The eastern United States has been hit by one of the biggest blizzards

:00:17.:00:19.

in history - it has blanketed the region in snow, disrupting

:00:20.:00:22.

Emergencies have been declared in 11 states and at least 10

:00:23.:00:31.

people have been killed, mainly in road accidents caused

:00:32.:00:33.

Tens of thousands are without power, with the states of New Jersey

:00:34.:00:37.

Tunnels and bridges into New York city are being closed

:00:38.:00:41.

and Governor Andrew Cuomo has announced a travel ban

:00:42.:00:44.

The snow ploughs cannot keep up and the situation is getting worse and

:00:45.:00:55.

the last thing we want is for nature in the day to have a lot of people

:00:56.:01:00.

on the roads and dangerous circumstances. We have been there

:01:01.:01:05.

before and it is not pretty and it is frightening and there have been

:01:06.:01:09.

circumstances where we could have had a loss of life.

:01:10.:01:12.

In the capital, Washington, and surrounding states,

:01:13.:01:13.

more than 60 centimetres of snow has already fallen, forcing most

:01:14.:01:16.

But children and animals have ventured out to enjoy or at least

:01:17.:01:21.

Our reporter, Laura Bicker, reports from Washington.

:01:22.:01:28.

Some attempted to clear a path but there are very few venturing out

:01:29.:01:35.

The President is said to have worked from the White House throughout

:01:36.:01:42.

the blizzard as the nation's capital came to a standstill.

:01:43.:01:48.

The city's two main airports felt abandoned as over 6000 flights

:01:49.:01:55.

were cancelled up and down the east coast.

:01:56.:01:57.

And those who tried to drive struggle.

:01:58.:01:59.

Eight people have been killed in car accidents.

:02:00.:02:03.

We have not moved an inch at all. are stuck on a main motorway.

:02:04.:02:18.

Police were forced to set up emergency shelters by the roadside.

:02:19.:02:24.

In New York they tried to reclaim Times Square

:02:25.:02:27.

And in New Jersey they failed to fight the flood during high tide.

:02:28.:02:34.

This is an emergency event and we are very much

:02:35.:02:42.

still in our emergency response phase.

:02:43.:02:45.

This has been billed as one of the worst storms in Washington's

:02:46.:02:54.

history but there are some who simply cannot hide their joy

:02:55.:02:57.

Tian Tian is one of the few out in this weather,

:02:58.:03:02.

doing his own kind of dance through the storm.

:03:03.:03:18.

Barbara Platt usher is in Washington. How other people coping?

:03:19.:03:27.

-- are the people coping? There is a lot of snow in the suburbs and it

:03:28.:03:32.

looks like it might reach that record set in 1922, 28 inches. We

:03:33.:03:39.

have not had any reports of fatalities or power outages in the

:03:40.:03:43.

city and the Mayor has been strong in saying stay at home and do not

:03:44.:03:48.

come out, it makes more work for people clearing the roads. If you

:03:49.:03:53.

people have been venturing out and some restaurants have opened and a

:03:54.:03:57.

boy and his sled what past as well as a baby carriage so some people

:03:58.:04:03.

are enjoying the snow and once the snow stops we will see more of that,

:04:04.:04:08.

Capitol Hill will be open for sledging and we might see that on

:04:09.:04:13.

Sunday and maybe Monday. But officials say they are still in the

:04:14.:04:15.

emergency phase and they want people to stay at home and as we reported

:04:16.:04:20.

in New York, they expect even more snow, the Mayor said it looks like

:04:21.:04:25.

it will be in one of the top five snowstorms in New York history so

:04:26.:04:29.

they are taking steps to cut out the traffic, they have banned traffic on

:04:30.:04:35.

all roadways except for emergencies and Broadway shows have cancelled

:04:36.:04:39.

performances so the storm looks like it will be worse than predicted.

:04:40.:04:43.

There will be concerns about the economic impact on businesses and

:04:44.:04:48.

cities as well, presumably the authorities will be working hard to

:04:49.:04:51.

get places back and running but we are told that some of the worst is

:04:52.:04:58.

still yet to come? Yes, it looks like this storm might continue into

:04:59.:05:01.

the evening and possibly only let up on Sunday morning so things will be

:05:02.:05:07.

shut down at least until then but as far as the business side goes, the

:05:08.:05:10.

prediction was that could be $1 billion in losses or it could cost

:05:11.:05:15.

that to clean things up and get things back on track but I think

:05:16.:05:19.

that the fact that this storm is taking place on a weekend will have

:05:20.:05:23.

helped in those calculations and as soon as the snow stops, we will see

:05:24.:05:27.

