But his vision became a reality when, in 2011, a unique squad | 0:07:02 | 0:07:05 | |
was set up at New Scotland Yard, combining CCTV footage | 0:07:05 | 0:07:09 | |
with a specialised team of officers, who have an extraordinary ability | 0:07:09 | 0:07:13 | |
to remember faces. Known as super-recognisers, | 0:07:13 | 0:07:17 | |
the unit is run by Mick Neville. | 0:07:17 | 0:07:20 | |
Well, this department is concerned with catching criminals with images. | 0:07:20 | 0:07:23 | |
Generally, that is CCTV | 0:07:23 | 0:07:25 | |
but it could be some footage that someone has captured | 0:07:25 | 0:07:28 | |
on their mobile phone or a camera or any other sort of pictures. | 0:07:28 | 0:07:31 | |
The real catalyst for it all was the riots of 2011, | 0:07:31 | 0:07:35 | |
which made the police rethink how they deal with CCTV evidence | 0:07:35 | 0:07:40 | |
and realised that they had to professionalise it | 0:07:40 | 0:07:42 | |
and make it like a forensic discipline. | 0:07:42 | 0:07:44 | |
Our aim is to identify those suspects | 0:07:46 | 0:07:49 | |
and make sure they appear before the courts. | 0:07:49 | 0:07:51 | |
Two leading members of the team were hand-picked | 0:07:51 | 0:07:55 | |
for their special skills. | 0:07:55 | 0:07:57 | |
Super-recognisers are people who have an ability | 0:07:57 | 0:07:59 | |
to recall a face, essentially. Store that information in the mind. | 0:07:59 | 0:08:03 | |
'I have been a police officer for about 14 years now,' | 0:08:04 | 0:08:07 | |
and last year I came up to Scotland Yard | 0:08:07 | 0:08:09 | |
and identified that you could link crimes together. | 0:08:09 | 0:08:13 | |
Because I was putting in quite a lot of identifications, | 0:08:15 | 0:08:17 | |
I then got an e-mail from Scotland Yard, basically saying, | 0:08:17 | 0:08:20 | |
"We think you are a super-recogniser" | 0:08:20 | 0:08:22 | |
and sent me off for testing with the University of Greenwich. | 0:08:22 | 0:08:25 | |
So, that combination of getting those correct identifications | 0:08:25 | 0:08:28 | |
from CCTV of suspects who are wanted | 0:08:28 | 0:08:30 | |
put me on the world's first super-recogniser list. | 0:08:30 | 0:08:33 | |
We are the only people in the world who actually sit there | 0:08:35 | 0:08:38 | |
and look at imagery. So, just one dedicated team | 0:08:38 | 0:08:41 | |
to go and look at CCTV images of outstanding suspects. | 0:08:41 | 0:08:44 | |
We can link similar offences together on our database. | 0:08:45 | 0:08:49 | |
So, one, we can track the offending pattern and say, | 0:08:49 | 0:08:51 | |
"Look, how many cases have we got to put to this man?" | 0:08:51 | 0:08:54 | |
10, 20, 30, 40, 50 cases. | 0:08:54 | 0:08:56 | |
And then the court can sentence them appropriately. | 0:08:56 | 0:08:59 | |
But to link anyone criminal to a number of crimes, | 0:08:59 | 0:09:02 | |
the super-recognisers need specialised techniques | 0:09:02 | 0:09:05 | |

