For the victims, it is utterly terrifying, and studies suggest

Now, the Home Office is considering new protection orders for those

obsessively pursued by others on the street or on the internet.

It's protection that might have saved Jane Clough's life.

She was killed by her ex-boyfriend five years ago.

He would stalk her by means of social media,

by following her whereabouts using a telephone, constantly texting.

And the police knew the extreme risk that Jane was at.

Even so, she was still left with no protection.

Stalking was made a criminal offence three years ago,

:05:38.:05:39.

and around 1,100 prosecutions were brought in the past year.

That is a rise of nearly 50% on the previous 12 months.

But the Home Office recognises that such prosecutions are often

:05:46.:05:49.

If we can intervene earlier, if we can protect victims and we

:05:50.:05:56.

can intervene on the perpetrator earlier, we believe we will be able

:05:57.:05:59.

to protect victims, but also stop the behaviour escalating into that

One helpline suggests more than 50% stalkers are now pursuing

people they have never actually met over the internet.

The Home Office says it will tighten the law on such behaviour

and put more funding into tackling abuse within teenage