the clearing out in full force. There already is some of that

:05:28.:05:32.

happening but there is still an emergency phase and they will then

:05:33.:05:36.

look at clearing things up and recovering. It is a cold job but

:05:37.:05:39.

somebody has to do it! And for up-to-the minute news

:05:40.:05:41.

on conditions in the eastern US, It has full information

:05:42.:05:46.

on the weather, travel services affected and which areas have seen

:05:47.:05:53.

the heaviest snowfall so far. Services from the port of Calais

:05:54.:06:00.

have been disrupted after 50 It is understood that the migrants

:06:01.:06:03.

boarded a P ferry named the Spirit P Ferries described it

:06:04.:06:09.

as a "security incident" and said passengers could expect a delay

:06:10.:06:14.

of between 90 and 120 minutes. From the dockside,

:06:15.:06:17.

Dan Johnson reports. There has been serious disruption at

:06:18.:06:31.

the port this evening, it closed for some time with huge disruption and

:06:32.:06:35.

massive delays with hundreds of cars and lorries backing up in long lines

:06:36.:06:39.

of traffic spreading around the roads around the port but it looks

:06:40.:06:43.

like things might be starting to get back to some level of normality, we

:06:44.:06:47.

have seen traffic moving again through the port and a number of

:06:48.:06:52.

ferries have arrived so it does appear that the port is now

:06:53.:06:57.

reopening. But the spirit of Britain, you can see that, it has

:06:58.:07:00.

been stuck here for some time because of these migrants who

:07:01.:07:04.

stormed the terminal and climbed aboard we saw the video which shows

:07:05.:07:11.

the firefighting hoses being used to try to get rid of the migrants and

:07:12.:07:15.

cover them and what to get them to leave and we could see many police

:07:16.:07:19.

officers here trying to deal with him earlier on this evening. It is

:07:20.:07:22.

not clear if they have managed to remove all of them but it does look

:07:23.:07:27.

like things are starting to get back to some level of normality here with

:07:28.:07:31.

traffic moving although it will be some time before things are

:07:32.:07:35.

resolved. An interesting day for the migrant community. They had a visit

:07:36.:07:39.

earlier from the Labour Party leader Jeremy Corbyn and he has been

:07:40.:07:42.

raising the questions about how Europe deals with this issue with

:07:43.:07:47.

these numbers of migrants and about the role of Britain in that, how

:07:48.:07:50.

many we should take and whether we should sign up to the quota system

:07:51.:07:54.

that is likely to be rolled out across Europe with countries taking

:07:55.:07:59.

different amounts of migrants based on EU rules. At the moment the

:08:00.:08:03.

British government is doing its own thing, excepting 20,000 but it is

:08:04.:08:08.

selecting from refugee camps closer to the Syrian border so a difficult

:08:09.:08:13.

day for people here at Calais and an interesting day for the migrants in

:08:14.:08:17.

this region, certainly a day when the migrant story has got back in

:08:18.:08:18.

the news. Dan Johnson reporting. Several Latin American and Caribbean

:08:19.:08:22.

countries are warning women to avoid getting pregnant as concern grows

:08:23.:08:24.

over links between the Zika virus Women expecting a baby are also

:08:25.:08:27.

being urged to seek advice before travelling to some countries

:08:28.:08:31.

in the region. Brazil is facing an unprecedented

:08:32.:08:34.

surge in cases of a condition that leads to babies being born

:08:35.:08:37.

with abnormally small heads. Julia Carneiro has been

:08:38.:08:40.

to the country's northeast, Agents are talking to the people on

:08:41.:08:55.

the streets and carrying out inspections as part of a programme

:08:56.:08:58.

to eradicate the mosquito, it is well known here as their dengue

:08:59.:09:04.

fever mosquito but infamous for also spreading the Zika virus and Zika is

:09:05.:09:13.

associated with a surge in cases of babies born with head smaller than

:09:14.:09:17.

normal, almost 4000 cases registered in Brazil and this is the third most

:09:18.:09:22.

affected state with almost 500 cases. Brazil is getting ready for a

:09:23.:09:28.

carnival and in Salvador around 7000 people are expected summer is a

:09:29.:09:32.

special effort interest areas to clean up and combat the mosquito

:09:33.:09:37.

that Brazil has been notoriously unsuccessful at tackling this

:09:38.:09:40.

mosquito in the past decades with epidemics every year and with the

:09:41.:09:46.

appearance of Zika, this does lead to international concern, the virus

:09:47.:09:51.

was first detected last May and it already is present in most Latin

:09:52.:09:53.

