An unprecedented move by the Prime Minister as he attempts to shut down | :00:09. | :00:16.
the row over his finances. He is publishing his tax returns and says | :00:17. | :00:22.
he is to blame for questions over his financial affairs. | :00:23. | :00:28.
Don't blame number 10 Downing Street, or nameless | :00:29. | :00:29.
advisers, blame me and I will learn the lessons. | :00:30. | :00:32.
So what will he reveal and will it draw a line under the issue? | :00:33. | :00:35.
Belgian authorities say a man they've arrested says he's | :00:36. | :00:38.
the so called "man in the hat" - wanted in connection | :00:39. | :00:41.
Two fishermen are dead and another remains missing after their trawler | :00:42. | :00:45.
How a teenage jockey on his first ride in the race - | :00:46. | :00:55.
In an unprecedented move the Prime Minister is preparing | :00:56. | :01:22.
The move comes after he admitted he could have handled the recent row | :01:23. | :01:28.
about his financial affairs better - and his admission, earlier | :01:29. | :01:31.
in the week that he had invested in an offshore trust set | :01:32. | :01:34.
Speaking to Conservative activists he said he should take the blame | :01:35. | :01:41.
for the way in which the news was dealt with. | :01:42. | :01:43.
Our political correspondent Carole Walker reports. | :01:44. | :01:45.
Demonstrators gathered to leave the Prime Minister in no doubt | :01:46. | :01:50.
about the strength of feeling amongst some people | :01:51. | :01:52.
They were out to attack his government for a tax system | :01:53. | :01:58.
The Prime Minister said he had been very angry about what some had said | :01:59. | :02:04.
about his late father, who founded an offshore fund. | :02:05. | :02:07.
But, he said, that should not have clouded the picture. | :02:08. | :02:10.
I know that I should have handled this better. | :02:11. | :02:20.
I know that there are lessons to learn, and I will learn them. | :02:21. | :02:28.
Don't blame Number Ten or nameless advisers. | :02:29. | :02:31.
David Cameron's promised to learn lessons from his handling of this | :02:32. | :02:37.
row, to be open and transparent in future, to publish | :02:38. | :02:40.
But Labour say this matter raises questions about his | :02:41. | :02:45.
Most Tories seem to be rallying around their leader. | :02:46. | :02:53.
But the London Mayor Boris Johnson chose not to lend his support | :02:54. | :02:56.
Boris, is it morally wrong to avoid tax by investing in | :02:57. | :03:02.
It took David Cameron several days to admits that he and his wife | :03:03. | :03:10.
did have shares in his late father's offshore fund, which they sold | :03:11. | :03:14.
for ?30,000 before he became Prime Minister. | :03:15. | :03:18.
And there is no suggestion he has done anything illegal. | :03:19. | :03:24.
The Labour leader has accused Mr Cameron of misleading people | :03:25. | :03:27.
It's not about an individual, it's not about one person, | :03:28. | :03:32.
It's about a whole ethos where the very rich are able | :03:33. | :03:37.
to put their money into tax havens and funds with zero income tax, | :03:38. | :03:41.
sometimes also a zero rate of corporation tax. | :03:42. | :03:45.
The Prime Minister insists he has acted to address the concerns | :03:46. | :03:48.
of protesters like these, closing the tax loophole. | :03:49. | :03:58.
And ensuring greater international transparency on tax. | :03:59. | :03:59.
He will be hoping that by releasing unprecedented detail on his personal | :04:00. | :04:02.
finances that he can convince the public | :04:03. | :04:04.
And Carole is in Downing Street, so what can we learn | :04:05. | :04:10.
Well, what we are getting tonight is going to be the details of all the | :04:11. | :04:24.
Prime Minister's earnings and tax going back six years, to just before | :04:25. | :04:28.
when he became Prime Minister. That will include his salary, the tax | :04:29. | :04:33.
allowances on that. The money he gets from renting out his house in | :04:34. | :04:37.
west London while he lives here in Downing Street. The inheritance he | :04:38. | :04:41.
got after his father died, and the money he got after selling off all | :04:42. | :04:46.
the stocks and shares just before he became Prime Minister, including | :04:47. | :04:49.
those shares in his late father's offshore fund. Downing Street know | :04:50. | :04:57.
this will bring yet more focus on a Prime Minister's personal finances, | :04:58. | :04:59.
yet more headlines on all of this, but they have clearly judged the | :05:00. | :05:03.
only way they will be able to put this behind them, is by confronting | :05:04. | :05:08.
the issue head-on, with this unprecedented level of detail. | :05:09. | :05:12.
