However, it is the home of the seventh largest university in the | :00:52. | :00:56. | |
UK. Can my honourable friend tell me what opportunities there are and the | :00:57. | :01:00. | |
civil service in Plymouth for those people who don't have university | :01:01. | :01:07. | |
degrees? My honourable friend reminds me there is big talent in | :01:08. | :01:10. | |
Plymouth and we want to make the most of it. Over the course of this | :01:11. | :01:15. | |
Parliament, we will invest in more than 30,000 new civil service | :01:16. | :01:18. | |
apprenticeships, part of the broader commitment of 200,000 apprentices | :01:19. | :01:26. | |
across the public sector, offering a range of opportunities, including | :01:27. | :01:32. | |
those in Cornwall and Devon. I'm delighted to say I have an | :01:33. | :01:35. | |
apprentice in my private offers, and I hope one of our apprentices will | :01:36. | :01:43. | |

blind recruitment has been implemented in 75% of the civil | :02:08. | :02:11. | |
service. We are working with other major workforces across the public | :02:12. | :02:16. | |
sector to further embed recruitment. In addition, all recruiters in the | :02:17. | :02:21. | |
civil service are required to undertake mandatory training to | :02:22. | :02:25. | |
avoid unconscious bias before any recruitment exercise, including | :02:26. | :02:31. | |
panel members but FastTrack apprenticeships. Would he agree it | :02:32. | :02:39. | |
is important to recruit so full servants who will be live long | :02:40. | :02:43. | |
servants for the state, and that their commitment is to public | :02:44. | :02:51. | |
service? Of course, and obviously we want to attract the best talent | :02:52. | :02:55. | |
possible into the civil service. That is why we commissioned the | :02:56. | :02:59. | |
Bridge group report, which found fast streaming is unrepresented, but | :03:00. | :03:07. | |
we are taking action to change that, including things like name blind | :03:08. | :03:11. | |
recruitment, polishing the pay ratio between the medium and highest paid | :03:12. | :03:18. | |
employees, and creating over 200,000 apprenticeship opportunities in the | :03:19. | :03:22. | |
public sector for young people. What efforts is a Cabinet Office making | :03:23. | :03:27. | |
to deal with the requirements of women who might not have two face | :03:28. | :03:34. | |
difficult, or have to face difficult opportunities, unlike their male | :03:35. | :03:38. | |
counterparts, because of the pressures of family life? Following | :03:39. | :03:43. | |
International women's day, I find her for her question. More than half | :03:44. | :03:47. | |
of civil servants are women, and more than top art now in positions | :03:48. | :03:52. | |
of leadership. This does compare favourably with other companies, for | :03:53. | :04:00. | |
example the FTSE 100. There is much more to do to increase female | :04:01. | :04:04. | |
representation in senior leadership roles, and we have introduced a | :04:05. | :04:09. | |
number of initiatives, for example to increase gender diversity, a | :04:10. | :04:13. | |
better system Intel to shared parental leave, -- entitled parental | :04:14. | :04:27. | |
leave. I am pleased he said there's no bias, except the social | :04:28. | :04:30. | |
background if you want to leave the EU. How can you square out with | :04:31. | :04:40. | |
neutrality? I think getting the EU into any question is ingenious on | :04:41. | :04:45. | |
this particular occasion. What I can say, everybody in the civil service | :04:46. | :04:50. | |
is going to get an equal opportunity to get on in life. One way of | :04:51. | :04:59. | |
helping people to progress in the civil service is to move many jobs | :05:00. | :05:04. | |
out of London into the regions, like the north-west. Especially senior | :05:05. | :05:07. | |
civil service jobs, because you always have to go to London to | :05:08. | :05:13. | |
progress. There has been a London buyers to some extent in the civil | :05:14. | :05:18. | |
service, so we are opening regional hubs. We will open one additional | :05:19. | :05:23. | |
assessment centre in the North this year, and with more sites to follow. | :05:24. | :05:29. | |
We will ensure it is as attractive to all people in all regions as it | :05:30. | :05:38. | |
is in London. In 2014, 718 people from working-class backgrounds | :05:39. | :05:41. | |
applied for the civil service fast stream. Eight succeeded. Is the | :05:42. | :05:48. | |

making it significantly less diverse socially economically than the | :06:17. | :06:18. | |
University of Oxford. We know there is more to do, but we are taking | :06:19. | :06:31. | |
action. Good morning. Our plan is to make people's lives easier by | :06:32. | :06:36. | |
reforming digital technology across government, and republished 24,000 | :06:37. | :06:40. | |
open datasets and transform and more and more public services. Effective | :06:41. | :06:48. | |
and secure data sharing is critical, and charities and research bodies | :06:49. | :06:52. | |
have struggled to access and a moderate data effectively, which has | :06:53. | :06:56. | |
slowed down leading research. Does the Minister agreed that the | :06:57. | :06:59. | |