American countries. The US Vice President Joe Biden has

:09:54.:09:55.

said the US and Turkey are prepared to seek a military solution

:09:56.:09:58.

in Syria if a political He's been in talks in Istanbul

:09:59.:10:01.

with the Turkish Prime Minister. We do know that it would be better

:10:02.:10:13.

if we can reach a political solution but we are prepared, if that is not

:10:14.:10:19.

possible, to make a military solution to this operation. And

:10:20.:10:21.

taking out Daesh. The BBC's Selin Gerit in Istanbul

:10:22.:10:23.

has been following the talks. Joe Biden at the press conference

:10:24.:10:35.

said that there could be a military solution although not preferred if a

:10:36.:10:41.

political solution to the problem in Syria was not maintained but the

:10:42.:10:45.

White House made it clear afterwards that what he was referring to was

:10:46.:10:52.

actually the ongoing current operations against Islamic State

:10:53.:10:55.

grips so at this moment we should not expect anything further than

:10:56.:11:02.

that. Mr Biden gave strong support for the Turkish fight against

:11:03.:11:06.

Kurdish militants, PKK. He called them a terrorist group and it

:11:07.:11:11.

already is defined as that either the US but, and the EU and Turkey

:11:12.:11:20.

but making that statement loud and clear is of course pleasing to

:11:21.:11:25.

Turkey. There was something else interesting in the press conference.

:11:26.:11:31.

They said that the support that would be given to the rebel groups

:11:32.:11:36.

fighting against Assad regime is would continue and would go further

:11:37.:11:42.

and there is a question over that because what would happen to be

:11:43.:11:47.

Kurdish Syrian opposition militants who are deemed as the strongest

:11:48.:11:53.

opposition that the Islamic State has faced. On Friday, Mr Biden had

:11:54.:11:59.

voiced strong concerns about the freedom of speech and press freedom

:12:00.:12:06.

in Turkey and he said that Turkey is not setting a great example in the

:12:07.:12:09.

Middle East, considering that it has actually accused over 1000 academics

:12:10.:12:16.

of treason because they had concerns about the operations against PKK and

:12:17.:12:24.

the south-east. That was a strong position to the Turkish government

:12:25.:12:32.

and he said we would have hoped that Mr Biden would have spoken to people

:12:33.:12:37.

who lost their lives, the relatives of those who lost their lives in PKK

:12:38.:12:40.

strikes. Still to come: Capturing

:12:41.:12:42.

the world's longest sunset - we catch up with a BBC team

:12:43.:12:47.

filming in Antarctica. A woman in the UK believes she has

:12:48.:12:54.

a winning lottery ticket for an unclaimed ?33 million jackpot

:12:55.:12:57.

- but put it in the washing machine. Although some details have been

:12:58.:13:02.

washed off the ticket, the shopkeeper who sold it has sent

:13:03.:13:06.

it to lottery operator Camelot in the hope the money

:13:07.:13:09.

can still be claimed. Their first thing I asked was if she

:13:10.:13:16.

had signed it and she said yes and that is good because that is what is

:13:17.:13:20.

to be done, you have to sign the ticket before anything else and

:13:21.:13:24.

after that I said, do you have the ticket with you and she showed me

:13:25.:13:27.

the ticket but she said it has been in the wash so then I asked her to

:13:28.:13:34.

see it and because it was washed, you could see those six numbers on

:13:35.:13:38.

the ticket for the game but you could see the date which was in 2016

:13:39.:13:45.

but not the other parts. It would be a win for us because it would be

:13:46.:13:49.

very good for her and for us and the city of Worcester as well, it would

:13:50.:13:52.

put us on the map once again, instead of the floods!

:13:53.:14:02.

The latest headlines? All non-essential travel has been

:14:03.:14:05.

banned in New York as a mammoth snowatorm hits the US east coast.

:14:06.:14:13.

Services at the French Port of Calais have been disrupted as 50

:14:14.:14:17.

Google has agreed to pay nearly $200 million in back taxes to Britain

:14:18.:14:22.

It's been accused of avoiding tax in spite of billions of dollars

:14:23.:14:28.

OK, Google, how much tax does Google pay in Britain?

:14:29.:14:40.

Google's tax affairs are quite a popular search item in the UK,

:14:41.:14:43.

especially now it has agreed to pay ?130 million of back taxes to HMRC,

:14:44.:14:47.

but there are some who feel that is a fraction of what should

:14:48.:14:50.

I have been campaigning on this for the last 15 years.

:14:51.:14:54.

Under the last government and this government.

:14:55.:14:55.

But to be frank, it looks like what independent assessors have

:14:56.:15:05.