Labour are in no mood to let this drop. They are calling for a public | :05:13. | :05:18.
enquiry. They say Jeremy Corbyn will publish his own tax returns. I think | :05:19. | :05:22.
both sides are now gearing up for another phase in this whole row when | :05:23. | :05:29.
parliament comes back on Monday. Thank you. | :05:30. | :05:31.
Prosecutors in Belgium say a suspect - arrested yesterday - | :05:32. | :05:34.
has confessed to being the so called 'man in the hat' wanted | :05:35. | :05:36.
in connection with the Brussels airport bombing. | :05:37. | :05:38.
Mohamed Abrini is reported to have said that he's | :05:39. | :05:40.
the man caught on camera with the two suicide bombers. | :05:41. | :05:43.
From Brussels, here's Damian Grammaticas. | :05:44. | :05:54.
Making their arrest. This is thought to be the moment the Belgian police | :05:55. | :06:00.
got their man, Mohamed Abrini. And this is him said to be on the way to | :06:01. | :06:07.
leaving a bomb. Prosecutors say he is the man on the right with the | :06:08. | :06:10.
Brussels airport bombers seconds before they detonated their suitcase | :06:11. | :06:15.
bombs. As he fled the attack, he said he discarded the jacket he was | :06:16. | :06:20.
using to hide his identity. Mohamed Abrini, who evaded police for more | :06:21. | :06:24.
than four months, has now emerged as a key player in both the Brussels | :06:25. | :06:31.
and Paris attacks. He was on the Right here together with Salah | :06:32. | :06:33.
Abdeslam, on more security footage which shows them providing the cars | :06:34. | :06:42.
used by the Paris attackers. This is a big breakthrough. Belgium's Prime | :06:43. | :06:47.
Minister today said the latest developments were very positive but | :06:48. | :06:51.
he said Belgium still had to remain alert and watchful. Three other men | :06:52. | :06:55.
who were arrested in Brussels, along with Mohamed Abrini Friday, have now | :06:56. | :06:59.
been charged like him with terrorist offences. Two are believed to have | :07:00. | :07:05.
provided support to the attackers, whilst another is believed to have | :07:06. | :07:09.
brought the bags used to hide the Brussels airport bombs and been at | :07:10. | :07:13.
the scene of the Brussels metro attack. After months of criticism, | :07:14. | :07:18.
this is a significant day for Belgian investigators. The question | :07:19. | :07:23.
remains, how they now broken apart the network which attacked Brussels | :07:24. | :07:26.
and Paris, or are there still threats out there? | :07:27. | :07:30.
An air and sea search, launched after a fishing boat sank | :07:31. | :07:33.
off the Western Isles has been scaled back tonight after two | :07:34. | :07:36.
The coastguard responded after receiving a distress call off | :07:37. | :07:39.
the coast of Mingulay in the early hours of the morning. | :07:40. | :07:42.
One crew member was rescued - but another is still missing. | :07:43. | :07:44.
From Stornoway, Roddy Munro sent this report. | :07:45. | :07:48.
The Stornoway registered fishing vessel Louisa was anchored off | :07:49. | :07:50.
Mingulay when she began taking on water. | :07:51. | :07:53.
It is understood the four crewmembers abandoned ship. | :07:54. | :07:55.
Two of them decided to swim to the shore which they could see | :07:56. | :08:02.
and during that swimming one of them drifted away from the other | :08:03. | :08:09.
and he was lost, whilst the other one made it to the shore. | :08:10. | :08:16.
Following an air and sea search two bodies were recovered. | :08:17. | :08:19.
A third crew member is still missing. | :08:20. | :08:22.
The fourth was tonight discharged from hospital. | :08:23. | :08:26.
The normally busy harbour at Stornoway was silent this evening | :08:27. | :08:28.
as the community mourns and comes to terms with its loss. | :08:29. | :08:32.
I think it is an absolute tragic story, the loss of these fishermen. | :08:33. | :08:37.
The communities right from the Butt to Barra will be thinking of | :08:38. | :08:40.
I know our thoughts and condolences will go out to the families | :08:41. | :08:45.
and I think everybody in the Western Isles will be | :08:46. | :08:47.
This is a close-knit fishing community with a long history | :08:48. | :08:53.
and tradition of seafaring where people respect the sea | :08:54. | :08:55.
for what it provides, but also where people are all too | :08:56. | :08:58.
accustomed to what it can cruelly take away. | :08:59. | :09:02.