am an enormous supporter of the Welsh language and we are making | :08:59. | :09:02. | |

location of the button, but we do a lot of research, and user research, | :09:08. | :09:10. | |
to make sure where these buttons ought be. | :09:11. | :09:17. | |
Our assessment is that since employment in industrial Nations are | :09:18. | :09:26. | |
reserved matters, and not in Wales, the laws which govern them decided | :09:27. | :09:30. | |
here collectively for the whole of the UK. Meaning they apply to all | :09:31. | :09:36. | |
employers, including the devolved administrations. Restricting | :09:37. | :09:47. | |

Minister make clear today that these jobs are valued where they are in | :12:32. | :12:37. | |
Newport? I thank the honourable lady for her question and the Northern | :12:38. | :12:41. | |
powerhouse is about evolution, not about jobs in London, but I say to | :12:42. | :12:45. | |
her that the Government has a passion for Newport and for Wales. | :12:46. | :12:50. | |
Not only did the Nato summit encourage investment, as she knows, | :12:51. | :12:56. | |
regeneration project 's mean more jobs in finance. My honourable | :12:57. | :13:02. | |
friend visited the OMS that she refers to recently and I be this | :13:03. | :13:10. | |
week there has been 30 graduate posts announced. She knows this will | :13:11. | :13:14. | |
be developed so that it becomes a centre of expertise and she should | :13:15. | :13:17. | |
be celebrating that in her constituency. Mr Speaker, the number | :13:18. | :13:24. | |
of buildings owned by the Government in 2010 with 110 buildings. It is | :13:25. | :13:31. | |
now a less than that. How much further will they go because that is | :13:32. | :13:38. | |

taxpayer. The minister indicated that it is Government policy to try | :14:05. | :14:09. | |
to ensure that will service opportunities are spread across the | :14:10. | :14:12. | |
United Kingdom. Does he agree with me that it is a good idea, on a | :14:13. | :14:16. | |
value for money basis and other basis as well, that everybody gets | :14:17. | :14:20. | |
out of the Westminster and London bubble on a more regular basis, out | :14:21. | :14:26. | |
into the real world? I couldn't have put it better myself. It is | :14:27. | :14:31. | |
absolutely right. There are 800 civil service buildings outside | :14:32. | :14:34. | |
London. We have important targets of developing the civil service around | :14:35. | :14:39. | |
the country, at strategic hubs, and the more people out of the | :14:40. | :14:42. | |
Westminster bubble, the better. We know the Minister's friend the | :14:43. | :14:52. | |
Paymaster General if close to the Chancellor and therefore like stupid | :14:53. | :14:53. | |
northern powerhouse into every speech he makes but most of the jobs | :14:54. | :15:01. | |
are now based in London and with no sense of irony, Sheffield jobs have | :15:02. | :15:08. | |
been moved to London. The test to the minister when he gets the | :15:09. | :15:12. | |
promotion he has been looking for and so richly deserves will be | :15:13. | :15:18. | |
whether or not he has more senior policymakers in London or less. Does | :15:19. | :15:22. | |
he have the ability to live up to our expectations? I genuinely cannot | :15:23. | :15:30. | |
understand the premise of the Lady's question. She should be proud of the | :15:31. | :15:37. | |

campaign in a personal capacity, why is the same not allowed for civil | :24:07. | :24:13. | |
servants? My honourable friend's constituency -- constituents should | :24:14. | :24:26. | |
follow the rules outlined in his contract but I would say this, that | :24:27. | :24:32. | |
we want to stay in a reformed European Union and I am sure my | :24:33. | :24:35. | |
honourable friend for Shipley would be the first to say that it is only | :24:36. | :24:41. | |
because of the munificence, the tolerance and the generosity of | :24:42. | :24:44. | |
spirit of our Prime Minister that ministers are allowed to disagree in | :24:45. | :24:48. | |
public with the Government position at all. Mr Speaker, the | :24:49. | :24:57. | |
anti-advocacy clause has been widely condemned. Can the Minister explain | :24:58. | :25:03. | |
why this was brought in with no scrutiny in this House? The | :25:04. | :25:09. | |
honourable gentleman failed to recognise that taxpayers money | :25:10. | :25:13. | |
should not be used to lobby Government. Those who argue against | :25:14. | :25:22. | |
this clause are arguing against hard working people, to say they should | :25:23. | :25:27. | |
pay their taxes to be spent on lobbyists. This clause has been in | :25:28. | :25:32. | |
operation for over a year in one area where it was found to be | :25:33. | :25:35. | |
working well and that is why we expanded it across comment. Given | :25:36. | :25:44. | |