Most corporations are paying 20%, ordinary individuals are paying

:15:06.:15:10.

I think most people will think this is unfair.

:15:11.:15:14.

Google enjoyed sales of ?4.6 billion in the UK in 2014.

:15:15.:15:17.

Under normal circumstances, companies would have paid 21% tax

:15:18.:15:19.

Because Google routes its UK sales via Ireland and then

:15:20.:15:28.

on to the Caribbean, it pays much less each year

:15:29.:15:31.

than this ?130 million tax deal, which covers a decade of accounts.

:15:32.:15:41.

So does Google now accept it had been paying too little?

:15:42.:15:43.

We were applying the rules they there were, that was then.

:15:44.:15:46.

Now we will be applying the new rules.

:15:47.:15:48.

Britain accounts for 10% of Google's total sales but only a sliver

:15:49.:15:56.

Is getting the company to pay more tax merely an effort

:15:57.:16:00.

When I became Chancellor, there were some companies that paid

:16:01.:16:03.

That rightly caused a lot of public anger.

:16:04.:16:07.

Now we have companies like Google paying tax and I want the message

:16:08.:16:16.

to go out that in Britain, taxes are low but they have to be

:16:17.:16:19.

paid and I expect more companies to follow suit.

:16:20.:16:21.

Apple, the world's largest company, Amazon, the biggest online retailer,

:16:22.:16:25.

Starbucks, the number one coffee franchise,

:16:26.:16:27.

Facebook paid only ?4000 in UK corporation taxes last year.

:16:28.:16:34.

It may take a while to close the book on creative tax

:16:35.:16:37.

Some other news... A 17-year-old male's been charged with two counts

:16:38.:16:48.

of first degree murder after four people were killed in a school

:16:49.:16:51.

shooting in Canada. The incident at La Loche Community School, in

:16:52.:16:52.

Saskatchewan province, was the country's worst gun violence in a

:16:53.:16:54.

decade. Thousands of Poles have taken part

:16:55.:16:57.

in marches in Warsaw and other cities to protest about plans

:16:58.:17:01.

of the conservative government, which they say will curtail

:17:02.:17:03.

privacy and freedom. The billionaire former mayor

:17:04.:17:10.

of New York, Michael Bloomberg, is reported to be considering

:17:11.:17:19.

running for President Unnamed advisors have told

:17:20.:17:21.

the New York Times that the former mayor sees a gap in the race

:17:22.:17:24.

and would be prepared to spend up to $1 billion of his personal

:17:25.:17:28.

fortune on his campaign. Claudio Ranieri's Leicester City are

:17:29.:17:47.

back on top of the Premier League table courtesy of a 3-0 victory over

:17:48.:17:50.

Stoke. Leicester took the lead through Danny Drinkwater who put

:17:51.:17:51.

them ahead just before half time and then got the assist midway through

:17:52.:17:55.

the second half as Jamie Vardy made it 2-nil - his 16th league goal this

:17:56.:17:58.

season. It was a vital victory with some difficult fixtures coming up

:17:59.:18:05.

next month. Top of the table. Very pleased because Stoke city are very

:18:06.:18:10.

strong and tough. The team is very tall and it was very difficult to

:18:11.:18:14.

fight against them. I am pleased with our performance because it was

:18:15.:18:19.

important to be top of the league at the end of January because in

:18:20.:18:24.

February, we arrive at bigger and bigger and tougher matches. But

:18:25.:18:30.

there's more pressure on Manchester United manager Louis Van Gaal - his

:18:31.:18:32.

side are now ten points behind leaders Leicester after they were

:18:33.:18:35.

beaten 1-0 by Southampton at home. The fans at Old Trafford made their

:18:36.:18:38.

feelings clear at the final whistle. Southampton's new signing Charlie

:18:39.:18:40.

Austin scored the only goal of the game, coming off the bench to score

:18:41.:18:43.

on his debut. So more problems for Van Gaal who afterwards said he

:18:44.:18:54.

shared the fans' frustration. There was some booing during the game and

:18:55.:18:58.

at full-time. What is your response) they are right, I cannot deny that.

:18:59.:19:05.

I also saw the match. I cannot deny that. But also, better or for worse,

:19:06.:19:14.

we have to stick together. What can you say to those supporters to make

:19:15.:19:16.

them believe that things will improve? Because we're working very

:19:17.:19:23.

hard and we also have a lot of injuries and you cannot change that.

:19:24.:19:34.

Not with words. It is also a lot of unlocking this when you have five

:19:35.:19:40.

fullbacks injured. Jurgen Klopp has his glasses knocked off in the

:19:41.:19:43.

celebrations that followed the winner in injury time against

:19:44.:19:47.

