The US gives its full backing to Nato but calls on Europe

:00:00.:00:08.

At a meeting of European leaders, Vice-President Mike Pence warns

:00:09.:00:16.

the military alliance risks being damaged if they fail to do so.

:00:17.:00:21.

We strongly support Nato, but the President's also made it

:00:22.:00:23.

clear that we expect our allies to keep their

:00:24.:00:25.

word, to live up to the commitments that they've made for our common

:00:26.:00:28.

The Prime Minister will meet the boss of Peugeot to discuss

:00:29.:00:35.

its proposed takeover of Vauxhall UK, a move that could

:00:36.:00:38.

At least two people are killed after California's hit

:00:39.:00:43.

And the art exhibition that's created a gold rush in Scunthorpe.

:00:44.:01:11.

The US Vice-President, Mike Pence, has used his first major foreign

:01:12.:01:17.

policy speech to reassure allies that Donald Trump does support Nato.

:01:18.:01:23.

Just weeks after the President called the military alliance

:01:24.:01:25.

obsolete, Mr Pence told a security conference in Munich that America's

:01:26.:01:29.

He did make it clear though that the White House

:01:30.:01:36.

expected Nato members to increase their

:01:37.:01:38.

From Munich, our chief international correspondent,

:01:39.:01:41.

Nato exercises in Poland - a show of strength to counter

:01:42.:01:50.

what many see as a growing threat from Russia.

:01:51.:01:52.

The massive deployment of US military might

:01:53.:01:55.

in Europe underlines how America has been the predominant

:01:56.:01:58.

power in Nato since the end of the Second World War.

:01:59.:02:03.

Now, there's a US president who's called this alliance obsolete.

:02:04.:02:09.

So, at this Munich Forum, anticipation and anxiety over what

:02:10.:02:12.

message President Trump's deputy would bring here.

:02:13.:02:20.

What we were most looking for were the messages

:02:21.:02:22.

coming out from the leading members President Trump's team, including

:02:23.:02:25.

Everyone says they've been reassured by what

:02:26.:02:30.

he had to say about the transatlantic alliance and the

:02:31.:02:32.

There's so much relief here about what you had to

:02:33.:02:39.

say, doesn't that make you worry that Europe was worried

:02:40.:02:41.

about your commitment to the transatlantic

:02:42.:02:43.

I think President Trump has made it clear that the

:02:44.:02:46.

United States stands strongly with the North Atlantic alliance.

:02:47.:02:48.

But the president has also made it clear

:02:49.:02:53.

that we expect our allies to keep their word, to live up to the

:02:54.:02:56.

commitments that they've made for our common defence.

:02:57.:03:01.

There was a strong message to Russia, too, a

:03:02.:03:03.

warning it would be held accountable for its actions,

:03:04.:03:05.

despite President Trump's talk of a warmer

:03:06.:03:07.

Moscow's top diplomat accused the West of being stuck in a

:03:08.:03:13.

TRANSLATION: The historic period that can be called

:03:14.:03:18.

the post-Cold War order has now come to an end.

:03:19.:03:23.

The main result, in our view, has been the failure of

:03:24.:03:27.

Then, within hours, Mr Lavrov announced a new

:03:28.:03:32.

truce in Ukraine between Government forces and Russian-backed

:03:33.:03:37.

There is scepticism a ceasefire will hold, but

:03:38.:03:43.

Washington's message is now clear: without progress, there'll be

:03:44.:03:46.

Tonight, as the Vice President headed out, he left behind some

:03:47.:03:53.

But there's still that uncertainty whether what's been said here is

:03:54.:04:01.

So, how reassured will Nato members be by the Vice

:04:02.:04:14.

Welcomer thereupon are still no detailed policies -- there are still

:04:15.:04:28.

no detailed policies in place to answer that, so the only measure is

:04:29.:04:32.

the words. On that basis, the words have been more reassuring here, and

:04:33.:04:35.

they bring President Trump's policies back in line with more

:04:36.:04:40.

traditional American approaches when it comes to key areas such as the

:04:41.:04:43.

relationship with Nato and with Russia, but judging by the reactions

:04:44.:04:49.

in the corridors of power here in Munich, they are also asking how far

:04:50.:04:54.

this charm offensive really went, and assessing not just the message

:04:55.:04:58.

but the messenger too, asking questions tonight - how much power

:04:59.:05:04.

does Mike Pence really have? Is he in President Trump's trusted inner

:05:05.:05:08.

circle? And why, in a 20 minute speech, did he feel it necessary to

:05:09.:05:13.

mention President Trump at least 19 times? So, Europe's leaders here are

:05:14.:05:18.

saying that for all these carefully crafted messages, which we

:05:19.:05:21.

understand had to be run by President Trump, they are still left

:05:22.:05:26.

wondering, what will they read on Donald Trump's Twitter account

:05:27.:05:27.

tomorrow? Thank you.

:05:28.:05:30.