The kind of things I look for when I make an identification - | 0:09:07 | 0:09:10 | |
nose shape, jawline, sometimes, the ear lobes, shape of the ears. | 0:09:10 | 0:09:16 | |
In 2015, they proved their worth, | 0:09:16 | 0:09:19 | |
with one of their biggest cases. | 0:09:19 | 0:09:21 | |
We had a suspect who was a shoplifter, | 0:09:21 | 0:09:23 | |
but an unusual kind of shoplifter. | 0:09:23 | 0:09:25 | |
One of the officers in the unit | 0:09:26 | 0:09:28 | |
said, "Hang on a minute, I've seen this guy before." | 0:09:28 | 0:09:31 | |
They were not just focusing on his facial features. | 0:09:31 | 0:09:33 | |
It was also the kind of clothing he was wearing. | 0:09:33 | 0:09:35 | |
He was pretty well dressed. Collared shirt, V-neck jumper. | 0:09:35 | 0:09:39 | |
Quite distinctive, really. | 0:09:39 | 0:09:40 | |
Not your usual guy you would associate with those sort of things. | 0:09:40 | 0:09:44 | |
This suspect was stealing from high-end boutiques | 0:09:44 | 0:09:47 | |
and designer stores in Notting Hill, | 0:09:47 | 0:09:49 | |
Knightsbridge, Sloane Street - | 0:09:49 | 0:09:51 | |
very, very fashionable areas of London. | 0:09:51 | 0:09:53 | |
The goods that he was taking were pretty unique. | 0:09:53 | 0:09:56 | |
They were small, quite concealable, | 0:09:56 | 0:09:59 | |
but of a very, very high value. | 0:09:59 | 0:10:01 | |
He waits for one split second for somebody to turn their back | 0:10:03 | 0:10:06 | |
and, as he walks up to join them at the counter, | 0:10:06 | 0:10:09 | |
he picks up the bracelet and puts it in his pocket. | 0:10:09 | 0:10:11 | |
We had to draw an arrow of it and slow down the CCTV, | 0:10:11 | 0:10:15 | |
to show when the theft actually occurs. | 0:10:15 | 0:10:18 | |
The eagle-eyed detectives | 0:10:18 | 0:10:19 | |
began to link this one man elsewhere. | 0:10:19 | 0:10:21 | |
He could talk to staff very confidently. | 0:10:21 | 0:10:25 | |
Sometimes, he would give a little story about his wife | 0:10:25 | 0:10:28 | |
or his girlfriend being parked close by | 0:10:28 | 0:10:30 | |
and wanting to enquire about an item in another size. | 0:10:30 | 0:10:33 | |
All he needed was that small opportunity to do the theft. | 0:10:33 | 0:10:35 | |
He would not steal and then run out in a panic. | 0:10:35 | 0:10:39 | |
So, he did not really arouse suspicion until it was too late | 0:10:39 | 0:10:42 | |
and he had already left. Very audacious, but very skilled. | 0:10:42 | 0:10:45 | |
We did not know who he was, so we had snapped him in action | 0:10:47 | 0:10:50 | |
on these images and we got to about 10 or 15 | 0:10:50 | 0:10:53 | |
and still did not know who he was. He became our number one target. | 0:10:53 | 0:10:57 | |
The team were determined to catch this prolific shoplifter, | 0:10:57 | 0:11:00 | |
trawling through more and more CCTV footage. | 0:11:00 | 0:11:04 | |
We linked the suspect to 43 offences. | 0:11:04 | 0:11:07 | |
All of these offences had all been independently investigated | 0:11:07 | 0:11:10 | |
and, actually, independently shut down. | 0:11:10 | 0:11:13 | |
Because the suspect was quite good, he did not leave any other clues. | 0:11:13 | 0:11:17 | |
Witnesses could describe him quite well, | 0:11:17 | 0:11:19 | |
but they were varying descriptions. | 0:11:19 | 0:11:21 | |
It was really CCTV imagery that was his undoing. | 0:11:21 | 0:11:23 | |
It was by us building up a series of all these shut-down crimes, | 0:11:23 | 0:11:28 | |
and then working out who it was and making them all live again. | 0:11:28 | 0:11:30 | |
The super-recognisers used their unique ability | 0:11:30 | 0:11:34 | |
to remember and positively identify a face | 0:11:34 | 0:11:36 | |
to place him at 43 crime scenes across London. | 0:11:36 | 0:11:39 | |
But they still did not have a name. | 0:11:39 | 0:11:42 | |
We had him wanted for a series of crimes and then did a media release | 0:11:42 | 0:11:46 | |
and we received anonymous information, with his name. | 0:11:46 | 0:11:50 | |
Once we had the first name, we were able to track him | 0:11:50 | 0:11:52 | |
through the custody system and found out who he was. | 0:11:52 | 0:11:55 | |
We got a first name - Austin - back. | 0:11:56 | 0:11:58 | |
We went through our arrest photo database, to every Austin. | 0:11:58 | 0:12:02 | |
I think there were 73 in the Metropolitan Police | 0:12:02 | 0:12:05 | |
who we had custody images of. | 0:12:05 | 0:12:07 | |