Norwich. Liverpool winning that thriller by a remarkable 5-4. We won

:19:48.:19:55.

the game, I think everyone could have happened -- everything could

:19:56.:19:59.

have happened but it was deserved because we were striking back in a

:20:00.:20:03.

very good way and the boys played for well under a big pressure, it

:20:04.:20:07.

was very important for us today. Five goals here is not easy. But we

:20:08.:20:22.

did that. Glasses free. Elsewhere, Sergio Aguero scored twice to rescue

:20:23.:20:25.

a point for Manchester City at Upton Park. That 2-2 draw means they're

:20:26.:20:27.

now second, above Arsenal on goal difference. Tottenham are fourth

:20:28.:20:29.

after coming from behind to beat Crystal Palace 3-1. Sunderland

:20:30.:20:31.

Bournemouth ended in a 1-1 draw, Newcastle are still in the

:20:32.:20:33.

relegation zone after losing 2-1 at Watford. Aston Villa stay bottom

:20:34.:20:35.

they drew 0-0 with West Midlands rivals West Brom. Barcelona have

:20:36.:20:44.

returned to the top of La Liga with a 2-1 win at Malaga. No prizes for

:20:45.:20:47.

guessing the name of the man who scored the winner - Lionel Messi

:20:48.:20:49.

early in the second half. Espanyol drew 2-2 at home to Villareal and

:20:50.:20:52.

Granada are currently leading 2-0 at home to Getafe. The match between

:20:53.:20:54.

Rayo Vallecano and Celta Vigo is still in its early stages.

:20:55.:21:08.

England's cricketers have it all to do after South Africa dominated Day

:21:09.:21:12.

Two of the fourth and Final Test in Pretoria. It was a tough day for

:21:13.:21:15.

England in the field - their bowlers toiled, eventually bowling the hosts

:21:16.:21:17.

out for 475 in their first innings. Quinton de Kock made his first

:21:18.:21:19.

maiden century for South Africa, he finished 129 not out. In reply,

:21:20.:21:22.

England lost both Alex Hales and Nick Compton cheaply but captain

:21:23.:21:24.

Alastair Cook led the way. At stumps he was 67 not out and England 138

:21:25.:21:26.

for two, that's 337 runs behind. That's all the sport for now. I will

:21:27.:21:38.

see you later on. Being a BBC News crew can present

:21:39.:21:42.

some amazing opportunities and challenges, and the chance to go

:21:43.:21:45.

to Antarctica is both. One of our teams is following

investigating some of the threat to the penguins. We are trying to

:22:11.:22:20.

capture why we're here, not just the scientists at work but the

:22:21.:22:23.

experience of being in this landscape, just help brutally to do

:22:24.:22:28.

for this place is and that is the job of Dave, here's a BBC cameraman.

:22:29.:22:35.

Hello. One of the things we have noticed is the bizarre experience of

:22:36.:22:38.

the sunset because at this time of year it is not ever really get dark.

:22:39.:22:43.

Every photographer will tell you about sunrise and sunset, the Golden

:22:44.:22:49.

hours, then you get the best light and pictures. But in Britain the

:22:50.:22:55.

best light, just as the sun is setting the horizon, lasted a few

:22:56.:23:01.

minutes. Here it really is ours. The sun creeks around the horizon for a

:23:02.:23:05.

couple of hours, close to midnight, and when it finally goes down, it is

:23:06.:23:08.

soon back up. We wanted to capture that also that has meant some late

:23:09.:23:14.

nights filming for us and why I have not slept much on this trip. When

:23:15.:23:21.

the conditions are good this place really is a photographer's dream. We

:23:22.:23:25.

just have to see if we can do this just is. -- justice.

Victoria Gill reporting from the Antarctic.

:23:29.:23:30.

Let's return to our main story - the snowstorm that has hit the east

:23:31.:23:33.

We'll leave you with some of the best images from the past day

:23:34.:23:38.

This storm will surpass 20 inches accumulation in New York City. When

:23:39.:24:11.

that happens, that will put this in the top five snowstorms in the

:24:12.:24:16.

history of New York City, if it goes past 20 inches it will be in the top

:24:17.:24:21.

five in terms of accumulation in recorded history going back to 1869.

:24:22.:24:24.

So this is a very big deal. From me and the rest

:24:25.:24:59.

of the team - goodbye. Rain in the forecast for our shores

:25:00.:25:24.

overnight but on the other side of the Atlantic we have seen an

:25:25.:25:27.

incredible snowstorm, desert conditions for many
