50.

with Iran. US businesses will be allowed to import a certain number

:21:51.:21:54.

of things like foodstuffs for example. They will be allowed to

:21:55.:22:00.

sell aviation equipment, including commercial air rise to Iran but that

:22:01.:22:04.

is kind of the essence of what they will be able to do. The biggest

:22:05.:22:09.

impact will be the effect on US restrictions related to other

:22:10.:22:11.

countries and foreign banks that sort of thing. We are looking to a

:22:12.:22:19.

US election. Other concerns that the progress made could be halted when a

:22:20.:22:26.

new president, then? There is political uncertainty around this

:22:27.:22:29.

agreement because it was done, and it is not unusual, done by executive

:22:30.:22:36.

order, which was a presidential act, and it wasn't confirmed by from

:22:37.:22:41.

grace. There is a lot of Congress opposition to this. There is the

:22:42.:22:51.

question in a year's time, if it is the Republican presidency, would

:22:52.:22:56.

these steps be reversed? What the administration has argued is that

:22:57.:23:00.

the effects, the results of the mentation, they are hoping it will

:23:01.:23:06.

be positive and create a momentum of their own, and also the strong

:23:07.:23:09.

international support for this agreement. It was done not just

:23:10.:23:13.

between the US and Iran, it was done with five other major can't trees.

:23:14.:23:19.

There is a UN resolution backing it. The administration is hoping that

:23:20.:23:22.

all of these things will ultimately not cause a Republican president to

:23:23.:23:30.

reverse what has been done here. What has the reaction been in Iran?

:23:31.:23:37.

I've been monitoring some tweets on social media. The Iranian president

:23:38.:23:42.

immediately tweeted congratulating the nation calling it a victory. He

:23:43.:23:49.

said he humbly has delivered what he had promised and indeed this is what

:23:50.:23:54.

he promised them when he was a presidential candidate. He said if

:23:55.:23:59.

he was elected, he would lift sanctions and strike a deal with the

:24:00.:24:04.

world powers. The Iranian people have been up and glued to the

:24:05.:24:08.

screens, as far as we know BBC Persia. They have been following the

:24:09.:24:15.

story very closely. Their reactions on social media is very positive. Of

:24:16.:24:20.

course it is very important day for the rainy and economy. -- the

:24:21.:24:29.

Iranian economy. What actually will happen tomorrow on the streets in

:24:30.:24:37.

Iran? It does give a high rise of hope for the Iranian nation in the

:24:38.:24:45.

media to long term. The -- the economic situation of the country

:24:46.:24:48.

will improve and so will the livelihood of the people. Thank you

:24:49.:24:53.

so much for being with us. You can get more analysis and background on

:24:54.:25:00.

Iran and the nuclear deal from our correspondents in the region. A

:25:01.:25:09.

reminder of our main news tonight. The sanctions against Iran have been

:25:10.:25:13.

lifted. We will have more on this breaking news in the next half an

:25:14.:25:17.

hour, that is all from the programme. From me. Thank you for

:25:18.:25:21.

being with us. We will see you soon. Good evening. There was a variety of

:25:22.:26:16.

weather across the UK earlier today. The south-eastern

:26:17.:26:17.