Theresa May will meet the head of the French car-maker Peugeot

:05:31.:05:33.

to discuss its proposed takeover of Vauxhall in the UK.

:05:34.:05:35.

There's concern any takeover may have an impact

:05:36.:05:37.

on thousands of jobs at plants in Ellesmere Port and Luton.

:05:38.:05:41.

From Luton, our business correspondent, Joe Lynam, reports.

:05:42.:05:45.

Will the next generation of Vauxhall Astras be made in Britain?

:05:46.:05:49.

Vauxhall employs 4500 people, with thousands more

:05:50.:05:50.

This week, General Motors said it was in talks to sell Vauxhall

:05:51.:05:58.

PSA will almost certainly want to cut costs if there's a deal.

:05:59.:06:04.

And that might mean closing down factories.

:06:05.:06:08.

After all, Britain will be up against Germany, where Opel

:06:09.:06:10.

employs 35,000 people, in what is increasingly set to be

:06:11.:06:13.

If the takeover goes ahead, it's inevitable there

:06:14.:06:18.

The crunch point comes in 2018, when a decision will be made

:06:19.:06:25.

on where to locate the next Astra model.

:06:26.:06:31.

At that point, if the Government wants to keep investment in the UK

:06:32.:06:35.

and keep plants open, it's going to have to pull out

:06:36.:06:37.

all of the stops in terms of offering an attractive

:06:38.:06:39.

The meeting between these two could decide that.

:06:40.:06:42.

The boss of Peugeot and Citroen, Carlos Tavares, will want at least

:06:43.:06:45.

the same concessions from Theresa May that she gave

:06:46.:06:48.

to the Nissan boss, Carlos Ghosn, last autumn, to persuade him to stay

:06:49.:06:51.

in Sunderland after Britain quits the single market.

:06:52.:06:55.

Nissan was promised more investment in locally made components,

:06:56.:06:57.

electric batteries, and free and unencumbered access

:06:58.:07:00.

The meeting between the PSA boss Carlos Tavares

:07:01.:07:07.

and the Prime Minister Theresa May will be watched very carefully

:07:08.:07:10.

by the people who make the Vivaro vans here at Vauxhall in Luton.

:07:11.:07:13.

They will know that Britain is leaving the single market

:07:14.:07:15.

and probably the customs union, which means cars made

:07:16.:07:18.

here could face a tariff being sold on continental Europe,

:07:19.:07:22.

and that could make their factory potentially unviable.

:07:23.:07:27.

Joe Lynam, BBC News, at the Vauxhall factory, in Luton.

:07:28.:07:35.

We will return to matters in America, then.

:07:36.:07:38.

He's been in office for less than a month, but tonight

:07:39.:07:41.

Donald Trump launches his 2020 re-election campaign

:07:42.:07:42.

It follows a tumultuous week for the US President,

:07:43.:07:46.

which has seen him lose his national security advisor and launch

:07:47.:07:48.

Our correspondent Laura Bicker is at the rally.

:07:49.:07:54.

Laura, is this an unusual step for a president

:07:55.:07:56.

Why now? Candidates usually get to the end of

:07:57.:08:10.

a campaign and say, thank heavens that is over, but not Donald Trump.

:08:11.:08:13.

He loves the business of campaigning will stop perhaps more so than the

:08:14.:08:19.

tricky business of governing. He may be here to feel the adoration and

:08:20.:08:23.

energy of his fans after quite a rocky start. Already this week, he

:08:24.:08:28.

has seen the resignation of his national security adviser, Michael

:08:29.:08:32.

Flynn, and the man he asked to replace said no. He is holding

:08:33.:08:38.

interviews this weekend. And Kate, one other reason why Donald Trump

:08:39.:08:43.

wants to hold this rally - he has already tweeted again today,

:08:44.:08:46.

decrying what he calls the fake news media. He has described us as the

:08:47.:08:51.

enemy of the American people. He doesn't trust us to put across his

:08:52.:08:55.

message, so is in just a few moments, he will get on that podium

:08:56.:08:59.

and do it himself. -- so in just a few moments.

:09:00.:09:06.

The Government's to propose new laws aimed at tackling domestic violence

:09:07.:09:08.

Victims will get greater support under legislation that will be

:09:09.:09:12.

Rachel Williams felt failed by the state

:09:13.:09:16.

when she finally worked up the

:09:17.:09:17.

During a six-week period, he bombarded me

:09:18.:09:22.

And then, on the 19th of August, 2011,

:09:23.:09:29.

while I was in work, he came into my hairdresser's

:09:30.:09:31.

where I was working, with a sawn off shotgun, and shot

:09:32.:09:34.

Experiences like that are shattering, according to Theresa

:09:35.:09:39.

May, who's asked ministers and experts to clarify laws that are

:09:40.:09:42.

applied unevenly across England and Wales.

:09:43.:09:53.

It's estimated there are 1.3 million female victims of domestic abuse

:09:54.:09:56.

each year, with around 600,000 men being affected too.