But this relationship and this familiarity can never | :09:03. | :09:06.
prepare people for tragic events like today's. | :09:07. | :09:16.
The Archbishop of Canterbury, Justin Welby, says he's | :09:17. | :09:18.
discovered he is the son of Sir Winston Churchill's | :09:19. | :09:20.
The Archbishop said a DNA test had revealed his real father to be | :09:21. | :09:24.
Sir Anthony Montague Browne and not Gavin Welby - | :09:25. | :09:27.
This Archbishop's life story was already an unusual one. | :09:28. | :09:37.
Now as he needs Christians in Zambia this weekend, | :09:38. | :09:40.
Talking to young people there, Justin Welby dropped hints | :09:41. | :09:50.
For me, I am who I am because I am in Jesus Christ. | :09:51. | :09:54.
That is the only thing that gives me identity. | :09:55. | :09:57.
And you will see why I am saying that in a couple of days' time. | :09:58. | :10:00.
The resemblance between the Archbishop and | :10:01. | :10:05.
Sir Anthony Montague Browne, the man revealed as his real father, | :10:06. | :10:08.
It was Sir Anthony's widow who noticed it first and DNA tests | :10:09. | :10:13.
Sir Anthony was a decorated war hero and private | :10:14. | :10:18.
Justin Welby's mother Jane worked there too | :10:19. | :10:37.
and has confirmed they had a brief liaison. | :10:38. | :10:41.
And that was just before her marriage to this man, | :10:42. | :10:44.
The baby Justin was born almost exactly nine months later. | :10:45. | :10:49.
The Archbishop of Canterbury learned the news just | :10:50. | :10:51.
He has described his childhood as messy. | :10:52. | :10:53.
Though he says he is extremely proud of his mother, | :10:54. | :10:57.
who gave up alcohol in 1968, and became a pillar of the community. | :10:58. | :11:02.
Friends say this revelation won't change the Archbishop. | :11:03. | :11:18.
I think it will make a difference, I think, in some ways, | :11:19. | :11:22.
to lots of other people, who have discovered that their biological | :11:23. | :11:25.
parents are different from those who they thought | :11:26. | :11:28.
They will identify with the Archbishop | :11:29. | :11:33.
So, I think it will increase even more his pastoral | :11:34. | :11:45.
In a statement, Justin Welby says that although there | :11:46. | :11:48.
are elements of sadness, even tragedy, in his case, this | :11:49. | :11:50.
David Cameron has launched the Conservatives' campaign | :11:51. | :11:54.
for the local elections in England, insisting his party is the only | :11:55. | :11:57.
one that can be trusted to keep taxes down. | :11:58. | :11:59.
He says voters face a clear choice between what he called | :12:00. | :12:01.
the "competence" of strong Conservative councils | :12:02. | :12:04.
The whistle-blower at the centre of doping allegations | :12:05. | :12:14.
against a British doctor has accused the UK anti-doping agency | :12:15. | :12:16.
Speaking to the BBC, former amateur cyclist | :12:17. | :12:21.
Dan Stevens said the organisation had no reason not | :12:22. | :12:23.
to investigate his warnings over Dr Mark Bonar. | :12:24. | :12:25.
It's the issue casting a shadow over world sport. | :12:26. | :12:33.
But there are now fears that the threat of doping could be | :12:34. | :12:36.
Last weekend, an investigation by the Sunday Times | :12:37. | :12:46.
showed a London based medic, Mark Bonar, claiming to have helped | :12:47. | :12:48.
Now the man who brought him to the attention of UKAD, | :12:49. | :12:53.
the anti-doping agency, two years ago, has spoken out. | :12:54. | :12:55.
He started talking about other drugs, like human growth hormone. | :12:56. | :12:57.
EPO, and suggested that he worked with a number of other clients. | :12:58. | :13:00.
And those clients were already taking | :13:01. | :13:06.
this and that if you wanted to compete at a high level, it was what | :13:07. | :13:09.
Stephens turned whistle-blower when he was banned for | :13:10. | :13:12.
refusing to take a drugs test, telling UKAD about Bonner and | :13:13. | :13:15.
handing over these signed prescriptions in the hope of a | :13:16. | :13:17.
UKAD say they didn't have the jurisdiction to | :13:18. | :13:20.
pursue the matter and that there wasn't enough evidence to refer | :13:21. | :13:28.
