A warm welcome to BBC

World News Today.

0:00:060:00:07

I'm Celia Hatton.

0:00:070:00:09

Our top stories...

0:00:090:00:10

The clock is ticking

0:00:100:00:19

No deal yet and just hours to go.

Democrats were called to the White

0:00:190:00:23

House by President Trump.

We shall

have a good number of disagreements.

0:00:230:00:28

The discussions will continue.

Both

sides appeared to be readying

0:00:280:00:34

themselves for the blame game. We'll

look at what it might mean for the

0:00:340:00:38

USA. America switches its military

focus to fighting terror to

0:00:380:00:45

competing with other great powers.

We face growing threats.

Scientists

0:00:450:00:55

take a major step towards the

biggest goals in medicine. A

0:00:550:00:58

universal test for cancer.

0:00:580:01:09

Welcome to world news today.

0:01:140:01:21

We start in the United States,

where the federal government

0:01:210:01:24

is on the verge of being shut down.

0:01:240:01:26

If the Senate doesn't

approve new budget measures

0:01:260:01:32

by midnight local time -

that's eight hours from now -

0:01:320:01:34

many services will be frozen.

0:01:340:01:36

The House of Representatives passed

the legislation on Thursday,

0:01:360:01:38

but it's not certain there is enough

support in the Senate

0:01:380:01:40

to approve it.

0:01:400:01:41

Let's go live to our correspondence

in Washington. There has been some

0:01:410:01:44

movement in the last few hours.

The

movement is that the Democratic

0:01:440:01:49

leader in the Senate has been to see

the president at the White House to

0:01:490:01:55

discuss what is happening and

discuss their differences. There has

0:01:550:01:58

been some movement but there are a

good number of things they have

0:01:580:02:04

disagreed on. The problem is they

have only eight hours to go until

0:02:040:02:09

government money runs out and

authorisation for that federal

0:02:090:02:13

spending runs out. They are looking

at various options. They are looking

0:02:130:02:18

at is four or five day extension to

the budget. That is something will

0:02:180:02:25

not go down well here. The other

option is a 30 day extension, which

0:02:250:02:29

is undesirable in itself. That is on

the table at the moment. The

0:02:290:02:35

Democrats still want some movement

on the question of undocumented

0:02:350:02:38

young people, the so-called

dreamers. Other Republicans have got

0:02:380:02:45

some concessions they want. The

Senator from South Dakota was a note

0:02:450:02:53

yesterday and is a yesterday. I

asked them whether he thought

0:02:530:03:00

President Trump actions has

distracted Congress from getting a

0:03:000:03:02

deal.

He has made his own job more

challenging. While his tweeting may

0:03:020:03:09

be popular with some people, it

creates controversy and that

0:03:090:03:14

controversy makes it more difficult

for members of Congress to do their

0:03:140:03:19

job and for him to be able to

respond, particularly if information

0:03:190:03:25

is updated to him and he realises

that he has to backtrack. It would

0:03:250:03:30

be nice if we could slim down the

tweeting and perhaps take more time

0:03:300:03:36

and get all the details in place and

find out what is administration is

0:03:360:03:42

doing to prepare issues. He has some

good nominations out there and his

0:03:420:03:48

people do good work. Sometimes the

information doesn't get back to the

0:03:480:03:52

president as quick as his tweets can

come out.

Are we seeing more unity

0:03:520:03:57

right now among Democrats or

Republicans?

It's a good point.

0:03:570:04:04

There are still Republicans who are

opposed to this continuing

0:04:040:04:11

resolution of 30 day funding and

they will remain opposed. That is

0:04:110:04:16

why the Republican leadership needs

Democrats onside to get the thing

0:04:160:04:23

through. One has broken off and is

in a particular bind because of the

0:04:230:04:35

nature of his local politics. At the

moment the Democrats are really

0:04:350:04:41

insisting they want movement on the

immigration issue before they will

0:04:410:04:45

agree to the funding. The

calculation that everyone is making

0:04:450:04:47

is on who would lose most from a

government shutdown? Who would the

0:04:470:04:53

government blamed? One factor of

influence will be federal employees

0:04:530:05:00

did get paid this week so even if

there is a shutdown, people won't be

0:05:000:05:06

able to get things done in those

federal offices but there isn't a

0:05:060:05:11

looming paycheque that they will not

get.