:09:57.:09:58.

Very few come forward, and there were just 75,000

:09:59.:10:00.

convictions in 2016, although that's more

:10:01.:10:02.

It's something Theresa May tried to grapple with

:10:03.:10:07.

charge here at the Home Office, introducing legislation which

:10:08.:10:14.

criminalised emotional abuse, and giving people the right to find

:10:15.:10:17.

out if their new partners had been violent before.

:10:18.:10:20.

But as Prime Minister, she's decided the whole of

:10:21.:10:23.

the Government needs to look at the whole issue.

:10:24.:10:26.

She's pointed out that there are big inconsistencies in the

:10:27.:10:29.

police response, and that will be covered through the Home Office and

:10:30.:10:32.

But four out of five victims of domestic

:10:33.:10:35.

abuse don't go to the police, so we need the health service

:10:36.:10:38.

and schools and others to really take this

:10:39.:10:40.

Rachel's son took his own life after so much violence at home.

:10:41.:10:46.

Labour say proper funding of services

:10:47.:10:47.

just as important as any legislation that emerges.

:10:48.:10:54.

A huge storm that's hit California has left at least two dead

:10:55.:11:03.

and caused chaos to parts of the state, opening up sinkholes,

:11:04.:11:06.

Meteorologists say it could be the strongest storm to hit

:11:07.:11:10.

the southern part of the state for over 20 years.

:11:11.:11:12.

It looks like California's drought is ending in dramatic fashion.

:11:13.:11:20.

In the suburb of Studio City, a woman

:11:21.:11:22.

was pulled to safety from the roof of her car moments before a second

:11:23.:11:25.

Turned around for one second, and the second car

:11:26.:11:31.

The rate of the water that's moving, it's undermining the soil underneath

:11:32.:11:41.

the asphalt, so it's starting to crumble the street.

:11:42.:11:46.

Believe it or not, this is the desert town of

:11:47.:11:49.

This man had to be rescued by helicopter.

:11:50.:11:53.

Another motorist could not be saved, drowning in his car.

:11:54.:11:56.

On the main motorway from Los Angeles to Las

:11:57.:11:58.

Vegas, a fire crew had a lucky escape, abandoning their engine just

:11:59.:12:01.

While in the hills, this is the result of years of wildfires

:12:02.:12:05.

which have left the ground slick, scarred and unable to absorb

:12:06.:12:08.

The storm has been deadly, but the clouds do have one silver

:12:09.:12:14.

lining - reservoirs in this parched state are at last filling up.

:12:15.:12:19.

In LA, it seems it never rains but it

:12:20.:12:21.

Hundreds of people have been searching to find

:12:22.:12:29.

five solid-gold objects that have been hidden

:12:30.:12:31.

across Scunthorpe as part of an arts project.

:12:32.:12:34.

Clues to their location are contained in a series of paintings,

:12:35.:12:37.

But the first figure, worth more than ?2000,

:12:38.:12:41.

was discovered by someone who hadn't even seen the artwork.

:12:42.:12:44.

Phillip Norton's report does contain some flashing images.

:12:45.:12:49.

In the town of Scunthorpe, steel has always been its precious metal,

:12:50.:12:52.

This was a gold rush unlike anything before.

:12:53.:12:57.

We've taken five objects from the local museum,

:12:58.:12:59.

and we've scanned them, and 3-D printed them, then made

:13:00.:13:02.

Those objects are then hidden across Scunthorpe

:13:03.:13:07.

and the region for people to find and keep.

:13:08.:13:11.

500 people came to try and crack them within an hour of opening.

:13:12.:13:16.

But the first bit of treasure was found by pure chance.

:13:17.:13:21.

We were just looking around, and then we see

:13:22.:13:23.

And we put our hands in, and out come a bag of treasure.

:13:24.:13:32.

We come past here sometimes when we go shopping, and I

:13:33.:13:35.

And I just thought, yeah, one's got to be in here.

:13:36.:13:42.

The clues have been created by a goverment code breaker

:13:43.:13:45.

The gold was hidden amid top secrecy.

:13:46.:13:48.

People have been getting very excited.

:13:49.:13:49.

We had some people trying to sneak in this morning.

:13:50.:13:52.

We've had people come in all week, saying, oh, can I have a

:13:53.:13:55.

quick look at them, just a quick look at them?

:13:56.:13:57.

For Rachel, seeing the clue wouldn't have been much help.

:13:58.:14:00.

Would you know where to start with solving this?

:14:01.:14:02.

There are still four figurines remaining.

:14:03.:14:14.

The artist admits some may never be found.

:14:15.:14:16.

:14:17.:14:30.

Good evening. It's been a springlike day across many parts of the

:14:31.:14:49.

country, with temperatures as high as 15 Celsius. Not sunshine

:14:50.:14:53.

everywhere, but here is this seen as the sun set over new key in

:14:54.:14:56.

Cornwall. Thanks