Bonner to the General Medical Council but the government has | :13:29. | :13:31.
ordered an enquiry into the handling of the case. | :13:32. | :13:33.
I would describe that as a catastrophic failure. | :13:34. | :13:36.
They were given prescriptions that the doctor | :13:37. | :13:37.
had produced, they were prescribed via British chemists. | :13:38. | :13:39.
UKAD have got absolutely no excuse for not | :13:40. | :13:41.
UKAD said it was investigating the claims made by | :13:42. | :13:45.
It asked for anyone with information to contact it. | :13:46. | :14:00.
Mark Bonar told us that Stevens presented with some personal | :14:01. | :14:04.
medical issues and he treated symptoms appropriately and I did not | :14:05. | :14:07.
prescribe for the purposes of performance enhancement. | :14:08. | :14:09.
The worst thing I could have ever done was offering my services | :14:10. | :14:17.
to blow the whistle on what had been happening because | :14:18. | :14:21.
I genuinely think they did not want someone to do that. | :14:22. | :14:25.
Stevens is a self-confessed cheat and without | :14:26. | :14:27.
corroboration, his evidence will be treated with caution but many | :14:28. | :14:30.
believe that if sport is to get any cleaner, the treatment of | :14:31. | :14:33.
whistle-blowers like him can and must improve. | :14:34. | :14:39.
It's been and still is a big day for sport - | :14:40. | :14:42.
here's Ore Oduba at the BBC Sport Centre. | :14:43. | :14:47.
33-1 shot Rule the World triumphed in the 2016 Grand National, | :14:48. | :14:52.
as teenage jockey David Mullins enjoyed a dream Aintree debut. | :14:53. | :14:54.
Aintree awoke to dapple skies and warm anticipation. But by race time, | :14:55. | :15:08.
things were rather soggy. NVQ or logical omen perhaps? Many Clouds | :15:09. | :15:15.
was lasted's winner, tipped to make it two in a row. But a soft ground | :15:16. | :15:20.
helped to level the playing field as the 39 runners set off in hope of | :15:21. | :15:26.
victory. Only 16 finished the race, but all horses and jockeys returned | :15:27. | :15:32.
home safely. Many Clouds was briefly in contention between jumping error | :15:33. | :15:42.
ended his hopes and it set up a thrilling finish. Rule The World, | :15:43. | :15:45.
ridden by 19-year-old David Walliams, holding off joint | :15:46. | :15:47.
favourite The Last Samurai to take the glory. An emotional victory for | :15:48. | :15:55.
the mud spattered Mullins and Irish trainer Mouse Morris. For a teenage | :15:56. | :16:01.
jockey in his first-ever national, it almost defied belief. This time | :16:02. | :16:05.
last year I did not have a winner over fences. To come here and get a | :16:06. | :16:11.
ride, I thought I was doing well, but to win it, it is amazing. Rarely | :16:12. | :16:17.
has this famous event had more aptly named winner. Today, the world is | :16:18. | :16:24.
the king of racing. -- Rule The World is the king of racing. | :16:25. | :16:26.
Match of the Day follows us here on BBC One. | :16:27. | :16:28.
So if you don't want to know today's Premier League results, | :16:29. | :16:31.
An Andy Carroll hat-trick helped West Ham come from behind to draw | :16:32. | :16:35.
3-3 with Arsenal at Upton Park, denting the Gunners' title hopes. | :16:36. | :16:38.
Aston Villa's relegation was all but confirmed | :16:39. | :16:40.
after defeat to Bournemouth, while Crystal Palace moved away | :16:41. | :16:42.
from the drop with a win over Norwich. | :16:43. | :16:44.
Celtic are eight points clear at the top of the Scottish Premiership. | :16:45. | :16:47.
A Leigh Griffiths double helped them to a 2-1 win at Motherwell. | :16:48. | :16:52.
An intriguing battle between Rory McIlroy and defending | :16:53. | :16:54.
champion Jordan Speith is brewing in Round 3 of the Masters golf. | :16:55. | :16:58.
McIlroy missed the chance to close the gap, dropping a shot himself. | :16:59. | :17:10.
Anthony Joshua fights American Charles Martin for the IBF | :17:11. | :17:19.
Thank you, that is all from me and the team here. Good night. | :17:20. | :17:28.
Hello. Tomorrow, most places will be drier and warmer than today. There | :17:29. | :17:42.
have been a lot of showers today. The main wetter weather is sliding | :17:43. | :17:49.
northward slowly across northern England, into Scotland later. There | :17:50. | :17:50. |