Very interesting. All of this

0:05:110:05:22

comes as Donald Trump repairs to

celebrate his first year in office.

0:05:220:05:26

Our correspondence is in

Pennsylvania one of the key states

0:05:260:05:29

he want to secure the presidency.

This is a state that Democrats

0:05:290:05:38

thought Hillary Clinton was

definitely going to win. Donald

0:05:380:05:43

Trump pulled a surprise victory out

of the bag, winning the state by

0:05:430:05:47

less than 1%. By this is that

margins, just over 40,000 votes. He

0:05:470:05:53

couldn't afford to lose many boards

here if he was to be re-elected and

0:05:530:05:57

part of his success was his message

and how that resonated with white,

0:05:570:06:05

blue-collar workers, formerly

Democratic supporters who live in

0:06:050:06:07

areas of industrial clients and

responded to his message that he

0:06:070:06:11

will bring back jobs and bring back

their dreams. How are those people

0:06:110:06:15

feeling one year after the first

year in office? This is what people

0:06:150:06:21

have been saying. People who are

trying to make a living. He cares

0:06:210:06:30

about that kind of stuff. Some stuff

I agree with like the tax cuts and

0:06:300:06:35

the working class people will stop

but I'm not a big fan of the rants

0:06:350:06:40

on social media. Economic issues

really seem to be important to the

0:06:400:06:48

voters that you have spoken to. How

big a win was that tax cut package

0:06:480:06:54

that Trump was able to ship the Lima

usher in? People will feel the

0:06:540:07:03

effects in their pay cheques. The

president said yesterday that the

0:07:030:07:10

corporate tax cut is probably a

bigger deal. The slashing of the

0:07:100:07:15

corporate tax rate to 22%. People

the tax cut itself, depending on how

0:07:150:07:21

much you pay, lowering the corporate

tax rate. Donald Trump hopes that

0:07:210:07:31

will spur economic growth. Apple has

announced that it is bringing back

0:07:310:07:34

cash that it has been stashing

abroad. That is also part of the tax

0:07:340:07:41

reform. Business leaders here in

Pittsburgh are encouraged by the

0:07:410:07:45

corporate tax reform and hope it

will spur economic growth. As to

0:07:450:07:49

whether Donald Trump gets the credit

for it, despite the fact that the

0:07:490:07:53

economy is in good shape, his

approval rating is mired at 38%.

0:07:530:07:59

People like some of his policies but

there is almost universal

0:07:590:08:03

disapproval of his own undisciplined

social media habits. While the

0:08:030:08:14

battle over the budget has been

rumbling on we have seen a

0:08:140:08:19

significant announcement about the

change in military policy. The

0:08:190:08:24

Defence Secretary says that instead

of past on terrorism, national

0:08:240:08:28

security is now competing with other

great powers like China and Russia.

0:08:280:08:34

We face growing threats from powers

as different as China and Russia are

0:08:340:08:40

from each other. Pursuing veto

authority over other nations's

0:08:400:08:53

decisions. No regimes like North

Korea and Iran have threatened and

0:08:530:09:00

global stability. Oppressing their

own people and shredding their own

0:09:000:09:06

people's dignity and human rights.

With me is a former officer and

0:09:060:09:19

adviser to the government on

security issues. Thank you for

0:09:190:09:23

joining us. How big an announcement

was the announcement that came from

0:09:230:09:27

him today will stop what will it

mean for the shape and size of the

0:09:270:09:33

military?

It is significant. It is a

strong announcement, putting the

0:09:330:09:39

military at the centre of foreign

policy. It is saying that more money

0:09:390:09:47

is going to go into the military,

making the military stronger. What

0:09:470:09:54

it is going to do in the long-term

is open to question. There are a lot

0:09:540:10:00

of myths surrounding this

assumption. That the USA is falling

0:10:000:10:06

behind and needs a stronger

militarily to deal with the world.