There was a real buzz when we identified him. | 0:12:07 | 0:12:08 | |
When the image of Austin Caballero came up and we were able to go, | 0:12:08 | 0:12:12 | |
"Bingo! That is the guy who has been on our wall for months." | 0:12:12 | 0:12:15 | |
Then, the trick was, how do we track him down? | 0:12:15 | 0:12:17 | |
We started looking at anyone who had ever committed a crime with him, | 0:12:20 | 0:12:23 | |
been stopped with him. And these are people we did not know before. | 0:12:23 | 0:12:26 | |
As super-recognisers, | 0:12:26 | 0:12:27 | |
we are also committing a face to memory, as well. | 0:12:27 | 0:12:29 | |
Criminals are not the kind of people | 0:12:29 | 0:12:31 | |
who go out speed dating together and then decide to go out | 0:12:31 | 0:12:35 | |
and commit a crime, or just meet. | 0:12:35 | 0:12:36 | |
There's always some kind of association. | 0:12:36 | 0:12:39 | |
We found that many of those people that he was associated with | 0:12:39 | 0:12:41 | |
had also committed similar crimes. We ended up with a total | 0:12:41 | 0:12:45 | |
of 100 crimes for him and his network of criminal friends. | 0:12:45 | 0:12:49 | |
We arrested those other people and they were brought to justice | 0:12:49 | 0:12:52 | |
for the crimes they had committed, | 0:12:52 | 0:12:54 | |
but Mr Caballero remained outstanding. | 0:12:54 | 0:12:57 | |
But now they knew who he was, | 0:12:58 | 0:13:00 | |
the team are not going to let him get away. | 0:13:00 | 0:13:02 | |
We looked at telephones that were associated with him. | 0:13:02 | 0:13:06 | |
We looked at bank accounts, | 0:13:06 | 0:13:08 | |
financial stuff he had been involved in. | 0:13:08 | 0:13:11 | |
And what we got when we were doing that was a real picture of him. | 0:13:11 | 0:13:14 | |
People he had come into contact with, as well, | 0:13:14 | 0:13:16 | |
they always have an opinion, | 0:13:16 | 0:13:17 | |
or he had done something that annoyed them. | 0:13:17 | 0:13:19 | |
It was interesting that they disliked him. | 0:13:19 | 0:13:21 | |
He was not even popular amongst the criminal community. | 0:13:21 | 0:13:24 | |
Eventually, this guy was always going to make some sort of mistake, | 0:13:24 | 0:13:27 | |
and we find that a lot with people we are trying to track. | 0:13:27 | 0:13:30 | |
On New Year's Day, he took a taxi cab, for some reason. | 0:13:30 | 0:13:33 | |
He decided not to pay the very small fare. | 0:13:33 | 0:13:36 | |
Now, who, knowing that they are wanted for 43 crimes, | 0:13:36 | 0:13:39 | |
would do that? You would think, if you are in that scenario, | 0:13:39 | 0:13:42 | |
you would pay the fare for the cab. But the suspect did not do that. | 0:13:42 | 0:13:45 | |
He caused a scene in the cab, which led to him being arrested. | 0:13:45 | 0:13:48 | |
However, when he was arrested, | 0:13:49 | 0:13:51 | |
he gave us false details. Then, the custody sergeant said, | 0:13:51 | 0:13:54 | |
"Hang on, we have not done your fingerprints yet. | 0:13:54 | 0:13:57 | |
"We'd better take those." As soon as they took the prints, | 0:13:57 | 0:14:00 | |
alarm bells rang - "Wanted x 43" - and we got the call. | 0:14:00 | 0:14:03 | |
I think Caballero was definitely under the illusion | 0:14:04 | 0:14:06 | |
he wouldn't be caught. | 0:14:06 | 0:14:07 | |
And he was right, really. | 0:14:07 | 0:14:09 | |
There was certainly a bit of... | 0:14:09 | 0:14:10 | |
arrogance and confidence about him. | 0:14:10 | 0:14:12 | |
One can only presume how many hundreds of crimes | 0:14:12 | 0:14:14 | |
he's gotten away with as well. | 0:14:14 | 0:14:16 | |
All their hard work paid off when they presented Caballero | 0:14:16 | 0:14:19 | |
with the painstakingly gathered CCTV evidence | 0:14:19 | 0:14:22 | |
showing he was not a petty thief, but a career criminal. | 0:14:22 | 0:14:26 | |
He was convicted on a guilty plea | 0:14:26 | 0:14:28 | |
and received just under a four-year sentence, | 0:14:28 | 0:14:31 | |
which is massive for shoplifting. | 0:14:31 | 0:14:33 | |
The number of offences and the value, you know, | 0:14:33 | 0:14:35 | |
in excess of £100,000 worth of property | 0:14:35 | 0:14:37 | |
stolen during these offences. | 0:14:37 | 0:14:39 | |
So it was a good hit. | 0:14:39 | 0:14:42 | |
It is wonderful to be at the forefront of new ways | 0:14:42 | 0:14:44 | |
of solving crime. | 0:14:44 | 0:14:46 | |
We are now solving more crimes than DNA. | 0:14:46 | 0:14:49 | |