0:10:060:10:11

One of the issues is which the

statement doesn't address is that

0:10:110:10:17

when Russia was and still is

insignificant in terms of military

0:10:170:10:25

power five years ago, it did so

through what is called hybrid

0:10:250:10:32

warfare. That problem is a problem

that needs to be cracked

0:10:320:10:40

diplomatically and militarily. This

increasing expenditure is coinciding

0:10:400:10:46

with a gradual decrease in

expenditure on the State Department

0:10:460:10:52

and other aspects of US foreign

power. Another area where this

0:10:520:10:56

policy is dangerously overlooking is

the fact that, during the Cold War

0:10:560:11:06

the US was weaker than the Soviet

bloc. What that meant was that...

0:11:060:11:15

Now we have. We would have even more

if this policy was in pretty

0:11:150:11:28

implemented. If a war will take

place, all we're doing is reducing

0:11:280:11:33

the time before China or Russia

decide to go nuclear. This conflict

0:11:330:11:40

between China, Russia and the US

needs more than just military

0:11:400:11:45

hardware or... It needs strategic

thought. It doesn't appear that

0:11:450:11:54

anything in this policy is

addressing these issues.

Thank you

0:11:540:12:00

for joining us. An organisation in

Syria and Iraq says that US attacks

0:12:000:12:12

killed 3900 civilians. The group

believes the two figure could be

0:12:120:12:18

higher than 6000. The Islamic state

militants were crushed in a series

0:12:180:12:24

of major battles last year. Let's

take a look at some other stories.

0:12:240:12:29

Russia has denied withdrawing its

forces head of a suspected Turkish

0:12:290:12:38

attacked

0:12:380:12:44

forces head of a suspected Turkish

attacked. The Russian Foreign

0:12:440:12:45

Minister has said these reports have

been refuted. The number of

0:12:450:12:49

Venezuelans fleeing a severe

economic crisis has jumped by more

0:12:490:12:56

than 60% in the last six months.

Officials say more than 550,000

0:12:560:13:02

Venezuelans are now living in

Colombia, mostly illegally. It is

0:13:020:13:08

putting pet

pressure on the

government to provide them with food

0:13:080:13:10

and shelter. Some good news for you

now. Scientists say they've taken a

0:13:100:13:15

step towards reaching one of the

biggest goals in medicine. A

0:13:150:13:22

universal blood test for cancer.

Ultimately they are hoping to design

0:13:220:13:29

a test that can catch early cancer

and save lives. It is ten years

0:13:290:13:37

since she was diagnosed with

pancreatic cancer.

It is rare for

0:13:370:13:45

anyone to survive that long. There

is no screening programmes of

0:13:450:13:50

tumours are usually found too late.

A blood test would make a big

0:13:500:13:53

difference.

If we can get more

people diagnosed sooner like me, it

0:13:530:13:58

is going to make me feel a lot

happier. Only 1% survive and it is a

0:13:580:14:06

lonely place. The rat many of us

around. I want that's what I want

0:14:060:14:17

cancer...

Scientists say they have

made significant progress towards a

0:14:170:14:25

blood test for cancer. They had one

of eight different, cancers. Cancer

0:14:250:14:40

cells

0:14:400:14:41

of eight different, cancers. Cancer

cells shed bits of DNA which

0:14:410:14:43

circulate in the blood. The test

looked for... Overall, the blood

0:14:430:14:54

test found 70%. That success rate

fell to 40%. This is when you want

0:14:540:15:05

tumours detected when there is the

best chance of victory were through

0:15:050:15:09

surgery. A reliable blood test for

cancer is some way off. This

0:15:090:15:14

Institute in London which is

pioneering research believes it will

0:15:140:15:19

come.

I am almost certain that in

the next five to ten years we will

0:15:190:15:25

see test site this become much more

routine in clinical practice to

0:15:250:15:30

diagnose tumours and increase the

keyword rates. -- the queue were

0:15:300:15:36

rates. Each positive result would

need further investigation.

The

0:15:360:15:47

burden on the NHS would need to be

weighed against the benefits of

0:15:470:15:50

early treatment.

Stay with us on BBC

could be the future of transport.

0:16:010:16:16

The people of Saigon have just

heard... I'm going home.

0:16:180:16:34

Anti-apartheid campaigners say they

will carry on the protests

0:16:410:16:44

throughout the tour.

He is being

held on it from charge in Bolivia.

0:16:440:16:55

throughout the tour.

He is being

held on it from charge in Bolivia.

0:16:560:17:01

Millions came to bathe in this spot.

A tide of humanity that is breaking

0:17:060:17:13

all records.

0:17:130:17:23

The US Defence Secretary says

America is changing its military

0:17:350:17:41

policy and will now put competing

with other global powers ahead of

0:17:410:17:46

fighting terrorism. The Californian

couple accused of imprisoning and

0:17:460:17:53

torturing 13 of their own children

have appeared in court. They were

0:17:530:17:58

arrested on Sunday after one of

their children escaped and raise the

0:17:580:18:01

alarm.

0:18:010:18:11

David Turpin appearing in court

to deny torturing his own children

0:18:220:18:24

and sexually abusing one

of his young daughters.

0:18:240:18:26

His wife, Louise, also

pleaded not guilty.

0:18:260:18:28

Prosecutors say the siblings endured

the abuse for years as their parents

0:18:280:18:31

plumbed the depths

of human depravity.

0:18:310:18:32

One of the children at age 12

is the weight of an average

0:18:320:18:41

7-year-old.

0:18:410:18:42

Several of the victims have

cognitive impairment and neuropathy,

0:18:420:18:44

which is nerve damage,

as a result of this extreme

0:18:440:18:47

and prolonged physical abuse.

0:18:470:18:48

The children were supposedly

schooled here in their home,

0:18:480:18:50

but the district attorney said

some didn't even know

0:18:500:18:52

what a police officer was.

0:18:520:19:01

They were reportedly allowed

to shower just once a year

0:19:010:19:03

and were taunted with food

that they were forbidden to eat.

0:19:030:19:13

They would buy food, including pies,

apple pies, pumpkin pies,

0:19:180:19:20

leave it on the counter,

let the children look at it

0:19:200:19:23

but not eat the food.

0:19:230:19:24

About the only thing

the children were allowed

0:19:240:19:26

to do in their rooms,

or chained up, was to

0:19:260:19:28

write in journals.

0:19:280:19:29

We now have recovered

those journals, hundreds

0:19:290:19:31

of them, and we are combing

through them for evidence.

0:19:310:19:33

The 17-year-old who raised the alarm

after climbing out of the home

0:19:330:19:36

through a window had been plotting

the escape for two years.

0:19:360:19:39

One of her sisters made it out with

her but turned back out of fear.

0:19:390:19:42

This case has sent waves

of revulsion across

0:19:420:19:44

the United States and beyond.

0:19:440:19:45

The authorities say the siblings

are doing well but some of them

0:19:450:19:48

at least have almost certainly

suffered irreparable

0:19:480:19:50

physical and mental damage.

0:19:500:19:57

The parents are due

in court again next month.

0:19:570:19:59

If convicted, they

face life in prison.

0:19:590:20:01

James Cook, BBC News,

Riverside in California.

0:20:010:20:05

The sport.

The football legend

Pele's spokesman has dismissed

0:20:050:20:16

reports that the legend had been

taken to hospital with exhaustion.

0:20:160:20:22

He was due to travel to London for a

dinner. He is the only player in the

0:20:220:20:28

world to have won the World Cup

three times. He withdrew from the

0:20:280:20:33

event and said he was being

monitored by doctors. They have

0:20:330:20:41

called the hospitalisation reports

fake news. It is still to be

0:20:410:20:53

complicated. Quite a turnaround as

he was expected to join Manchester

0:20:530:20:57

city. He is united's manager Joseph

Marie Newell.

As everybody knows

0:20:570:21:09

that we are there. Especially when

the Arsenal manager speaks so

0:21:090:21:19

clearly like he did, there is no

point in trying to deny. But not

0:21:190:21:27

done at all.

I think he's going to

go to United will stop

0:21:270:21:36

congratulations to both of them.