We had a very good idea who was responsible | 0:21:36 | 0:21:38 | |

knowing and evidence are completely two different things | 0:21:41 | 0:21:43 | |

Because the car is so fast and so powerful, | 0:24:39 | 0:24:42 | |

a member of the public rang up and informed the police | 0:25:21 | 0:25:24 | |
and we went out and recovered that vehicle, | 0:25:24 | 0:25:26 | |

What the thieves didn't know | 0:25:30 | 0:25:32 | |
was their every move was being filmed on a hidden camera, | 0:25:32 | 0:25:35 | |
recording their high-speed getaway and every word they said. | 0:25:35 | 0:25:39 | |

So, on there we can see that they are driving at speeds | 0:25:51 | 0:25:53 | |
where they almost collide with a taxi at 40mph taking that bend, | 0:25:53 | 0:25:57 | |

It's excessive speeds, | 0:26:07 | 0:26:08 | |
not really any regard for any oncoming vehicles. | 0:26:08 | 0:26:13 | |
They parked the car up for around about an hour, | 0:26:22 | 0:26:26 | |
which we assume would be to see if the car has got a tracker on board. | 0:26:26 | 0:26:30 | |
They then met with the handlers and they sold it on, | 0:26:35 | 0:26:38 | |
and I think that part of the footage | 0:26:38 | 0:26:41 | |
was probably the most chilling to watch. | 0:26:41 | 0:26:43 | |
It just shows you how much disregard they had for anybody else. | 0:26:54 | 0:26:59 | |
It was all about getting that vehicle. | 0:26:59 | 0:27:01 | |
When we viewed the footage, | 0:27:05 | 0:27:06 | |
we were able to track the steps of the suspects. | 0:27:06 | 0:27:09 | |
Not only did we know the route that they had taken, | 0:27:09 | 0:27:13 | |
we were able then to track back to the main suspect's house. | 0:27:13 | 0:27:16 | |
When we went into the address, | 0:27:18 | 0:27:21 | |
we retrieved clothing that had been featured in the footage... | 0:27:21 | 0:27:26 | |
..which then put the offenders out for the relevant time periods | 0:27:28 | 0:27:31 | |
wearing the relevant clothing, | 0:27:31 | 0:27:33 | |
not only for this offence but other offences. | 0:27:33 | 0:27:35 | |
So that one piece of footage | 0:27:35 | 0:27:37 | |
allowed us to get the result that we did. | 0:27:37 | 0:27:40 | |
The carjackers were arrested and jailed. | 0:27:40 | 0:27:43 | |
But this has been a lasting nightmare | 0:27:43 | 0:27:45 | |