They can decide whether they want to

0:21:360:21:42

play. They decide that. Good luck.

There is nothing to add. It was a

0:21:420:21:50

pleasure to be with him. And he was

going to decide to move on then I

0:21:500:22:00

wish the best.

The England striker

faced the media on Friday and

0:22:000:22:06

promised goals will stop using like

to make his debut against West

0:22:060:22:10

Bromwich on Saturday. The Hollywood

stars have been out again in

0:22:100:22:14

Melbourn. Will Smith was courtside

to watch the only Australian left in

0:22:140:22:22

the draw.

He is my favourite actor

and if one person could be in my

0:22:220:22:34

life, I would always pick him. I was

talking to him in the third set. I

0:22:340:22:40

kept looking at him. I said I have

got to break the ice and say

0:22:400:22:44

something. He was really nice and I

met him after the game and he was

0:22:440:22:48

really genuine.

The world number one

Rafa Nadal one in straight sets on

0:22:480:22:56

his way to the fourth round. She

lost in three sets. Golf. World

0:22:560:23:11

number one is four shots off the

lead. He is a shot ahead of Johnson.

0:23:110:23:21

The course was... Looking at the

leaderboard, have you guys went low.

0:23:210:23:29

I hit them all very well, I drove it

well, I give myself plenty of

0:23:290:23:35

chances and that is what I'm going

to have to do over the next couple

0:23:350:23:38

of days to win the tournament. There

wasn't many fireworks apart from

0:23:380:23:46

that put on the last. It was nice to

finish that way.

How would you like

0:23:460:23:53

to be strapped inside a pod and then

fired through it you?

0:23:530:24:04

They call it the hyperloop.

0:24:040:24:05

Our technology correspondent,

Rory Cellan-Jones, has been

0:24:050:24:07

to the Nevada Desert to see

it in action.

0:24:070:24:17

We are heading through the Nevada

Desert, north of Las Vegas,

0:24:240:24:27

for a glimpse of what its backers

claim is the future of transport.

0:24:270:24:30

This is Hyperloop, an attempt

to send passengers hurtling at

0:24:300:24:32

700 mph through a vacuum tube.

0:24:320:24:34

Many think that's far-fetched,

but this project got the backing

0:24:340:24:36

last year of Virgin,

with Sir Richard Branson

0:24:360:24:38

becoming chairman.

0:24:380:24:39

In this 500-metre test track,

they say they have shown

0:24:390:24:42

that the technology works,

though they've not yet put any

0:24:420:24:44

human beings on board.

0:24:440:24:45

I think my background in spacecraft

engineering has given me

0:24:450:24:47

the skill set to be able...

0:24:480:24:49

The head of engineering, a space

scientist recruited from Nasa,

0:24:490:24:51

sees no reason why

people might be scared.

0:24:510:24:53

The Hyperloop is a maglev

train in a vacuum system

0:24:530:24:56

or in a vacuum tube.

0:24:560:24:57

So you can also think

of it as an aircraft

0:24:570:24:59

flying at 200,000 feet,

so people don't have any issue

0:24:590:25:02

flying in aeroplanes and people

don't have any issues

0:25:020:25:04

going in maglev trains.

0:25:040:25:05

This is simply combining the two,

and it allows you to be

0:25:050:25:08

more energy efficient.

0:25:080:25:09

This isn't the only project.

0:25:090:25:12

The electric car tycoon Elon Musk,

who originally floated the whole

0:25:120:25:14

idea, has proposed a tunnel under

Los Angeles that could carry cars

0:25:140:25:17

or be transformed into a Hyperloop.

0:25:170:25:27

The Virgin Hyperloop team has said

they could take passengers

0:25:310:25:33

from London to Edinburgh in 50

minutes, or cut the journey

0:25:330:25:36

between New York and Boston

to under half an hour.

0:25:360:25:38

But making this work in the real

world will mean running several

0:25:380:25:41

of these pipes alongside each other

over long distances,

0:25:410:25:43

perhaps underground,

and convincing governments that

0:25:430:25:45

that is realistic is going to prove,

well, pretty challenging.

0:25:450:25:55

They will find it...
